APPROVAL OF MINUTES: September 12, 2006 3:06:15 PM M/S Lohse/Whitaker, it was carried by an all AYE voice vote of the members present to approve the September 12, 2006, minutes as submitted. NOES: none ABSTAIN: none 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS: s : 06 : n s Pm None. 4. OLD BUSINESS: s:06:so PM None. 5. NEW BUSINESS: a. Discussion and possible action regarding request for a NO PARKING zone on North Barnes Street near Todd Roads : 06 : sz PM, Member Seanor stated based on a phone conversation with Karla Koch, the staff report does not reflect Karla Koch's request. Since the original request was not in writing, it was a misunderstanding by staff regarding Ms. Koch's specific request for this item. Ms. Koch does not support a No Parking Zone. Rather, Ms. Koch wants STOP signs posted on N. Barnes Street, and Park Blvd. at the intersection of N. Barnes St., Park Blvd., and Todd Road. However, Member Seanor reviewed the sections of the report that did pertain to the request. Public Comments : lz : s~ PM Karla Koch and Kenn Koch are not in support of a No Parking zone and are in support of speed reduction and placement of STOP signs at the intersection of N. Barnes St., Park Blvd., and Todd Road. Pictures provided by Karla Koch are attached. Bill Harrison spoke and expressed his concerns of vehicle speeds in the area. Discussion ensued. 3 :26 :46 PM M/S Lohse/Whitaker, Staff to bring this item to next meeting as a request for a stop sign or other regulatory device at Barnes Street and Todd Road, carried by an AYE voice vote of the members. NOES: None ABSTAIN: none b. Discussion and possible action regarding request for a NO PARKING zone on Thomas Street at South State Street 4 : s i : s s PM Member Seanor reviewed the report and the parking situation. Discussion ensued. Member Lohse is to investigate discretionary permit regarding requirements for frontage improvements on Thomas Street and to define the right-of-way. M/S Lohse/Baxter, move to defer the NO PARKING zone on Thomas Street at South State Street to do further research on the right-of-way on and the exact placement of signs and to report back at the next TEC meeting, carried by an AYE voice vote of the members. NOES: None ABSTAIN: none c. Discussion and possible action regarding request for STOP signs on Grove Avenue at its intersection with Spring Streets : s3 : is PM Member Seanor reviewed Staff report. The intersection appears to be functioning properly. Public Comments : s9 : s6 PM Eloise Grothe, Mary Lee Davis, and Eugene Davis are concerned about safety and speeding vehicles. M/S Taylor/Lohse, Staff to investigate the feasibility of using electronic speed display signs for Grove Avenue and to report back at the next TEC meeting carried by an AYE voice vote of the members present. NOES: none ABSTAIN: none Member Whitaker departed at 4:10 pm d. Discussion and possible action regarding adjustment to MTA bus stop / No Parking Zone at 291 Washington Avenue n : 44 : 2 o PM Member Baxter presented background information related to this agenda item. Discussion ensued. M/S Taylor/Kageyama, to make no adjustment to the MTA bus stop located at 291 Washington Avenue and to leave as is, carried by an AYE voice vote of the members present that no change is to be made. NOES: none ABSTAIN: none 6. COMMITTEE MEMBER REPORTS: a. Update on City Traffic Circulation Study (verbal report) 4 : s~ :4s PM Member Seanor reported: Director Eriksen is working on completing this project. b. Update on City Parking Study (verbal report) n : s~ :4s PM Member Seanor reported: Don Ballek, Economic Development Coordinator/Assistant to the City Manager, is in charge of working with the consultant on this study. c. Update on crosswalks -flexible crosswalk signs (verbal report) 4 : sa : i~ PM Member Seanor reported: flexible crosswalk signs have been approved and will be posted at a couple of crosswalks on a trial basis. 7.
