R:1\TEC A021902 CITY OF UKIAH MEMORANDUM DATE: February 12, 2002 TO: Traffic Engineering Committee FROM: Rick Seanor, Deputy Director of Public Works' SUBJECT: Discussion and Possible Action Regarding On-Street Parking in the Vicinity of 821 North Bush Street Agenda Item vb REQUEST: The Traffic Engineering Committee (TEC) received a request from Ruth Toxqui, 821 North Bush Street, to restrict on-street parking along the east side of North Bush Street opposite the Mendocino County Administration Complex. A copy of the request letter dated February 5, 2002 is attached for your reference. SITE VISIT: Staff inspected the site on February 8, 2002 at approximately 2:30 PM. During the site inspection, staff counted 7 vehicles parked along the east side (and 13 vehicles parked along the west side) of North Bush Street between Gibson Street and Low Gap Road. There was only one vehicle parked curbside (west side) of North Bush Street between Orr Creek and Gibson Street. During staffs site visit, a driver was observed to park along the east side of North Bush Street and walk over to the Mendocino County Administration Complex. A map has been attached for your reference. DISCUSSION: Two houses, 875 North Bush Street and 861 North Bush Street, have red curb painted at the driveway transition to the sidewalk. This discourages drivers from parking vehicles too close to the driveway ramp. The Mendocino County Administration Complex provides sufficient off-street parking for employees and visitors. However, since there is ample on street parking available on North Bush Street from Orr Creek north to Low Gap Road, drivers tend to park where it is more convenient. A time limited parking zone of 1'/s hours could be established along the east side of North Bush Street from Gibson Street to Low Gap Road to encourage drivers not to park along the street for extended hours. Dot Gialdini, Parking Enforcement Officer, Page 2 Discussion and Possible Action Regarding On-Street Parking in the vicinity of 821 North Bush Street February 12, 2002 stated that parking zone enforcement in Ukiah is within the area bounded by Norton Street on the north, Mill Street on the south, Dora Street on the west, and Mason Street on the east. Ms. Gialdini stated that a time limited parking zone established on North Bush Street, outside the parking enforcement area, could be spot checked on an occasional basis for parking violations. A second alternative would be to send a letter to the County to request that the County encourage employees to park on site in County parking lots. A third option, establishing a no-parking zone on the east side of North Bush Street for Monday through Friday, is not recommended at this time. This option would likely encourage drivers to park at other locations on Bush Street. In addition, visitors to those homes on the east side of Bush Street would have no available parking space with the exception of the weekends. RECOMMENDATION: It is staff's recommendation that the TEC request the Street Maintenance crew to paint red curb on all of the driveway transitions to the sidewalk on the east side of North Bush Street between Gibson Street and Low Gap Road. Further, the TEC should consider establishing a time limited parking zone at the location shown on the attached detail map. City Council action would ultimately be required to authorize the establishment of a time limited parking zone. Finally, the TEC should direct staff to send a letter to the County requesting employees to park on site in County parking lots. cc: file enc. February 5, 2002 To: City Traffic Engineering Committee Attn: Diane Steele I am writing this letter in behalf of my neighborhood regazding the ongoing problem of congested parking in front of our residences. First of all I would like to give you an overview of the situation. We live in North Bush Street ,it is the block in front of the county offices before Low gap rd. What me and my neighbors would like is to request at least a limited pazking time in front of our residences , I am thinking of 1 hour to 1 '/~ hours parking limit , better yet if you can put a no pazking sign except in the weekend would even bebetter. The reason for this request is that the county employees and their clients have been taking the path of the last resistance instead of utilizing the ample pazking space provided by the county. There have been occasions where I had a hazd time going in and out of my driveway. I even have to call the police onetime just to have one car moved out of my driveway and that's how bad it is. Also it can be a hazard issue since we live in such a busy street and since we aze in proximity of the elementary school, somehow the neighborhood children's safety is compromised because of the limited visibility and obstruction caused by these pazked cars in front of our houses. I tried to talk to the county admin. But nothing is being done. I know that this is a public street but I think that they should be considerate not to park in front of somebody's house if they have enough space to pazk their cars. Living in such a busy street is bad enough and for them to congest in front of my house is more unbeazable. I sure would appreciate your immediate attention to this matter. FOLLOW UP: On January 8, 2002, staff contacted Captain Dan Walker, Ukiah Police Department, and requested that additional speed zone enforcement be provided on Leslie Street. Staff also requested that the speed zone radar trailer be posted on Leslie Street. DISCUSSION: Leslie Street between Perkins Street and Gobbi Street has a posted speed limit of 25 mph per City of Ukiah Ordinance Number 1027 (adopted March 15, 2000). Signs designating the 25 mph speed limit are posted along the street. RECOMMENDATION: Staff recommends that the TEC request further speed zone enforcement as determined necessary by the Ukiah Police Department. cc: file CITY OF UKIAH MEMORANDUM DATE: February 12, 2002 TO: Traffic Engineering Committee FROM: Rick Seanor, Deputy Director of Public Works SUBJECT: Proposed Removal of No Parking Zone for One Vehicle Parking Space at 493 Highland Avenue Agenda Item ~~ REQUEST: At the December 2001 meeting, the Traffic Engineering Committee (TEC) discussed the issue of restoring one on-street parking space, off the traveled way, adjacent to property at 493 Highland Avenue. At that meeting, the TEC requested that staff contact the Police Department and the Fire Department to determine if there were any concerns with the proposed removal of the No Parking Zone. DISCUSSION: A memorandum was sent to the Police Department and the Fire Department on January 10, 2002 requesting input on the subject item. Both departments responded stating there were no objections to the proposed parking zone change. RECOMMENDATION: Direct staff to prepare a City Council agenda summary report for the removal of the no parking zone at the location shown on the attached detail map. cc: file enc. REQUEST: The TEC received a request from Paul Zellman, 493 Highland Avenue, to allow one on-street parking space, off the traveled way, adjacent to his property. A family member had previously been ticketed for parking in the no parking zone. SITE VISIT: Staff inspected the site on December 11, 2001. During the site inspection, staff parked a City vehicle in the triangular paved shoulder area shown on the attached detail map. With the vehicle parked in this area, there was no obstruction to the traveled way as delineated by the white reflective pavement markers on the edge line. DISCUSSION: Highland Avenue from Clay Street to Highland Court apparently has been previously designated no parking on both sides of the street. However, immediately opposite 493 Highland Avenue, there is a large paved shoulder area where cars are able to park off the traveled way. In this area, opposite 493 Highland Avenue, there are no signs to designate no parking. In order to proceed with Mr. Zellman's request, the signage on Highland Avenue would have to be changed to designate no parking (with arrows) between adjacent signs. RECOMMENDATION: It is staffs recommendation that the Traffic Engineering Committee consider allowing the removal of the no parking zone at the location shown on the attached detail map. The TEC requested that a policy be developed for guidance on the future installation of diagonally hatched crosswalks. DISCUSSION: There are currently diagonally hatched crosswalks at the following locations in Ukiah: 1. East Perkins Street at Mason Street (white) 2. East Perkins Street at Leslie Street (white) 3. East Perkins Street at Warren Drive (white) 4. Oak Manor Drive at Oak Manor School (yellow) mid-block 5. Orchard Avenue at Gibson Creek (yellow) mid-block 6. Leslie Street at Senior Center (yellow) mid-block 7. 1165 South Dora Street at Ukiah Medical Center (white) mid-block 8. 247 Gardens Avenue (yellow) 9. Washington Avenue at Nokomis School (yellow) 10. Low Gap Road at County General Services (yellow) mid-block Since diagonally hatched crosswalks are specifically intended to catch driver's attention, it is recommended that all diagonally hatched crosswalks be posted with the appropriate crosswalk sign. The attached draft policy on diagonally hatched crosswalks is for TEC review and comment. RECOMMENDATION: Discuss item and provide direction to staff. cc: file enc. DRAFT City of Ukiah Department of Public Works Policy on Diagonally Hatched Crosswalks Guidelines, Installation, and Signage of Diagonally Hatched Crosswalks GUIDELINES Diagonally hatched crosswalk markings may be installed at the following locations: 1) Arterial streets and high volume collectors with three or more lanes and speeds of 30 mph and greater 2) At higher volume pedestrian crossings 3) At schoo! crossings 4) At mid block and unsignalized crossings 5) At non-stop controlled crossings meeting the above criteria Diagonally hatched crosswalk installations shall be considered at locations near retirement establishments and where requested by citizens. The City of Ukiah Traffic Engineering Committee shall review and approve all future diagonally hatched crosswalks prior to their installation. INSTALLATION Crosswalks shall be enhanced by installing zebra stripes at 60 degrees to the crosswalk bars traversing from the bottom left to the top right. The striping shall be an alternating pattern of two feet of thermoplastic with two feet of spacing throughout the length of the crosswalk. Thermoplastic shall be applied according to Caltrans Standard Specifications Section 84. SIGNAGE Either fluorescent yellow green pedestrian crossing (W54) or school crossing signs (W66) shall be installed at all respective locations where diagonally hatched crosswalks are installed. Please reference the attached Caltrans sign policies. NO OUTLET SIGN The No Outlet sign (W53A) may be posted at.the entrance to a street wh ich leads to a network of two or more streets from which there is no public outlet. PEDESTRIAN CROSSING SYMBOL SIGN The Pedestrian Crossing symbol sign (W54) may be W11A-2 used only at a marked crosswalk when entry into the roadway by pedestriansat a specific location is not apparent to the motorist. It shall not be used if the crossimg is controlled by a stop sign or traffic signal. The sign should be located adjacent to, or up to 15 m in advance of, the crossing. When the W54 is used, a W54A may be placed as advance warning when visibility is limited. PEDESTRIAN SYMBOL SIGN Wf f_Z The Pedestrian symbol sign (W54A) may be used in advance of a pedestrian crosswalk or crossing area and in advance of the Pedestrian Crossing sign (W54). The pedestrian crossing maybe relatively confined, or may occur over a substantial distance of roadway. At these locations, a Next Miles plate (W71) should be used below the W54A, as appropriate. These signs are not normally placed in urban areas where motorists would expect pedestrians. 4-34 SIGNS Traffic Manual 1-1996 POLICY W63 W64 The School Bus Stop _ Ft. sign (W64) may be used to give advance notice of approved school bus stops where clear sight distance is less than 200 Ft. (See CVC 22504). The W64 sign shall be placed far enough in advance of the obscured bus stop to allow traffic to take appropriate action. W65 ~SCHOOL° W66 `ti,, ~ , 1 -~ ~ E,; ~. S1-i S3-1 ADVANCE SCHOOL SYMBOL SIGN The Advance School symbol sign (W63) may be used in advance of remote school crosswalks outside of the school zone. On streets with prima facie 25 MPH speed limit that are contiguous to a school building orschool grounds, it is combined with a School plate (W65) to form an linstallation A, used to inform drivers that are entering a school zone. See Chapter 10 "School Area Pedestrian Safety" for further information and examples of application. SCHOOL BUS STOP FT SIGN SCHOOL PLATE S4-3 The School plate (W65) is not `used alone. On streets with prima facie 25 MPH speed limit, it is combined with a W63 to form an Installation A. On streetswith higher speed limits, It is combined with a R2 (25) and a R72 to form Installation C, used to inform drivers they are entering a school zonewitha25MPHspeedlimitatcertaintimes. SCHOOL CROSSING SYMBOL SIGN The School Crossing symbol sign (W66) is combined W66A with the School Xing plate (W66A) to form an Installation B, which may be used at marked school crosswalks on the ~;' "Suggested Route to School". It shall not be used where 0 ~ the crossing is controlled by a yield sign, stop sign or '~ , "~~ traffic signal. She stated that she would be sending in a written request to address parking issues on North Bush Street south of Low Gap Road in the vicinity of the County Administration complex. According to Ms. Toxqui, vehicles continuously pazk on the east side of North Bush Street and quite frequently have partially blocked her driveway. She has no on-street parking available for guests. I advised her to contact the Police Dept. regazding vehicles blocking her driveway. She suggested a possible time-limited parking zone on North Bush Street. In the meanwhile, an interim solution might be to have Jim Looney's street crew paint red curb on the transition from the driveway ramp to the sidewalk adjacent to each driveway ramp m this area.
