The Traffic Engineering Committee welcomes input from the audience. In order for
everyone to be heard, please limit your comments to three (3) minutes per person

The Traffic Engineering Committee meeting was called to order by Chairman Turner at
3:04 p.m. Roll was taken with the results listed above.
APPROVAL OF MINUTES
ON A MOTION by Member Harris, seconded by Member Lohse, it was carried by an all
AYE voice vote of the members present, to approve the April 17, 2001 minutes as
submitted. Members Looney and Zucker abstained.
DISCUSSION/ACTION ITEMS:
NEW BUSINESS
a. Discussion and possible action regarding increased traffic soeed on Marshall Street-
John Champion
Mr. John Champion stated he is the Apartment Manager at 674 and 668 Marshall Street,
and has lived there for 12 years. He also stated Marshall Street, in the last two years, has
become a heavily traveled street and hazardous because vehicles use Marshall Street as a
short-cut from Main Street to Gobbi Street. There are elderly people who live in the
apartments and cross this street on a daily basis. There are vehicles parked on the street
that have not moved for months. The employees of Redding Auto Body park their vehicles
on Marshall Street, and if there are two vehicles parked opposite each other two vehicles
cannot pass. He also advised vehicles cross the yellow line, take the turn too fast, and
delivery trucks for Schwinn Bicycles park on Marshall Street twice a week.
Member Harris asked would the residents consider no parking on Marshall Street.
Mr. Champion responded yes. He advised the residents use the on-site parking lots.
Chairman Turner stated with the elimination of on-street parking traffic speed could
increase.
Member Steele stated the Public Works Department has budgeted for a Traffic Circulation
Plan for areas such as Gobbi and Main Streets; Gobbi and State Streets; and Gobbi and
Orchard Avenue. She suggested the possibility of changing Marshall Street to a one-way
street from Main Street to Gobbi Street. This would discourage traffic, because it is more
difficult to make alert-turn onto Gobbi Street from Marshall.
Member Looney noted the residents would have to exit onto Gobbi Street.
Member Lohse suggested maintaining the two-way travel lanes on Marshall Street with
barricades at the Gobbi Street access. This would eliminate traffic from making aright-turn
onto Marshall Street to reach Main Street.
Discussion followed regarding there are indications there was a red zone on the turn; there
is a fire hydrant on Marshall Street and vehicles park in front of the hydrant; installation of
speed humps; changing Marshall Street to a one-way street from Main Street to Gobbi
Street; and the installation of barricades at the Gobbi Street access.
Member Harris requested that the residents be notified of the request, and a survey be
sent identifying the different options (one-way only, two-way with a barricade at Gobbi and
Marshall) and asking for their opinions and concerns.
ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all
AYE voice vote of the members present, to continue this item to the August 21, 2001
meeting, and that the Engineering Department will return with options, design and
analysis, and an approximate date when the change would be incorporated into a traffic
study. The Traffic Engineering Committee will evaluate all information and determine if a
neighborhood survey will be appropriate. It is requested that the Police Department be
notified of the long-term parking of abandoned vehicles on Marshall Street and appropriate
action taken.
Member Harris expressed his appreciation to the residents on Marshall Street for bringing
this issue to the Committee.
OLD BUSINESS
e. Discussion of reauest by Harold Phillios of First Christian Church, 140 N Spring
Street, regarding diagonal parking on Spring Street between Perkins and Standley Streets-
Harold Phillips.
Mr. Seanor stated as of this date he has not addressed this issue or prepared a drawing.
He reiterated that the request is for on-street diagonal parking, two designated for
handicap parking, in front of the First Christian Church with islands at each end, and to be
utilized on Sundays only.
A lengthy discussion followed regarding if parallel parking is established the centerline may
have to be relocated; establishing diagonal parking requires approval from the City Council;
there are standard plans for diagonal parking; establish islands, painted islands, or planters
with flexible dilenators at each end of the parking spaces.
ON A MOTION by Member Harris, seconded by Member Zucker, it was carried by an all
AYE voice vote of the members present, that the Traffic Engineering Committee
recommends to the City Council approval for the installation of diagonal parking, two
spaces designated for handicap parking, along the west side in front of 140 N. Spring
Street in front of the First Christian Church. The number of parking spaces and angle to be
determined by the Public Works Department. If there are added costs for the parking
spaces, painted islands, and flexible dilenators, these costs are to be reimbursed by the
First Christian Church.
Member Lohse suggested planters for aesthetic versus painted islands.
Discussion continued regarding the possibility of realigning the centerline in conjunction
with Standley and Perkins Streets; and there should be sufficient distance between the first
parking space and the curb return so that vehicles do not back-up into the intersection.
a. Discussion of on-street parking and line of sight at the intersection of Oak and Smith
Streets -Candace Horsley, City Manager
Member Seanor reported as per the Assistant Redevelopment Officer Larry DeKnoblough
a permit was issued to Rainbow Construction to allow two vehicles to park on the west side
of Oak Street.
Member Lohse stated at the intersection of Standley and Oak Streets vehicles have to
stop past the crosswalk, into line of traffic, before having clear site visibility of on-coming
traffic. He advised when he visited the site there were two large pick-ups parked
approximately 1 foot from the curb return.
Member Steele suggested extending the existing red curb an additional 10 feet.
ON A MOTION by Member Harris, seconded by Member Zucker, it was carried by an all
AYE voice vote of the members present, to continue this item to the next scheduled
meeting. The Public Works Department is to evaluate the hedge height and review any
agreements between Rainbow Construction and the City of Ukiah regarding on-street
parking. The Public Works Department is to review the possible option of eliminating one
on-street parking space between the curb return and the driveway on the west side, and
ask for a written recommendation from the City Manager or Parking District.
Motion fails.
ON A MOTION by Member Looney, seconded by Member Harris, it was carried by an all
AYE voice vote of the members present, that the existing red curb be extended as
determined by the Public Works Department leaving a 20 foot parallel parking space at this
location. The Public Works Department will provide Rainbow Construction with a copy of
the vegetation and height ordinance and request that the hedge height be brought within
compliance. The Public Works staff is to meet with Assistant Redevelopment Director Larry
DeKnoblough regarding agreement.
b. Discussion expanding the role of the Traffic Engineering Committee to include
bicycle and pedestrian trails, facilities, and circulation. Possible action to work with Citv
Departments to formulate a recommendation to the City Council.
It was the concensus of the Committee to discuss this item further when development of
the a bike lane project is brought to the Committee.
c. Request to change loading zone adjacent to Sports Attic, between North School and
North State Street, to parking soaces and a loading zone established at the end of the
block in front of the former Wildberger's Market -Richard Cleland, Sports Attic.
Member Seanor reported there is a driveway on the School Street frontage located next
to the former Wildberger's Market, and there are indications of a yellow loading zone. The
Public Works Department was to contact the businesses within the area to see if there are
any objections to the loading zone being relocated.
Chairman Turner stated past minutes reflected the Public Works Department was to
notify the businesses regarding the request, determine the number of parking spaces on
Standley and School Streets, location and length of the existing loading zones, land use,
and length and type of delivery trucks using the loading zones, and the use of the former
Market since being remodeled. Mr. DeKnoblough supported the removal of the loading
zone on the west end of Standley Street, and suggested extending the existing 35 foot
loading zone on School Street.
Member Lohse expressed he would like to maintain the loading zone on Standley Street
and eliminate the loading zone on School Street. There is a need for parking spaces versus
multiple loading zones. He also expressed a concern on the width of delivery trucks using
the east end loading zone on Standley Street. He suggested measuring the west end of
the Standley Street block from the crosswalk to the end of the loading
zone to determine if there is sufficient space for a red zone ("No Parking").
Discussion followed regarding there is insufficient approach for delivery trucks to use the
loading zone located at the intersection of Standley Street and State Street without
encroaching onto State Street; delivery trucks using the loading zone at the west end of
Standley Street would backup into the crosswalk when leaving; the possibility of installing a
red zone between the crosswalk and the loading zone; and the loading zones on Standley
Street are located within diagonal parking and may be difficult for trucks to pull in and out,
and may be difficult for vehicles to pull out without a clear line of sight.
ON A MOTION by Member Lohse, seconded by Member Harris, the Public Works
Department to relocate the existing loading zone, at the east end of Standley Street, to the
west end and remove one parking space to establish a red zone between the loading zone
and crosswalk. Eliminate the loading zone on School Street and establish on-street parking
spaces. The Public Works Department is to notify the businesses of the request and
identify the intent as addressed and receive any comments or concerns.
Motion fails.
It was the concensus of the Committee that the Public Works Department measure the
west end block of Standley Street for the proposed red zone between the crosswalk and
loading zone; determine the number of parking spaces to be established after the removal
of the loading zone on School Street, and bring all information back to the Committee.
d. Report on sioht distance at the corner of S. Oak and Gobbi Streets (southbound on
Oak to the west on Gobbi), and~ossibly remove or establish restricted parking on the north
side of Gobbi Street, west of the intersection of South Oak Street -Steve Turner, MTA
Member Seanor reported there were indications of a red curb. The Public Works Street
Department has painted the curb red. He advised further development of the bike lane
project on Gobbi Street may result in removing parking on either side of Gobbi Street.
When the bike lane project is brought to the Committee this issue will be addressed.
f. Discussion of request by Steve Turner, MTA, reaardina curbside oarkina on
Leslie Street near Perkins Street.
Member Looney presented pictures of the site to the Committee and recommended there
be no parking 125 feet back from the back of the crosswalk, with signage "no parking from
here to corner".
Member Harris recommended two or three signs be placed within the 125 feet area.
ON A MOTION by Member Looney, seconded by Member Harris, it was carried by an all
AYE voice vote of the members present, that the Traffic Engineering Committee
recommends to the City Council that no on-street parking shall be allowed on the north end
of Leslie Street, starting from the back of the crosswalk extending south 125 feet and
install "No Parking Between Signs". The number of signs to be determined by the Public
Works Department.
Member Steele suggested a fog line 12 feet from the centerline allowing vehicles to park
to the right of the fog line.
Member Looney responded there is the possibility vehicles would park outside the fog
line.
Chairman Turner stated when vehicles are parked on the right side of Leslie Street, from
the Perkins and Leslie Streets intersection to the end of the left- and right-turn pockets,
traffic has to enter into the left-turn pocket to utilize the right-turn pocket, due to the
street being so narrow within this area.
Discussion followed regarding the street is approximately 36 feet wide; and there are no
curb, sidewalk, and gutter on the east side of Leslie Street.
COMMITTEE MEMBER REPORTS
Mr. Seanor stated the Public Works Department is in the process of submitting
applications for grant fundings. The Planning Department hired a consultant, Mike Jones,
for an application through Caltrans for a bike lane on Gobbi Street from Orchard Avenue to
Oak Manor. The Public Works Department has submitted a re-application for the
pedestrian improvements and realignment at the intersections of Oak Manor, Gobbi, and
Babcock. There have been several applications submitted to MCOG for funding for
sidewalk and ADA access.

are parked across the street next to the Conference Center and a
freight truck is in the loading zone next to Poma Tv Church Street is
narrowed considerably . If everyone is curbed right ,cars can still fit
through but the optical illusion says you can't .There have been two
solutions to the freight truck problem ;one ,trucks park on the
sidewalk to let cars pass through ,and two ,people back up the wrong
way on a one way street with cars rounding the corner off of Oak
Street just waiting for a collision to happen .
SOLUTION
To remedy the situation cut into the sidewalk next to Poma TV about
two or three feet and make it part of Church Street .
