Dir, of Public Works David Lohse, Associate Planner II Kathy Kinch, Recording Secretary Doug Pilant, Public Member The Traffic Engineering Committee meeting was called to order by Acting Chairman Kageyama at 3:16 p.m. Roll was taken with the results listed above. APPROVAL OF MINUTES: DECEMBER 18, 2001 Member Looney made a correction on Page 2, Paragraph 8, delete the word for and add the words however there would be no; "Member Looney stated he is opposed ....former Wildberger's Market is vacant most of the time and would like to see the loading zone removed, however, there would be no additional on-street parking. ON A MOTION by Member Steele, seconded by Member Looney, it was carried by an all AYE voice vote of the members present to approve the minutes gf December 18, 2001, as corrected. - Introduction of Kevin T. Cotroneo, Community Member, to the Traffic Engineering Committee. DISCUSSION/ACTION ITEMS: OLD BUSINESS a. Discussion and possible action regarding on-street narking on West Church and West Stepenson Streets near Trinity School -continued to March 19, 2002 meeting. TRAFFIC ENGINEERING COMMITTEE FEBRUARY 19, 2002 Page 1 of 4 As requested by Staff, this item will be continued to the March 19, 2002 meeting. b. Discussion reoardinp hatch marks painted within crosswalks for hioh visibility Set standards and policy. Member Steele advised the Committee is asked to set flexible standards from an advisory situation. Member Looney advised two-foot wide cross hatching of crosswalks would be warranted on wide, heavily traveled streets. He stated one-foot crosswalks have been established at all locations, with the exception of the three crosswalks on Perkins Street. These are two-foot crosswalks, due to the wide width of the street and high volume of traffic. Thermoplastic should be used for crosswalks were there is a large volume of traffic, otherwise, paint is used. He also stated fluorescent yellow green signs are used at school crossings only and yellow signs for pedestrian crossings. He noted school crossing signs are not posted at all crosswalks. DRAFT Guidelines Installation and Sianaae of Diagonally Hatched Crosswalks GUIDELINES Diagonally hatched crosswalk markings may be fnstaHed considered for use at the following locations: 1) Arterial streets and high volume collectors with three or more lanes and speeds of 30 mph and greater 2) At higher volume pedestrian crossings 3) At school crossings 4) At mid block and unsignalized crossings 5) At non-stop controlled crossings meeting the above criteria Diagonally hatched crosswalk installations shall be considered at locations near retirement establishments and where requested by citizens. The City of Ukiah Traffic Engineering Committee shall review and appr-eve recommend all future diagonally hatched crosswalks which do not clearly fit the listed criteria prior to their installation. INSTALLATION Crosswalks shall be enhanced by installing zebra stripes at 60 degrees to the crosswalk bars traversing from the bottom left to the top right. The striping shall be an alternating pattern ef-twe feet of equal width and spacing depending ~ on the length of the crosswalk. If used, thermoplastic shall be applied in accordance with Caltrans Standard Specifications Section 84. SIGNAGE Either fluorescent yellow green pedestrian school crossing (W54) or sekjeei yellow pedestrian crossing signs (W66) shall be installed at all respective locations where diagonally hatched crosswalks are installed. Please reference the attached Caltrans sign policies. ON A MOTION by Member Steele, seconded by Member Looney, it was carried by an all AYE TRAFFIC ENGINEERING COMMITTEE FEBRUARY 19, 2002 Page 2 of 4 voice vote of the members present, that the Draft City of Ukiah Department of Public Works Policy on Diagonally Hatched Crosswalks be brought back to the Committee showing the changes as discussed. c. Discussion and Dossible action regarding removal of "No Parking" zone for one-vehicle parking spaces at 493 Highland Avenue. Member Steele stated this item was brought back to the Committee to receive comments from the Police and Fire Departments relative to safety issues regarding the off-street parking space at this location. Acting Chairman Kageyama questioned if there were comments from the Fire Department regarding the safety issues of emergency vehicles making the turn while a vehicle is parked within this location. Member Hunter stated there is no objection from the Police Department. Member Yates stated there is no objection from the Fire Department. ON A MOTION by Member Looney, seconded by Member Steele, it was carried by an all AYE voice vote of the members present, the Traffic Engineering Committee recommends to the City Council approval of the removal of the No Parking Zone for one vehicle parking space at 493 Highland Avenue. a. Discu sion and ossible action re ardin traffic s eed on Leslie Street and Police Department response with additional speed zone enforcement and Qlacement of radar trailer pn Leslie Street -Lisa Lopez, Member Steele stated Staff received a verbal request from Lisa Lopez regarding traffic speed on Leslie Street. As stated in a memorandum from Rick Seanor, Leslie Street, between Perkins and Gobbi Streets, is posted 25 m.p.h. per City of Ukiah Ordinance No. 1027. Staff is recommending further speed zone enforcement as determined necessary and use of the radar trailer by the Ukiah Police Department. Discussion followed regarding traffic speed on Leslie Street is enforced based on the posted school zone and senior citizen zone, not prima facia; motorists use Leslie Street as a short cut between Perkins Street and Gobbi Street; there are apartments and residences located at the north end of Leslie Street; Leslie Street is a wide street with a large amount of ingress/egress; and there is a posted crosswalk located in front of the senior citizen center. Member Steele requested the dates and times the radar trailer will be placed on Leslie Street. ON A MOTION by Member Steele, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the Ukiah Police Department place the radar trailer on Leslie Street, and that the Director of Public Works/City Engineer be notified of these dates. TRAFFIC ENGINEERING COMMITTEE FEBRUARY 19, 2002 Page 3 of 4 b. Discussion and possible action reaardina on-street oarkina in the vicinity of 821 N. Bush Street -Ruth Toxqui, Resident. Member Steele stated Staff received a letter from Ruth Toxqui, 821 North Bush Street, requesting restricted on-street parking along the east side of North Bush Street opposite the Mendocino County Administration Buildings. There have been several occasions were it has been very difficult to exit and enter the driveway, and on one occasion requested Police assistance to have a vehicle removed from her driveway. There are two residences, 875 and 861 North Bush Street that have red curb painted at the driveways. Member Looney stated he visited the site and there were 17 vehicles parked on-street. Located in the on-site southwest parking lot there were 16 vacant parking spaces, and 15 parking spaces in the parking lot located east of the Administration Building. He questioned, if the employees were utilizing all the parking spaces, would there be sufFcient parking for customers. A lengthy discussion followed regarding the utilization of on-street parking; some customers maybe visiting Public Health located on the corner of Low Gap Road and Bush Street; County employees utilizing on-street parking versus the on-site parking lots; repaint the driveway transitions (curb cuts) 5 feet starting from Gibson Street to Low Gap Road; there is on-site parking located on the southwest of the complex, east side of the complex, and a parking lot located behind Public Health; and this location on Bush Street is not within the Parking Enforcement jurisdiction. ON A MOTION by Member Steele, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the Street Department paint the driveway transitions from Gibson Street to Low Gap Road. No further action is requested at this time. This item will be revisited should Staff receive further complaints from the residents. COMMITTEE MEMBER REPORTS Member Steele stated Public Works is moving forward on a Traffic Circulation Study; and working on the GIS System. MISCELLANEOUS ITEMS Acting Chairman Kageyama requested °Election of Officers" be placed on the March 19, 2002 agenda.
