1. CALL TO ORDER:
Chairman Turner called the meeting to order at 3:04 pm.
2. APPROVAL OF MINUTES: 3 : 02 : i~ PM
M/S Kageyama/Lampi, it was carried by an all AYE voice vote of the members present to
approve the August 14, 2007, minutes with the following changes: page 2 paragraph 2 to read
"and existing street widths are consistent with guidelines contained in Residential Streets Third
Edition published by the American Society of Civil Engineers and Institute of Transportation
Engineers."

4. OLD BUSINESS:
a. Discussion and possible action regarding amulti-way STOP sign at the intersection of
Capps Lane and Despina Drive 3 : o~: s9 PM
Member Seanor reviewed the staff report and provided the following options for
consideration: (1) Deny the request for multi-way STOP signs at the intersection, (2) Refer
to staff for further analysis, and (3) Take no action.
M/S Whitaker/Townsend, it was carried by an all AYE voice vote of the members present
to make no change to the intersection of Capps Lane and Despina Drive.
5. NEW BUSINESS:
a. Public hearing regarding Appeal of Notice of Intention to abate and remove an
abandoned, wrecked, dismantled or inoperative vehicle or parts thereof as a Public
Nuisance at 730 Sidnie Court, Ukiah, CA. 3 :14:02 PM
Member Seanor reviewed the staff report and provided the following options for
consideration: (1) Deny the appeal, (2) Impose conditions on the removal of vehicles from
the property in accordance with City Code §7611, and (3) Order the vehicles to be
removed from the property in accordance with City Code §7611.

Jorge Rivera asked for clarification regarding City Code §7611 and inquired as to what
would constitute compliance.
Ruth Rivera stated her Nissan Sentra runs, needs a brake and light test, then can be
registered as operable; the Thunderbird does not run but is a collector's item.
M/S Townsend/Whitaker, it was carried by an all AYE voice vote of the members present
to grant an extension on the red Nissan Sentra of 14 days in order for the owner to legally
license and register the vehicle and get it into operable condition if that is not
accomplished by September 26, 2007 the vehicle will be towed on September 26, 2007;
the blue T-Bird is granted 30 days to October 10, 2007 to bring the vehicle to an operable
condition and to register and license the vehicle otherwise the T-Bird will be towed on
October 10, 2007.
b. Public hearing regarding Appeal of Notice of Intention to abate and remove an

Member Seanor reviewed the staff report and provided the following options for
consideration: (1) Deny the appeal, (2) Impose conditions on the removal of vehicles from
the property in accordance with City Code §7611, and (3) Order the vehicles to be
removed from the property in accordance with City Code §7611.
3:36:39 PM Brandi Ramos stated the vehicle is being repaired over a period of time and
they are waiting for parts to finish the repairs. Repairs and registration will be completed at
the end of October 2007; her father will be fixing it.
M/S Townsend/Kageyama, it was carried by an all AYE voice vote of the members
present to grant an extension on the blue Ford mini van in order for the owner to legally
license and register the vehicle and get it into operable condition if that is not
accomplished by October 22, 2007, then the vehicle will be towed on October 22, 2007.
c. Review of stop signs and cross walks installed on Despina Drive at the Ukiah High School
parking lot east entrance 3 :47:16 PM
Consensus of the Committee is to make no change and review at the November 2007
meeting.
d. Discussion and possible action regarding request for flexible crosswalk sign/multi-way
STOP sign at the intersection of Main Street and east Standley Streets : sa : ss PM
Member Seanor reviewed the staff report and provided the following options for
consideration: (1) Install a flexible pedestrian crosswalk sign at the intersection of Main
Street and East Standley Street, (2) Request additional enforcement of crosswalk
regulations from the Ukiah Police Department, (3) Refer to staff for further analysis, and
(4) Take no action.
M/S Taylor/Whitaker, it was carried by an all AYE voice vote of the members present to
request additional enforcement of crosswalk regulations at the intersection of Main Street
and East Standley.
6. COMMITTEE MEMBER REPORTS:
a. Update on City Parking Study e : 04 : i9 PM
Study is not completed; the City Manager is now the contact as Don Ballek has resigned
his position with the City.
b. Update on Crosswalks -flexible crosswalk signs -none
MISCELLANEOUSITEMS:4:o~:s~ PM
Member Taylor reported new signs provided by the Streets Department are being used during
events to close streets in the downtown area. Taylor is researching a way to close streets more
safely, permanently, and controlled.
