AUDIENCE COMMENTS ON NON-AGENDATEMS:3:04: None. S. NEW BUSINESS:3:OS:65 PM a. Discussion and possible action regarding request for no parking zone on S. Orchard Avenue in front of DMV/CHP offices Sergeant Dave Tafel, CHP, presented the item. If the no parking zone is granted, they feel it will allow better sight distance which will assist with safety. Recommended Action: Due to restricted sight distance, staff recommends that the TEC reestatitish'the no parking zone along the frontage of the DMV/CHP offices In addition, staff suggests that the DMV/CHP explore the apparent need to provide additional parking since the facility appears to be utilized by a higher volume of customers than perhaps initially thought. M/S Taylor/Whitaker, it was carried by an all AYE voice vote of the members present to recommend to Council to reinstate the no parking zone on Orchard Avenue in front of the DMV/CHP. Member Townsend gave presented the item. The Committee provided the following comments: • Fire Marshal (memo): Outside the downtown, narrow streets with extensive parking delays emergency response and in some cases prohibits access to residents, such as Church, Smith, Stephenson and Mill Streets. Parking on theses streets should be examined for corrective action. • Include Main Street Program and Downtown Merchants Association on the ad hoc parking committee. • One of the major complaints received is one business complaining of other business owners consuming on street parking. • Consider awarding some permit parking as a benefit of the Business License. • Consider that vitality of the downtown core merits a different approach to ensure available and affordable parking. • Make it easier for employees to park in cost effective locations to avoid the parking shuffle. • Consider maintaining 24 minute parking in froht of the post office. • Consider 2 hours of free parking in some pubtc,lots to encourage their use. • Develop a program with MTA providing bus passes for jurors. • Institute back-in diagonal parking which is safer for vehicular, bike and pedestrian traffic • Reexamine the recommendations ih view of the form-based zoning project. Final recommendation will come back to the Committee. 5. COMMITTEE MEMBER REPORTS:3:4i: oa PM a. Update on CPbsswalks -flexible crosswalk signs Member'Whitaker reports the signs'are working good and not being ran over as often. On new crosswalks ladder style pavement markings will be installed as they offer increased visibility. 6. MISCELLANEOUS ITEMS: Member Turner reported on a LED stop sign he had seen recently in another community. Member Baxter reported the bus service on Airport Blvd near Plowshares with the turn around at the Airport parking lot starts January 14, 2008. 7. ADJOURNMENT:.' There being no further business, the meeting was adjourned at 3:46 p.m. JoAnne Currie, Recording Secretary TEC 1/8/08 Page 2 of 2 CITY OF UKIAH MEMORANDUM DATE: February 7, 2008 TO: Traffic Engineering Committee FROM: Rick Seanor, Deputy Director of Public Works ~~- SUBJECT: Wagenseller Neighborhood Association Traffic Concerns Agenda Item 4a. REQUEST: The Traffic Engineering Committee (TEC), at its November 13, 2007 meeting, considered traffic concerns presented by the Wagenseller Neighborhood Association. At the conclusion of the discussion, staff was requested to analyze the intersection of Ford Street and North State Street for right turns only (prohibit left turns) and to analyze the south side of Clara Avenue east of the railroad tracks for ways to improve pedestrian safety. DISCUSSION: An aerial photo map, Attachment "A", is provided to show the intersection of Ford Street and North State Street. Staff reviewed the Manual on Uniform Traffic Control Devices and found there no warrants for the prohibition of left turns. Staff therefore evaluated existing data and delay times. Attachment "B" is provided to show the peak hour traffic counts at this intersection. At this intersection there are 122 right turns and 19 left turns from Ford Street during the AM peak hour. During the PM peak hour there are 130 right turns and 20 left turns from Ford Street onto North State Street. The majority of traffic arriving at this intersection is continuing northbound on North State Street. During an inspection at 8:35 AM on February 7, 2008, staff did not observe delay to traffic turning from Ford Street onto North State Street. Later in the day on February 7, 2008 at 3:45 PM, staff drove through the intersection on four different occasions. Three times staff drove through the intersection with no delay. The fourth time through the intersection, staff was in the fifth vehicle in line at the intersection and had to wait about 34 seconds prior to making a right turn onto North State Street. In this instance, all four vehicles turned right onto North State Street. At about 5:05 PM on February 7, 2008, staff drove through the intersection on two occasions. On the first run, staff was located in the fifth vehicle in line at the intersection. All four vehicles ahead of staffs vehicle turned right onto North State Street with the last vehicle being slightly delayed by pedestrians in the crosswalk on North State Street. The delay at this time was 75 seconds. The second time through the intersection, staff was located in the third vehicle from the STOP sign and experienced a delay of 29 seconds. Both vehicles ahead of staffs vehicle turned right onto North State Street. The delay to traffic on Ford Street is therefore mainly a result of waiting for the proper gap in traffic on North State Street. Staff believes that the traffic on both Ford Street and Clara Avenue will be substantially reduced with the construction of the Orchard Avenue bridge across Orr Creek. This will create an alternate route for northbound traffic to continue on Orchard Avenue to Brush Street. Since the delay to Ford Street traffic is caused by North State Street traffic and an alternate route will be Page 2 Wagenseller Neighborhood Association Traffic Concerns February 7, 2008 available with the construction of the new bridge, staff does not recommend a prohibition of left turns at this intersection. Staff investigated the south side of Clara Avenue, east of the railroad tracks for pedestrian safety. Please refer to the photographs provided as Attachments "C" and "D". The lack of sidewalks along Clara Avenue is complicated by the fact that vehicles park in the area reserved for a walkway. Please note photographs 2, 3, and 4. However, as shown in photographs 1 and 3, there is adequate pavement width (g.5 feet) for vehicles to park on the pavement and not obstruct the walkway. One suggestion has been to install delineators along the edge of pavement to prevent cars from parking on the walkway. Staff does not support this idea since delineators would be an obstacle and possibly a hazard to bicyclists and pedestrians. The long term solution is to construct storm drain, curb, gutter, and sidewalk, where missing, on Clara Avenue. As mentioned at the November 13, 2007 TEC meeting, staff has obtained grant funding through the Mendocino Council of Governments to determine conceptual storm drain requirements for Clara Avenue, Ford Street, and other streets in Ukiah. Staff is currently seeking proposals from consultants to complete this work. The storm drain study is anticipated to be completed by July 2008. This will be the first step in the long term improvements for Clara Avenue and Ford Street. Once storm drain requirements are known, staff can plan for future curb, gutter, and sidewalk improvements. Staff continues to seekfunding opportunitiesforthese improvements. The City of Ukiah has a current program in place to assist homeowners with the construction of curb, gutter, and sidewalk. This program will reimburse approved applicants at a rate of $14.00 per linear foot for construction of curb and gutter and $3.00 per square foot for construction of sidewalk up to a maximum of $5,000 per single parcel. For the time being, staff suggests that vehicles should park along the paved shoulder area designated by the white fog line. This would leave the walkway area available for pedestrian use. RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC. Staff has provided the following options for consideration: 1. Send a letter requesting Clara Avenue residents who park vehicles along the street to park on the pavement shoulder. 2. Request additional enforcement of vehicles parked along the walkway. 3. REQUEST: Staff received a IetterAttachment "A"from Mr. Carl Stenberg requesting a handicap parking space adjacent to the Mendocino County Veteran's Memorial Building, which is located at 293 Seminary Avenue. DISCUSSION: An aerial photo map, Attachment "B", is provided to show the location of the proposed parking space would involve the replacement of one on-street parking space. Also included with this report is Attachment "C," Division 8, Chapter 1, Article 16 of the City Code of Ukiah, California which addresses handicapped parking. Lastly, a photograph of the proposed location of the blue curb, Attachment "D" is included. Staff is aware of a handicapped parking space posted on Dora Street adjacent to the Presbyterian Church which is located outside ofthe Central Business District. RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC. Staff has provided the following options for consideration: 1. Request that the Director of Public Works designate the handicapped parking space in accordance with Section 7251 of the City Code of Ukiah, California. 2. Deny the request for the handicapped parking space. 3. No person shall park or stand any vehicle in a disabled person's parking zone (blue curb) unless said vehicle bears a special license or displays a special placard issued under the provisions of Section 9105 or Section 22511.5 of the California Vehicle Code. B. Blue curb parking spaces shall be operative twenty four (24) hours a day, Sundays and holidays included. C. Parking zones for the physically handicapped aze subject to any temporary parking prohibitions established by the City. (Ord. 753, §I, adopted 1980) 7252: OFF-STREET/PUBLICLY OWNED FACILITIES: The City Public Works Department shall designate pazking stalls of spaces in publicly owned, leased, or controlled off-street parking facilities for exclusive use by physically handicapped persons. (Ord. 753, §1, adopted 1980) ' 7253: OFF-STREET/PRNATELY FINANCED FACILITIES: The City hereby declazes that there are privately owned and operated parking facilities which may reserve pazking stalls for exclusive use by physically handicapped persons. (Ord. 753, §1, adopted 1980) 7254: IDENTIFICATION: A. On-Street -Blue Curb Spaces: 1. Blue curb spaces shall be indicated by blue paint on the curb edge of the paved portion of the street. For further identification, the International Symbol of Access may be painted on the blue curb in white, followed by the word "ONLY". B. Off-Street/Publicly Owned Facilities: 1. Designation of "blue curb" parking stalls in publicly financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same, a sign consisting of the International Symbol of Access. 2. In addition, a sign not less than seventeen inches by twenty two inches (17" x 22") in size must be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stall(s), which states with lettering not less than one inch in height: "Vehicles not displaying a disabled license or placard will be cited." 3. All signs shall be posted at a height of eighty inches (80") from the ground. C. Off-Street/Privately Financed Facilities: 1. Designation of "blue curb" pazking stalls in privately financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same, a sign consisting of the International Symbol of Access. 2. In addition, a sign not less than seventeen inches by twenty two inches (17" x 22") in size with lettering not less than one inch in height shall be posted stating: "Vehicles not displaying a disabled license or placard will be cited." 3. A sign must be posted at the entry to all off-street pazking facilities to the effect that the facility is subject to public traffic regulations and control. B. (Ord. 753, § 1, adopted 1980). 7256: PENALTY: A violation of this Article shall be punishable as an infraction and shall be punishable by fine not exceeding fifty dollazs ($50.00).
