HomeMy WebLinkAbout686 Parking Advisory CommitteeX110 ORDINANCE N0. 686 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OR UKIAH ADDING ARTICLE 4a TO DIVISION 1, CHAPTER 4 OF THE UKIAH CITY CODE (PARKING ADVISORY COMMISSION) The City Council of. the City of Ukiah does Ordain as follows: Section 1. Article 4a is added to Division 1, Chapter 4 of the Ukiah City Code to read as follows: ARTICLE 4a - PARKING ADVISORY COMMISSION Section 1160 - Creation: There is hereby created a Parking Advisory Commission for the City of Ukiah. Section 1161 - Members; Appointment: Said Commission shall consist of seven members, appointed by the City Council. The Commissioners shall be: a. One member from the Downtown Businessmen's Association b. One member from the Greater Ukiah Chamber of Commerce c. One tenant from within the boundaries of the Parking District d. One owner of property within the boundaries of the Parking District e. One member of the Planning Commission f. One member of the City Council g. City Manager Section 1162 - Term of Office: The Planning Commissioner, City Councilman and City Manager shall serve on the Parking Advisory Commission at the pleasure of the City Council. Of the other members first appointed under this ordinance, one shall be appointed for a term of one year, one for a term of two years, and two f r a term of three years from and after their appointment,res~c~t~~~sors shall be appointed for a term of three years. Section 1163 - Chairman; Officers: The Commission shall elect a Chairman from among the appointed members for a term of one year and subject to other provisions of law, may elect other such officers as it may determine. Section 1164 - Expenses of members; No compensation: The members of the Commission shall receive no compensation except such expenses which are authorized by law. Section 1165 - Meetings, rules, record: _ The Commission shall hold at least one regular meeting mnn}h. Its duties shall include an annual review of the Parking District's budget as proposed by the City Manager and to recommend to the City Council such additions or deletions therefrom as the Commission deems appropriate; to review and recommend on all matters of parking district policy including the maintenance of facilities, charges to be levied, and any other matters of parking policy that the Commission believes to be appropriate. The Commission shall regularly inventory parking facilities of the City to determine if adequate parking exists and shall make recommendations for additional parking facilities as they deem appropriate. Section 2. This ordinance shall be published as required by law in a newspaper of general circulation published in the City of Ukiah. Section 3. This ordinance shall become effective 30 days after its adoption.
