Harris, Risk Manager/Budget Officer Diane Zucker, Public Member Rick Seanor Deputy Director of Public Works Kathy Kinch Administrative Secretary The Traffic Engineering Committee meeting was called to order by Chairman Turner at 3:03 p.m. Roll was taken with the results listed above. Member Bertolero arrived at 3:20 p.m. APPROVAL OF MINUTES ON A MOTION by Member Lohse, seconded by Member Kageyama, it was carried by an all AYE voice vote of the members present, to approve the Traffic Engineering Committee minutes of March 14, 2000, as submitted. NEW BUSINESS b. Discussion on sight distance at Wabash Avenue and State Street. Mr. Gino Morena, Roberts Mechanical and Electrical, Inc., located at 189 Wabash Avenue, advised he has been at this location since 1972. He stated he is requesting a 50 foot red curb on South State Street starting from the southwest corner at Wabash Avenue. Since the completion of the new Parnum Paving office located on South State Street, there have been several occasions during the last month where large trucks have been parking on State Street, near the southwest corner of Wabash Avenue, making it very difficult for clear sight visibility of northbound traffic. He contacted Bob McCraley, President of Parnum Paving, regarding these concerns, and was informed there have been several safety meetings. He noted the sign and shrubbery do not obstruct the sight of traffic. Chairman Turner advised he rides his bike southbound on State Street every morning and agreed there is a difference when the trucks are parked on State Street. Member Kageyama advised Caltrans has a sight distance criteria for intersections, that when a vehicle approaches an intersection the driver has clear sight visibility of on-coming traffic 6 or 7 seconds before the vehicles passes. He asked if there is a sight distance criteria for intersections based on speed limits. Member Seanor responded no. There are requirements only for residential areas based on building, shrubbery, and trees. Member Lohse advised there is a criteria against building in front yard set-backs which does not allow structures or fences taller than 3 feet in height. Member Seanor advised he also spoke with Bob McCraley, President of Parnum Paving, regarding the concerns of the large trucks parking on State Street. Member Looney stated he will inspect the signs and shrubbery to make sure they meet City standards. Chairman Turner stated there is an existing red curb, approximately 200 feet, from the curb return to the glass shop, and a bus stop located near the first driveway. He asked if the motor home sales had been notified of the request. Member Seanor responded no. ON A MOTION by Member Looney, seconded by Member Bertolero, it was carried by an all AYE voice vote of the members present, to recommend to the City Council approval to establish a red curb at Wabash Avenue south on South State Street based upon review of the site and length requirements for a red curb, and the Caltrans site distance standards for traffic speed. Request to establish a bus stoo southbound on North State Street beginning at Gibson Street and extending south aoproximately 80 feet -Steve Turner, MTA Chairman Turner advised he is requesting establishment of a bus stop southbound on North State Street beginning at Gibson Street and extending south approximately 80 feet. He noted the original request was for a bus stop located in front of the Food Bank. Member Looney stated he has no objection to this request. ON A MOTION by Member Looney, seconded by Member Kageyama, it was carried by an all AYE voice vote of the members present, to approve the request to establish a bus stop from Gibson Street, southbound to the first driveway, on North State Street. Chairman Turner abstained. OLD BUSINESS N/A MISCELLANEOUS ITEMS Chairman Turner advised he received a request from the City of Ukiah Community Services Department for two MTA bus stops at the Ukiah Municipal Pool and Todd Grove Park barbeque area for the Summer Safari Day Camp. The bus will leave the intersection of Grove and Dora, travel west on Grove, and resume the route to the north or south bound route. This will serve Summer Safari Day Camp, Pool, Golf Course, and Anton Stadium. There will be a bench located at the pool and barbeque area. He requested this item be placed on the next agenda.
