ORDINANCE N0. 587
ORDINANCE OF THE CITY OF UKIAH
REGULATING UNATTENDED MOTOR VEHICLES,
PRESCRIBING DUTIES OF PERSON IN CHARGE,
AUTHORIZING REMOVAL OF KEYS, AND
PROVIDING FOR PENALTIES FOR VIOLATION
WHEREAS, automobile thefts have shown an alarming increase over
the past ten years; and
WHEREAS, a large percentage of automobile thefts are of automobiles
left unattended with the key in the ignition or the ignition unlocked;
and
WHEREAS, this negligence on the part of the motorists provides
the opportunity to juvenile and teen age offenders as well as to
professional automobile thieves to commit this crime; and
'riHEREAS, it has been demonstrated that the enactment and
enforcement of Lock Your Car Ordinance drastically reduce automobile
thefts;
NOW THEREFORE, the City Council of the City of Ukiah does
hereby ORDAIN:
SECTION 1. ENACTMENT OF CHAPTER 7 "UNATTENDED MOTOR VEHICLES"
AS PART OF DIVISION 8 OF THE UKIAH CITY CODE
Chapter 7 entitled "Unattended Motor Vehicles" is hereby
adopted as part of Division 8 of the Ukiah City Code to read
as follo~os:
"Section 7500 - Leaving Unattended Vehicle:
No person driving or in charge of a motor vehicle
shall permit it to stand unattended in any public
place, or on any used or new-car lot, or parking lot
without first stopping the engine, locking the ignition,
removing the ignition I<ey from the vehicle, effectively
setting the brake thereon and, when standing upon any
grade, turning the front wheels to the curb or side of
the highway."
(Ordinance No. 587, Sec. 1, Adopted 1967).
"Section 7501 - Action by Police Officer:
'.Jhenever any police officer shall find a motor
vehicle standing unattended with the ignition key in
the vehicle, in violation of this section, such police
officer is authorized to remove such key from such
vehicle and to deliver such key to the police officer
in charge of the Ukiah Police Station."
(Ordinance No. 587, Sec. 1, Adopted 1967).
"Section 7502 - Presumption:
_ The registered owner of a vehicle found in violation of
~~" this section shall be held prima facie responsible for
any such violation." (Crdinance No. 587> Sec.l, Adopted 1907).
"Section 7503 - Penalties for Violation:
The penalty for violation of this section shall be
deemed guilty of a misdemeanor and upon conviction thereof
shall be punishable by a fine not exceeding five ($5.00)
dollars."
(Ordinance No. 587, Sec. 1, Adopted 1967).
SECTION 2. PUBLICATION: EFFECTIVE DATE.
This ordinance shall be published as required by law in the
Ukiah Daily Journal. It shall be effective thirty days after the
date of its adoption.
PASSED AND ADOPTED this 15th day of March 1857 by the
following vote:
AYES: Councilmen Scotto, Crook, Harlowe and Mayor Norgard.
NOES: None
ABSENT: Countitman Henderson.
