APPROVAL OF MINUTES - April 14, 1998 May 12, 1998 ON A MOTION by Member Kennedy, seconded by Member Turner, it was carried by an all AYE voice vote of the members present to approve the minutes of April 14, 1998, as submitted. AUDIENCE COMMENTS ON NON-AGENDA ITEMS No comments were made. IV. DISCUSSION/ACTION ITEMS NEW BUSINESS a. Re uest for "N Parkin "Zone 20 Feet Both D' io s F om Drivew ted at 248A and 2488 Hospital Drive -Marlene Humphrey. Office Manager. Geoffrey L. Rice. M.D. Chairman Fernandez reviewed the letter from Ms. Humphrey, Office Manager for Dr. Geoffrey Rice, noting their request for 20 foot "No Parking" zones on both sides of the entrance to their office driveway on Hospital Drive. Discussion followed regarding the request, wherein it was noted there was nothing in the City Code relative to visibility and safety standards for driveways; there appeared to be adequate on-site Traffic Engineering Committee June 9, 1998 Page 1 parking for all of the facilities; and many customers of the nearby drug store and doctors' offices park on the street mainly for convenience and ease of egress. It was further noted that Hospital Drive is a wide street that allows for vehicles exiting a driveway to pull out far enough to see oncoming traffic, and that the urgency of the problem may be exacerbated by the nature of Dr. Rice's practice, which is to treat patients with eye conditions or vision problems. Member Stump inquired if it was likely similar requests would come forward if this one was approved, and noted the area is targeted for increased development to the north, including a medical office across from the Birthing Center. Discussion followed relative to the possibility of installing "No Parking" zones adjacent to all of the office driveways on Hospital Drive, given the fact vehicle traffic and the need for parking will increase proportionately with future development in the area. It was recommended that all of the doctors' offices be surveyed prior to any action being taken by the Committee, in order to ascertain whether patrons at any of the other facilities are experiencing the same exiting difficulties as Dr. Rice's patients. Further discussion followed regarding the Planning Department's process for determining the required number of on-site parking spaces for medical facilities, wherein it was noted that although the required number of stalls is based on the square footage of gross leasable space, there is no differentiation made between the parking designated for medical staff and customer parking. It was further noted that as the number of doctors employed within these medical facilities increase there will be less patient parking available, and that perhaps the Planning Department should begin to consider priority parking for medical staff when calculating the amount of patron and employee spaces required for new facilities. Member Dewey MOVED, and Member Kennedy SECONDED, to have the City Engineering Department examine Hospital Drive and its contiguous driveways relative to visibility and safety issues, and canvass the businesses and doctors in the area regarding whether there is a perceived need for "No Parking" zones adjacent to the ingress and egress areas. Member Turner inquired whether the intent of the motion was to grant Dr. Rice's request and subsequently canvass the other doctors, or to conduct the canvass prior to action being taken. Member Dewey replied the intent was to conduct the canvass of the entire street first since there was more than one doctor's office that would be impacted, and then agendize the item for the next meeting. Discussion followed regarding the intent of the motion, wherein concern was expressed that if parking and egress onto Hospital Drive was not an issue with the other doctors, Dr. Rice's request would be delayed until action could be taken at the next meeting. Member Kennedy stated he did not believe there was a traffic safety hazard in this case, since evidence of a hazard is proven by actual accidents rather than perceptions. He recommended that the canvass be conducted prior to Committee action, so the entire matter could be dealt with at one time, rather than on a piecemeal basis. Member Roberts commented that a canvass prior to Committee action would solve the problem of having to placate a business owner or medical staff member who may have wanted to be consulted relative to the parking matter, and inquired if the decision relative to parking zones would carry over into new development in the area. Traffic Engineering Committee June 9, 1998 Page 2 Member Stump replied there were already two encroachments on Hospital Drive for the proposed new development. The motion CARRIED by an all AYE voice vote of the members present. b. Request for Temporary Bus Stop (June 14 through July 24) Westbound on Low Gan Road. About 100 Feet From Despina Drive at Existing "No Parkin" SigJ To Serve As Northbound High School Stop During Summer School This Location Will Channel Youth to Crosswalk. Steve Turner -MTA Member Turner reviewed the request, noting that as summer school students exit off the northbound bus, they cross the street in an area which has limited site distance because of the nearby hill. The students do not take the time to walk to the available crosswalk, and in order to attempt to channel the students toward this crosswalk, MTA is requesting a temporary bus stop near the existing "No Parking" sign approximately 100 feet from Despina Drive. He suggested the "No Parking" sign be removed and an MTA sign be installed during the six week period summer school is in session. Discussion followed relative to the signage, wherein it was noted the vehicle code requires that the bus stop be marked. Concern was expressed that confusion would arise and parking of vehicles would occur if the "No Parking" sign was temporarily removed. ON A MOTION by Member Kennedy, seconded by Member Stump, it was carried by an all AYE voice vote to approve MTA's request for a temporary bus stop 100 feet from Despina Drive, and that the "Bus Stop" sign be temporarily attached, by MTA, to the existing "No Parking" sign for the period June 14 through July 24, 1998. Member Turner abstained from the vote. OLD BUSINESS a. Discussion of Traffic Issues Related to Traffic Calming Devices on Ford and Clara Streets. Discussion Items to Include Prohibition of Truck Traffic and Vehicle Turning Movement at Traffic Circles -Donna Roberts Member Roberts commented on the problems she has observed at the intersection of Ford and Clara Streets relative to the inability of large trucks to negotiate the turn, and thereby being forced to drive over the end of the traffic island. She discussed her previous request to have the island partially cemented in order to alleviate further damage, and expressed her opinion that large trucks did not belong in that neighborhood. Discussion followed relative to the general nature of large trucks in residential areas, wherein the City Code was referenced and it was noted that while the Code indicates a prohibition against parking heavy trucks on residential streets, it also specifies a weight limit for commercial vehicles that are allowed within neighborhoods on a temporary basis, including public utilities and delivery trucks. Further discussion followed regarding whether the trucks Ms. Robert's was referring to were entering the neighborhood to visit various residents in the area, or whether they were, in fact, unfamiliar with Orchard Avenue and confused by the traffic calming measures. It was noted that enforcement could only occur with those trucks that were illegally parked, and that possibly signs could be posted stating this area was not a truck route, forewarning motorists relative to the existence of the traffic calming measures. Traffic Engineering Committee June 9, 1998 Page 3 Member Tumer MOVED, and Member Kennedy SECONDED, that the City establish informational signs waming trucks that they are not advised in the neighborhood north of the Kmart entrance, with the appropriate language to be determined by the Public Works/Engineering Department. Member Kennedy noted that signs stating 'Traffic Calming Measures" had already been generated, but could be combined with new signs stating "Trucks Not Advised." Member Turner clarified there are three issues of concern in this case, which include the truck driver unfamiliar with the area who finds himself forced to make a left turn into the traffic calming device; the illegally parked trucks, which can be addressed through the existing City Code; and the possibility of designating those streets as being prohibited to truck traffic. He clarified that he tailored his motion specifically to the occasional truck driver who is unfamiliar with the neighborhood. Member Looney commented he did not feel that in this case additional signing would solve the problem, since it appeared most drivers who enter the neighborhood are familiar with the area and the signs would simply be conveying information they already are aware of. Discussion followed enforcement, truck routes, and the height of the traffic island reflectors. The motion CARRIED by a majority AYE voice vote. Member Looney voted against the motion. Member Roberts commented on vehicle turning movement at the traffic circles, and noted that some drivers are mistakenly effecting left hand turns prior to the traffic circles. Discussion followed regarding the matter, wherein Member Dewey commented the Police Department would take the appropriate enforcement action if a driver was observed making the turn incorrectly. ON A MOTION by Member Kennedy, seconded by Member Turner, it was carried by an all AYE voice vote of the members present, to make the Public Safety Department aware of this situation via their representative on the Traffic Engineering Committee, and suggest that if an officer does see such a violation, to take appropriate action. V. COMMITTEE MEMBER REPORTS Member Tumer reported on the summer school bus route, MTA summer service beginning on June 14, and the expanded jitney service. Member Dewey inquired regarding the plans for the Low Gap Road and State Street intersection. Member Kennedy replied funds were still available for a modified version of the original plan, which will include a new traffic signal and left turn lanes on State Street. He outlined other improvements planned for various City streets. Member Turner inquired relative to the Bicycle and Pedestrian Master Plan. Member Stump replied that work on the plan is proceeding. However, the public workshop was sparsely attended, and another one will be scheduled in the near future. Staff is hopeful there will be an adopted Bicycle and Pedestrian Master Plan by the early Fall of 1998. Orchard at Stella Dr. REVIEWED BY: Bruce P. Evans, Fire Marshal Afire hydrant is located in the vicinity of this project. Uniform Fire Code Section 1001.7.1 prohibits placement of any object near fire hydrants such that it would prevent the hydrant from being immediately discernible, or prevent immediate access by the Fire Department. Section 1001.7.2 further requires that a minimum 3-foot clear space be maintained around fire hydrants. EXISTING FACILITIES Marlene Street Marlene Street is a residential street which is 38 feet in width. The opening at the barricade on Marlene Street at Orchard Avenue is open for one-way traffic, eastbound only. There have been several reports from residents of traffic driving the wrong way around the barricade. Lorraine Street Lorraine Street is a residential street which is 24 feet in width south of Marlene Street and 38 feet wide north of Marlene Street. There are currently three speed humps on the street which have been placed in attempt to slow down traffic. Betty Street Betty Street is a residential street which is 24 feet in width south of Marlene Street and 38 feet wide north of Marlene Street. There are currently three speed humps on the street which have been placed in attempt to slow down traffic. There have been isolated reports of cars bottoming out on the speed humps on this street. SIGNING There are no speed limit signs posted on either Marlene Street or Betty Street. Lorraine Street is posted with 15 mph speed limit signs between Talmage Road and Marlene Street. The speed humps on Betty Street are posted with 15 mph warning signs. The opening at the barricade on Marlene Street at Orchard Avenue is posted for one-way traffic, eastbound only. ACCIDENTS Within the last three years through December of 1997 there has been only one traffic accident Page 2 Rick Kennedy July 8, 1998 related to the traffic calming measures. On December 23, 1996 a hit and run driver intentionally struck, pushed over and moved the barricade on Marlene Street at Orchard Avenue. This action occurred when there was a full barricade in place closing Marlene Street at Orchard Avenue. On February 6, 1997, one-half of the barricade was removed opening Marlene Street at Orchard Avenue to one-way eastbound traffic. SUMMARY A written survey of all residents on Marlene Street, Lorraine Street, Betty Street, and Deborah Court was conducted in June 1998. Please refer to Attachment 1 which summarizes the survey responses for each respective street. A total of 66 survey responses (50.4%) were received out of 131 surveys delivered. However, not all of the respondents answered all of the survey questions. City Manager Candace Horsley has reviewed the survey results and recommends that the Marlene Street barricade be removed based on a total response of 56.9% indicating their wish to have the barricade removed. A total of 21.5% indicated their wish to have the barricade removed with a total of 35.4% indicated that the barricade should be removed and speed humps should be installed on Marlene Street between Orchard Avenue and Lorraine Street. RECOMMENDATION Based on the survey results it is staffs recommendation that the barricade on Marlene Street at Orchard Avenue be removed and that two way traffic be restored on Marlene Street between Orchard Avenue and Lorraine Street. As a further traffic calming measure one or two speed humps are recommended for installation on Marlene Street between Orchard Avenue and Lorraine Street. No action is recommended for either Lorraine Street or Betty Street since 78.7% and 87.5% of the survey responses indicated that the speed humps should be left as is. Due to the automobiles that park so close to the entrance of..the.drive it is difficult for them to see either way before leaving-the parking area. Most of our patients cannot see very well because of their various eye conditions and I hear from a large number of them that they have to enter the street a ways before they can actually make their turn onto the street. Our office thinks that it would be beneficial for our patients if the areas on both sides of the drive could be extended another 20 feet to indicate no parking zones. We also believe that this would be much safer for people leaving the parking area. EXISTING FACILITIES At the location of the intersection, Airport Park Boulevard has an overall curb to curb width of 70 feet. Airport Park Boulevard at this intersection has two northbound lanes, two southbound lanes, a northbound left turn lane, and a southbound left turn lane. Airport Park Boulevard was posted on May 1, 1998 fora 30 mph speed zone. Commerce Drive does not currently have a posted speed zone. Commerce Drive has a curb to curb width of 40 feet. Commerce Drive is a two lane street. As shown on the attached collision diagram, three of the corner lots at the intersection are currently vacant. The northeast corner of the intersection is occupied by Wal-Mart. The store building is set back a considerable distance from the intersection. The intersection of Airport Park Boulevard and Commerce drive is unique to drivers of Ukiah. At no other location in the City will drivers stop on the minor street leg of the intersection and cross free flowing traffic on a four lane boulevard with median islands. Sight distance at this intersection is satisfactory with the exception of the Commerce Drive westbound leg. The southeast corner of the intersection is overgrown with weeds and has the potential to limit the southerly sight distance to motorists westbound on Commerce Drive. The median islands on Airport Park Boulevard at Commerce Drive contained vegetative growth through November 1997 which may have limited sight distance for drivers approaching the intersection. In December 1997, Redwood Business Park removed the vegetation and set the median island cobble rock in concrete to prevent re-growth of vegetation. All of the accidents reported in 1997 occurred prior to December of that year. There have been four accidents in 1998 through May 24, 1998 at the intersection. Page 2 Rick Kennedy July 7, 1998 tGS NING The Commerce Drive legs of the intersection are currently posted with stop signs. Airport Park Boulevard is posted with 30 mph speed limit signs. ACCIDENTS During the 1997 calendar year there were a total of nine accidents at the subject intersection. There have been four accidents in 1998 through May 24, 1998. All of the accidents can be classified as right angle collisions including the accident whereby a driver swerved off the road to avoid a right angle collision. The attached collision diagram details the dates and times of the accidents along with the approximate location of the collisions. SUMMARY The Caltrans Traffic Manual, Section 4-03.6, lists individual policies for regulatory signs. In particular, multiway stop signs may be warranted at locations where five or more reported accidents occur within a 12 month period. The subject intersection meets this warrant since a total of ten accidents occurred within the calendar year ending May 24, 1998. RECOMMENDATION Based on the Caltrans warrants for installing multiway stop signs it is my recommendation that stop signs be posted in accordance with the Ukiah Municipal Code Sections 7060 through 7063 on the Airport Park Boulevard legs at the subject intersection. In addition, the property owner for the parcel at the southeast corner of the intersection should be notified and required to remove or cut the weeds to improve sight distance. The Stop sign shall be an octagon with white message and border on a red background. At a multiway stop intersection, a supplemental plate (R1-3 or R1-4), may be used. When used, they should be mounted below each Stop sign. The numeral on the supplementary plate shall correspond to the number of approach legs, or the legend All-Way (R1-4) may be used. The plate shall have white letters and border on a red background.Thesupplementalplates Ri-3and R1-4shouid R1-3 not be used at intersections with State highways. A red flashing beacon, or beacons may be used in conjunction with a Stop sign. See Section 9-05, "Flashing Beacons". Secondary messages shall not be used on Stop sign faces. R1-4 Warrants for Stop Signs R1-4 Because the Stop sign causes a substantial inconvenience to motorists, it should only be used where warranted. AStopsignmaybewarrantedatanintersection where one or more of the following conditions exist: 1. On the less important road at its intersection with a main road where accident history justifies the placement of Stop signs. 2. On a county road or city street with its intersection with a State highway. 3. At the intersection with two main highways. The highway traff is to be stopped depends on approach speeds, volumes and turning movements. 4. On a street entering a legally established through highway or street. 5. On a minor street where the safe approach speed to the intersection is less than 16 km/h. 6. At an unsignalized intersection in a signalized area. 7. At other intersections where a combination of high speed, restricted view and accident record indicates a need for control by the Stop sign. A Stop sign is not a "cure-all" and is not a substitute for other traffic control devices. Many times the need for a Stop sign can be eliminated if the sight distance is increased by removing obstructions. r~Pc~tm~rJr #~ ~>~~~1 Federal Sign No. 4-42 SIGNS Traffic Manual 14946 POLICY Stop signs should not be used for speed control. Stop signs shall not be erected atanyentrance to an intersection when such entrance is controlled by an official traffic control signal, nor at any railroad grade crossing which is controlled by automatic signals, gates, or other train- actuatedcontrol devices except as provided in CVC 21355, Stop Signs. The conflicting commands of two types of control devices are confusing. Where two main highways intersect, the Stop sign or signs should normally be posted on the minor street to stop the lesser flow of traffic. Traffic engineering studies, however, may justify a decision to install a Stop sign or signs on the major street, as at a three-way intersection where safety considerations may justify stopping the greater flow of traffic to permit a left turning movement. Stop or Yield signs may be installed at any highway-rail grade crossing without automatic traffic control devices with two or more trains per day traversing the crossing. Two or more trains per day is interpreted to mean an average two or more trains per day operating over the crossing each day for a period of one year prior to the installation of the Stop or Yield control sign. Portable or part-time Stop signs shall not be used except for emergency purposes. Multiway Stop Signs The "Multiway Stop" installation may be useful at some locations. It should ordinarily be used only where the volume of traffic on intersecting roads is approximately equal. A traffic control signal is more satisfactory for an intersection with a heavy volume of traffic. Any of the following locations may warrant multiway Stop sign installation: 1. Where traffic signals are warranted and urgently needed, the multiway stop may be an interm measure that can be installed quickly to control traffic while arrangements are being made for the signal installations. 2. An accident problem, as indicated by five or more reported accidents within a f2 month period of a type susceptible of correction by a multiway stop installation. Such accidents include right and left- turn collisions as well as right angle collisions. 3 .Minimum traffic volumes; (a) The total vehiclular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8 hours of an average day, and ~}TT~~ ~MtN T ~ z Q,'~ Z Traffic Manual SIGNS 4-43 t-1996 POLICY (b) The combined vehicular and pedestrian volumefrom the minor street or highway must average at least 200 units per hou r for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but (c) When the 85th percentile approach speed exceeds 64 km/h, the minimum vehicular volume warrant is 70 % of the above requirements. • YIELD SIGN The Yield sign (R1-2) assigns right of way to traffic on certain approaches to an intersection. Vehicles controlled by a Yield sign need stop only when necessary to avoid interference with other traffic that is given the right of way. The Yield sign shall be a downward pointing, equilateral triangle having a red border band and a white interior and the word Yield in red inside the border band. Stop or Yield signs may be installed at any highway-rail grade crossing without automatic traffic control devices with two or more trains per day traversing the crossing. Two or more trains per day is interpreted to mean an average two or more trains per day operating over the Rl-2 crossing each day for a period of one year prior to the installation of the Stop or Yield control sign. R1-2 • Warrants for Yield Signs The Yield sign may be warranted: 1. On the minor road at the entrance to an intersection Where it is necessary to assign the right of way to the major road, but where a stop is not necessary at all times, and where the safe approach speed on the minor road exceeds 16 km/h. 2. On the entrance ramp to an expressway where an acceleration lane is not provided. 3. Within an intersection with a divided highway, where a stop sign is present at the entrance to the first roadway and further control is necessary at the entrance to the second roadway, and where the median width between the two roadways exceeds 9 m. 4. This report is a follow-up on the request from Dr. Geoffrey Rice to eliminate parking for a distance of 20 feet (one parking space) on each side of the driveway to his unit of the medical complex. Mr. Val Devitt, Administrator of Ukiah Valley Medical Center (UVMC), is seeking similar action on the east side of Hospital Drive. EXISTING FACILITIES Hospital Drive is a two lane street, 48 feet wide (curb to curb) with parallel parking on both sides of the street. On the west side of the street there are several units with medical offices. The medical office complex is served by three separate driveways which provide access to off-street parking for patients. The UVMC complex is located on the east side of Hospital Drive. The hospital has a large parking lot available for patients who drive their cars. Upon distributing the surveys, I noted that there were a considerable number of cars parking on the street. However, at the same time, there were spaces available in both the hospital parking lot and the medical office complex parking lots. There are three driveways serving the medical office complex. Immediately south of the middle driveway is a crosswalk which ends at a red curb no parking zone (22 feet in length) adjacent to Myers Apothecary Shop. Directly south of the red curb is a green curb, 24-minute parking zone (20 feet in length). There are five parking spaces which would thus be affected by the proposed no parking zones for 20 feet on either side of the driveways to the medical office complex. SIGNING There are no speed limit signs posted on Hospital Drive. The west side of Hospital Drive is posted with a 24-minute parking zone adjacent to Myers Apothecary Shop. ACCIDENTS There have been no reported accidents within the vicinity of the medical complex driveways on Hospital Drive within the last three years. Page 2 Rick Kennedy July 7, 1998 SUMMARY A written survey of the medical offices on the west side of Hospital Drive was conducted in June 1998. Of the 67 percent responding to the survey, 71.4 percent of the respondents requested that parking be removed for 20 feet on either side of the three driveways. Based on a field inspection of the driveways in question, removal of parking spaces at these three locations would improve the sight distance for vehicles departing the medical office complex. Three respondents indicated that their preference is to retain all parking on Hospital Drive. One respondent stated his preference to retain parking with only a 10-foot setback from each driveway. RECOMMENDATION Based on the survey results and the field inspection it is recommended that parking be restricted by painting the curb red for a length of 20 feet on each side of the north and south driveways and for a length of 20 feet on the north side of the middle driveway to improve sight distance for motorists exiting the medical office complex on the west side of Hospital Drive. This request was made for the purpose of improving the sight distance for motorists leaving the complex and turning onto Hospital Drive. In recognition that convenient vehicle parking is important to service providers and other businesses, the Committee requested that a survey be taken of the other offices in this complex to determine whether parking should be eliminated within 20 feet of each of the driveways in the complex.
