APPROVAL OF MINUTES Approval of the Traffic Engineering Committee minutes of September 24, 2002, was continued to the next scheduled meeting. DISCUSSION/ACTION ITEMS: OLD BUSINESS a. Discussion and possible action regardino crosswalks on State Street-Jennifer Colvin 436 N Pine Street. (Continued from July 16. 20021 ON A MOTION by Member Harris, seconded by Member Lohse, it was carried by an all AYE voice vote of the members present, to continue this item to the next scheduled meeting. b. Discussion and possible action reaardina issuance of commercial truck parkins on Seminary Avenue - Captain Chuck Yates. Ukiah Fire Department. Chuck Yates, Fire Marshal, reported when oversize commercial vehicles are parked on both sides of east- and westbound Seminary Avenue, the ambulance and emergency vehicles are unable to drive through when in route to a medical aide or fire response. The emergency vehicles have to TRAFFIC ENGINEERING COMMITTEE OCTOBER 15, 2002 Page 1 of 3 back up on Oak Street to take an alternate route. The on-street parking of oversize commercial trucks occurs at all hours of the day and night. Member Harris asked if commercial vehicles were restricted to parking on one side of Seminary Avenue only, would the emergency vehicles be able to drive through safely. Mr. Yates responded yes. The Police Vehicle Code states it is a violation when dangerous vehicles are parked on the street and hold back traffic. He suggested "NO PARKING" of commercial trucks on the median side of east- and westbound Seminary Avenue, or removes all commercial trucking parking on Seminary Avenue. The emergency vehicles use Seminary Avenue from Oak Street when responding to an emergency and use State Street when returning to the Station. He also expressed a concern when the emergency vehicles are not able to drive on westbound Seminary Avenue from State Street; the emergency vehicle has to back up onto State Street to use an alternative route. Member Seanor arrived at 3:30 p.m. ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the TrafFc Engineering Committee authorize the Public Works Department to contact the City Attorney regarding what action can be taken to regulate on-street parking of oversize commercial vehicles on City streets. All information is to be brought back to the Committee at the next scheduled meeting. Member Cotroneo advised if the street is marked with designated parking T's, it is a violation when vehicles are parked outside the markings. All vehicles must park within the designated parking T's. Member Cotroneo asked what are the alternate routes. Fire Marshal Yates responded the alternate route is exiting onto Oak Street and traveling one block north to Clay Street or one block south to Mill Street. Parking is restricted to one side on Clay Street, and there is on-street parking on both sides of Mill Street. Utilizing Seminary Avenue is the shortest route for medical and fire responses. With the median on Seminary Avenue gives the emergency vehicles only one lane to negotiate versus two lanes on Mill Street. Member Cotroneo expressed a concern if the shortest route is not available for egress and ingress of emergency vehicles, it could be a matter of life or death to a medial aide call. Discussion followed regarding the oversize commercial vehicles could utilize the parking on State, School, and Oak Streets; if the commercial vehicles are parked on westbound Seminary Avenue the vehicle would have to make a wide left- or right turn onto School or Oak Streets; and if the height of the commercial vehicles obstructs signs, the trucks could be restricted to parking on the median side of Seminary Avenue. Member Lohse left the meeting at 3:35. TRAFFIC ENGINEERING COMMITTEE OCTOBER 15, 2002 Page 2 of 3 NEW BUSINESS a. Discussion and oossible action regarding the installation of stop signs on westbound Perkins Street at Oak Street. and eastbound Standley at Oak Street -William French. ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the area of westbound Perkins Street at Oak Street, and eastbound Standley at Oak Street be included in the Traffic Circulation Study, and that no further action be taken at this time. The Traffic Engineering Committee authorizes the Public Works Department to notify Mr. William French of the recommendation. COMMITTEE MEMBER REPORTS No Committee member reports. MISCELLANEOUS ITEMS Mr. Seanor reported the City of Ukiah awarded a contract to Granite Construction Company for the construction of asphalt concrete overlays and slurry seals on various streets in Ukiah. I'm not sure what you want for a description but I'll try. MTA is developing an operations plan that responds to a request by Carol Mordhorst, Director of the Mendocino County Public Health) for MTA to provide transit service to the Mendocino County Public Health Administration Building. This request is in the current MCOG List of Unmet Needs that was adopted in December 2002 by the MCOG Board of Directors. MTA is planning to implement service effective March 1, 2003. Prior to implementation MTA needs to identify two bus-stops on Dora Avenue. One bus-stop would be for northbound buses and the second would be for southbound buses. MTA is requesting the opportunity to coordinate with City staff to: 1) Identify two new transit stops; 2) Establish facility plans for the stops; and, 3) Assist MTA staff in completing the appropriate steps in the City's approval process. Members present were: Beard, Borecky, and Harris. Members Absent: William Fernandez, Steven Ford and Steve Turner. APPROVAL OF MINUTES Ken Budrow made the following correction on Page 2, First Paragraph, "ON A MOTION by Harris, seconded by Beard, that the Traffic Engineering Committee has determined at this time that there does not appear to be a need for additional traffic devices in this location; and request that the letter from Mrs. Stinnett be forwarded to the Ukiah Police Department for consideration of patrol in the area, and a letter be sent to Mrs. Stinnett defining the Committee's action. ON A MOTION by Harris, seconded by Beard, that the Traffic Engineering Committee minutes of February 9, 1993, be approved as corrected. AYES: Beard, Borecky, Harris and Vice-Chairman Budrow. NOES: None. ABSENT: Fernandez, Ford, and Turner. ABSTAIN: None. DISCUSSION/ACTION ITEMS: a. Reauest from Nelson Glass, 953-A North State Street for Red Curb in Front of Parcel Bill Beard reported that Nelson Glass is requesting a red curb in front of 953-A North State Street due to site distance visibility when exiting onto State Street, and he suggested that the curb should be red curb from the south property line to the driveway. Discussion followed regarding that when exiting the driveway from Nelson Glass onto State Street the site visibility is not clear of on-coming traffic, and the number of vehicles parked in front of MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE MARCH 9, 1993 1 the body shop. ON A MOTION by Harris, seconded by Beard, the Traffic Engineering Committee approve the request from Nelson Glass to red curb the frontage of subject parcel from the south property line to the driveway, based on site distance visibility and accessibility onto State Street. AYES: Beard, Borecky, Harris and Vice-Chairman Budrow. NOES: None. ABSENT: Fernandez, Ford and Turner. ABSTAIN: None. Bill Beard noted that in the current fiscal year a left-turn pocket was to be installed at Low Gap and State Street and the traffic signals redone; however, due to other projects this project may be carried over to the following fiscal year. Vice-Chairman Budrow asked if the left-turn pocket for south bound State Street and Low Gap/Brush will extend past the School District Office. Bill Beard responded no, however, when the stripping is changed for a left-turn pocket all on-street parking is eliminated from the intersection. Discussion followed regarding the installation of left-turn pockets at other intersections such as Magnolia; and the installation of a center lane on State Street is a long-term project based on the decision by the City Council due to the eliminate on-street parking. Bill Beard noted that no action should be taken at this time until after the April 12, 1993 meeting, and that a letter should be sent to the businesses in this complex informing them of this action. b. Request for Stop Sian on Washinaton Court at Washinaton Street - Traffic Engineering Committee Bill Beard reported that this item was brought to the Committee by Chairman Turner. ON A MOTION by Borecky, seconded by Harris, that the Traffic Engineering Committee recommend to the City Council to install a stop sign on Washington Court at Washington Street due to the new traffic signals and increased traffic on Washington. AYES: Beard, Borecky, Harris and Vice Chairman Budrow. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE MARCH 9, 1993 2 Karre Brown submitted a letter to the Committee dated April 12, 1994, regazding the Talmage Road overpass speed zone. She expressed she uses the south bound highway 101 off-ramp every day to work. The realignment for merging traffic from the stop sign onto Talmage Road is a safety hazard. She asked the Committee to petition Caltrans to change the existing 50 MPH speed zone to 35 MPH. The site visibility for both the Talmage Road west bound traffic and the off-ramp entrance has been greatly reduced for safe merging. Rick Kennedy advised when an approaching intersection cannot be seen within 500 feet a warning sign can be posted of an intersection ahead. To install a flashing warning light, "Stop Ahead" sign or stop light, Staff would have to show there have been a number of rear-end accidents. Currently there are no accident reports for this area. Mike Harris asked Staff to include in their written letter to request Caltrans to install the appropriate warning devices indicating traffic is approaching an intersection. ON A MOTION by Bill Beard, seconded by Rick Kennedy, it was carried by a consensus vote the Traffic Engineering Committee direct Staff to submit a written request to Caltrans requesting that the speed zone in the vicinity of the Talmage 101 overcrossing for west bound approaching traffic be changed from the current 40 MPH to 35 MPH. MISCELLANEOUS ITEMS a. Status Report on: Handicapped Pazking for Courthouse Rick Kennedy advised the request for handicap pazking on School Street for the Courthouse has been installed. Samuel T. Hair who requested the handicap pazking advised Staff the installation of the handicap parking is great. 2. No Parkin¢ Zone along 953 and 955 North State Street Frontage Rick Kennedy advised the red curb has been painted along 953 and 955 North State Street frontage. Acting Chairman requested the Director of Public Works report on the potential for red curbing from ET northerly to the Fairgrounds at the May 10, 1994 meeting. b. State Street, an industrial building. RECEIVED OEC - 2 ZOOZ CITY OF UKIAH DEPT. OF PUBLIC WORKS Prior to us owning this building the tenants had submitted and had approved a red zone on 953 N. State St. The reason the tenants asked for the red zone was because of large trucks parking on 953N State and blocking the driveway. This driveway is used for three businesses. Since the large trucks are still parking on 953 N State in the red zone and not getting ticketed, the tenants would like the red zone removed so their customers/employees could have a place to park. Thank You, ,. -~ _, , .. _ .., Steve Pardini ENDA ITEM N0. 4a July 1, 2002 436 N Pine Street Ukiah, CA 95482 707-468-7919 Traffic Commission Attention: Diana Steele City Engineer I would like to voice my concern to the Traffic Commission that more needs to be done to provide for the safety of pedestrian traffic here in Ukiah. My special concerns aze on State Street. #1 Priority is the crosswalk by the Charter School at the Fairgrounds. There should be some sort of lighting feature that warns drivers of kids crossing to and from school. There aze a couple of crosswalks on the south-side of state that should also have lights to alert drivers of people wanting to get across the street. Examples aze Luce azea and Foster Freeze on Frietas. I would like to know what the Traffic Commission is going to do to help improve safety for those of us who walk and would like to feel safer in utilizing the crosswalks.
