The meeting was called to order by Chair Ben Kageyama at 3:05 p.m, in
Conference Room No. 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah,
California.
II. APPROVAL OF MINUTES: June 14, 2005
ON A MOTION by Member Archibald, seconded by Member Seanor, it was
carried by an all AYE voice vote of the members present to approve the
June 14, 2005 minutes, as submitted.
III. AUDIENCE COMMENTS ON NON-AGENDA ITEMS

a. Discussion and possible action regarding Church Street
Loading Zone.
Member Seanor addressed the staff report as follows:
- The Director of Public Works/City Engineer has requested the TEC review
the yellow loading zone on Church Street between South Oak Street and
School Street. Church Street at this location is one-way, eastbound with a
45-foot existing yellow loading zone located on the north side of the street
and curb side parking on the south side of the street.
- The Pomas own and operate a business on the corner of Church Street
and School Street and have indicated that the existing loading zone is
utilized by a variety of vehicles, including periodic parking by 40-foot truck-
trailers.

- Church Street is narrow and 25-feet wide, curb to curb between South
Oak Street and School Street. City Standards allow an eight-foot width for
curbside parking and 12-foot wide travel lanes. There is a substandard
lane width for through traffic when trucks are stopped at the loading zone
and vehicles are parked along the south side of Church Street. As a
solution to this situation, staff proposes that the existing 45-foot yellow
loading zone be relocated to the south side of the street and at the west
end of the block, which would eliminate two spaces. The proposed
relocation of the loading zone may require further review pending the
outcome of the Downtown Parking Improvement Study.
- Attachment "A" of the staff report shows the location of the existing and
proposed relocation of the loading zone. Attachment "B" provides the City
Code standards for a yellow loading zone.
David Poma is not supportive of the proposed relocation of the loading zone. As
an alternative option, he recommended the loading zone be located closer to
School Street by eliminating the first two parking spaces on the south side of
Church Street rather than the proposed last two parking spaces on the west end
of the block.
Member Whitaker stated this would not be feasible because it would be
problematic for a large truck to park.
David/Bruce Poma supported the concept of leaving the existing loading zone
by extending the length to compensate for the driveway adjacent to the loading
zone.
Member Archibald inquired whether other merchants in the downtown use the
existing loading zone.
Mr. Poma stated various merchants use this loading zone.
Member Archibald commented that parking on the south side of Church for this
particular block is time-zoned and there are not parking meters. She
recommended maintaining the existing loading zone and changing the parking
designations from the south to the north side of the street.
Member Whitaker stated parking space(s) would be lost if parking were allowed
on the north side of the street, since there is a driveway adjacent to the existing
loading zone. Also, it would be very costly to change the parking designations
from the south to the north side of the street.
Member Seanor recommended that parking remain on the south side of the
street.

Chuck Yates stated emergency vehicles cannot pass through this block with the
existing loading zone in its present location and people do not always park as
they should to comply with the parking requirements.
A general discussion followed whether it would be feasible and possible to
reduce the width of the sidewalk on the north side and still comply with the five-
foot minimum sidewalk width requirement to allow the existing loading zone to
remain and to allow emergency vehicles the necessary space to pass through.
The members determined the overall proposal to construct a loading zone turn-
out by removing a section of curb, gutter, and sidewalk would be very costly and
unfeasible.
Member Lohse inquired regarding the status of the Downtown Parking
Improvement Study, as the matter of relocating the loading zone would be
subject to further review pending the outcome of the parking study.
Member Archibald stated the parking study is contingent upon the information
provided in the City Traffic Circulation Study conclusions/recommendations,
which is not available. Potential changes to traffic flow can impact parking,
especially in the Downtown area. However, it would not likely be premature for
the TEC to make a recommendation concerning the relocation of this particular
loading zone without the study results/recommendations.
A general discussion followed regarding the feasibility of moving the existing
loading zone further east to allow for additional parking. The problem with
emergency vehicles being able to pass through the narrow width with parking on
the south side and with a truck in the loading zone would still remain.
Member Seanor stated that the loading zone is required to be 45-feet long and
reconfiguration of the existing parking spaces to ensure sufficient parking may be
an option.
Chair Kageyama supported deferring a decision concerning relocation of the
loading zone until staff further reviews the proposed location, and whether
reconfiguration of the existing parking spaces would be necessary.
ON A MOTION by Member Lohse, seconded by Member Baxter, it was carried
by the following roll call vote of the members present to continue the matter to
the next regular meeting to allow staff time to further review/consider the Church
Street loading zone.

a. Update on City Traffic Circulation Study
Member Seanor reported the City has received "Working Papers" regarding
study information and proposed traffic circulation alternatives. The City and
County staff have met to discuss the proposed alternatives since both agency
jurisdictions would be affected. However, the study results and/or potential
recommendations are not available for review by staff and the City Council
b. Update on Downtown Parking Improvement Study
Member Seanor stated Member Archibald commented on this matter in the
above-referenced discussions concerning the loading zone.
c. Update on Crosswalks
There was no discussion of this agenda item.

Agenda Item 4a.
REQUEST: On August 9, 2005 staff presented a report regarding the subject loading zone to
the Traffic Engineering Committee (TEC) for review. After extensive discussion, the TEC
referred the item back to staff and requested specific measurements for the on-street parking
spaces and lengths of red curb at the ends of the block.
DISCUSSION: Staff measured the south side of Church Street between South Oak Street and
School Street. The total distance between the two crosswalk lines is 207 feet as shown on
Attachment "A". There are a total of eight existing parking spaces on this section of Church
Street, one space at 20 feet in length and 7 spaces at 22 feet in length. Other measurements
are as shown on Attachment "A". In accordance with City Code section 7143 I (Attachment "B"),
20 feet of no parking is required adjacent to crosswalks in the central traffic district. At the west
end of the block, there is 10-feet of red curb between the crosswalk and the first parking space.
At the east end of the block, there is 23 feet of red curb between the crosswalk and the adjacent
parking space.
RECOMMENDATION: Staff recommends that a 40-foot loading zone at the location shown on
the attached photo map be approved by the TEC. This loading zone can be accommodated with
the loss of two parking spaces. The existing pavement markings can be reconfigured to provide
for six parking spaces. In addition, staff recommends that the yellow loading zone be posted
with an appropriate sign indicating the hours of enforcement as stated in City Code Section 7181
B. It is further recommended that the approval of this loading zone location shall be subject to
future review and possible relocation pending the outcome of the Downtown Parking
Improvement Study.

No operator of any vehicle shall stop, stand, park or eave standing such vehicle in any of the
following places, except when necessary to avoid conflict with other traffic or in compliance
with the direction of a police offtcer or other authorized officer, or traffic sign or signal:
A. Within any divisional island unless authorized and clearly indicated with appropriate signs
or mazkings.
B. On either side of any street between the projected property lines of any public work, public
steps, street, or thoroughfare terminating at such street, when such area is indicated by
appropriate signs or by red paint upon the curb surface.
C. In any area where the city traffic engineer determines that parking or stopping of a vehicle
would constitute a traffic hazard or would endanger life or property, when such area is
indicated by appropriate signs or by red paint upon the curb surface.
D. In any area established by resolution of the council as a no pazking azea, when such azea is
indicated by appropriate signs or by red paint upon the curb surface.
E. Upon, along, or across any railway track in such manner as to hinder, delay, or obstruct the
movement of any caz traveling upon such track.
F. In any azea where the pazking or stopping of any vehicle would constitute a traffic hazazd or
would endanger life or property.
G. On any street or highway where the use of such street or highway or a portion thereof is
necessary for the cleaning, repair, or construction of the street or highway or the installation
of underground utilities or where the use of the street or highway or any portion thereof is
authorized for a purpose other than the normal flow of traffic or where the use of the street
or highway or any portion thereof is necessary for the movement of equipment, articles or
structures of unusual size, and the pazking of such vehicle would prohibit or interfere with
such use or movement; provided that signs giving notice of such no pazking are erected or
placed at least twenty four (24) hours prior to the effective time of such no pazking.
H. At any place within twenty feet (20') of a point on the curb immediately opposite the
mid-block end of a safety zone, when such place is indicated by appropriate signs or by red
paint upon the curb surface.
I. At any place within twenty feet (20') of a crosswalk at an intersection in the central traffic
district or in any business district when such place is indicated by appropriate signs or by red
paint upon the curb surface except that a bus may stop at a designated bus stop.
J. Within twenty feet (20') of the approach to any traffic signal, boulevard stop sign, official

SUBJECT: Proposed Bus Stop / No Parking Zone at 548 Ford Street
Agenda Item 5a.
REQUEST: Staff received a IetterAttachment "A" from Mr. William Turner requesting a bus stop
adjacent to his apartment at 548 Ford Street, Apartment #g. The attached letter explains the
reasons for which Mr. Turner has requested the bus stop.
DISCUSSION: An aerial photo map, Attachment "B", is provided to show the location of the
proposed bus stop which would involve the removal of some on-street parking. The initial
request for an on-street handicapped parking space was discussed by the Traffic Engineering
Committee (TEC) on June 7, 2005. On that date, the TEC did not approve the request. The
TEC was also reluctant to approve a bus stop without first discussing the matter with the
apartment manager.
On August 18, 2005 staff spoke to Suzy Hiatt, manager of the apartment complex where Mr.
Turner resides. Ms. Hiatt has no objections to the proposed bus stop and added that residents
have plenty of parking spaces available in the parking lots.
RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC.
Staff recommends approval of the bus stop / no parking zone

Director and Captain Trent Taylor, Ukiah Police Department to extend the no parking zone along
the entire frontage of Clay Street adjacent to the Sun House Park.
DISCUSSION: An aerial photo map, Attachment "A", is provided to show the location of the
proposed no parking zone which would involve the removal of some on-street parking. Both
Sage and Captain Taylor are in support of extending the no parking zone.
RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC.
