ORDINANCE N0. 668
AN ORDINANCE OF THE CITY COUNCIL OF THE CITX OF
UKIAH REPEALING AND AMENDING CERTAIN CHAPTERS
AND SECTIONS OF DIVISION 3 OF THE UKIAH CITX
CODE (BUILDING REGULATIONS)
The City Council of the City of Ukiah does Ordain as follows:
Section 1. Section 3001 of the Ukiah City Code is amended as follows:
The year in the title and body of said section shall be 1973 instead of
1964; and strike from said section the language "Volume 1".
Section 2. Section 3002 of the Ukiah City Code is amended as follows:
The year in the title and body of said section shall be 1973 instead of
1964; and strike from said section the language "Volume 3"
Section 3. The following sections amend Division 3 of the Ukiah City Code by
addition thereto:
Section 3012 - Modification by addition to Section 504 (b) of the Uniform
Building Code:
The following provision shall be added to Sec. 504 (b) of the Uniform Building
Code:
When openings in exterior walls are prohibited, exterior walls shall be not
less than two (2) hour fire-resistive non-combustible construction.
EXCEPTION: Group I and J occupancies.
Section 3013 - Modification by amending Section 1601 (a) of the Uniform
Building Code:
The following amendment is made to Section 1601 (a) of the Uniform Building Code:
Fire zones defined. For the purposes of this Code, the entire city is hereby
declared to be and is hereby established as a Fire District and designated as Fire Zone
No. 3.
Section 3014 - Modification by addition to Section 1604 of the Uniform Building
Code:
The following provision shall be added to Sec. 1604 of the Uniform Building Code:
Changes, alterations, additions and repairs which would increase the fire hazard
of any building shall not be permitted unless the building conforms to the building
and fire code.
Section 3015 - Modification by amending Section 3312(c) of the Uniform Building
Code:
The following amendment is made to Section 331~(c) of the Uniform Building Code:
Exit signs serving an occupant load of one hundred (100) or more persons shall

be lighted with two (2) electric lamps of not less than fifteen (15) watts each,
supplied by two (2) separate sources.
Section 3016 - Modification by addition to Section 3803 (e) of the Uniform
Building Code:
The following provision shall be added to Sec. 3803 (e) of the Uniform Building
Code:
Separate standpipes may be omitted in buildings equipped throughout with
the approved automatic sprinkler system; however, hose connections for fire
department use, as outlined in Section 3073, National Fire Protection Association
(hereinafter referred to as N.F.P.A.) Pamphlet No. 13, shall be provided in all
required stair enclosures. The static pressure at hose connections shall not
exceed one hundred fifty (150) pounds per square inch.
Section 3017 - Modification by amending Section 3804 (b) - Exception 1,
of the Uniform Building Code:
The following amendment is made to Section 3804 (b) - Exception 1, of the
Uniform Building Code:
Wet standpipes are not required in buildings equipped throughout with an
automatic fire extinguishing system. However, in buildings less than four (4)
stories in height, one and one-half (1 1/2) inch National Standard thread valved
connection shall be provided so that all portions of the building are within
two hundred (200) feet of the connections.
Section 3018 - Modification by addition to Section 3805(c) of the
Uniform Building Code:
The following provisions shall be added to Sec. 3805 (c) of the Uniform
Building Code:

ment use, as outlined in Section 3073, N.F.P.A. Pamphlet No. 13, shall be
provided in all required stair enclosures. The static pressure at hose

Section 4. Sections 3022, 8060, 3090 and 3120 are amended as follows:
The amount of fine shall be stated as $500.00, instead of $300.00 and the
term of imprisonment shall be stated as six (6) months instead of ninety (90)
days.
Section 5. Section 3051 of the Ukiah City Code is amended as follows:
The year in the title and body of said section shall be 1973 instead of 1964.

Section 6. Section 3070 of the Ukiah City Code is amended as follows:
Strike therefrom the words "Association and the National Board of Fire
Underwriters" and in their place substitute the word Institute.
Section 7. Section 3071 of the Ukiah City Code is amended as follows:
The year in the title and body of said section shall be 1971 instead of
1965; and the word "purposes" shall be added to the title.
Section 8. Article 2, Section 3075 is added to Chapter 3 of Division 3 of the
Ukiah City Code as follows:
ARTICLE 2 - EXCLUSIONS AND MODIFICATIONS
Section 3075 - Modification by addition of provision relating to the
administration of the National Electrical Code
The following provision shall be added to and included in the National
Electrical Code:
The administration of the National Electrical Code shall be the responsibility
of the Building Inspector.
Section 9. Section 3100 of the Ukiah City Code is amended as follows:
The term International Association of Plumbing and Mechanical Officials
replaces the term Western Plumbing Officials Association.
Section 10. Section 3101 of the Ukiah City Code is amended as follows:
The year in the title and body of said section shall be 1973 instead of 1964.
Section 11. Section 3111 of the Ukiah City Code is repealed.
Section 12. Section 3111 is added to the Ukiah City Code to read as follows:
Section 3111 - Modification by addition to the 1973 Ed. of the Uniform
Plumbing Code:
The following provisions shall be added to and included in the stated edition
of the Uniform Plumbing Code:
Part One of the 1970 edition of the Uniform Plumbing Code, titled Administration,
shall be used as the administrative section of the 1973 edition of said code; however,
excluding therefrom sections 1.1, 1.2, 1.3,1.7 and 1.12.
Section 13. Section 3112. of the Ukiah City Code is amended as follows:
The following sentence is added to said section:
Further delete from said section the words fifty (50) and insert in place
thereof the-words one hundred twenty (120).
Section 14. Chapter 6 of the Ukiah City Code is amended as follows:
The title of said chapter shall read Uniform Mechanical Code,
The title of Section 3130 of said chapter shall read "Uniform Mechanical Code"

The body of section 3130 shall reflect the title change by substituting the term
Mechanical for Heating & Comfort Cooling and as well substituting the term International
Association of Plumbing and Mechanical Officials and the International Conference of
Building Officials, for Western Plumbing Officials Association.
The year in the title and body of Section 3131 shall be 1973 instead of 1964,
further the word Mechanical replaces the words "Heating & Comfort Cooling"
and the word purposes; is added to the title of said section.
Section 15. Article 2 of Chapter 6 of Division 3 is repealed.
Section 16. Article 3 of Chapter 6 of Division 3 is renumbered and becomes
Article 2.
Section 17. Section 3150 of the Ukiah City Code is renumbered and becomes Section
3140 and is thereafter amended as follows:
The term Heating & Comfort Cooling wherever used becomes the word Mechanical.
Section 18. Sections 3003, 3052, 3072, 3082, 3102, 3132 and 5203 are added to
the Ukiah City Code and are titled and read as follows:
Section Permit Fees; Establish by Resolution:
The City Council may from time to time establish fees to be charged and
collected for permits issued hereunder.
Section 19. This ordinance shall be published as required by law, in the
Ukiah Daily Journal, a newspaper of general circulation published in the City of
Ukiah.
Section 20. This ordinance shall become effective 30 days after its adoption.
