SUBJECT: PUBLIC HEARING AND ADOPTION OF RESOLUTION (1) APPROVING
APPLICATION AND CONTRACT EXECUTION FOR FUNDING FROM THE GENERAL
ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
AND AUTHORIZING EXECUTION OF GRANT AGREEMENT AND ANY AMENDMENTS THERETO
WITH THE STATE OF CALIFORNIA FOR THE PURPOSES OF THIS GRANT; AND (2)
AUTHORIZING CITY MANAGER TO NEGOTIATE AND EXECUTE AGREEMENT WITH
COMMUNITY DEVELOPMENT COMMISSION OF MENDOCINO COUNTY FOR GRANT
ADMINISTRATION.
SUMMARY: Council is requested to submit an application for Community Development Block
Grant funds by April 3, 2008 not to exceed $500,000 for a housing rehabilitation for income
eligible households, with $23,000 local match to include City staff administrative time and
waiver of Building Permit and General Plan Maintenance fees. This application is supported
by the 2008 City of Ukiah Housing Conditions Survey using survey methods established by the
State Department of Housing and Community Development which establishes the need for a
housing rehabilitation program and will assist in implementing specific programs set forth
within the General Plan Housing Element.

RECOMMENDED ACTION: That the City Council (1) conducts a public hearing to solicit
public input on a State Community Development Block Grant (CDBG) General Allocation
Application, (2) adopts a Resolution approving submittal of a CDBG Application, contract
execution for funding from the General Allocation for housing rehabilitation within the City of
Ukiah not to exceed $500,000 with $23,000 local match, and authorizing the execution of a
grant agreement and any amendments thereto with the state of California for the purposes of
this grant; and (3) authorizing City Manager to execute Agreement with Community
Development Commission of Mendocino County for grant administration.

Council is also requested to approve a subrecipient Agreement with Community Development
Commission of Mendocino County for grant administration, to be funded by the CDBG
program, if approved. A public hearing was held on March 24, 2008 and one application was
received, from City staff for the proposed housing rehabilitation program.
Regarding the proposed $23,000 local match, staff estimates $5,000 in staff time over the life
of the program and proposes a waiver of building permit and General Plan Maintenance fees
not to exceed $18,000 since all households must be low or very low income. Staff anticipates
including these expenses within the Ukiah Redevelopment Agency FY 2008-2009 Budget as
part of the 20% housing set aside to the extent allowed by law.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH COUNCIL (1) APPROVING
AN APPLICATION AND CONTRACT EXECUTION FOR FUNDING FROM THE GENERAL
ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT AND ANY
AMENDMENTS THERETO WITH THE STATE OF CALIFORNIA FOR THE PURPOSES OF
THIS GRANT, AND (2) AUTHORIZING CITY MANAGER TO NEGOTIATE CONTRACT WITH
COMMUNITY DEVELOPMENT COMMISSION OF MENDOCINO COUNTY FOR GRANT
ADMINISTRATION.
WHEREAS, a Public Hearing was held pursuant to federal Citizen Participation
requirements before the City Council on April 1, 2008, to receive public comment and consider
an eligible application for City of Ukiah Housing Rehabilitation Program; and
WHEREAS, the City of Ukiah has prepared a 2008 City of Ukiah Housing Conditions
Survey using survey methods established by the State Department of Housing and Community
Development which establishes the need for a housing rehabilitation program; and
WHEREAS, a housing rehabilitation program will implement specific programs set forth
within the General Plan Housing Element; and
WHEREAS, the City has determined that federal Citizen Participation requirements were
met during the development of this Application.
NOW, THEREFORE, BE IT RESOLVED by the City of Ukiah City Council as follows:
SECTION 1: The City Council has reviewed and hereby approves a Community Development
Block Grant Application, incorporated herein by reference as though set forth in full, for up to:
City of Ukiah Housing Rehabilitation Program $374,625
Activity Delivery $ 87,875
General Administration $ 37,500
Total $500,000
SECTION 2: The City will provide local leverage for the housing rehabilitation program in the as
follows:
Staff time for Grant Administration: $ 5,000
Waiver of Building Permit and General Plan Maintenance $ 18,000
fees for housing rehabilitation eligible under the program,
excluding structural engineering or specialized plan check
Total $ 23,000
SECTION 3: The City Manager or designee is hereby authorized and directed to act on the
City's behalf in all matters pertaining to this Application.
SECTION 4: If the application is approved, the City Manager or designee is authorized to enter
into and sign the grant agreement and any amendments thereto with the State of California for
the purposes of this grant.
SECTION 5: If the application is approved, the Executive Director or designee of the
Community Development Commission of Mendocino County is hereby authorized and directed
to act on the City's behalf in all matters pertaining to this Application as set forth in the
Agreement Between the City of Ukiah and Community Development Commission of Mendocino
County, incorporated herein by reference as though set forth in full, and City Manager is
authorized to negotiate and execute said subrecipient Agreement.
