The Traffic Engineering Committee meeting was called to order by Chairman Kageyama at 3:20 p.m.
Roll was taken with the results listed above.
APPROVAL OF MINUTES
Approval of the Traffic Engineering Committee minutes of September 24, 2002, was continued to
the next scheduled meeting.
DISCUSSIONJACTION ITEMS:
OLD BUSINESS
a. Discussion and possible action regarding crosswalks on State Street - ]ennifer Colvin 436 N
Pine Street. (Continued from Julv 16. 2002)
ON A MOTION by Member Harris, seconded by Member Lohse, it was carried by an all AYE voice
vote of the members present, to continue this item to the next scheduled meeting.
b. Discussion and possible action regarding issuance of commercial truck parking on Seminary
Avenue - CaAtain Chuck Yates. Ukiah Fire Department.
Chuck Yates, Fire Marshal, reported when oversize commercial vehicles are parked on both sides
of east- and westbound Seminary Avenue, the ambulance and emergency vehicles are unable to
drive through when in route to a medical aide or fire response. The emergency vehicles have to

back up on Oak Street to take an alternate route. The on-street parking of oversize commercial
trucks occurs at all hours of the day and night.
Member Harris asked if commercial vehicles were restricted to parking on one side of Seminary
Avenue only, would the emergency vehicles be able to drive through safely.
Mr. Yates responded yes. The Police Vehicle Code states it is a violation when dangerous vehicles
are parked on the street and hold back traffic. He suggested "NO PARKING" of commercial trucks
on the median side of east- and westbound Seminary Avenue, or removes all commercial trucking
parking on Seminary Avenue. The emergency vehicles use Seminary Avenue from Oak Street when
responding to an emergency and use State Street when returning to the Station. He also expressed
a concern when the emergency vehicles are not able to drive on westbound Seminary Avenue from
State Street; the emergency vehicle has to back up onto State Street to use an alternative route.
Member Seanor arrived at 3:30 p.m.
ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice
vote of the members present, that the TrafFc Engineering Committee authorize the Public Works
Department to contact the City Attorney regarding what action can be taken to regulate on-street
parking of oversize commercial vehicles on City streets. All information is to be brought back to the
Committee at the next scheduled meeting.
Member Cotroneo advised if the street is marked with designated parking T's, it is a violation
when vehicles are parked outside the markings. All vehicles must park within the designated parking
T's.
Member Cotroneo asked what are the alternate routes
Fire Marshal Yates responded the alternate route is exiting onto Oak Street and traveling one
block north to Clay Street or one block south to Mill Street. Parking is restricted to one side on Clay
Street, and there is on-street parking on both sides of Mill Street. Utilizing Seminary Avenue is the
shortest route for medical and fire responses. With the median on Seminary Avenue gives the
emergency vehicles only one lane to negotiate versus two lanes on Mill Street.
Member Cotroneo expressed a concern if the shortest route is not available for egress and ingress
of emergency vehicles, it could be a matter of life or death to a medial aide call.
Discussion followed regarding the oversize commercial vehicles could utilize the parking on State,
School, and Oak Streets; if the commercial vehicles are parked on westbound Seminary Avenue the
vehicle would have to make a wide left- or right turn onto School or Oak Streets; and if the height of
the commercial vehicles obstructs signs, the trucks could be restricted to parking on the median side
of Seminary Avenue.
Member Lohse left the meeting at 3:35.

a. Discussion and possible action reaardino the installation of stop signs on westbound Perkins
Street at Oak Street and eastbound Standlev at Oak Street -William French.
ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice
vote of the members present, that the area of westbound Perkins Street at Oak Street, and
eastbound Standley at Oak Street be included in the Traffic Circulation Study, and that no further
action be taken at this time. The Traffic Engineering Committee authorizes the Public Works
Department to notify Mr. William French of the recommendation.

MISCELLANEOUS ITEMS
Mr. Seanor reported the City of Ukiah awarded a contract to Granite Construction Company for
the construction of asphalt concrete overlays and slurry seats on various streets in Ukiah. The
following streets will receive asphalt concrete overlays:
Washo Drive from Gobbi Street to Wiatt Drive
EI Rio Street from Oak Manor Drive to EI Rio Court
Stella Drive from Warren Drive to 586 Stella Drive
Clubhouse Drive from Park Boulevard to Live Oak Avenue
South Oak Street from Mill Street to Gobbi Street
Washington Avenue from Dora Street to Helen Avenue
ADJOURNMENT
