Member Lohse arrived at 3:20 p.m. Chairman Turner stated Member Zucker submitted her letter of resignation as she has accepted afull-time teaching position. A Report on Public Notification on Vacancies of the Traffic Engineering Committee will be presented at the City Council meeting on October 17, 2001. APPROVAL OF MINUTES: AUGUST 21, 2001 ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, to approve the August 21, 2001 minutes, as submitted. Chairman Turner abstained. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE OCTOBER 16, 2001 Page 1 of 6 DISCUSSION/ACTION ITEMS: NEW BUSINESS b. Request to reconsider length of "No Parking Zone" on Leslie Street at Perkins Street -Cindy Allred -Allred Construction. (Letter Attached Mr. Timm Allred, Allred Construction, stated his business is located on the east side of Leslie Street, south of Perkins. Action taken at a previous Traffic Engineering Committee meeting restricted on-street parking on the north end of Leslie Street, starting from the back of the crosswalk and extending south 125 feet and signed "No Parking Between Signs". He is requesting the no parking zone be shortened 15 feet to allow on-street parking for one vehicle to access his garage and gate to the business. Chairman Turner stated when vehicles are parked on the right side of Leslie Street, from the Perkins and Leslie Streets intersection to the end of the left- and right-turn pockets, traffic has to enter into the left-turn pocket to utilize the right-turn pocket, due to the street being so narrow within this area. Member Steele advised the recommendation was presented to the City Council and approved. Mr. Allred arrived late to the Council meeting and was not able to comment on the request. Mr. Allred advised he would like to install sidewalk, curb, and gutters within this area at a future date. Captain Walker stated parking in front of a driveway or gate is a technical violation and a citation would be issued. Mr. Allred advised there are residential homes within the 125-foot no parking zone and have adequate off-site parking. Discussion followed regarding there is no sidewalk, curb, and gutters within this location; there is insufficient space for pedestrians and bicyclists when on-street parking occurs within this area; and there is adequate off-street parking for the Nail Salon and Bank of the Redwoods located at the intersection of Perkins and Leslie Streets. Member Harris stated the request would require City Council approval as a modification to the resolution and would be a Consent Item. ON A MOTION by Member Steele, seconded by Member Harris, it was carried by an all AYE voice vote of the members present, that the Public Works Department determine the appropriate footage to allow one on-street parking space to give the property owner ingress and egress to the existing gate. The Public Works Department will present to the MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE OCTOBER 16, 2001 Page 2 of 6 City Council, as a Consent Item, the modification of the resolution disallowing on-street parking and establishing a no parking zone along Leslie Street. a. Discussion and possible action regarding request to reconsider action taken at intersection of Smith Street and Oak Street -Peter Richardson, Rainbow Construction (Memorandum attached Mr. Peter Richardson, Rainbow Construction, stated he is requesting the removal of 6 feet from the existing red curb that was extended in June 2001, and is requesting the removal of the existing red curb at the curb cut of the driveway entrance to the garage, to allow on-street parking for two vehicles in front of Rainbow Construction. He also advised the removal of 6 feet red curb would allow clear site visibility of vehicles approaching the intersection of Oak and Smith Streets. Member Harris questioned is the driveway atwo-way access. Mr. Richardson responded the driveway is used twice a month. Vehicles pull into the garage to load/unload and back-out. He noted the garage area eventually would become office space. Captain Walker expressed he has no objection to the request based only on if there is no interference with the clear line of site at the intersection of Oak and Smith Streets. Member Looney expressed he is opposed to the removal of the red curb at the curb cut or a portion thereof as the red curb allows adequate space for a turning radius when exiting the driveway. He is not opposed to an additional parking space starting from the back of the red curb at the curb cut. Member Steele advised the resolution states "beginning at the intersection at West Smith Street and extending 22 feet north." Member Looney recommended re-measuring red curb. Member Harris expressed he has no objection to the removal of the red curb at the curb cut of the driveway. He is concerned about the removal of 6-feet of the existing red curb and the clear line of sight at the intersection of Oak and Smith Streets. Discussion followed regarding whether there is sufficient space for two 20-foot on-street parking spaces; there is no objection to vehicles parking up to the curb cut, because the front vehicle could pull forward and the second vehicle could back-up to pull out; there are no set standards on actual parking distance from a curb cut; the red zone located by the garage allows a turning radius for vehicles exiting the garage and allows clear site distance MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE OCTOBER 16, 2001 Page 3 of 6 ON A MOTION by Member Walker, seconded by Member Harris, it was carried by an all AYE voice vote of the members present, that the Public Works Department verity the measurement of the red curb added to the existing red curb to comply with the resolution approved by the City Council. If the red curb is longer than approved, the red curb will be adjusted to comply with the resolution, and determine if there is 40 feet for two on-street parking spaces. If there is not 40-feet to accommodate two parking spaces Rainbow Construction will return to the Traffic Engineering Committee to request the removal of the red curb at the curb cut. OLD BUSINESS a. Issues related to on-street parking on West Church and West Stephenson Streets near Trinity School -Jim Looney Public Works Department (No action scheduled - continued to November 20. 2001 meeting). Member Harris stated the cross-streets of Barnes and Hope Streets could be designated one-way to allow more parking. Member Looney stated it was suggested no parking on the south side of Church Street. Member Steele requested this item be continued to the November 20, 2001 meeting. She also stated the Planning Department was to review the Use Permit on parking. b. Update regarding increased traffic speed on Lorraine Street -Katherine La Rue, 7 Lorraine Street. Member Steele reported Ms. La Rue obtained a signed petition from the residents on Lorraine Street for the installation of a speed bump. It was the decision of the City Manager and Public Works Department to install the speed hump. Currently, there are two speed humps within this area; therefore, the request does not require City Council approval. c. Discussion and possible action regarding increased traffic speed on Marshall Street - John Champion Rick Seanor, Deputy Director of Public Works, reported on August 10, 2001, a speed survey was completed on Marshall Street. The survey resulted in 85% of the vehicles traveling at or less than 25 m.p.h. On October 15th and 16th, 2001, a survey was completed during the peak hours. A copy of the survey was distributed to the Committee. On October 15th between the hours of 4:50 p.m. and 5:50 p.m. 71.43% bypass traffic traveled northbound and 28.57% local traffic traveled northbound; 5.26% bypass traffic traveled southbound and 94.74% local traffic traveled southbound. On October 16cn between the hours of 7:50 a.m. and 8:50 a.m. 52.00% bypass traffic traveled northbound and 48.00 % local traffic traveled northbound; 12.50% bypass traffic traveled southbound MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE OCTOBER 16, 2001 Page 4 of 6 and 87.50 % local traffic traveled southbound. Bypass traffic represents vehicles using Marshall Street as a shortcut between Gobbi and Main Streets and local traffic represents vehicles beginning or ending a trip on Marshall Street. He recommended a double yellow line at the turn and install bot dots on the centerline. ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the Public Works Department paint a double yellow line on the curve (currently a single yellow line) and install reflective pavement markers as determined by Public Works. Further consideration of traffic problems on Marshall Street will be addressed in the Traffic Circulation Study. d. Request to change loading zone adjacent to Snorts Attic between North School and North State Streets to parking spaces and a loading zone established at the end of the block in front of the former Wildberger's Market -Richard Cleland owner of Sports Attic (No Action -continued to November 20 2001 meeting) Member Steele requested this item be continued to the November 20, 2001 meeting. e. Uadate on request regarding diagonal parking in front of First Christian Church at 140 N. $DCInQ Street Spring Street between Perkins and Standley Streets -Harold Phillips - First Christian Church. Member Steele stated a letter explaining the request and a diagram showing the parking striping was sent to the residents within this area. Tim Eriksen, Civil Engineer, reported the letter and diagram was sent to 22 residents. Five responses were returned all opposed to the proposed parking striping. The five residents who responded to the request live across the street or within close proximity of the Church. He also reported a representative of the Church, Mary Franz, stated the Church may not have the funds to install the two proposed ADA ramps. Mr. Eriksen recommended signs be posted "diagonal parking be legal on Sundays only" with no parking striping. Member Looney stated he has concerns with there being sufficient distance between the first parking space and the curb return so that vehicles do not back-up into the intersection or are hit from vehicles making the turn too fast. A lengthy discussion followed regarding posting signs for diagonal parking on Sundays only. If signs are not posted, it may create vehicles parking there during the week. Vehicles parking in front of the Church, with no parking striping, could park at various angles depending on how individuals park. Spring Street Spring Street between Perkins and Standley Streets. COMMITTEE MEMBER REPORTS Chairman Turner introduced Doug Pilant of Mendocino Transit Authority. Mr. Pilant has filled the position vacated by Steve Turner at MTA. Member Looney stated he received a complaint from a citizen regarding crosswalks on Perkins Street, primarily at Leslie Street. The citizen is requesting hatch marks be painted within the crosswalks for high visibility. He requested that a standard and policy be implemented before installing hatch marks within crosswalks. He noted there are crosswalks with hatch marks located at mid-blocks. This crosswalk is located at a T- intersection, The City will be installing three such crosswalks on Perkins Street. Member Harris expressed he would like to establish a policy and standard before implementing hatch marks within a crosswalk at other locations. Chairman Turner requested this item be agendized for the November 20, 2001 meeting. Mr. Seanor commented the Bicycle and Pedestrian Master Plan recommends hatch marks within crosswalks. I am applying for a position with the Traffic Engineering Committee as I am very near retiring after 28 years of service with the California Highway Patrol. I have always been service oriented towards the communities I serve and I see an opportunity here to further serve the community in which I reside. 8). My understanding of the purpose of the Traffic Engineering Committee is to review locations and traffic incidents involving traffic complications and problems, cooperating with other City officials while doing so, and to collectively make recommendations to the City Council for solving these problems. With the possibility of the city being held responsible in a civil litigation, it is the Traffic Engineering Committee's responsibility to assist the City in avoiding civil litigation whenever possible. The Traffic Engineering Committee should also look to development and future planing for improved traffic conditions and methods for coping with growth. 9). I can offer 28 years of field experience as a Highway Patrol Officer and Sergeant to the Committee. During this time, I have witnessed and investigated numerous incidents involving collisions due to engineering defects and I have reviewed and suggested roadway improvements. I have a very strong background in investigations and have interacted successfully with numerous allied agencies. 10). The single most important traffic related issue facing our community is awareness of potential traffic problems and future planning. We need to be aware that we are growing, it's inevitable. We need to be aware of possible civil litigation issues due to engineering defects. We need to work to alleviate traffic congestion and prevent collisions. We need to practice good risk management. 11). The City's resources would best be utilized in the maintenance of present equipment in place, and improvements and necessary additional controls as needed, with special consideration to the long term aspects of growth. 12). It is my sincere hope that Ukiah retains the same home town atmosphere it has now. However, growth is imminent in the near future and it behooves anyone in government to foresee and plan for that, and to provide as modern and safe an environment as possible for it's citizens. 13). [have not had an opportunity to explore the possibilities of other Committees or Commissions on which I would like to serve, but I am not opposed to serving wherever I can effectively be useful. 14). M•E•M•O•R•A•N•D•U•M DATE: December 18, 2001 TO: Traffic Engineering Committee FROM: Kathy Kinch, Administrative Secretary RE: Item No. B -Discussion and possible action regarding request to change loading zone adjacent to Sports Attic, between North School and North State Streets, to parking spaces, and a loading zone established at the end of the block in front of the former Wildberger's Market -Richard Cleland In a telephone message received Friday, December 14, 2001, from Mr. John McGowan regarding establishing a loading zone at the end of the block in front of the former Wildberger's Market. "The loading zone would be closer to 2 existing loading zones, one located on the 200 block of Standley Street and one around the corner to the north on School Street by the former Wildberger's. The former Wildberger's would have a loading zone on each street. Mr. Cleland is the person most in need of a loading zone due to the weekly arrival of large trucks and loading stuff. The people will not drive up or stop at the other end of the block, they will take up existing parking or will double park. I hope you are looking at this proposal as dead in the water, because there is no justification for the loading zone, other than the person requesting the loading zone is requesting additional parking spaces. The bulk of his business is on weekends or after 5:00 p.m. when everyone's parking becomes his parking. Limited value to one individual possible inconvenience to everyone else. A loading zone already exits on Standley St across from The Savings Bank, less than 100 feet away from the proposed location, so even an elimination of the loading zone altogether shou{d be possible. My UPS driver frequently parks across The Savings Bank and walks his deliveries down Standley St. With approximately 10 weekly deliveries to The Sports Attic this would seem reasonable and in addition create 2 more needed parking spaces on Standley St. A relocation, such as the proposed, would create a "dead zone" and take away parking spaces in front of 2 new retail stores; 2 retail stores that did not exits 16 months ago. Also, it is my opinion, that the vacant space (former Wildbergers) is less likely to be leased if no parking is available in front. I oppose the relocation of the loading zone. There is a loading zone directly around the comer on School Street. Two loading zones within such close proximity doesn't make sense. The present loading zone on Standley serves the Sports Attic exclusively. No other business in that street uses or needs that loading zone. To move an activity of one business down the street so that other businesses lose parking space is unwise. My tenants entered into leases based on the availability of parking and visibility from the street. They did not anticipate that their visibility would be obscured by beer trucks unloading in front of their businesses for the Sports Attic down the street. It is hard enough for business to survive in downtown Ukiah without having to be burdened by the activities of another business in their space. REQUEST: The TEC received a request from Paul Zellman, 493 Highland Avenue, to allow one on-street parking space, off the traveled way, adjacent to his property. A family member had previously been ticketed for parking in the no parking zone. SITE VISIT: Staff inspected the site on December 11, 2001. During the site inspection, staff parked a City vehicle in the triangular paved shoulder area shown on the attached detail map. With the vehicle parked in this area, there was no obstruction to the traveled way as delineated by the white reflective pavement markers on the edge line. DISCUSSION: Highland Avenue from Clay Street to Highland Court apparently has been previously designated no parking on both sides of the street. However, immediately opposite 493 Highland Avenue, there is a large paved shoulder area where cars are able to park off the traveled way. In this area, opposite 493 Highland Avenue, there are no signs to designate no parking. In order to proceed with Mr. Zellman's request, the signage on Highland Avenue would have to be changed to designate no parking (with arrows) between adjacent signs. RECOMMENDATION: It is staffs recommendation that the Traffic Engineering Committee consider allowing the removal of the no parking zone at the location shown on the attached detail map. At some point in time this facility changed its type of operation. Students no longer leave the facility. They are housed and confined within the fenced grounds. With your approval and in compliance with (CVC 22352) which states, "school zone signing is not required if there are no school pedestrians using the highway and the school grounds are separated from the highway by a fence, gate or other physical barrier", I will remove existing School Zone Signing. This will remove the obstructions to the pedestrians caused by the signs posts. Also the next scheduled painting of crosswalks surrounding the facility will be changed to white. Please let me know if this meets with your approval. CITY OF UKIAH MEMORANDUM DATE: December 14, 2001 TO: Traffic Engineering Committee FROM: Rick Seanor, Deputy Director of Public Works /(~ SUBJECT: Handicapped Parking Space on Washington Avenue West of Nokomis School Agenda Item V. c. REQUEST: The Traffic Engineering Committee received a request from Tony Ruttlidge, Nokomis School, to remove one on-street handicap parking space on Washington Avenue just West of the main entrance to Nokomis School. SITE VISIT: On December 12, 2001, I made a site visit to the subject handicapped parking space. The parking space was empty. DISCUSSION: I spoke to Tony Ruttlidge to obtain more information regarding his request. Mr. Ruttlidge stated that the space was painted, approximately two years ago, as a temporary measure until such time that official handicapped parking spaces could be established on school property. Since then, the School has completed additional work on its property and has marked two handicapped parking spaces in its parking lot. Mr. Ruttlidge stated that the on-street handicapped parking space is no longer necessary. RECOMMENDATION: It is staffs recommendation that the Traffic Engineering Committee authorize the removal of the on-street handicapped parking space. cc: file CITY OF UKIAH MEMORANDUM DATE: TO: December 14, 2001 Traffic Engineering Committee FROM: Rick Seanor, Deputy Director of Public Works~j Mtn SUBJECT: Proposed Relocation of Loading Zone on Standley Street Agenda Item IV. b. REQUEST: The TEC received a request from Richard Cleland of the Sports Attic to relocate the yellow loading zone from the East end of Standley Street at State Street to the West end of the block. DISCUSSION: Mr. Cleland made this request to facilitate the access to the loading zone by large trucks. With the existing loading zone, trucks quite frequently have to pull forward onto State Street and then back up into the loading zone. Since the loading zone would just be shifted to the West end of the block, there will be no net loss of on-street parking spaces. PUBLIC NOTIFICATION: On December 13, 2001, staff distributed notices of the proposed relocation of the loading zone to each of the business located on Standley Street between School Street and State Street. A copy of the notice was also mailed to each of the property owners on the North side of Standley Street between School Street and State Street. A copy of the notification letter is attached to this report. To date, staff has received no feedback regarding the proposed change. At the TEC meeting, staff will provide a summary of any response received after the distribution of this agenda report. RECOMMENDATION: It is staffs recommendation that the Traffic Engineering Committee authorize the relocation of the loading zone to the West end of Standley Street to the location shown on the attached aerial photograph. cc: file February 9th, 2001 Diana Steele City Engineer/Traffic Engineer City of Ukiah 300 Seminary Avenue Ukiah, CA 95482 Dear Ms. Steele, .' c I have a suggestion that may help the traffic flow in downtown Ukiah, and in particular on Standley Street. In front of the Mendocino Environmental Center on Standley Street there is a yellow loading zone. The Mendocino Environmental Center is neat door to the Sports Attic, and this loading zone is useful for the delivery trucks that service my business. Two or three times a week large trucks deliver product to us, but don't use this loading zone because it is difficult to park a large truck in that space, and instead simply double park, which causes traffic problems. In order to park in that space these semi-trucks must drive into the intersection, then back into the loading zone. This is a difficu]t and dangerous maneuver. I suggest that the loading zone be put at the other end of the block, in front of the old Wildberger's market. This way a truck simply turns the corner from School Street and drives straight into the loading zone. When Standley Street was atwo-way street the current location of this loading zone made sense, but now that Standley Street is a one- way street this is not a good use of that parking "space". I would suggest that this new loading zone be the same length as the current one, and that the old loading zone be made into regular 90 minute parking spaces. This is a change I have suggested to several City employees, and council members over the past decade, but nothing has been done. This isn't a big issue, but 1 do think it will help. I know people of this community are sensitive about the parking situation downtown, and of the increased traffic fow. If you'd like to discuss this, I'd be happly to meet with you. Please refer to the attached map showing the location of the existing and proposed loading zones. There would be no net loss of parking spaces on Standley Street between School Street and State Street as a result of the proposed relocation of the loading zone. The parking spaces would be shifted to the east in order to accommodate the relocated loading zone. This letter is sent to solicit your comments on the proposed change. The request is scheduled to be heard by the Traffic Engineering Committee on December 18, 2001 at 3 PM in Conference Room 3 at the Ukiah Civic Center.
