AUDIENCE COMMENTS ON NON-AGENDA ITEMS Vice-Chairman Fernandez read audience comments. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE July 9, 1996 Page I DISCUSSION/ACTION ITEMS NEW BUSINESS b. Request to Change the Limited Parking to 24 Minutes on East Side of North Oak Street and the Establishment of a "No Parkin" Zone on the Wes[ Side in the vicinity of 430 North Oak Street -Susan Meier Susan Meier stated she leases the property at 430 North Oak Street and operates a plant nursery at this location. Several years ago, the City of Ukiah Planning Commission granted Variance No. 90-70 to the County of Mendocino (AODP) to lease 302 West Henry Street as an alcohol and drug rehabilitation facility with occasional out-patient use. The terms of the Variance Permit required the County to lease off-site parking from the City of Ukiah in the lot on North School Street, which is rarely used by County patients. The bottle neck is created due to the fact the street narrows significantly north of the North Oak Street and West Henry Street intersection with parking on both sides of the street creating poor sight visibility when existing the driveway. Ms. Meier is requesting the removal of the 2-hour parking limit from the intersection to the creek bridge and establish a "No Parking" zone on the west side of the street south of the AODP driveway to the creek bridge. Another alternative would be to establish a 24 minute parking on the east side of the street from the intersection to the creek bridge, or on both sides of North Oak Street with a loading zone near the nursery, or an extended passenger loading zone. Member Seanor advised North Oak Street is 34-feet in width and immediately south of Wes[ Henry the street widens to approximately 42 feet in width. There is also a small hill from Henry Street from the north. The no parking on [he west side of the street would affect the AODP office. Member Turner stated traftic speed is slower because of the on-street parking and the narrow street, the removal of on-street parking may create an increase in traffic speed. He questioned if Oak Street is the same width north to Low Gap Road. Member Seanor responded the street is 34-feet in width. Discussion followed regarding that a questionnaire be sent to all residents and businesses within this area; this request requires a recommendation to the City Council for approval; and AODP has parking access from the south side of Henry Street. Member expressed a concern for increased traftic speed in this area if on-street parking is removed. Member Seanor noted there is no red zone on the west side of the street. A representative for AODP stated he was against the no parking zone and would be in agreement MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE July 9, 1996 Page 2 for a loading zone. AODP has asked clients not to park on the street and to utilize the off-street parking. Mr. Walsh, AODP, stated he is against the no parking zone and is acceptable to a passenger loading zone. AODP has made a significant effort to address the parking issue. Discussion followed regarding a current speed study for Oak Street, and the removal of on-street parking creating increased traffic speed. ON A MOTION by Member Turner, seconded by Member Harris, that the Traffic Engineering Committee obtain information on all existing speed study data for North Oak Street; send a questionnaire to the residents and businesses between Scott and Standley Streets advising them of the request and that changes have been considered regarding on-street parking, and bring all information back to the Committee at the September meeting. The Committee at that time will make a recommendation to the City Council for action. AYES: Members Seanor, Dewey, Harris, Turner, and Vice-Chairman Fernandez NOES: None. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE July 9, 1996 Page 3 COMMITTEE MEMBER REPORTS MISCELLANEOUS ITEMS Randy Jacobson, 618 South Oak Street, is requesting the removal of all 2 hour parking limit signs between the Civic Center and Mill Street on South Oak Street. The house is currently for sale, and potential buyers have expressed a concern for the parking restrictions due to the 2 hour parking limit signs. The only on-site parking is the driveway. ON A MOTION by Member Harris, that the request from Mr. Jacobson be placed on the September agenda and that the Engineering Division provide the Traffic Engineering Committee with a recommendation on the removal or retention of parking for recommendation [o the City Council. Motion fails. ON A MOTION by Member Turner, Member Seanor, that the Traffic Engineering Committee recognize this matter as an emergency to the property owner and place this request on the agenda as an emergency item for consideration due to the fact the property owner has an urgency to selling the property. AYES: Members Seanor and Turner NOES: Member Harris ABSENT: Members Kennedy, Looney, and Chairman Ford ABSTAIN: Member Dewey and Vice-Chairman Fernandez Motion fails. Member Harris expressed he felt this request is not an emergency. The current property owner purchased [he house within the last few years under the same conditions he is trying to sell the house for, and that the parking requirements have not changed during that time. Discussion followed regarding the Brown Act and placing a request on the agenda; the request can be placed on the agenda if the Committee considers the request an emergency and the motion is approved unanimously; and the removal of the two hour parking may bring downtown employees/customer parking to park in this area all day. Existing sidings running diagonally across site is another potentially "hazardous material" area. 2) Extension of Clay Street across tracks may not be implemented. This new railroad crossing would require P.U.C. approval and would limit rail platform length to below the recommended 800 feet length preferred by CalTrans, Division of Rail. 3) General plan calls for widening of Perkins which will improve direct access to Highway 101. Perkins will be primary bus/car entrance to Transit Facility irrespective of Transit Centers location with in parcel. 4) Leslie/Hospital Drive intersections will create congestion for turning movements into the Transit Center. Redevelopment strategy plan calls for realignment of Leslie west to connect with Hospital Drive thereby creating one signalized intersection. Realigned, Leslie would create ideal street access for Transit Center with protected left turn capability for buses/cars traveling west from Highway 101. 5) West side of Leslie generally blocks view and access to parcel. Acquisition of undeveloped smaller parcels would enhance "public" exposure of site. 6) Sound and visual screen wall should be considered along west side of railroad right of way to shield undesirable industrial buildings from view and encourage development of parcel surrounding Transit Center. 7) Redevelopment Strategy Plan calls for residential development south of the transit center along the railroad corridor. Low density residential development favored in rural areas however, is not consistent with transit oriented land uses. 8) Tourist oriented development cited in the Redevelopment Strategy Report i.e., visitors center, wine tasting, retail fruit outlet, etc. may be appropriate uses to consider as part of a joint use "Railroad Square" complex. A historical theme derived from the existing brick train station seems like a good starting point to build on as a tourist "drawing card". Note: This concept is currently under study by Sonoma County Transit for a Geyserville station. Request for permission to place a bus stop and passenger shelter on 1051 North Bush Street, at Jack Simpson Senior Apartments. 2. Request a change in the parking zone at Jack Simpson Senior Apartrnents. MTA is requesting permission to install a bus stop and passenger shelter forty five feet north of the North Bush Street & Low Gap Road intersection on the east side of the street. See Diagram 1. We would like to improve accessability to the senior citizens of [he Jack Simpson and Walnut Village areas. The bus stop on the southeast corner of N. Bush St. & Low Gap Rd. has been a difficult location to board or alight persons in wheelchairs. The sidewalk is not large enough to accommodate the deployment of our wheelchair lifts, so we require that our vehicles pazk farther away from the curb to deploy. See photo number two. The proposed bus stop on the northeast comer will contain an accessible wheelchair waiting area, according to A.D.A. requirements, with sufficient space to deploy our wheelchair lifr. See photo number three and four. I am in the fmal stages of completing the encroachment permit with Jack Simpson Senior AparGnents. We will build the passenger shelter into their planter area. See Diagram 2. The new aluminum and plexiglass shelter, similar to the new shelter at the Library, will not interfere with pedestrian traffic on North Bush Street. At the request of Jack Simpson Apt., all of the windows in this shelter will be transparent plexiglass panels. Finally, we are requesting a change of striping to a section of the parking zone in front of Jack Simpson Apartments. The curb from the proposed bus stop to the south driveway of the apartment complex is unpainted (approximately fifty feet). We are requesting that they would change the zone to "no parking," and paint the curb red. This will allow sufficient space for our vehicles to merge back into the flow of traffic. i have spoken with the management of Jack Simpson Apartments about the change in the zoning, and they have approved the change. ANDERSEN ASSISTANT COUNTY ADMINISTRATIVE OFFICER As you are aware, the Mendocino County administrative offices have relocated to our complex at Low Gap and Bush Streets. Our request is to have the red curb extended from the fire hydrant on Bush Street south to the driveway into the complex. Presently, the way the curb is painted directly in front of the hydrant leaves one parking space between the red curb and the driveway. When a car is parked in that spot, there is not adequate visibility to enter Bush Street from the driveway without pulling into the street through the bicycle lane. We are very concerned that with school starting next week, there is an increased hazard because of the added traffic and school children both walking and riding bicycles.
