AUDIENCE COMMENTS ON NON-AGENDA ITEMS The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The Brown Act regulations do not allow action to be taken on non-agenda items. IV. DISCUSSION/ACTION ITEMS: NEW BUSINESS a. Request from Mendocino Transit Authority to establish a bus stop southbound on South State Street in the existing red zone opposite Stephenson Street, next to the Alex R. Ri\TEC A051298 MINUTES TRAFFIC ENGINEERING COMMITTEE April 14, 1998 MEMBERS PRESENT Mike Harris, Assistant City Manager Rick Kennedy, City Engineer Bruce Richard (for Steve Turner) Robert Sawyer, Planning Director Larry Woods (for Jim Looney) William Fernandez, Chairman MEMBERS ABSENT Chris Dewey Jim Looney Donna Roberts Steve Turner STAFF PRESENT Marge Giuntoli, Recording Secretary OTHERS PRESENT None. The Traffic Engineering Committee was called to order by Chairman Fernandez at 3:08 p.m. in Conference Room 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California. Roll was taken with the results listed above. II. APPROVAL OF MINUTES -March 10, 1998 ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by an all AYE voice vote to approve the minutes of March 10, 1998, as submitted. Members Woods and Richard abstained from the vote. III. AUDIENCE COMMENTS ON NON-AGENDA ITEMS No audience was present. IV. DISCUSSION/ACTION ITEMS NEW BUSINESS a. Relocation of Perkins Street and Standley Street Bus Stops -Steve Turner. Mendocino Transit Authority (MTAI Bruce Richard, General Manager, MTA, reported that Steve Turner had met with Community Services Director/Downtown Parking Administrator DeKnoblough and a representative from United Parcel Service relative to the bus stops and their importance to the downtown area. Although the stops have been at their current location for many years, there has been a continual problem because delivery trucks frequently occupy the space, thereby limiting the access for the buses. To solve the problem, Member Turner is proposing that the yellow curb, or delivery truck area, be moved forward in the zone, with the red curb bus zone area located directly behind it, so th at a bus can enter and exit behind the parked delivery truck, if necessary. Member Woods reported he had met on-site with both Member Turner and Mr. DeKnoblough to review the current bus stop locations. At that time, Mr. DeKnoblough indicated that Member Turner's proposal, which would result in the loss of one parking space on West Perkins Street, would be acceptable in regards to the downtown area parking situation. The other site does not involve parking in any way, and Mr. DeKnoblough indicated no concern regarding that relocation. Traffic Engineering Committee April 14, 1998 Page 1 Member Kennedy noted that currently on Standley Street there is a 75 foot red zone which is designed to eliminate the parking so that two lanes of traffic can be created, and inquired relative to how the location of the painted arrow on the pavement of the traffic lane would be affected if the area was reduced to 45 feet, as proposed. Member Woods replied that the end of the red zone would be approximately at the end of the painted arrow on the pavement. Member Harris inquired if Mr. DeKnoblough had indicated whether he had consulted with the Ukiah Main Street Program or other downtown entities relative to the relocation of the bus stops. Member Woods replied he was not aware of any discussions Mr. DeKnoblough may have had. Discussion followed relative to the amount of curb footage necessary for a delivery zone. ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by an all AYE voice vote of the members present to recommend to the City Council the elimination of one parking space on the north side of Perkins Street, west of School Street, to accommodate a new yellow curb parking area, and to change the 50 feet of yellow curb currently on the north side of Perkins Street, west of School Street, to red curb and a bus stop zone, and on West Standley Street, west of School Street, to have 45 feet of red curb, 30 feet of yellow curb, and 57 feet of red curb westerly of north School Street, also with a bus stop zone on the most westerly red portion. Member Kennedy referenced a previous written comment from Fire Marshal Bruce Evans relative to the clearance area surrounding fire hydrants, and indicated that Mr. Evans had clarified his meaning that any bus stop bench or shelter must be located at least three feet away from a hydrant. Member Woods stated he did not believe there were any fire hydrants involved with this request. V. None. VI. MISCELLANEOUS ITEMS None. VII.
