In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The Brown Act regulations do not allow action to be taken on non-agenda items. IV. DISCUSSION/ACTION ITEMS: NEW BUSINESS a. Request for stop sign on Dora Street at the new driveway entrance of the Catholic Church -Lois Cook. b. Request to change two hour parking zone to a loading zone located in front of Tom's Glass, 105 South Main -Tom Griffin, Owner. c. Request for a disabled parking area at 302 West Henry Street at the corner of Oak Street -James McLain -County of Mendocino AODP OLD BUSINESS a. Status Report on Traffic Issues and Complaints Concerning Pick-up and Drop-off Area for Elementary School Children at Mendocino Drive and Dora Street -Ukiah Police Department. V. APPROVAL OF MINUTES ON A MOTION by Member Kennedy, seconded by Member Looney, it was carried by an all AYE voice vote of the members present to approve the minutes of January 12, 1999, as submitted. AUDIENCE COMMENTS ON NON-AGENDA ITEMS Chairman Fernandez read audience comments. DISCUSSION/ACTION ITEMS: NEW BUSINESS a. Request for Sto~gn on Washo Avenue at Gobbi Street -Eric McMilin 1051 East Gobbi Street. Eric McMilin, 1051 East Gobbi Street, stated his home is located at the end of East Gobbi Street from Oak Manor Drive, and currently, there is no stop sign at this intersection. He expressed a concern that when vehicles exit the Oak Manor area onto East Gobbi Street the drivers do not acknowledge traffic coming from the East Gobbi Street area; and the increase of vehicle speed at this intersection. He noted there have been several occasions where he has been within inches of being hit by another vehicle. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE MARCH 9, 1999 PAGE 1 Member Kennedy stated the traffic volume at this intersection does not meet the requirements to warrant a permanent stop sign, and there have been no reported accidents. However, he suggested that given the particular circumstances at this location a temporary stop sign be erected, and the residents of the neighborhood would be notified. Their comments concerning a stop sign at this location would be reviewed by staff and presented to the City Council. Member Harris suggested a stop sign on Gobbi Street for westbound traffic. Member Kennedy stated East Gobbi Street is a thorough faire. He advised there is the possibility of a park development at the end of East Gobbi Street in the near future, at which time the increase of traffic volume may warrant the installation of a stop sign. It was the consensus of the Committee that the residents of the neighborhood be notified in writing of the temporary stop sign, and the residents submit their comments to the Public Works Secretary to be reviewed by staff and submitted to the City Council for further action. Member Lohse advised a study is in the process for the property located at the end of East Gobbi Street for a park, and a possibility the City will receive grant funds for the development. If the grant is approved, the park could be developed this year. Member Harris asked if the residents within this area need to be notified of the temporary stop sign. Member Kennedy suggested that this item initially be presented to the City Council as an informational item after a 60 day demonstration period, the matter would be presented to the City Council for the purpose of receiving public input and taking further action. Discussion followed regarding a temporary stop sign at this intersection for 60 days; the increase of traffic during summer months because of games at the softball fields; door hangers noticing the residents of the temporary stop sign; and the installation of a "stop ahead" sign or flags. ON A MOTION by Member Kennedy, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the Director of Public Works/Ctiy Engineer present to the City Council a public hearing on the installation of a temporary stop sign for 60 days on Washo at East Gobbi Street. Staff will notify the residents within this area of the public hearing at which time they can give input regarding the stop sign. At the end of 60 days staff will return to the City Council requesting approval, by resolution, of a permanent stop sign within this area or removal of the stop sign. MTA Member Kennedy stated he spoke with Member Turner regarding this issue, however, due to the absence of Member Turner this item be continued to the next scheduled meeting. OLD BUSINESS N/A COMMITTEE MEMBER REPORTS Member Kennedy reported that Mike Bielenberg of Mrs. Denson's Cookie Company made a request at the December 8, 1998 meeting, for a red curb on the south side of Brush Street between the NATCO and Soda Creek Press driveways to eliminate on-street parking because it had become extremely difficult for trucks and trailers to back-up into the 31-foot driveway for loading and unloading, due to the increase of vehicle traffic because of the relocation of the County offices. Bob Neilson of Neilson Automotive and Truck attended the meeting opposing the red curb. The Committee denied the request fora 30-foot red curb on the south side of Brush Street between the NATCO and Soda Creek Press Driveways, to eliminate on-street parking. He advised that shortly after this meeting he received a traffic accident report for this area involving two vehicles. MISCELLANEOUS ITEMS None. AODP was recently infonncd an employee has been approved for a disabled person placard by the Stale Department of Motor Vehicles. A copy of the receipt is enclosed. For the record, AODP currently retains a driveway adjacent to Henry St. that has been designated as a pick-up/drop-off/short temp parking disabled person vehicle area, but it is not felt this is a viable sohrtion as this employee's work schedule is full time, Monday through Friday, with occasional evening and weekend hours. Beyond the streets that intersect this address, AODP does not have an immediate adjacent parking location that could be designated for this purpose. Thank you for your assistance. I make this request, do to the probJ.em 7t has bacame for a forty- foot delivery truck that needs all the room he can get to park, off the street and deliver heavy pir:cie of glass bJhen a vechicle is parked in the zone rind r-, delivery truck comes in there is then no room for him to park. What becomes of that is traffic buildup and <-lispute t,o all .With the change in zones a delivery truck could them pull directly into the loading zone causing no t:.raftic buildup or dispute .This area is st.i11. provided with parking, but what is needed is the change in the :,cones ,This will make a resourceful and safer area for a.il.Please take the time to see to this change. The new entrance from the Catholic Chwch to Dora Street creates a traffic hazard. There should be a stop sign at that entrance. Here is an incident that occurred on March 22 . At approximately 7:45 p.m. I was riding my bicycle home from work at UVMC and several cars were entering Dora Street from the Catholic Church at that entrance to Dora None stopped or barely slowed down since no cazs were coming. Anticipating, that the drivers would not see me, I stopped before reaching the intersecting street. In spite of this the third car, turning left onto Dora, turned so sharply that I was missed by only inches-- even though I was completely out of the intersection and completely stopped. (I doubt she ever saw me) I request consideration be given to a stop sign there before there is an accident.
