The Traffic Engineering Committee meeting was called to order by Chairman
Fernandez at 3:04 p.m. Rotl was taken with the results listed above.
ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by
an all AYE voice vote of the members present to cancel the meeting of November 11,
1997, due to the Veterans Day Holiday. The next meeting is scheduled for December
9, 1997.

APPROVAL OF MINUTES
ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by
an all AYE voice vote of the members present to approve the minutes of August 12,
1997, as submitted. Member Turner abstained from the vote.
NEW BUSINESS
a. Reauest fora "NO PARKING" Designation on the South Side of Commerce
Drive. East of Airport Park Boulevard. 15 Feet West of the Fire Hydrant to the
Curb Return at the Driveway Entrance to La-Z-Boy -Steve Turner, MTA
Member Kennedy advised the request is fora "NO PARKING/BUS STOP" designation,
and requires approval by resolution of the City Council.
ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by
an all AYE voice vote of the members present, that the Traffic Engineering Committee
recommends to the City Council approval to the request fora "NO PARKING"
designation on the south side of Commerce Drive, east of Airport Park Boulevard, 15
feet west of the fire hydrant to the curb return at the driveway entrance to La-Z-Boy.
Member Turner abstained from the vote.
b. Request fora "NO PARKING" Zone on Orchard Avenue. North of Clara. to
Provide Site Distance for the Intersection of Clara and Orchard Avenue -
Steve Tuner, MTA
Member Turner advised when stopped west bound at the intersection of Clara and
Orchard Avenues, the sight visibility for north bound traffic is not clear due to vehicles
parked on the street, trees, and shrubbery. He also advised there is no parking
designated on the east side of Orchard Avenue to Ford Street. Member Turner is
requesting a no parking designation on Orchard Avenue, north to Clara, to provide site
distance for the intersection.
Discussion followed regarding this type of situation consist throughout the City. If the
accident reports indicate a problem within a certain area, that area should be reviewed
to correct the problem.
Member Harris advised a bike lane is to be stripped on Orchard Avenue upon the
completion of K-Mart, and may resolve the problem. Member Kennedy noted the bike
lane is to be stripped from Clara Avenue to the intersection Perkins Street and Orchard
Avenue and designated no parking.

ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by
an all AYE voice vote of the members present, that the request fora "NO PARKING"
zone on Orchard Avenue, north of Clara Avenue, to provide site distance for the
intersection of Clara and Orchard Avenues, be denied due to the pending bike lane
striping from Clara Avenue to the intersection of Perkins Street and Orchard Avenue
upon completion of the K-Mart project.
Member Turner abstained from the vote.
OLD BUSINESS
None.
COMMITTEE MEMBER REPORTS
Member Kennedy reported the request for bids for the construction of traffic calming
measures on Clara Avenue and Ford Street was awarded to Ferranti Construction in
the amount of 516,490.
The amount of 540,000 has been budgeted for the construction of traffic calming
devices on Ford Street and Clara Avenue. These monies will fund the contract work,
as well as, the necessary materials, needed to construct landscaped traffic circles at
three locations. The traffic circles are to be constructed or placed by the Wagonseller
Community Group at the following locations:
Myron Street and Ford Street
Sidnie Street and Ford Street
Clara Avenue and Sidnie Street
The work of the contract to be awarded to Ferranti Construction involves the
construction of a traffic island on Ford Street at Orchard Avenue, a bulbout on the
north side of Clara Avenue opposite the curvilinear curb and gutter recently
constructed by K-Mart which together create a curved restriction to the traveled lanes,
and a temporary bulbout on Clara Avenue west of Mason Street. The work is to be
completed 90 days from the award date.
MISCELLANEOUS ITEMS
Member Turner expressed a concern with vehicles parking right-up to the intersections
of Main and Norton and Mason and Norton Streets. Vehicles parked right up to the
intersections narrows the streets creating problems for MTA buses to make right turns
onto Norton, and left turn from Norton onto Main.

Located near the intersection of Mason and Norton, on Mason, is a body shop. There
are employee and customer vehicles parked in front of the shop and on the east side
of Mason right up to the stop sign. Located at the intersection of Main and Norton
Streets are several apartment buildings where vehicles park right up to the
intersection.

Zero Emission Vehicle (ZEV) Demonstration Project

The Mendocino Council of Governments (MCOG) as lead agency in its role of
Regional Transportation Planning Agency for our countywide region, and by
The Renewable Energy Development Institute (REDI), a charitable, nonprofit
educational and scientific 501(c)(3) corporation in Willits.
The ZEV Proj~t is funded br:
• MCOG at $15,000
• Petroleum Violation Escrow Act at $20,000
• In-kind contributions from REDI, Pacific Electric Vehicles, Mendocino Transit
Authority, City of Ukiah, Mendocino County Air Quality Management District,
and others.
Participants include:
• All MCOG member jurisdictions: Cities of Ukiah, Willits, Fort Bragg, Point
Arena, and County of Mendocino
• Public agencies: Air Quality Management District, Mendocino Transit Authority,
California Energy Commission, Brooktrails Township CSD
• Private sector. Pacific Electric Vehicles, InnEVations, Homestead Enterprises,
Pacific Gas & Electric, Energy Conversion Devices, Inc./Ovonic Battery Co.,
and Green Motorworks
Previous Work:
Phase I, Fiscal Year 1996/97: A feasibility study was completed, funded by MCOG at
$5,500 in addition to in-kind contributions, that evaluated and compared production
ZEVs available on the consumer market, specifically for performance in Mendocino
County. Study results provided a recommendation on Phase II.
Current Phase:
Phase II, Fiscal Year 1997/98: The second phase, now in progress, is road testing several
commercial ZEVs entering the market, focusing on our rural setting. ZEVs, and possibly
LEVs--Low Emission Vehicles--such as an electric/natural-gas, will be leased or
borrowed and test driven in both regional commute and in-town modes.
Goals of the project include:
• Participate in statewide clean-air strategies
• Evaluate practicality of ZEV/LEV use in rural transportation
• Collect data for future ZEV/LEV infrastructure planning
• Evaluate public response to ZEV/LEV Ride & Drive
• Demonstrate net metering by feeding photovoltaic remotely-generated electricity
into the utility grid to offset ZEV energy use

Subject: Bus stop relocation requests
Please place the following requests on the next Traffic Engineering Committee
Agenda, December, 1997.
The MTA would like permission to remove the bus stop from the loading zone on
West Perkins, just west of School Street, and relocate it on Perkins Street, one
block west, adjacent to the public parking lot just west of North Oak Street. This
would require the elimination of at least two metered parking spaces on Perkins
Street and some intrusion into one space within the parking lot. The current
location is usually occupied by delivery trucks, making it difficult for both drivers
and passengers to use.
The MTA would also like permission to relocate the stop, northbound on South
State Street, at Luce, in front of Ukiah Valley Lumber, north 112 feet, to a
location behind the existng parking regulation sign. The current location is
obscured by shrubbery and the property owner does not want the landscaping
removed. The proposed location is not landscaped. The stop would include a
slab and bench between the existing sidewalk and curb, like the existing
location. We request that the new location be designated no parking.
I will provide a drawings of these new locations for the agenda packet.

THE OFFICE OF RAY WORSTER
As per my telephone discussion with Donna Worster of The Office of Ray Worster, 643 South
Main Street, she is requesting a red curb on the east of South Main Street from the driveway
of Computer Scene (633 South Main Street) to the driveway of the Back Room Hair Salon (154
East Gobbi), and the removal of 4 designated on-street parking spaces. Her concern is the lack
of sight visibility when exiting the driveway due to on-street parking, and fast pace traffic.
There are 3 designated on-street parking spaces between the driveway of the Back Room Hair
Salon and the driveway to Ray Worster's office; and 1 designated on-street parking space from
the driveway north to the Computer Scene.
It is my understanding Ms. Worster will be present at the December 9, Traffic Engineering
Committee meeting to answer any questions from the Committee Members. Attached is a copy
of Ms. Worster's letter of request. You can reach Ms. Worster at 468-0283.
