The Traffic Engineering Committee meeting was called to order by Chairman Kageyama at 3:05 p.m.
Roll was taken with the results listed above. Member Pilant arrived at 3:30 p.m.
APPROVAL OF MINUTES: DECEMBER 17, 2002
Member Looney made a correction on Page 4, Paragraph 4, delete the words: "All driveway
transitions are to be painted 6-feet red curb." Add the words: "He recommended 6-feet red curb be
painted at those locations." The sentence to read: "Member Looney stated the Street and
Engineering Divisions should review the curbing from the north driveway of Farmer Brothers to the
crosswalk of the new Redwood Academy Charter School located at the Fairgrounds. If it is
determined there is not a clear line of site when exiting the driveway, the red curb will remain. If
there is sufficient distance for a clear line of site the red curb will be removed and on-street parking
can be established. He recommended 6-feet red curb be painted at those locations."
ON A MOTION by Member Harris, seconded by Member Lohse, it was carried by an all AYE voice
vote of the members present, to approve the minutes of October 15, 2002, as corrected. Member
Steele abstained
DISCUSSION/ACTION ITEMS:
OLD BUSINESS
a. Discussion and possible action to establish two MTA bus stops on northbound and
southbound Dora Avenue to establish transit service to the new Mendocino County Public
Health Administration buildino effective March 1, 2003 - Doua Pilant, MTA.
At the April 16, 2003 meeting, Member Pilant requested asouth- and northbound bus stop on Dora
Avenue in front of the new Mendocino County Public Health Administration Office. With the
relocation of the Public Health office to their new location, there is no public transit service between

Public Health and 1120 South Dora."
Member Pilant stated he is proposing a northbound bus stop in front of 1165 S. Dora next to the
driveway entrance to Ukiah Medical Plaza, and establish a 45-foot red curb. A bus stop on
southbound Dora Avenue, between Mendocino County Public Health Administration Building and
Valley View Skilled Nursing Center at the driveway entrance to Valley View Skilled Nursing Center,
establish an additional 40-foot red curb to the existing red curb, and install a 5-foot by 7-foot bus
shelter. Both bus stops would be located south of the existing crosswalk.
Member Looney stated he is proposing a bus stop on northbound Dora Avenue located between
1155 and 1127 Dora Avenue, in front of a large oak tree; and a southbound bus stop in front of
1120 Dora Avenue. Both locations are located north of the existing crosswalk, and will not impact
the on-street parking or pedestrian crossing of the medical center and Valley View Skilled Nursing
Center.
Member Pilant stated there is a demand for Dial-A-Ride service from Valley View Nursing Center.
The proposed bus stops would be a benefit to the nursing center to allow individuals to ride the bus
versus Dial-A-Ride. He noted Dial-A-Ride is $11.00 per trip and the bus is $2.50 per trip. He also
stated the oak tree will provide natural shelter, and MTA is proposing to install a shelter on the west
side of Dora Avenue. The sidewalk is not 5-feet wide; therefore, the shelter would be placed on
private property. He advised Public Health has been notified of the bus stops and shelter.
ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice
vote of the members present, that the Traffic Engineering Committee recommend to the City Council
the elimination of on-street parking between 1127 and 1155 Dora Avenue (east side) to establish a
northbound MTA bus stop; and establish a southbound bus stop and shelter in front of 1120 Dora
Avenue as described on Exhibit "A".
