RESOLUTION NO. 93-34
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
URGING THE LEAGUE OF CALIFORNIA CITIES AND ITS MEMBER
CITIES TO SUPPORT A STATEWIDE CONSTITUTIONAL CONVENTION
WHEREAS, due to Proposition 13, increased population demands for
service, reduced revenues, increased state mandates, a statewide recession,
and a continuing state budget crisis, the very existence and autonomy of
local government is seriously threatened; and
WHEREAS, the City of Ukiah believes the present centralized system of
governing in the state does not work, is unnecessarily complex and costly; and
WHEREAS, there is a need to establish, as well as to restore, local
long-range public planning, autonomy and home rule to our counties, cities,
school districts, and special districts; and
WHEREAS~ there is a recognized need to rethink, and redefine the manner
in which our state and communities are governed and financed; and
WHEREAS, the City of Ukiah believes that a Constitutional Convention is
the single most effective means available to the citizens of this state to
achieve thorough and meaningful reform of our present system of governance.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Ukiah does hereby call for a statewide Constitutional Convention that will
establish, as well as restore, local autonomy and home rule to counties,
cities, school districts, and special districts.
PASSED AND ADOPTED this 18th day of November, 1992 by the following roll
call vote:
AYES: Councilmembers Malone, Wattenburger, Shoemaker, and Mayor
NOES: None Schneiter
