The Traffic Engineering Committee welcomes input from the audience. In order
for everyone to be heard, please limit your comments to three (3) minutes per
person and not more than 10 minutes per subject. The Brown Act regulations
do not allow action to be taken on non-agenda items.
IV. DISCUSSION/ACTION ITEMS:
NEW BUSINESS
a. Request for "No Parking" zone 20 feet both directions from driveway
located at 248A and 248 B Hospital Drive -Marlene Humphrey, Office
Manager, Geoffrey L. Rice, M.D.
b. Request for temporary Bus Stop (June 14 thru July 24) westbound on
Low Gap Road, about 100 feet from Despina at existing "NO PARKING"
sign, to serve as northbound High School stop during Summer School.
This location will channel youth to crosswalk.
OLD BUSINESS
a. Discussion of traffic issues related to Traffic Calming devices on Ford
and Clara Streets. Discussion items to include prohibition of truck
traffic, and vehicle turning movement at traffic circles -Donna Roberts

The Traffic Engineering Committee meeting was called to order by Acting
Chairman Turner at 3:10 p.m. Roll was taken with the results listed above.
AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Acting Chairman Turner read audience comments.
APPROVAL OF MINUTES
Due to the lack of a quorum of members present at the April 14, 1998 meeting,
the minutes were not approved. The minutes will be approved at the June 9,
1998 meeting.

NEW BUSINESS
a. Request from Mendocino Transit Authority to establish a bus stop
southbound on South State Street in the existing red zone opposite
Stephenson Street. next to the Alex R. Thomas Plaza -Steve Turner. MTA
Steve Turner stated MTA is requesting the establishment of a bus stop,
southbound on South State Street, in the existing red zone opposite Stephenson
Street, next to the Alex R. Thomas Plaza.
Member Seanor asked if the red curb is in line of the bus stop sign. Steve Turner
responded the sign is approximately 1 foot beyond the red curb.
Member Stump asked if the bus stop zone will be the entire length of the existing
red zone. Steve Turner responded yes, and stated he would like to install a bench
on the sidewalk in front of the clock.
Member Roberts asked if the bench will be similar to the benches in the park.
Steve Turner responded it will be an MTA bench, but will look into a design similar
to the park benches.
Member Stump questioned if this request requires City Council approval. Steve
Turner responded no, because there is no request to eliminate on-street parking,
and requires Committee approval for installing a sign.
Member Stump stated he approves the request and the bus stop is needed and
workable.
ON A MOTION by Member Stump, seconded by Member Seanor, it was carried by
an all AYE vote that the Traffic Engineering Committee approve the request from
Mendocino Transit Authority to establish a bus stop southbound on South State
Street in the existing red zone opposite Stephenson Street, next to the Alex R.
Thomas Plaza. Acting Chairman Turner abstained.

MISCELLANEOUS ITEMS
Member Seanor stated the Public Works Department has recently completed a
street sign inventory. The project was funded by MCOG for approximately
58,000.
Member Roberts reported on the traffic calming devices for Ford and Clara Streets.
The committee presented traffic and speed studies to the City Council, and the
Council recommended the committee perform another speed and traffic study and
return all findings to the Council in June. She noted the traffic circles will be
installed permanently during the summer months, and has recommended to the
City Engineer that the island located on Ford Street have the nose cemented and
rocked the first few feet, due to vehicle driving over the island. She also noted
that the reflection signs are not working and would like to see taller signs installed
and set in concrete. She expressed she would like to have signs on Ford Street at
Orchard Avenue indicating this is not a truck route and access, until construction
of the bridge.
Acting Chairman Turner requested the truck route and access on Ford Street at
Orchard Avenue be agendized for the June meeting. Member Roberts stated she
would like to discuss the issues with the City Engineer before bringing it to the
Committee.
Acting Chairman Turner noted he has received a citizen complaint about the buses
repeatedly making left turns from the right lane of Orchard Avenue onto Clara
Street.
ADJOURNMENT
There being no further business, the meeting adjourned at 3:27 p.m.

Attention: Jim Looney
I am writing on behalf of our patients who enter and exit the
drive located at 248-A and 248-B Hospital Drive. Due to the
automobiles that park so close to the entrance of the drive it is
difficult for them to see either way before leaving the parking
area.
Most of our patients cannot see very well because of their various
eye conditions and I hear from a large number of them that they
have to enter the street a ways before they can actually make
their turn onto the street.
Our office thinks that it would be beneficial for our patients
if the areas on both sides of the drive could be extended another
20 feet to indicate no parking zones. We also believe that this
would be much safer for people leaving the parking area.
