The Traffic Engineering Committee meeting was called to order by Vice-Chairman Turner
at 3:10 p.m. Roll was taken with the results listed above.
APPROVAL OF MINUTES
Due to the tack of a quorum of those Members present at the September 21, 1999
meeting, the minutes could not be approved. The minutes wilt be approved at the next
scheduled meeting.
AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Vice-Chairman Turner read audience comments.
Bruce Evans, Fire Marshal, City of Ukiah Fire Department, stated there is a fire hydrant
located to the north of the south driveway of 1367 South Dora Street, in regards to the
request for a proposed bus stop/red curb zone in front of 1367 South Dora Street. He
advised the City of Ukiah Fire Code prohibits the placement or installation of objects on
sidewalks within a 3 foot radius of a fire hydrant or fire appliance. The request for the
proposed bus stop zone might be to close to the fire hydrant. After discussion, it was
determined the fire hydrant was in a different location, and presented no conflict.
Vice-Chairman Turner responded the proposed bus stop/red curb zone will be located
south of the second driveway.

NEW BUSINESS
Reouest for a Bus StoolRed Curb zone at 1367 South Dora Street northbound to
replace the Bus Stop in front of Ukiah Convalescent Hospital -Steve Turner MTA
Vice-Chairman Turner reported the Ukiah Convalescent Hospital protested the proposed
expansion of the bus stop/red curb zone, because employees use Dora Street for on-street
parking. The request to lengthen the bus stop/red curb zone is to accommodate the longer
buses. As an alternative MTA is requesting to relocate the bus stop/red curb zone to 1367
South Dora, northbound, in front of the southern wing of building. He noted the property
owner has been contacted and has no objection to the bus stop/red curb zone. He advised
there is adequate on-site parking at this location.
ON A MOTION by Member Beard, seconded by Member Lohse, it was carried by an all
AYE voice vote of the members present, that the Traffic Engineering Committee approve
the relocation of the bus stop/red curb zone to 1367 South Dora Street, northbound,
approximately 60 feet, to replace the bus stop/red curb zone in front of the Ukiah
Convalescent Hospital. Vice-Chairman Turner abstained.
b. Reouest to extend Bus StoplRed Curb zone north 40 feet in front of the island at
Frank Zeek School -southbound side of North Bush Street -Steve Turner -MTA
Vice-Chairman Turner reported the request is to extend the bus stop/red curb zone to the
light standard, north of the shelter. He noted a bus shelter was recently installed on the
island.
ON A MOTION by Member Beard, seconded by Member Lohse, it was carried by an all
AYE voice vote of the members present, that the Traffic Engineering Committee approve
the extension of the bus stop/red curb zone 40 feet north, in front of the island at Frank
Zeek School. Vice-Chairman Turner abstained.
Member Lohse advised there is adequate on-site visitor parking for the school.

Vice-Chairman Turner reported there is an existing bus stop, north of the driveway, with
a bench. He is requesting to relocate the bus stop at 1270 North Bush Street, southbound,
approximately 60 feet and upgrade the bench to a shelter. Due to site distance
consideration, the Engineering Division allows 25 feet of site distance on either side of the
driveway to the shelter. The property owner of Walnut Village has requested that the bus
stop and shelter be relocated south closer to the Jack Simpson Apartments. The shelter
will be placed in the landscaping, behind the sidewalk, and will not be in front of any

residential apartment. He noted the bus shelter is 12 feet in width, will be located 38 feet
from the north driveway and a further distarce from the southern driveway, and the
sidewalk is 6 feet in width. The shelter at its current location is 25 feet from the driveway.
This will allow drivers to exit the driveway, have clear sight visibility, and their line of sight
will be in front of the bus shelter.
Member Lohse asked if the proposed location is east of the garden area for Walnut
Village. He noted there may be a potential development on Pine Street.
Vice-Chairman Turner responded no.
ON A MOTION by Member Lohse, seconded by Member Beard, it was carried by an all
AYE voice vote of the members present, that the Traffic Engineering Committee approve
the request to relocate the northbound MTA bus stop at 1270 North Bush Street (Walnut
Village) approximately 60 feet south of the present location.
OLD BUSINESS
a. Request for a loading zone or "NO PARKING" zone located at the corner of
Washington Avenue and Helen Avenue -Bill Beard. City Engineer
Member Beard reported this item was discussed at the August 10, 1999 meeting. At that
time Judy Baugus, Site Supervisor for Nokomis Head Start Child Development Program,
North Coast Opportunities, requested a 10 or 5 minute loading/unloading zone, or "No
Parking" zone, approximately 100 feet for the loading/unloading of children within a safe
area, located at the corner of Washington Avenue and Helen Avenue. She expressed that
due to individuals parking their vehicles in front of residential driveways; parking in front of
afire hydrant; vehicles parked for long periods of time; and the increase of on-street
parking, many neighbors within this area have become upset with the parking impact. He
noted that the main entrance for Head Start (Center) is located on the corner of
Washington Avenue and Helen Avenue. The Center's hours of operation are Monday
through Friday 6:30 a.m. to 5:30 p.m.
He advised the Vehicle Code allows public agencies the authorization to establish limited
parking zones and "No Parking" zones within City streets. The "white zone" is a 3 minute
passenger loading/unloading zone; the "yellow" zone is a 3 minute zone available for
loading/unloading passengers or loading and unloading of materials for 20 minutes; the
"green" zone is 24 minute parking; and the "red" zone is strictly "No Parking" with the
exception of commercial passenger carriers or local bus transit systems.
He suggested the possibility of an agreement be made with the School District regarding
mitigation for the existing parking problem in the area around the schoo{. If an agreement
can be accomplished between the City of Ukiah and the Ukiah Unified School District, the
Committee would then forward a recommendation to the City Council to create the

"passenger loading" zone. Since the City has received some negative comments from
nearby property owners regarding the proposed removal of five unlimited parking spaces
to create a "passenger loading" zone, the Committee would also recommend that the City
Council hear any comments from nearby owners or concerned citizens prior to taking any
action on this item.
The School District has no funding for an on-site parking facility, however the Center is
involved in providing limited on-street parking. The School District has no control over the
limited parking zone. To approve a "No Parking" zone will require information on how the
additional on-street parking will impact the neighborhood, and the on-street restrictions
should be contingent upon an agreement between the City and the School District that no
additional buildings be allowed on the site which would create additional parking until such
time as on-site parking is developed.
Member Lohse expressed he supports the unloading/loading, and public safety of parents
and children. He would like to see the School District discuss future projects with the
Planning Department to receive input and recommendations such as on-site parking.
Judy Baugus arrived at 3:45 p.m.
Judy Baugus, Site Supervisor, Nokomis Head Start Child Development Program, North
Coast Opportunities, stated because individuals park their vehicles in front of residential
driveways; park in front of a fire hydrant; vehicles are parked for long periods of time; and
the increase of on-street parking, many neighbors within this area have become upset due
to the parking impact. She advised she has asked her staff to park their vehicles away
from the building, and she has been talking with the parents and neighbors in an effort to
help resolve the problem. She noted the School District has plans to install an additional
modular for the Ukiah Valley After School Program at this location.
Vice-Chairman Turner stated between the Headstart School, and the kindergarten
playground, there is a wide gravel driveway with a gate, and asked if the driveway could
be developed for an off-street parking area.
Bruce Evans, Fire Marshal, advised the gravel driveway is a fire lane. He noted the
School District has plans to install an additional modular for the Ukiah Valley After School
Program within this location.
Vice-Chairman Turner asked if the fire lane could serve as an access road to an on-site
parking area south of the building.
Fire Marshall Evans responded yes.
Member Beard stated he will write a letter to Gordon Burke, at the School District, advising
him of the situation and the Committee's recommendation.

ON A MOTION by Vice-Chairman Turner, seconded by Member Beard, it was carried by
an all AYE voice vote of the members present, the Traffic Engineering Committee
recommends that the City Engineer write a letter to the School District making them aware
of the problem, and the proposed action to create a 125 foot "Passenger Loading" zone
on Washington Avenue at Helen Avenue. By this letter, the City is requesting that an
agreement be made with the School District regarding mitigation for the existing parking
problem in the area around the school. 4t is the Traffic Engineering Committee's position
that an agreement is necessary in order to mitigate the existing parking problem and the
liabilities it creates. If an agreement can be accomplished between the City of Ukiah and
the Ukiah Unified School District, the Committee would then forward a recommendation
to the City Council to create the "Passenger Loading" zone. Since the City has received
some negative comments from nearby property owners regarding the proposed removal

Request for Stop Sign on Washo Avenue at Gobbi Street -Bill Beard City Enaineer
Member Beard stated this item was discussed at the March 9, 1999 meeting. At that time
Eric McMilin requested a stop sign on Washo Avenue at Gobbi Street. Mr. McMilin's home
is located at the end of East Gobbi Street from Oak Manor Drive. He expressed a concern
that when vehicles exit the Oak Manor area onto East Gobbi Street drivers do not
acknowledge traffic coming from the East Gobbi Street area; and the increase of vehicle
speed at this intersection.
Member Beard advised the traffic volume at this intersection does not meet the
requirements to warrant a permanent stop sign, and there have been no reported
accidents.
The City Code states there are designated City streets required to be through streets,
which also have intersecting streets. The Code states that a stop sign is required to be
placed at those intersecting streets. At this location, a portion of the road is located in the
County. The split between County and City is 2' to 3' into the paved street area from the
curb face on East Gobbi Street and technically the City would have control over the stop
sign on Washo Drive.
Member Beard asked if a letter was sent to the property owners on Washo Avenue and
East Gobbi Street to receive comments on the possibility of an interim stop sign, which
would be reviewed by Staff and presented to the City Council.
Mr. Seanor responded no.
Vice-Chairman Turner asked if the temporary stop sign was installed.

Member Beard recommended that a stop sign be installed at this location, due to the fact
that the intersecting streets within the Oak Manor subdivision have stop signs. He noted
Ukiah Municipal Code, Section 7000, requires terminating streets to have a stop sign.
Discussion followed regarding the future development of Riverside Park; the potential
increase of traffic volume may warrant the installation of a stop sign; the possibility of
installing a yield sign; and the traffic volume increases during evening hours for the BMX
track and Little League.
ON A MOTION by Vice-Chairman Turner, seconded by Member Beard, it was carried by
an all AYE voice vote of the members present, that the Traffic Engineering Committee
recommends to the City Council the installation of a stop sign on Washo Avenue,
southbound, based on the Municipal Code, Section 7000, where stop signs are installed
at intersecting streets with a through street, the future development at the east end of
Gobbi Street; and elimination of the temporary stop sign and public hearing.
Member Kageyama advised the County is recommending that the City annex East Gobbi
Street into the City because of the Riverside Park development and the nature of the road.
COMMITTEE MEMBER REPORTS
Member Lohse asked if the Members would be interested in reviewing the language of the
Ordinance that specifies the membership criteria for the Committee, and recommend to
the City Council revising the membership criteria to allow more public member
participation. He also asked that a Letter of Appreciation be forwarded to William
Fernandez expressing their appreciation to him for his many years of dedication to solving
traffic problems within the City.
Vice-Chairman Turner requested this item be placed on the November agenda.
MISCELLANEOUS ITEMS
Rick Seanor, Deputy Director of Public Works, advised that City Manager, Candace
Horsley, requested the Public Works Department send a survey to the Ford and Clara
Avenue residents regarding the traffic calming devices. The survey was mailed out and
Staff has received 20 - 30 responses. The survey asked if the residents would like the
traffic calming devices to remain as they are, have them removed, or would they be willing
to contribute financially towards the maintenance. This item may be brought to the
Committee in November or December for discussion and recommendation to the City
Council.

Member Roberts stated she purchased a home in Redwood Valley, therefore, she is resigning
from the Traffic Engineering Committee as she is no longer a resident within the City of Ukiah.

RE: Ford Street and Clara Avenue Traffic Calming Survey
Dear Resident:
As a follow-up to the neighborhood meeting held at City Hail on November 16, 1998 to
discuss traffic calming on Ford Street and Clara Avenue, the City of Ukiah is distributing
this survey to residents of the Wagonseller Neighborhood. At this meeting the advantages
and disadvantage of various traffic claming devices were discussed.
As you may know, the City of Ukiah, in cooperation with the Wagonseller Neighborhood
Committee, has sponsored a traffic calming demonstration project through the construction
of traffic circles on Ford Street and Clara Avenue at Sidnie Street. The City's intent through
this demonstration project, is to stow down traffic travelling on Ford Street and Clara
Avenue. Since construction of the traffic circles in November 1997, we have noted a
reduction in the average vehicle speeds (in the vicinity of the circles) from the vehicle
speeds which existed on the streets prior to constructing the circles.
Nonetheless, there have been several differing opinions on the traffic circles. Therefore,
we would like to receive your thoughts regarding the effectiveness of these measures as
well as an indication of recommended alternative traffic calming devices. Please complete
the attached survey and send it back to us. We have provided for your convenience, a
self-addressed, stamped form.
The City of Ukiah has budgeted for the construction of the permanent traffic circles.
Should the neighborhood select through their response to this survey, a more costly traffic
calming measure, it may be necessary that the neighborhood contribute financially to the
construction of the alternative measure.

Subject: Request for Intersection and Street Lane Modification
This request is from the Ukiah Fire Department as a whole, and pertains to emergency response
routing and vehicular safety. Specifically, it is the desire of the Department that the intersection at
South School Street and Seminary Avenue be re-configured so that traffic can be stopped on School
Street to permit egress of emergency equipment to State Street. It is further desired that an adequate
lane width on Seminary Avenue be provided.
The reasons for this request aze:
1. Both the Fire and Police Departments routinely utilize Seminary Avenue as a primary access to
State Street; the majority of emergency responses result in access gained to State Street by way of
Seminary Avenue.
2. The majority of Fire Department emergency responses (approximately'/4) are via this route and
aze Code Three-red lights and sirens. Code 3 driving is necessary for the timely delivery of Fire,
EMS and Police services.
This response route is the most desirable due to:
a. Its width in comparison to other streets
b. The more open intersections, permitting a better view
c. The separation of East- and West-bound lanes
d. Few driveways mid-block
e. Visibility in all direcfions
As noted above, Seminary Avenue already has many of the features necessary for an emergency
response route-mainly, visibility. This visibility does not exist to the extent desired on Mill Street or
Clay Street. The eastbound lane width is greater than that of the comparable lane in the 100 block of
West Mill Street when vehicles are parked.
The width of the eastbound lane on Seminary Avenue is, however, another issue which presents a
considerable problem when vehicles aze parked on both sides of Seminary Avenue. The nominal
width of the eastbound lane of Seminary Avenue is 13-1/2 feet with vehicles parked on both sides.
This presents an unsafe mazgin of passage for an emergency response vehicle that is 9-1 /2 feet in
width. Additionally, when non-emergency vehicles aze awaiting entry onto State Street from
Seminary Avenue, there is often no travel path for emergency vehicles until the waiting non-
emergency vehicle cleazs the lane. It is requested that pazking be removed on the median side of
Seminary Avenue to permit an adequate lane for passage under emergency conditions.
Beyond lane width, the primary issue during emergency response is that of intersecfion management.
At all intersections with State Street, there is the potential to encounter a stop sign, or in the case of
Mill Street, a lighted control signal. We understand that it is not practical at this time to otherwise
control entry onto State Street from side streets, and we will continue to make stops at these
intersections, even though we aze responding Code 3. Once we aze on State Street, the general flow of
traffic tends to respect emergency vehicles traveling on this route.
The passage through the intersection of School Street and Seminary Avenue, and the lane width on
Seminary Avenue, aze our only concerns at this time. Since this is our primary emergency response
route, it would greatly enhance our response time, reduce collision hazard, and increase safety if we
had the right-of--way at this intersection, and if an adequate lane width were provided.

Re: Traffic lights at Perkins and Orchard
I travel Perkins all the time. Traffic is always piled up at Perkins and Orchard
but during "rush" hours it backs up for like 30 cars. There is only one lane for
both forward and right turns. OFTEN, the person at the head of the line will
want to turn right but doesn't know that it is okay to make a right turn on a
red signal. One car is holding up all these cars when it could turn right and
get out of the way -- if there were a sign that read: "Right turn OK on red."
Well, we still have to contend with those that can't read, but it would help.
On the North end of Orchard we have K-Mart, Penney's, Mervyns. That's a
lot of traffic that backs up if the driver at the beginning of the line waits until
the light turns red to make a right. I see it happen all the time. It's too bad
that there can't be a small shoulder for those cars that want to turn right and
get them ALL out of the way of those that need to go straight ahead, but if
there is no way to do that, at least a sign that authorizes people to make a
right on red would help.
The sign should not be on the sidewalk; it should not be anywhere except
RIGHT UNDER THE SIGN. I've seen them in other cities so I know they
exist. There's a stop sign and there's a sign under it saying, "Right turn OK on
red." It would alleviate the long lines considerably and couldn't cost much.

SUBJECT: Ford Street and Clara Avenue Traffic Calming Survey
Due to ongoing concerns regarding the traffic calming devices installed on Ford Street and
Clara Avenue, the City of Ukiah chose to survey residents of the Ford Street and Clara
Avenue neighborhood. The City of Ukiah Street Department on October 8, 1999
distributed the survey, Attachment "A," to approximately 300 houses/apartments.
A total of 106 surveys were returned to the City of Ukiah for consideration. The results of
the survey are summarized in Attachment "B." The survey form allowed individuals to
make more than one selection for each street. As such, the table lists a total count of the
number of responses for a particular survey option. Some surveys were returned with no
responses selected.
The survey results would indicate that a majority of respondents would like the traffic
circles removed. In previous reports, however, the Department of Public Works has found
the traffic circles to be effective in reducing vehicle speed on the streets.
Staff is submitting this report for review and discussion by the Traffic Engineering
Committee (TEC). A recommendation from the TEC regarding the results of the survey
will be presented at a future meeting of the City Council.

SUBJECT: CONSIDERATION OF APPOINTMENT TO VACANCY ON THE TRAFFIC
ENGINEERING COMMITTEE
On August 20, 1999, a notice was distributed to the Ukiah Daily Journal and other media in the area,
which announced an opening for a public member on the City of Ukiah Traffic Engineering Committee.
This vacancy occurred due to the resignation of Donna Roberts. As of the September 20 1999, 5:00
p.m. deadline, only one application was received. Attached for your consideration is a copy of Mr.
Kageyama's application for appointment to the Traffic Engineering Committee, which meets the
requirement that a City resident of driving age be a member of the Committee.
Currently, the Traffic Engineering Committee is comprised of the City Manager, Chief of Police, City
Engineer, Planning Director, the Superintendent of Public Works or their duly appointed
representatives, together with a representative of the local transit authority, a representative of the
regional automobile club, and a City resident of driving age, each of whom may from time to time be
determined and appointed by the Council.
RECOMMENDED ACTION: Adopt Resolution making appointment of Benjamin Kageyama to the
Traffic Engineering Committee.

Pursuant to the Municipal Code, the Traffic Engineering Committee serves as the City's
Traffic Engineer. The general duty of the Traffic Engineer is to determine the installation
and proper timing and maintenance of traffic control devices and signals, to conduct
engineering analyses of traffic accidents and to devise remedial measures, to conduct
engineering and traffic investigation of traffic conditions and to cooperate with other City
officials in the development of ways and means to improve traffic conditions, and to carry
out the additional power and duties imposed by City Ordinances. In most cases, the
Traffic Engineer submits its recommendations to the City Council for approval.
Applications may be obtained at the reception counter in the administration wing of the
Ukiah Civic Center, 300 Seminary Avenue, or call 463217 and an application will be
mailed to you. The submittal deadline is 5:00 p.m. on September 20, 1999. The

limited resources to resolve?
Improvements at certain intersections are needed to improve traffic safety and the flow of
traffic. Bicycle and pedestrian improvements, such as the proposed "rail trail," would
offer a wide range of benetits to the community.
12. What kind of ideal community do you envision_for Ukiah?
I envision Ukiah as a vibrant and healthy community where the young, the old, and
everyone in between, can safely and comfortably walk to the store, to school, or to a park,
in peaceful co-existence with bicyclists, cars, and trucks. Tree lined streets provide shade
to sidewalks in front of homes and storefronts alike. Trails provide access for various
recreational opportunities in the Valley. Yet, as the main hub of Mendocino County,
county residents can come to Ukiah for goods and services in a way which is in harmony
with a small town atmosphere.
13. Are (here any other Oily of Ukiah Committees/Commissions in which yon are interested
and on which you would be willin~~ to serve?
At this time, 1 am not interested in serving in any other committees or commissions,
although I am not familiar with all of the other City of Ukiah committees and
commissions.

Although 1 work for the County in traffic issues, 1 am not aware of having any conflict of
interest as it would relate to the Traffic Engineering Committee. If a conflict of interest
issue arises, I would recuse myself from participating on that item.

MAKING APPOINTMENT TO THE TRAFFIC ENGINEERING COMMITTEE
WHEREAS, the vacancy on the Traffic Engineering Committee was duly advertised
until the close of applications on September 20, 1999, with submitted applications timely
received and submitted to Council for consideration; and
WHEREAS, the appointment to said vacancy meets the requirement of Ukiah
Municipal Code §7030, that a City resident of driving age be appointed as a member of the
Traffic Engineering Committee; and

NEW BUSINESS
a. Request for Stoll Sign on Washo Avenue at Gobbi Street -Eric McMilin 1051 East
Gobbi Street.
Eric McMilin, 1051 East Gobbi Street, stated his home is located at the end of East Gobbi
Street from Oak Manor Drive, and currently, there is no stop sign at this intersection. He
expressed a concern that when vehicles exit the Oak Manor area onto East Gobbi Street
the drivers do not acknowledge traffic coming from the East Gobbi Street area; and the
increase of vehicle speed at this intersection. He noted there have been several occasions
where he has been within inches of being hit by another vehicle.

Member Kennedy stated the traffic volume at this intersection does not meet the
requirements to warrant a permanent stop sign, and there have been no reported
accidents. However, he suggested that given the particular circumstances at this location
a temporary stop sign be erected, and the residents of the neighborhood would be notified.
Their comments concerning a stop sign at this location would be reviewed by staff and
presented to the City Council.
Member Harris suggested a stop sign on Gobbi Street for westbound traffic.
Member Kennedy stated East Gobbi Street is a thorough faire. He advised there is the
possibility of a park development at the end of East Gobbi Street in the near future, at
which time the increase of traffic volume may warrant the installation of a stop sign.
It was the consensus of the Committee that the residents of the neighborhood be notified
in writing of the temporary stop sign, and the residents submit their comments to the Public
Works Secretary to be reviewed by staff and submitted to the City Council for further
action.
Member Lohse advised a study is in the process for the property located at the end of
East Gobbi Street for a park, and a possibility the City will receive grant funds for the
development. If the grant is approved, the park could be developed this year.
Member Harris asked if the residents within this area need to be notified of the temporary
stop sign.
Member Kennedy suggested that this item initially be presented to the City Council as an
informational item after a 60 day demonstration period, the matter would be presented to
the City Council for the purpose of receiving public input and taking further action.
Discussion followed regarding a temporary stop sign at this intersection for 60 days; the
increase of traffic during summer months because of games at the softball fields; door
hangers noticing the residents of the temporary stop sign; and the installation of a "stop
ahead" sign or flags.
ON A MOTION by Member Kennedy, seconded by Member Looney, it was carried by an
all AYE voice vote of the members present, that the Director of Public Works/Ctiy Engineer
present to the City Council a public hearing on the installation of a temporary stop sign for
60 days on Washo at East Gobbi Street. Staff will notify the residents within this area of
the public hearing at which time they can give input regarding the stop sign. At the end of
60 days staff will return to the City Council requesting approval, by resolution, of a
permanent stop sign within this area or removal of the stop sign.

We are located at 398 Washington Ave. dvectly across the street From the proposed
"LOADING/UNLODING ZONE" and are very much opposed to reducing the parking in this area.
Parking has been a problem in our neighborhood for as many years as we have lived here (May 1990). In
the past year this was aggravated with the addition of the "Nokomis !lead Start Child Development"
facility. h will he further aggravated with the expansion of this facility and the proposed
"LOADMG/UNLOADING LONE". Adding trt this problem is the completion of housing complex across
the street from Nokmnis School.
We are certain your tra(lic engineer did not have the same privilege Io observe the parking problem as we
have. We have to live iU Fiefore the new homes were buff[ across Gom Nokomis many people parked in
the empty IOLS. Out of frustration the Realtor and /or Mr. and Mrs. Cagle needed to post "no parking" signs
to put an end to it. As most of the lots arc now built on, there are even more traffic/parking worries since
our new neighbors will also have their own requirements. Once the lot parking became unavailable, many
ohhe cars proceeded to park in front of our house and in some cases in our yard. As mentioned shove this
was further aggravated wish the addition o(thc "Nokomis Head Start Child Development" facility. On
numerous occasions we were required to inform parents who stopped by to pick up their child that our
driveway was not public parking. Tltis did not always work and we were forced to inform the duector of
the "Nokmnis l Icad Start Child Devebpment" program who in most cases tried to help, but unfortmately
was not always successful. It is important to understand that normal pick-up times last far longer than the
proposed 5 minutes. As you might imagine dtildren are not ready arrd many times there are extended
conversations with the teachers, other parents, or the director.
Actual employment numbers arc very deceptive when you consider Nokomis School as the place of
business- In addition to teachers, aides, custodians, and secretaries you have classroom volunteers. These
volunteers, including parents, grandparents, high school students, and college students, all o(whom can
spend a half a day nr more providing support to the school. Also, not included in the employment records
would he student teachers that work in the classrooms for months n1 a lime. All of These groups further
impact the parking problem.
IJnfurtunalely we do not have a curb and sidewalk along our IoI. This seems to encourage the people to
park in our yard and driveway. We were not provided an opportunity to express our concerns on the
addition of the "Nokomis Ilcad Start Child Development" facility. Therefore, the encroachment of the
Nokomis !lead Start Child Development facility should bear the responsibilities of upgrading our
neighborhood parking-not taking it away.
