Mr. Sterling Norgard, 415 Jones Street, expressed a concern of on-street parking in front of his home. The on-street parking are employees from the surrounding businesses that do not have adequate on-site parking. Because of this problem with the on-street parking, does not allow for guest to park in front of his home. Pictures of the on-street parking were presented to the Committee. Mr. Kennedy advised there are two problems, (1) street sweeping, because of the schedule do the Street Sweeper and the on-street parking, the Street Sweeper is unable to sweep the entire curb area. The second problem is from time to time Mr. Norgard's guests cannot park in front of his residence when visiting because of on-street parking by the employees. He also advised on December 26, 1995, he wrote a letter to Mr. Alfano of CEMA asking him to instruct his employees not to park in front of Mr. Norgard's home on the scheduled day for street sweeping. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE June 11, 1996 Page 1 He discussed with Jim Looney, Public Works Superintendent, the possibility of rescheduling street sweeping for Jones Street to 6:30 a. m. Chairman Ford asked when the property was converted what were the requirements for on-site parking. Mr. Harris responded the building has been an office for 20 years. Mr. Kennedy advised there was a portable office trailer parked on the street over the 30-day requirement, and asked Carl Tuliback, Code Enforcement Officer to check into the situation. Mr. Kennedy advised in Vehicle Code Section 22507, "The City may by ordinance or resolution prohibit or restrict the stopping, parking, or standing of vehicles on certain streets or highways or portions thereof during all or certain hours of the day. The ordinance or resolution may include a designation of certain streets upon which preferential parking privileges are given to residents and merchants adjacent to the streets for their use and the use of their guests under which the residents and merchants may issue a permit or permits which exempt them from prohibition. " Discussion followed regarding on-street parking by employees of CEMA, the medical offices, and the Mental Health Outpatient office; from time to time there aze no vehicles parked in front of Mr. Norgard's property; the on-street parking is outside the Parking District and no time zone can be posted; the City can post "NO PARING DURING 8:00 A.M. to 5:00 P.M.", and the adjacent property owner obtains a parking permit; the Mental Health office will be relocating to the new County building on Bush Street on July 1, 1996; there is potential parking hazard when UPS, FED EX and other vehicles double park when delivering packages; and after the Mental Health office relocates the new renters may have to apply for a use permit at which time adequate on-street parking will be required, and the traffic flow from the new renters may change drastically. Member Harris, seconded by Member Fernandez, on an all AYE vote that the Traffic Engineering Committee request a report from the Planning Department regarding on-site parking requirements for the site, request a report from Cazl Tuliback, Code Enforcement Officer, relative to his efforts to the on-street and on-site parking, and the portable office trailer; that the tenants of the property be informed of the existing problems; and send a survey be sent to the residents of the azea asking their opinion to the problems on-street parking and return all information to the Committee a[ the July or August meeting.
