AUDIENCE COMMENTS ON NON-AGENDA ITEMS The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The Brown Act regulations do not allow action to be taken on non-agenda items. IV. DISCUSSION/ACTION ITEMS: NEW BUSINESS a. Request to Change Meeting Time of the Traffic Engineering Committee Back to 5:30 p.m. on the Second Tuesday of Every Month -Steve Ford, Chairman. b. Request to Abolish All-Way Stop at Clay and Oak Streets, Establish Two-Way Stop, and make Clay Street a through Street -Councilman Sheridan Malone. c. APPROVAL OF MINUTES -March 12, 1996 ON A MOTION by Member Harris, seconded by Member Kennedy, it was carried by the following roll call vote, to ap rp ove the Minutes of March 12, 1996 with the following correction: Page 8. Committee Member Reports. Pazagraoh 2. 2nd Sentence, replace the twice written word "Smith" with "Standley." Request for a Loading Zone/MTA Bus Loading Zone -South Side of Mill Street in front of 209 Mill Street -George Mayers Roy Smith, UVAH, advised that an adult day care program for severely mentally retarded, handicapped adults will be located at the recently purchased property at 209 Mill Street. At the present time all of the operations stem from the program site on Dora Street. Because of overcrowding, the program is being split and approximately 24 individuals will be moved to the Mill Street building. Most of the people ride MTA on either the public transportation or the charter bus. Bus loading space is needed in front of the building to load and unload the clients; some of them aze in wheelchairs. He further advised that next door to the Mill Street location is a vacant lot owned by Mr. Sanchez. On the west end of Mr. Sanchez's property there is a curb cut for a driveway. The curb then extends easterly to the curb cut on the east side of the building at 209 Mill, where there is a driveway that leads to off street parking in the rear. They are requesting that the area from the curb cut for the driveway in front of the Sanchez property to the curb cut for the driveway along the east side of the building be designated as a bus stop zone. Member Harris asked if there was room for a bus to pull off the street. Mr. Smith replied yes, but presently there are cazs parked there. Member Kennedy inquired regarding the distance between curb cut to curb cut. Bob Butler, MTA, replied the distance is approximately 70 feet, or three parking spaces. Member Looney inquired whether the off-street parking was along the driveway on the east side. Mr. Smith replied yes; in addition, there is parking in the back of the building. Member Harris stated his concern regarding whether Mill Street is wide enough to accommodate a bus stop. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE April 9, 1996 Page 2 Mr. Butler replied that presently there are cars parked both on the south and north sides of the two-way street. Member Fernandez inquired relative to the arrival and departure times of the UVAH clients. Mr. Smith replied people arrive from 8:00 a.m. to 9:00 a.m., and depart between 2:30 p.m. and 4:30 p.m. Member Kennedy asked if the three parking spaces were used frequently since the adjacent property was vacant. Mr. Smith replied that a few employees from the Daily Journal park in that area. Member Looney stated the only parking impact he observed related to the building at 209 Mill, which is their own business. Member Kennedy commented that anyone developing the property to the west will be impacted; however, they can also park on the north side of Mill Street. Street parking is not necessarily exclusive to the abutting property owner. Member Fernandez asked if the street is abnormally narrow. Member Looney replied that it is narrower further west. Mr. Butler stated he has taken the coach to that location and employed the wheelchair lift, and found there is sufficient width. Discussion followed relative to whether all three parking spaces were necessary for the bus zone ON A MOTION by Member Dewey, seconded by Member Kennedy, it was carried by an all AYE vocal vote, to recommend to the City Council the elimination of three parking spaces and installation of a bus/loading zone on the south side of Mill Street in front of 209 Mill Street. Discussion followed relative to the time line for completion of the project; it was noted the item will come before the City Council at the April 17 meeting. OLD BUSINESS None None MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE April 9, 1996 Page 3 MISCELLANEOUS ITEMS Member Harris advised there was a request from the Downtown Merchants Association regarding closing all lanes of a two block portion of State Street during the car show in August. Discussion followed wherein it was determined approval for street closure was customarily sought through the Engineering Department. The City Engineer clarified his position of a negative on the State Street closure, recommending instead the cars be displayed further south on School Street with the use of Oak Street, if necessary. The decision may be appealed to the City Council. Discussion was had relative to developing the railroad depot as a transportation hub, and whether the building should be torn down or remodeled. Further discussion followed regarding the location for a Greyhound bus stop. He wanted to know that he is opposed to moving the meeting time back to 5:30 p. m. and wants to stay at 3:00 p.m. He also is asking that if he is late if this item can be moved towards the end of the meeting, if not he wanted you relay that is opposed moving the time back.
