Harris, Risk ManagedBudget Officer Kathy Kinch Pete Hoyle, Ukiah Police Department Recording Secretary The Traffic Engineering Committee meeting was called to order by Chairman Turner at 3:12 p.m. Roll was taken with the results listed above. APPROVAL OF MINUTES The minutes of November 9, 1999, were not available for approval. AUDIENCE COMMENTS ON NON-AGENDA ITEMS Chairman Turner read audience comments. DISCUSSIONlACTION ITEMS NEW BUSINESS a. Request to relocate the northbound MTA bus stop from the Redwood Empire Fairgrounds fence on North State Street. south to North State Street and Magnolia Avenue, in front of the Goodwill Store at 1005 North State Street. (Request the bus stop to be between the Goodwill drivewav and the next driveway south.) Request to relocate the northbound bus stop from Evans and North State Street to a point beginning 285 feet south of the Brush Street curb return, extending south 70 feet This new red curb is between Redwood Tree's drivewavs at 859 North State Street -Steve Turner -MTA Request to establish a bus stop southbound on North State Street between the entrances to the Food Bank (888 North State Streetl and Lee's Fast Foods (816 e. Sound Company (1080 North State Streetl -Steve Turner, MTA f. Chairman Turner reported the requests to relocate or remove the bus stops are located within the restriping project on State Street and Low Gap Road. The request for a new bus stop southbound in front of the Food Bank is not within the restriping project area. Member Looney advised on State Street in front of the Food Bank the street begins to taper and asked is there sufficient lane width for a bus to stop. Member Bertolero questioned what length is required for a bus turn-out. Chairman Turner responded State Street does taper within this area. There is a 25 foot curb between two 25 foot driveways. The bus is 35 - 40 feet in length and would stop between the two driveways, blocking the rear driveway during the stop. Member Turner advised he spoke with the property owner of the Food Bank and the owner would like to have the bus stop. To move the bus stop south closer to the intersection there is not sufficient clearance, to move the bus stop further north would be in front of Lee's Fast Food or the Barber Shop. The Barber Shop and other small businesses do not have on-site parking, with the exception of Lee's Fast Food does have on-site parking. Member Looney stated he is not opposed to the bus blocking the driveway, as the bus is parked for a short period of time, but is opposed to the bus blocking traffic within the taper area of State Street. He stated he would like to review the site and road width to see if there is sufficient clearance for a bus stop. He noted there is a bus stop that is in a crosswalk. He requested that Item D be continued to the next meeting. He spoke with Jerry Martin of Redwood Tree and Mr. Martin would like to see the curb painted red between the two driveways for clear site distance. He also spoke with the manager of the Goodwill Store and she expressed concerns regarding the elimination of off-street parking, however, there is sufficient on-site parking and another parking lot located to the south. The curb in front of Big-O-Tire and the Sound Company is currently painted red. Chairman Turner advised Items A and C require City Council approval due to the removal and establishment of on-street parking, and Items B, E, and F do not require City Council approval because there is an existing red curb or within the restriping project of State and Low Gap Road. ON A MOTION by Member Looney, seconded by Member Lohse, it was carried by an all AYE voice vote of the members present, that the Traffic Engineering Committee recommends approval to the City Council the following requests, with Chairman Turner abstaining. Request to remove the southbound bus stop in front of Angelo's Restaurant (920 North State Street). MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 14, 1999 PAGE 3 OF 4 OLD BUSINESS Consider relocation of westbound bus stop on Gobbi Street at Harold Square Mobile Home Park westerly to near the east side of the intersection of Gobbi and Leslie Streets -Steve Turner, MTA Chairman Turner requested that this item be continued to the next meeting. He advised he spoke with Ted Myer regarding the possibility of relocating the bus stop in front of his business. Mr. Myer stated he would contact Chairman Turner in a couple of weeks. b. Steve Turner, MTA Member Lohse requested this item be continued to the next meeting.
