APPROVAL OF MINUTES Minutes of May 14, 1996 ON A MOTION by Member Turner, seconded by Member Looney, it was carried by an all AYE vote to approve the minutes of May 14, 1996, at submitted. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE September 10, 1996 Page 1 Minutes of July 9, 1996 Member Seanor made a correction on Page 2, Paragraph 6, delete the word resident and add red zone, to read as follows: "Member Seanor noted there is no red zone on the west side of the street. " ON A MOTION by Member Turner, seconded by Member Dewey, it was carried by an all AYE vote to approve the minutes of July 9, 1996, as corrected. DISCUSSION/ACTION ITEMS: NEW BUSINESS b. Establish Two (2) or Four (4) 24-Minute Parking Spaces located in front of 260 South School Street -Mike Rogers Mike Rogers of Triple-S-Camera stated due to the increased activity at the Convention Center and increased all-day activities, he is requesting that the City designate two to four 24-minute parking spaces in front of 260 South School Street, and eliminate two of the four 24-minute spaces located in the rear parking lot. He expressed this will improve traffic flow and enable customers to get to the store and other stores more freely. Member Turner questioned should this request and determination be made by [he Downtown Revitilization Director Larry DeKnoblough. Member Harris responded the Traffic Engineering Committee will have to make a recommendation to the City Council. Members Turner and Harris stated they have no problem with the elimination of two of the four 24-minute parking spaces located in the rear parking lot, and the designation of two 24-minute parking spaces in the front of 260 South School Street. ON A MOTION by Member Turner, seconded by Member Harris, it was carried by a vote, that the Traffic Engineering Committee recommend to the City Council that the Downtown Revitilization Director Larry DeKnoblough determine which two of the four 24-minute parking spaces located in the rear parking lot behind 260 South School Street be eliminated, and designate the location of the two 24-minute parking spaces in front of 260 South School Street. Request for a Commercial Bus Stoa at the Curb in Front of 765-B South State Street - Anytime Taxi Company and Greyhound Bus Lines Larry Woods advised a request was made by Anytime Taxi Company and Greyhound Bus Lines to allow a commercial bus stop at the curb in front of 765-8 South State Street which is adjacent to the Hong Kong Restaurant. The affected curb area consists of a 60 foot long portion of the curb along the east side of South State Street between the driveway entrance of the restaurant to the nearest driveway located on a parcel of the north. A representative of World Wide Travel stated customers riding the bus line use their lobby on a daily basis to wait for the btts and when getting off the bus, and «se the parking lot to park their vehicles. She also stated the number of customers for the bus line is increasing. World Wide Travel is requesting that Greyhound Bus Lines move their bus stop to the proposed location. Tighe Boyle of Greyhound Bus Lines stated the bus stops 4 times at this location - 1 bus stops at 3:15, 1 bus stops at 3:25, and 2 buses stop after 12:00 midnight. Staff advised in October a public hearing will be conducted by the City Council on Staff's proposal to change North State Street from 4 lanes to 5 lanes with the center lane for left and right hand turns, and all on-street parking will be eliminated. Discussion followed regarding Anytime Taxi obtaining a Use Permit for the relocation of their office, and customers utilizing the restaurant for refreshments while waiting to board the bus and when getting off the bus. Member Turner made a motion that the Traftic Engineering Committee approve the red curb subject to the Planning Commission's approval of the Use Permit. Motion fails. Member Turner made a motion that the Traffic Engineering Committee approve [he red curb subject to the Planning Commission's approval of the Use Permit, and acknowledges if State Street is not restripped with the installation of the center lane, the Traffic Engineering Committee recommends to the City Council the approval of the red curb. Motion fails. Member Turner expressed a concern that Staff did not present and receive input from the Traffic Engineering Committee regarding the proposed recommendation to the City Council to restripe State Street with the installation of a center lane for left and right turns, and the removal of on- street parking. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE September 10, 1996 Page 3 Chairman Fernandez stated no recommendation or approval is required from the the Traffic Engineering Committee for the relocation of the Greyhound Bus stop to 765-B South State Street. Chairman Fernandez and Member Turner recommended to representatives of Greyhound Bus Line and Anytime Taxi to attend the public hearing in October for the proposal to change Stale Street [0 5 lanes and the removal of off-street parking. OLD BUSINESS a. Reconsider action taken by the Traffic En ing Bering Committee on the Conceptual Design of Traffic Calming Devices for Clara Avenue and Ford Street Eric Larson presented brochures on planters used for traffic calming devices in other communities. Discussion followed regarding Orchard and Clara with a standard traffic island on Clara; Orchard and Ford with a standard traffic island on Ford; three traffic circles of 12 foot diameter in the middle of the road, two of them on Ford at Myron and Sidnie, and one at Clara and Sidnie; and a neckdown at the intersection of Clara and Mason, east and west of the railroad crossing; there is $40,000 available for this project; the traftic circles are removable should the traffic circle not accomplish the objectives; the enlarging of and increasing the heigth of the traffic circles to prevent approaching vehicles from going the wrong way on the street and driving up and over the circles; and that this project is still in the experimental stage. ON A MOTION by Member Turner, seconded by Member Dewey, to revise the motion in the May 14, 1996 minutes that the original proposed concept be revised to include the 2 rings on Ford and 1 ring on Clara, and that the City Engineer assume responsibility of determining adequate size and height for site visibility due to people may not see the rings and could cause an accident for the lack of visibility. Verbal Discussion of Conceptual Plan for Ukiah Transit Center -MTA A Steering Committee has been comprised of the City of Ukiah, Chamber of Commerce, County, transits, and other interested community members for the purpose of creating a master plan for the future development of the nearly twelve acre site at the Ukiah rail station. The North Coast Railroad Authority is the new ownership of both the rail and adjacent lands. The master plan is to include housing, restaurants, bed and breakfast inns, shops, and a centralized tourist information center. Issues discussed by the Committee are access to the project, Leslie Street has a very narrow frontage and is landlocked along Leslie; the short-term access is Perkins Street; an option is the re-alignment of a new access between Hospital Drive and dead-ending into Leslie Street with traffic signalization on Leslie Street; will need a controlled intersection for the buses; the Clay Street extension would increase connections to the downtwon area; development of through traffic on Orchard Avenue may create increased traftc in the residential areas; NCRA is opposed to at-grade crossings; NCRA requires the passenger platform to be 800 feet long; and surrounding properties and Gibson Creek cut off access to the property. The homeowner is currently trying to sell his home and that potential buyers have expressed a concern for the parking restrictions. Discussion followed regarding the removal of the 2 hour parking restrictions will allow the residents of the apartments and employees of businesses within this area to park in front of the resident. Traffic is a quality of life issue that our citizens face daily and their frustrations need to be addressed quickly and thoroughly. Over [he past several months other obligations have interfered with my ability to do this and I feel I must step down. I have enjoyed working with [he my fellow committee members and will miss [hem. They are conscientious and open minded in their efforts to reconcile the principles of traffic engineering with public requests and always willing [o fully involve, concerned citizens in discussions. Our last meeting, which y'ou attended, was typical of the quality and the quantity of work they do throughout the yeaz. I have also found the support staff to be extremely helpful. As a committee member and a citizen of Ukiah, I feel I am well served. As I depart, I would like [o offer a couple of observations. During my four years on the Traffic and Engineering Committee we have resolved a lot of problems, I hope successfully Unfortunately, many of these aze recurring situations that need a more comprehensive solution. I am wnvinced that traffic m Ukiah needs to be addressed as a system and not as a collection of localized or neighborhood problems. I sat on the Traffic and Circulation Element Committee for the new General Plan and we spent a great deal of time working on this. Some of the proposed actions can be implemented at little cost and great benefit to the City. I believe [he members of the Traffic and Engineering Committee have the necessary expertise to work out the details but, as an adjunct to City staff, they need specific direction from the Council or City Manager to do so. When selecting yow representative on the Traffic and Engineering Committee please consider the Director of Planning. At the time I joined the Committee, this was Mike Hams's position. His presence assured that someone knowledgeable on current traffic issues was present to advise at Plamting Commission and Citv Council meetings. He also knew what else was m the works. Too often now projects aze well advanced before the Committee is involved in the process. They seem [o be presented more as advisory items after decisions have been reached or commitments made. The Committee finds itself attempting to correct or mitigate problems rather than create designs which prevent them in the first place. This is poor engineering practice, creates unnecessary workload for staff and the Committee and results in less than satisfactory solutions for the public. I noticed [his particularly with respect to the Downtown and Redevelopment. Those involved are doing their job but there is no one individual to provide a common link. Finally, I would like to offer you my best wishes. I hope that your years on the City staff have created a level of trust and confidence that will serve you well during the difficult times ahead I will continue to take an interest in City affairs and if I can be of any service please let me know. Kennedy, Director of Public Works/City Engineer ~~• RE: TRAFFIC DIVERSION AND CALMING ON LORRAINE STREET SOUTH OF MARLENE STREET Subsequent to the extension of Orchard Avenue to Marlene Street and the construction of Airport Park Boulevard and the Wal-Mart project, Lorraine Street between Marlene and Old Talmage Road (frontage road) has experienced a significant increase in traffic volume as well has vehicular speed. Pre-Orchard Avenue extension, Pre-Wal-Mart and post Wal-Mart traffic counts were taken in September 1992, August 1993, and June 1994, respectively. The percent increase in the weekday average daily traffic vulume for both directions from the Pre-Orchard Extension to the Post-Orchard/Pre-Wal-Mart is 4S percent. The percent increase from the Pre-Orchard Extension to Post-Wal-Mart is 142 percent. Pursuant to the Provisions of Condition No. 29 of the Conditions of Approval for the Wal-Mar[ Store Site Development Permit No. 90-87, "the City shall install traffic diversion measures on Lorraine and Marlene Streets as designed and recommended by the City Engineer if warranted by traffic monitoring studies. After a period of 12 months following the installation of the traffic diversion measures, the City Engineer shall review the traffic loads on the residential neighborhood north of Wal-Mart to determine whether these measures have effectively preserved the quiet residential character of the neighborhood without imposing an undue burden on neighborhood residents. If the City Engineer determines that these measures are not a practical solution to traffic impacts on the neighborhood, the City Engineer shall prepare for the City Council's consideration a resolution estahlishing an off-site capital improvement fee for the Airport Industrial Park to fund the costs of improving Waugh Lane to act as a collector street to relieve the neighborhood from additional traffic impacts and/or fund costs of providing curbs, gutters, and sidewalks on Betty and Lon~aine Streets for safety purposes." At the request of Sylvia Rocha, resident of Lorraine Street, a meeting between Engineering Staff and the residents of Lorraine Street was conducted on September 19, 1996, to afford these residents the opportunity to discuss their safety concerns related to the increase in traffic volume and vehicular speeds on Lorraine Street south of Marlene Street. Mrs. Rocha facilitated the notification of the meeting and it was suggested by the Director that the invitation should be restricted to those residents residing on Lorraine south of Marlene and on Marlene east of Lorraine in order to facilitate a focused meeting. Prior to beginning the meeting, the Director presented the before and after Wal-Mart traffic volumes and confirmed that a substantial increase in volume had occurred. The Director also discussed the contents of a petition dated May ?4, 1993, and signed by 38 residents. The petition indicated that the petitioners preferred the establishment of a one-way street for east bound traffic on Marlene Street from Lorraine Street to Orchard Avenue. The petitioners did not desire a barricade at any location. The following suggestions were presented to and discussed with Staff by those attending the September 19, 1996 meeting. Barricade across Marlene Street at Orchard Avenue. 2. Make Marlene aone-way street for east bound traffic from Lorraine to Orchard. 3. Dead end Lorraine Street at Old Talmage Road. 4. Speed bumps on Lorraine from Marlene to Old Talmage Road. 5. Make Betty Street and Lorraine Street aone-way couplet. 6. Installation of 25 M.P.H. speed sign. The Director suggested the following moditications to their ideas and brought forth another measure. Instead of speed bumps, utilize speed humps, constructed at three (3) locations. 2. Consider the removal of the through vehicular movement across Talmage to and from the Airport Industrial Park. Left and right turns onto and from Talmage would still be permitted. The Director also suggested that the group concentrate on those measures which would impact them directly and not their neighbors on Qetty Street and Lorraine north of Marlene. After discussing the measures suggested, the residents were canvassed for each suggestion. 1. Speed humps on Lorraine at three (3) locations 19 votes 2. Marlene one-way east bound 2 votes 3. One-way couplet for Betty and Lorraine 12 votes 4. Left and right turns only at Talmage and Airport Park Boulevard (removal of through movement into and from the Airport Industrial Park) 16 votes 5. Barricade south end of Lurraine 12 votes 6. Barricade at Marlene and Orchard 14 votes AL the conclusion of the meeting most residents agreed that the Director should present to the Traffic Engineering Committee and City Council for their approval, both [he installation of the speed humps (speed control) and the removal of the north/south through movement at Talmage and Airport Park Boulevard ter traftc diversion. A petition signed by 47 residents and a letter from Sherri Walker were presented to Staff at the meeting. Another item to consider in conjunction with the proposed implementation of Measures 1 and 4, is the establishment of a 15 M.P.H. speed zone for Lorraine Street south of Marlene pursuant to the provisions of Section 22358.3, "Decrease on Narrow Slreel," of the California Vehicle Code. This section provides for the establishment of either a 20 or l5 M.P.H., whichever is found most appropriate, reasonable, and safe, for streets within a residential or business district having a roadway not exceeding 25 feet in width. To be specific, increased traffic on Lorraine Street between Orchard and Talmage. I understand there have been complaints made many times, and I feel the need to add my concerns. I realize that the fact that it is unsafe for my child to play in our front yard is my problem, as is the knowledge that having certain animals is dangerous to their well being. It is not safe for a child to be in the front yard, and very dangerous for him to try and ride a bicycle anywhere near that area. Family cats are constantly run over by speeding motorist, that is traumatic enough, are our children next? Now I understand that you do not have the time or money to control the traffic problem, police cars would need to be stationed on Lorraine day and night. I do believe however, that you could come up with a solution to the increased traffic on such a narrow street, that is lacking the safety of sidewalks. Take a walk through our neighborhood and you will see first hand what the danger is. Walking along the edge of the road, then venturing into the road around a car parked as close to the fence as humanly possible. Seeing that two vehicles are approaching you. Each car moving in opposite directions and in a hurry. It is difficult enough for these cars to pass in opposite directions when a car is parked, but adding you makes it impossible without one car stopping to wait until it is safe. It is my experience that many motorist do not have the time, patience, or common sense to do this. After flattening yourself against the parked car, wondering how you escaped unharmed, you will understand the concern of our neighborhood. ~J77fICf/.~-~E.«T '~~ / aL Z You may ask why the pedestrian does not stop behind the parked car until safe to walk. It can be done, depending on where you are. Some cars turn onto Lorraine so quickly that they are half way down the street before you notice them. That makes walking as well as pulling out of driveways a dangerous sport. Anytime you need a little excitement come on over. I'll let you practice dodging speeding cars from my driveway. It will be sure to make your heart race. Now I ask, how can we make this a safe community for all to enjoy? Does it mean adding sidewalks to an already narrow street? Putting in speed bumps to force vehicle operators to drive at safe speeds? Turning Lorraine and Betty into one way streets, or closing our street off to through traffic? I am sure that you considered this before opening Orchard, or prior to the construction of Wal Mart. We need something done now, before a tragedy. Because of the path taken by vehicles traveling from Lorraine Street to Cooper Lane, we had to move the tubes around the corner onto Cooper in order to place them perpendicular to traffic flow. Tubes were checked daily and refastened if needed. For this reason, the counts on Marlene (east) for 08/26/92 and Waugh (north) for 09/01/92 are suspect. We have done no other analysis of the counts. Locations for the counts and the corresponding codes are shown on the attached map. These are the same locations which were counted in September 1992 and August 1993. Counters were checked each morning and refastened if needed. Please note the following: Location #72 was only counted for three and one half days because of problems with ttre counter. Counters at locations #71, 72, 73, and 74 were retrieved before 10:00 AM on 'T'hursday 12 May 1994. 5-11-94 Marlene St. (east), Channel 2 hose was found pulled loose when the counter was retrieved. 5-22-94 Waugh Lane (north), Channel 1 hose pulled loose sometime Sunday afternoon. Refastened before 9:00 AM Monday. Because the machine uses Channel 1 counts to calculate Channel 2 counts, •and not vice versa, Channel 2 counts are high. 5-25-94 Waugh Lane (north), Channel 2 hose pulled apart Wednesday afternoon. We believe these modifications will address some of the safety and visibility concerns expressed by the Committee. The neighborhood committee has come up with three different designs, in addition to the original curb type design, for each of the three locations requested. These designs reflect choices and options available in terms of cost and aesthetics. All three designs provide a higher visual profile which is anticipated to attract the drivers attention. Each design is movable and portable to varying degrees. Two of the designs can be enlarged or reduced in size to accommodate different situations. We feel that it is imperative that the project be approved for all of the intersections in order to provide valid statistical informations regarding the overall effect of slowing traffic over several blocks of residential streets.. With the assistance of public works and public safety personnel, we will conduct "before" and "after" surveys of traffic volumes and average "high" and 85th percentile speeds and traffic calmed intersections and mid-block segments. We will also gather information from residents as to their reactions to the project. Design #1 -Large reinforced concrete planters - Proposed location: Myron and Ford St. A grouping of 3 - 8 large concrete planters (with landscape plantings) will be arranged in the center of the intersection in a circle roughly the same diameter as the originally proposed 12' concrete curb rings. They will be 24" - 30" in height. This will effectively block clear vision of the roadway ahead, while presenting the drivers with a visually pleasing effect, causing them to slow down as the negotiate the intersection. Necessary night reflectors or reflective paint and directional indicators will be discreetly incorporated into the planter grouping. Maintenance of the landscaping will be the responsibility of the residents. Although relatively expensive, this design represents the most portable, flexible, and aesthetically pleasing design idea we have seen. It is also the most susceptible to damage from careless drivers and vandalism, thus representing a potentially greater risk to our investment of capital improvements. Design #2 -Pre-cast "retaining wall" blocks - Proposed location: Clara and Sidnie St. Interlocking stone faced block segments approximately 6" X 12", will be arranged to forma 12' diameter circle approximately 18" - 20" in height tapering back approximately 6" at the top. The ring will be filled with moisture retentive material and top soil mounded to approximately 24" - 30" in height with landscaping. This design will contain the same reflectors, landscaping, and signage as the concrete planters. While less unique than the planters, this design has the ability to be expanded and contracted by removing or adding blocks. Cost of this design is roughly 1/2 that of the planters and is less susceptible to vandalism or other damage. Design /{3 -Large Diameter Heavy Equipment Tire Casing - Proposed location: Sidme and Ford St. This design may stir controversy, but it offers an inexpensive, safe, and virtually indestructible solution to calming traffic. The concept is to acquire a large diameter fire casing (8' - 10' in diameter) and modify it by cutting away one wall and turning it inside out, if possible, to look something like the tire planters used in some home gardens. It would be painted white and possibly have a colorful mural painted around the outside. The office of Empire Waste in Petaluma is very interested in this design and has agreed to provide such a tire. This design will contain the same reflectors, landscaping, and signage as the concrete planters. Although this design is not easily modified in terms of size and shape it will cost next to nothing and would be impervious to damage. This project is funded 90% by Caltrans and includes funding for engineering design. The matching funds of $5,000 have been approved and included in the fiscal year 1996/1997 budget fund 301.9829. This project would construct a two way left turn lane on South State Street from Mill Street to Hastings Avenue by either restriping or remarking (with pavement markers). Please note attachment number 1 which identifies the limits of the project. The project would include short transitions into the two way left turn lanes north of Mill Street and south of Hastings Avenue. The purpose of the project is to provide safer turning movements at mid-block commercial driveways and intersections. The project application was submitted to Caltrans in October 1995. During the three years prior, staff identified a total of 52 injury and fatal accidents and 88 property damage only accidents. Please refer to attachment number 2. By constructing this project, staff believes that the accident count within the project area will be substantially reduced. The project is tied closely to the W-Trans report on Traffic Signal Coordination. In that report it is recommended that two of the intersections within this project area, Mill Street and Talmage Road, be reconfigured to have a left turn lane with a protected left turn phase on the traffic signal. Through initial project design it has been determined that South State Street has insufficient width to allow both the two way left turn lane and curbside parking. As such, a no parking zone will be required on both sides of South State Street from 200 feet north of Mill Street to 250 feet south of Hastings Avenue/Washington Avenue. Staff has calculated a total of 121 parking spaces on South State Street within the project limits. During random inspections on three separate dates, staff noted a maximum of five cars parked on South Street State in the proposed project area. Staff believes there is adequate off-street parking for vehicles. Therefore the loss of parking spaces due to the proposed no-parking zone will not drastically impact businesses. Staff has spoken to the Mendocino Transit Authority (MTA) regarding this project. At present there are 10 bus stops located within the project limits. Funds for bus turn-outs have not been identified in the project. During transfer of passengers at the bus stops cars would be delayed briefly if unable to change lanes to go around the bus when it is stopped in the outside lane. Given the width of the turning lanes, the radius of current curb returns are deficient. The west leg of the intersection needs widening and additional right-of-way has been acquired for this purpose. Existing sidings running diagonally across site is another potentially "hazardous material" area. 2) Extension of Clay Street across tracks may not be implemented. This new railroad crossing would require P.U.C. approval and would limit rail platform length to below the recommended 800 feet length preferred by CalTrans, Division of Rail. 3) General plan calls for widening of Perkins which will improve direct access to Highway 101. Perkins will be primary bus/car entrance to Transit Facility irrespective of Transit Centers location with in parcel. 4) Leslie/Hospital Drive intersections will create congestion for turning movements into the Transit Center. Redevelopment strategy plan calls for realignment of Leslie west to connect with Hospital Drive thereby creating one signalized intersection. Realigned, Leslie would create ideal street access for Transit Center with protected left turn capability for buses/cars traveling west from Highway 101. 5) West side of Leslie generally blocks view and access to parcel. Acquisition of undeveloped smaller parcels would enhance "public" exposure of site. 6) Sound and visual screen wall should be considered along west side of railroad right of way to shield undesirable industrial buildings from view and encourage development of parcel surrounding Transit Center. 7) Redevelopment Strategy Plan calls for residential development south of the transit center along the railroad corridor. Low density residential development favored in rural areas however, is not consistent with transit oriented land uses. 8) Tourist oriented development cited in the Redevelopment Strategy Report i.e., visitors center, wine tasting, retail fruit outlet, etc. may be appropriate uses to consider as part of a joint use "Railroad Square" complex. A historical theme derived from the existing brick train station seems like a good starting point to build on as a tourist "drawing card". Note: This concept is currently under study by Sonoma County Transit for a Geyserville station.
