The Traffic Engineering Committee meeting was called to order by Chairman Turner at 5:35 p.m. Roll
was called with the results listed above.
Susan Barnhill, Interim-Director of New Mendocino County Service for Persons with Disabilities advised
Community Resources for Independence (CRI) is a consumer controlled, cross disability, non-profit
governed and staffed by a majority of persons with different types of disabilities. CRI was founded in
1976 by Edwazd Roberts and a group of disabled and non-disabled Sonoma County residents to empower
individuals with disabilities to achieve independent living through self-advocacy and self-determination.
CRI is expanding services to persons with disabilities in Mendocino and Lake Counties. Ukiah is the
location of the main branch office with future satellite offices expected in Cleazlake and Fort Bragg.
Services will include benefits counseling; attendant referral land recruitment; housing assistance; peer
wunseling; independent living skills training; information and referral; individual and group advocacy.
Ms. Barnhill discussed the need for a curb return wheelchair ramp in the vicinity of the Public Library
at the corner of Perkins and Main, and the Indian Senior Center located at 425 North State Street. She
also advised that the cub cut north of the Coffee Critic needs to be remodeled because the lip is too high.
Member Kennedy requested Ms. Baznhill's assistance in helping the City identify and prioritize locations

needing curb cuts. Member Kennedy advised that the City has adopted an ADA Curb Cut Transition
Plan, however, the number of locations requiring the ADA specified ramp has not been determined. City
has limited funds from which it can use to construct the ramps. The City endeavors to concentrate its
priority in the business district, adjacent to public facilities and other azeas having high pedestrian traffic.

The minutes of April 19, 1995, were not available for approval.
AUDIENCE COMMENTS ON NON-AGENDA TTEMS
Chairman Turner read "Audience Comments on Non-Agenda Items" to those present.
NEW BUSINESS
a. Election of Chairman and Vice-Chairman
ON A MOTION by Chairman Turner, seconded by Member Looney, it was carried by an all AYE vote
to elect Steve Ford as Chairman.
ON A MOTION by Member Kennedy, seconded by Member Hazris, it was carried by an all AYE vote
to elect William Fernandez asVice-Chairman.
b. R~,guest to Remove Restricted Pazking at Vazious Locations within Downtown Area
Member Kennedy advised curb mazkings of applicable color aze added to our inventory, when requested
by the public or business owner, and approved by the Traffic Engineering Committee. Listed below are
some locations where the businesses pazking needs have changed. I recommend removing the mazkings
at the listed locations to gain additional pazking spaces. Please review these locations to see if they meet
with your approval. If they require Traffic Engineering Committee approval, please put them on the
agenda for the next meeting.
1. White curb - in front of the Palace Hotel on State Street
2. Green curb -east of Standley neaz Mason in front of the old P.D.
3. Yellow curb -Oak Street neaz Church - reaz of Conference Center
4. Yellow curb -North Main at Norton -west side.
5. Yellow curb - 210 South Main -Business Owner's request.
There was a fire hydrant installed on North State Street neaz Brush Street, in front of the Green Lion
Nursery, in a yellow zone. This will be painted red.
Chairman Turner noted "parking development, irnplementation and administration of a pazking district
will be the responsibility of the Redevelopment Agency and the course of cazrying out the responsibilities
of the Downtown Master Plan. This front line approach to respond personally and expediently when the

needs azise from the public, as well as from the merchants and property owners. Enforcement will still
be the responsibility of Public Safety. The Redevelopment Agency will coordinate with the Traffic
Engineering Committee on pazking issues which may result in impacts to traffic circulations." Member
Harris advised the plan was not adopted by City Council as of this date.
Member Kennedy advised the owner of the vacant building located on the comer of Church and South
State Street is requesting the removal of red curb for additional pazking, there is currently one pazking
space. There is 15 feet of red curb from the curb return, and a 17 foot red zone south of the driveway
to the County Annex building. The Code requires 23 feet for pazking spaces. The State of California
recommends a 20 foot red zone from curb returns, and the State Traffic manual recommends that red
zone be 6 feet on both sides of driveway returns.
Discussion followed regazding the removal of the red zone would create inadequate sight visibility exiting
from Church Street onto State Street; with additional pazking it is required one pazking space be 24 feet
between two 20 feet pazking spaces; pazking space requirements aze standazd requirements not an
ordinance, or regulation; because of liability it is recommended that standazd requirements aze followed;
and U.P.S. uses the yellow loading zone on the south side of Church street.
ON A MOTION by Member Harris, seconded by Member Kennedy, the Traffic Engineering Committee
has the authority to authorize the elimination of the white curb in front of the Palace Hotel on State
Street; green curb east of Standley neaz Mason in front of the old P.D. as recommended. The request
on northeast intersection of Church and State Streets aze denied. Items 3, 4, and 5 be deferred until Staff
talks with local delivery agencies to determine the use of the yellow curbs and return all information to
the Committee for further discussion.
OLD BUSINESS
a. Status Report Regazding Appeal of Paul Durbin -Request for the Closure of Highland Avenue
to through Traffic
Member Kennedy reported that Mr. Paul Durbin appealed the Traffic Engineering Committee's action
to deny the closure of Highland Avenue to through traffic The City Council directed the City Engineer
to come back to the Council with additional suggestions. The City Engineer is suggesting two
recommendations: 1) There is currently a sign that reads "DO NOT ENTER -ONE WAY", place
another sign across the street and paint a white arrow pointing downhill; or 2) make the street two-way
and install a stop sign on the south bound approach of Highland Avenue at Highland Court intersection.
Discussion followed regazding residents use the street as a two-way street; there is a blind intersection
with a safe approach less than 10 M.P.H.; citing vehicles in violation of the speed limit and the one-way
sign; the barricade would allow atwo-way street.
