The Traffic Engineering Committee meeting was called to order by Vice-Chairman Turner
at 3:09 p.m. Roll was taken with the results listed above.
APPROVAL OF MINUTES
ON A MOTION by Member Bertolero, seconded by Member Lohse, it was carried by an
all AYE voice vote of the members present, that the minutes of the Traffic Engineering
Committee be approved as submitted. Member Kageyama abstained.
NEW BUSINESS
a. Election of Officers
ON A MOTION by Member Seanor, seconded by Member Bertolero, it was carried by an
all AYE voice vote of the members present, to elect Steve Turner as Chairman.
ON A MOTION by Chairman Turner, seconded by Member Lohse, it was carried by an all
AYE voice vote of the members present, to elect Ben Kageyama as Vice-Chairman.

OLD BUSINESS
Request that the temporary removal of two parking spaces on the north side of
Seminary Avenue at the intersection of Seminary Avenue and South State Street
become permanent -Bruce Evans, Fire Marshal
Chuck Yates, Fire Captain, Ukiah Fire Department, reported that the temporary removal
of two on-street parking spaces on the north side of Seminary Avenue, at the intersection
of South State Street, has been very effective, improved sight visibility, and easier to make
right-hand turns. He is requesting that the removal of the two on-street parking spaces
become permanent. He advised there have been several occasions when emergency
vehicles are approaching the intersection at Code 3, and a vehicle is stopped at the
intersection. The removal of the two parking spaces allowed the emergency response
vehicles to safely approach and pass the vehicle, preventing the driver from entering onto
State Street in unsafe conditions. He noted there are at least five calls per day.
Member Lohse advised he has observed the emergency response vehicles approach the
intersection in Code 3, and another vehicle is stopped at the intersection. The vehicle was
able to remain stopped allowing the emergency response vehicles to safely pass. He
agreed that the removal of the two on-street parking spaces is very effective.
ON A MOTION by Member Lohse, seconded by Member Bertolero, it was carried by an
all AYE voice vote of the members present, that the Traffic Engineering Committee
recommend to the City Council the approval of the permanent removal of two on-street
parking spaces on the south side of the median on Seminary Avenue at State Street for
eastbound traffic, and that those parking spaces properly be signed "NO PARKING".
NEW BUSINESS
Request to establish a bus stop southbound on North State Street between the
entrances to the Food Bank (888 North State Street) and Lee's Fast Foods (816
North State Street) specifically 240 feet south of the traffic signal post at Low Gap
Road, extending the full 25 foot length of the curb.
Chairman Turner requested this item be continued to the next scheduled meeting.
c. Request to change meeting date and time -Ben Kagevama.
Member Kageyama advised he was recently promoted to Deputy Director of
Transportation. The Board of Supervisors meets regularly on the second and fourth
Tuesday of each month at 2:00 p.m., and he may be requested to attend the Board
meetings.

AYE voice vote of the members present, that the Traffic Engineering Committee meeting
date be changed to the third Tuesday of each month at 3:00 p.m. If the meeting date and
time is specified by City Ordinance, the Ordinance be revised to allow discretion by the
Committee to reschedule the meeting as needed.
d. Review of City-wide proposed speed zones -Rick Seanor Deputy Director of Public
Works.
Member Seanor presented to the Committee a list of all proposed speed zones within City
limits based on recent surveys completed by the City. City staff is preparing an ordinance
on the proposed speed zones for City Council action on March 15, 2000. He noted that
all streets within City limits have a 25 m.p.h. speed zone unless otherwise posted, City
Code Section 7070.
He advised the proposed speed zone shows Leslie Street at 30 m.p.h., from Gobbi Street
and Perkins Street. Leslie Street will be changed to reflect 25 m.p.h. He also advised that
Gobbi Street, from Dora Street and Leslie Street is currently 30 m.p.h. The proposed
speed zone reflects Gobbi Street at 25 m.p.h.
Discussion followed regarding the proposed speed zone changes, posting of the
appropriate speed zone signs, and the proposed speed zone change on Gobbi Street to
25 m.p.h. may help resolve the issue of a mid-block crosswalk for the Autumn Leaves and
mobile home residents.
ON A MOTION by Member Lohse, seconded by Member Kageyama, it was carried by an
all AYE voice vote of the members present, that the Traffic Engineering Committee
recommend to the City Council approval of the proposed speed zones.
OLD BUSINESS
a. Consider re-establishment of bus stop on Gobbi Street, westbound, near Leslie
Street intersection -Steve Turner. MTA.
Chairman Turner requested that this item be continued to the next scheduled meeting.

Member Bertolero advised the request for a speed zone change on Leslie Street is
included in the proposed speed zones for City Council action on March 15, 2000.

SUBJECT: Wabash Avenue and State Street Intersection Sight Distance
REQUEST: Staff has received a request from Roberts Mechanical and Electrical, Inc. to
evaluate sight distance for left turn movements from Wabash Avenue onto State Street.
The request is included as Attachment "A." Please note Attachment "B" which is a site
map of the intersection.
SITE VISIT: On April 10, 2000 I made a site visit to the intersection and made the
following observations. When stopped at the limit line (crosswalk line) there are bushes
located at the northwest corner of Wabash Ave. and State St. which somewhat obstruct
the driver's visibility of State St. southbound traffic. Also there are iwo signs: Vogel's Used
Car and a blank white sign board (former National Guard sign) which somewhat limit the
driver's visibility to the south.
EXISTING CONDITIONS: Wabash Avenue is a two lane street with a stop sign at its
intersection with State Street. State Street has two lanes southbound, one lane
northbound and a left turn lane (for northbound traffic) near its intersection with Wabash
Avenue. There is existing curb and gutter on both sides of State Street north and south
of its intersection with Wabash Avenue. A no parking zone extends on the west side of
State Street from its intersection with Wabash Avenue north approximately 200 feet.
OBSERVATIONS /DISCUSSION: On a weekend, staff observed that cars from the auto
sales lot at the northwest corner of the intersection of Wabash Avenue and State Street
were parked in a manner partially encroaching onto the sidewalk. Staff spoke to Charley
Stump, City of Ukiah Senior Planner, who is a resident of Wabash Avenue regarding the
subject intersection. Mr. Stump indicated that he recalled a specific day recently when
there were several vehicles parked alongside the west curb of State Street south of
Wabash Ave. During several random visits to the intersection, staff has not observed
traffic parked at this location. Staff also made several left turns from Wabash Avenue onto

State Street without difficulty. The presence of the left turn lane allows vehicles turning
northbound onto State Street the opportunity to merge from the left turn lane into the
northbound lane.
RECOMMENDATION: Staff recommends contacting the property owner at the northwest
corner of State St. and Wabash Avenue to request trimming of the bushes at the corner
of the property. Staff would also recommend notifying the same property owner to advise
against parking vehicles on the sidewalk.
At this time, staff does not recommend a no parking zone on the west side of State Street
south of Wabash Avenue. Parking of vehicles along this section would not preclude
drivers from turning left from Wabash Avenue into the State Street left turn lane and then
merging into the northbound lane on State Street.
Staff is submitting this report for review and discussion by the Traffic Engineering
Committee {TEC). A recommendation with direction from the TEC is requested regarding
this matter.

This letter is to inform you of a very serious accident po-
tential created by allowing parking alonc_7 the caest side of
State Street just south of tVabash Avenue. Vehicles parked
along this curb block the view of northbound oncoming traffic
and force a vehicle making a left hand turn from Wabash to
State to encroach into the northbound lane of State Street
into the traffic flow, in order to see clearly.
This has not been a problem in the east 28 years (I have
worked at this location for that long) because no one over
parked there before. Now, th:>.r-~ is s line of pick-nn mucks
there all day, hence, the proi~le,n.
Since we run service trucks from this business, we average
30 - 50 left turns to State Street total per day.

AGENDA SUMMARY REPORT
SUBJECT: CONSIDERATION OF APPOINTMENT TO VACANCY ON THE TRAFFIC
ENGINEERING COMMITTEE
A Press Release was distributed to the Ukiah Daily Journal and other media in the area, which
announced an opening for a public member on the City of Ukiah Traffic Engineering Committee, with
the deadline of February 22, 2000 extended to March 24, 2000. The City received two applications
for the vacancy of a City of Ukiah resident member to the Committee. This vacancy is the result of
Ordinance No. 1025, adopted February 16, 2000, which designated two City of Ukiah residents on
the Committee.
The first applicant is Bill Fernandez, who is retired and a 38 year resident of Ukiah. Mr. Fernandez
had 20 years of service on the Traffic Engineering Committee as the California State Automobile
Association (AAA) representative prior to his retirement from AAA. He is now applying as a public
representative on the Committee. Although he did not completely answer the questionnaire, he
indicated that his past tenure on the Committee should suffice. The second applicant is Diane
Zucker, a Medical Independent Study Teacher for the Ukiah Unified School District who has been a
resident of Ukiah for the past 11 months, and a resident of Mendocino County for the past 26 years.
Currently, the Traffic Engineering Committee is comprised of the City Manager, Chief of Police, City
Engineer, Planning Director, the Superintendent of Public Works or their duly appointed
representative, together with a representative of the local transit authority (MTA), and two City
residents of driving age, each of whom may from time to time be determined and appointed by the
Council.
RECOMMENDED ACTION: Adopt Resolution Making Appointment to the Traffic. Engineering
Committee.
ALTERNATIVE COUNCIL POLICY OPTIONS: Direct the City Clerk to re-advertise for the vacancy.

UKIAH, CA. -The City of Ukiah announces an opening for a public member on the City
of Ukiah Traffic Engineering Committee. If you are a City of Ukiah resident, of driving age,
and are interested in serving as a volunteer on the committee, we urge you to fill out an
application. Any qualified individual who would like to make a difference in the community
may apply.
Pursuant to the Municipal Code, the Traffic Engineering Committee serves as the City's
Traffic Engineer. The general duty of the Traffic Engineer is to determine the installation
and proper timing and maintenance of traffic control devices and signals, to conduct
engineering analyses of traffic accidents and to devise remedial measures, to conduct
engineering and traffic investigation of traffic conditions and to cooperate with other City
officials in the development of ways and means to improve traffic conditions, and to carry
out the additional power and duties imposed by City Ordinances. In most cases, the
Traffic Engineer submits its recommendations to the City Council for approval.
Applications may be obtained at the reception counter in the administration wing of the
Ukiah Civic Center, 300 Seminary Avenue, or call 463-6217 and an application will be
mailed to you. The extended deadline for submittal is 5:00 p.m. on March 24, 2000. The

7. Although I have been a resident of Mendocino Couny for 28 years, I am a fairly new resident
in Ukiah. My family purchased a home at 624 Joseph Street about a year ago. I am very
interested in becoming involved in Ukiah and feel serving on the Traffic l;ngineering Committee
would be an important start in contributing to my community.
8. I believe the Committee reviews catcerns and questions of community members involving
the traffic engineering guidelines and regulations.
9. I have had extensive experience on committees and boards as both an involved community
member in Fort Bragg, and as a teacher/administrator in Laytonville. I ant always willing to do
my homework, listen to others, and follow through.
0. 1 feel the most important traffic related issue facing our community is how to plan for the
most efficient use oPour roads and sidewalks to accomodate a growing amount of automobiles;
along with planning for increased opportunities for people on bikes and on foot.
11. Dealing with question 10 is plenty.
12. I have fallen in love with Ukiah. I feel the connnuuity cares about reserving old buildings,
takes cart of the parks, and generally shows a spirit that makes the town a pleasure to live in. I
hope that with the inevitable growth that the town will retain the positive characteristics of a
small town.
