agenda, you may do so at this time. In order for everyone to be heard, please limit your comments to three (3) minutes
per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on
audience comments in which the subject is not listed on the agenda.

AGENDA SUMMARY REPORT
SUB]ECT: Discussion and Direction Concerning the Process and Initial Tasks
for the Preparation of a Downtown Specific Plan
SUMMARY: At the first Downtown Specific Plan Committee meeting on January 10, 2008, the
group discussed the potential boundaries for the study area, the purpose of the Specific Plan, and
other topics. At the conclusion of the discussion, it was agreed that the objective of the next
meeting would be to define the study area and review draft goals and a draft purpose statement.
Staff also indicated that it would have a more refined study area map/air photograph, a list of pros
and cons of choosing a smaller or larger study area, and a draft flow chart/timeline for the project.
Additionally, CouncilmemberThomas also suggested that each Committee member prepare a list of
issues and/or concerns to share with the group.
Map/Air Photograph: The City GIS Division has prepared a detailed Map/Air Photograph of the
potential planning area that will be shared with the Committee at the January 31st meeting.
Pros and Cons of Small vs. Large Study Area: A draft table of the pros and cons is attached.
Goals and Purpose Statement: A draft list of Goals and draft Purpose statement are attached.
Flowchart/Timeline: Staff is working on the task of preparing a draft flowchart/timeline for the
project and will attempt to have it ready for the January 31st meeting.

RECOMMENDED ACTION: Continue discussion of process and initial tasks for the Downtown
Specific Plan, review, edit, and approve draft goals and purpose statement, and select planning
area.

DRAFT
Purpose and Intent of the Specific Plan
The purpose of the Perkins Street Courthouse Specific Plan is to provide a coherent proactive
framework for downtown development and preservation that will guide future public and private-
sectoractions. As a result of increased development pressure both in the City and outside the City
limits, as well as a number of other factors, downtown Ukiah has arrived at a crucial time in its
evolution, and is in jeopardy of unplanned piecemeal change. The intent of this Specific Plan is to
manage that change by guiding it with specific urban design objectives for the downtown.
Goals of the Specific Plan:
1. To provide proactive leadership and to stimulate redevelopment
2. To rouse and accelerate economic development and the vitality of local businesses.
To establishment a viable location for the Courthouse relocation and a strategy for improving
competitiveness for State funding.
4. To provide leadership in creating a safe, active, and attractive pedestrian environment, and
to ensure strong pedestrian themes in the design of future development.
To ensure the revitalization and preservation of Gibson Creek as it flows thorough the
project area.
6. To ensure the protection of existing trees and to foster an emphasis on the enhancement of
the urban forest.
7. To provide for creative solutions to redevelopment issues.
8. To ensure the preservation and revitalization of historic structures.
9. To ensure retail development on the ground floors of buildings and office and residential
uses above.
10. To ensure the upgrading of streets, utilities, storm drains, water and sewer lines, and other
infrastructure.
il. To improve the aesthetics of the area by adhering to the adopted development standards,
undergrounding utility lines, and emphasizing code compliance.
12. To enhance the character of the area rather than allowing its integrity to be compromised by
unplanned and incompatible development.
