3. AUDIENCE COMMENTS ON NON -AGENDA ITEMS:
The Traffic Engineering Committee welcomes input from the audience. In order for everyone to
be heard, please limit your comments to three (3) minutes per person and not more than 10
minutes per subject. The Brown Act regulations do not allow action to be taken on non -agenda
items.
4. OLD BUSINESS:
a. Discussion and possible action regarding request for a crosswalk on Leslie Street at River
Oak Charter School. (verbal report)
b. Discussion and possible action regarding speeding traffic on Leslie Street. (verbal report)
5. NEW BUSINESS:
a. Discussion and comment on City Traffic Circulation Study (copy of Power Point
presentation attached).

Chairman Turner called the meeting to order at 3:00 pm.
2. 3:04:00 Pm APPROVAL OF MINUTES: January10,2006
ON A MOTION by Member Seanor, seconded by Member Whitaker, it was carried by an all AYE
voice vote of the members present to approve the January 10, 2006, minutes as submitted.
3. AUDIENCE COMMENTS ON NON -AGENDA ITEMS:

4. OLD BUSINESS: None.
5. NEW BUSINESS:
a. 4:10: 19 Pm Discussion and possible action regarding request for STOP sign at West
Perkins Street and Oak Street.
Member Seanor submitted and presented report, which consisted of a letter from Fred
and Joann Schneiter, the collision history at this intersection, and staff recommendations.
Member Seanor recommends not taking action at this time. Upon completion of the
Citywide Traffic Circulation Study Staff will reevaluate stop sign request at that time.
ON A MOTION by Member Seanor, seconded by Member Whitaker, it was carried by an
all AYE vote to not take action at this time and upon completion of the Citywide Traffic
Circulation Study to reevaluate the request for STOP sign at West Perkins Street and Oak
Street.

3 : 05: 05 PM Discussion and possible action regarding request for a crosswalk on Leslie
Street at River Oak Charter School.
Member Seanor submitted and presented report, which consisted of an email from David
Taxis, Administrator of River Oak Charter School; excerpts from the Manual of Uniform
Traffic Control Devices (MUTCD); the MUTCD 2003 California Supplement; the California
Vehicle Code; and staff options/recommendations. Member Seanor reported on April 10,
2006, he witnessed the traffic flow when school was released; the congestion slowed
traffic. The Senior Center parking lot is being used by parents for picking up students as
well as the street. Member Whitaker submitted photos of the existing crosswalk.
Audience Comments:
3 :11:20 Pm David Taxis, River Oak Charter School, is looking for creative solutions to
make crossing safe.
3 :16: 18 PM Bart Kaplan, River Oak Charter School, stated a child was struck by a
vehicle at the school.
3:16:26 PM Robin Sunbeam, mother of the boy who was struck by the vehicle, feels a
bike lane and safe crossing are needed.
3: 19: 56 PM Brenda Christian, Senior Center, concerned about the safety of the elderly
and wants to find solutions for making this area safer for everyone.
3 : 22 : 38 PM Member Turner asked David Taxis where the pedestrians are crossing.
David Taxis replied crossing happens in the crosswalk and the street in front of the
school -shortest route.
3 :32: 55 PM Member Turner asked if the school is willing to appoint a crossing guard to
monitor a mid -block cross walk; David Taxis replied they are very willing to do that.
Discussion ensued on moving the crosswalk, painting the curb red across from the school,
various traffic controls, speed table, history, and traffic flows and patterns. Research to
see if this will qualify for grant moneys. Member Turner suggests two cross walks but will
only support it if a guardis supplied.
3:48:25 PM David Taxis stated the school is willing to help with the cost of traffic controls.
3: 52 : 28 PM More research needs to be done; this topic will be carried to the May 9,
2006, meeting.
b. 3 :55:39 Pm Discussion and possible action regarding speeding traffic on Leslie Street.
Member Seanor submitted and presented report, which consisted of a letter from Brenda
Christian, Ukiah Senior Center; excerpt from the 2003 MUTCD and the MUTCD 2003
California Supplement regarding beacons; and staff recommendations.
3:57:28 PM Discussion ensued on the effectiveness of flashing beacons, rezoning the
street so it will qualify for grant moneys, the layout of street and area, and the traffic flow
the school has set up.
4 :10:15 PM More research needs to be done; this topic will be carried to the May 9,
2006, meeting.
6. COMMITTEE MEMBER REPORTS:
a. 4:16:27 PM Update on City Traffic Circulation Study
Member Seanor verbally reported the consultants will make a presentation and status
report at the April 19, 2006, City Council meeting.

b. 4:16:56 Pm Update on City Parking Study
Member Seanor verbally reported the Circulation Study needs to be completed before the
consultants can proceed.
C. 4:17:30 Pm Update on crosswalks
Member Whitaker verbally reported the weather is too wet to install crosswalks.
7. MISCELLANEOUS ITEMS:
3:04:55 Pm Tim Eriksen, City Engineer and Director of Public Works, announced Candace
Horsley, City Manager, has appointed Ben Kageyama, Civil Engineer, as her representative. Sue
Goodrick is now removed from the Committee.
4:20:15 Pm Member Seanor reported two projects have been awarded to consultants at the April
51 2006, City Council meeting. One is speed zone study starting Thursday, April 13, 2006. The
other study is an ADA access plan to review sidewalks and City parking facilities. The money is
coming from MCOG.
