APPROVAL OF MINUTES - MAY 10 1994 Correction on Page 2, Paragraph 3, to read "A speed study is performed to determine the proper speed for a speed zone, ...... ON A MOTION by Committee Member Ford, seconded by Committee Member Kennedy, it was carried by an all AYE vote to approve the Minutes of May 10, 1994 as amended. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JUNE 14, 1994 PAGE 1 APPROVAL OF MINUTES - JUNE 14, 1994 Correction on Page 4, Paragraph 1, to read "Committee Member Kennedy", rather than Committee Member Ford. Correction on Page 5, Paragraph 5, should read "He recommended this committee form a sub -committee including himself and someone from the Planning Department." It should be noted that Committee Member Mike Harris left the meeting of June 14, 1994, after the approval of the Minutes. ON A MOTION by Committee Member Kennedy, seconded by Committee Member Wood, it was carried by an all AYE vote to approve the Minutes of June 14, 1994, as amended. AUDIENCE COMMENTS ON NON -AGENDA ITEMS Chairman Turner read the "Audience Comments on Non -Agenda Items" to those present. NEW BUSINESS Reauest from Marvin Fuller for the installation of a marked crosswalk at Garret and Bush Streets. Committee Member Kennedy advised that painted crosswalks do not insure pedestrian safety, and that, in fact, there is a potential for a higher accident rate at intersections where there are painted crosswalks because of the misconception among pedestrians that they are safe within the crosswalks. According to the Vehicle Code, any intersection, including a "T" intersection such as that which exists at Garret and Bush Streets, is a legal crosswalk, with or without painted lines, unless posted otherwise. There are no other painted crosswalks on Bush, north of Arlington, which is a controlled intersection with painted school crosswalks. He added that the San Diego study done in the 1970's indicated a higher accident rate involving pedestrians within painted crosswalks than in non -painted crosswalks. Committee Member Budrow advised this issue had been previously acted upon by this Committee by increasing the sight distance to the south of the intersection and recommending a red zone. He added he sees no big problem with the intersection at this time. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JUNE 14, 1994 PAGE 2 MOTION WAS MADE by Committee Member Harris, seconded by Committee Member Budrow, and carried by an all AYE vote, that the previous action of the Traffic Engineering Committee to red curb the portion of Bush Street on the east side, south of the intersection be implemented, and that this matter be reviewed at the September Traffic Engineering Committee meeting. HIATUS OF AUGUST MEETING MOTION WAS MADE by Committee Member Fernandez, seconded by Committee Member Budrow, and carried by an all AYE vote to have no meeting in August, 1994. UNFINISHED BUSINESS Reauest for Traffic Signal Reghasing at North State and Scott Street as requested by Lucille Mirata. Committee Member Kennedy advised that included with his staff report are accident collision diagrams for the last four years, (1990 through 1993), and possible phasing alternatives that could be applicable to this intersection. A site plan, which is a copy of the traffic signal plan of the existing system, and a sketch showing settings for the phasing at the intersection are also included. Member Kennedy recommended denial of the proposal based upon the fact it would cost between $40,000, and $45,000 to rephase. Rephasing would require a new controller, new re -wiring of the entire cabinet, and a new harness to connect to the controller. It would require new wiring from the controller to signal heads and, it would also be prudent to re -do the loops, which are old. Money for this project is not in the budget at this time. He added that the future of these signals is uncertain since there is still talk of relocating or eliminating one of them. During the four years studied, three of those years has one type of accident that re- occurs consistently that is of concern. One accident occurred in each of the three years involving a left turning vehicle from State Street onto Scott Street colliding with a southbound vehicle on State Street. He explained that there are approximately 12 warrants for a traffic signal. One of those warrants, the accident warrant, calls for five accidents per year that are the type that are susceptible to correction by traffic signal. MOTION WAS MADE by Committee Member Scott, seconded by Committee Member Kennedy, and carried by an all AYE vote to deny the request for the traffic signal rephasing at North State and Scott Street. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JUNE 14, 1994 PAGE 3 Request for Elimination of On -Street Parking along Church Street at Soring, Ben Foster, Resident. Committee Member Kennedy requested this item be put on the agenda for the September meeting to give staff time to research and establish a standard street width and policy to eliminate on -street parking. COMMITTEE MEMBER REPORTS Committee Member Kennedy reported there was a meeting of the Wagonseller Group soon after the last Traffic Engineering Committee Meeting. The sub -committee identified four "hot spot' areas to experiment with traffic calming techniques. They are Orchard and Ford Streets, Orchard and Clara Street (cars are cutting across the double yellow line as they turn from Orchard onto Ford and Clara), Sidney and Ford Streets and Clara Street at the railroad tracks (where vehicles are traversing the railroad tracks at a high rate of speed). He advised the sub -committee will meet again within the next two weeks, giving staff time to prepare site plans and ideas for their consideration. He advised that staff has been working with the Engineer for the K -Mari project and has notified them that the City will ask them to incorporate a traffic calming measure along the parcel at the southwest corner of Clara and Orchard Streets, which was a condition of the parcel map they submitted. The condition included a requirement to put improvements on the Clara Street frontage of the lot, including the traffic calming measure. One objective of the traffic calming measure is to reduce vehicular speeds along Clara Street. The sub -committee recommended temporary traffic calming measures, (except for the one at Clara and Orchard Streets, which would be permanent) and recommended traffic be monitored, both before and after the temporary measures are incorporated, to determine if they are accomplishing their purpose before making them permanent. Discussion followed regarding traffic calming measures. Committee Member Kennedy reported on the status of Cypress and Bush Streets. The original plan called for relocating or removing the Type C school speed zone signs on the east side of Bush, north of Cypress, but it was decided to leave it as it is, as a reminder to traffic coming from westbound Cypress and turning onto Bush Street. He noted school crossing markings have been painted on Dora street where appropriate. Recently, Stephenson Street between State and School was vacated to facilitate the Plaza. For Clay Street to become a through Street, it is necessary that the existing four-way stop at Oak and Clay be changed to a two-way stop on Oak and the existing two-way stop on Clay at School be reversed by requiring a stop on School. RECOMMENDATION Forward recommendation for the above to City Council for their action. e:i\rec MS Ops MEMORANDUM DATE: September 7, 1994 TO: Traffic Engineering Committee FROM: Rick Kennedy, Director of Public Works SUBJECT: Request to Change Prisoner Unloading/Loading Parking Restriction on Perkins Street from 9:00 a.m. to 5:00 p.m. to 7:30 a.m. to 8:00 a.m. - County Sheriff This Department received a verbal request from the County Sheriff's office to change the restricted parking hours for the three parking spaces on the north side of Perkins Street, just east of School Street, which are used for prisoner loading/unloading. Currently, the spaces are posted for restricted parking from 9:00 a.m. to 5:00 p.m. Because of the amount of on -street parking activity that occurs along this portion of Perkins between the hours of 7:30 a.m. and 8:00 a.m., the Sheriff's Department has not been able to use these parking spaces during this time which, apparently, is a peak time for them. Recommendation Make recommendation to City Council that the request be approved. It is further recommended by this staff member that the current restricted hours remain along with the new restricted hours; i.e., restricted hours, 7:30 a.m. to 8:00 a.m., and 9:00 a.m. to 5:00 p.m. RK:ky 4:PW:MPark MEMORANDUM DATE: September 7, 1994 TO: Traffic Engineering Committee FROM: Rick Kennedy, Director of Public Works �,t' SUBJECT: Request to Install Barricade on Highland Avenue, West of Clay Street, to Eliminate Through Street - Paul Durbin Attached is a petition signed by several residents along Highland Avenue, Highland Court, and Highland Drive requesting that a barricade be erected in the vicinity of 493 Highland Avenue (Site A), or 350 Highland Avenue (Site B), for the purpose of eliminating Highland Avenue as a through street. Highland Avenue is currently posted as a one-way street for northbound traffic between an existing driveway, which is approximately 150 feet south of Clay Street, and its intersection with Highland Court. On several occasions, young motorists have been observed traveling the wrong way up Highland Avenue from Clay Street. Because of its sharp curves and steep grades, this portion of Highland Avenue has become attractive to thrill -seeking motorists. On many occasions, vehicles going the wrong way and at high rates of speed have left the roadway and damaged private property (refer to copies of photographs - damage to vehicle that was parked on street, and damage to lawn at 54 Highland Drive). As indicated by most of the petitioners, the Site A location is preferred for a barricade. The City Engineer supports the request of the petitioners and recommends that the barricade have a breakaway design to allow emergency entries from either side of the barricade. By copy of this memo, the City Engineer is requesting Public Safety's comments to this request. Recommendation Assuming no adverse comment from Public Safety is received, make recommendation to City Council that Highland Avenue be eliminated as a through street. According to the requestors, there is an ongoing problem with their driveway being blocked by customers of the business located to the north of them. Our field check indicates that the distance between the opposing driveway transitions is 12 feet. This distance does not permit adequate room for parallel parking. It is noted that Section 22500 of the Vehicle Code prohibits the parking of a vehicle in front of a public or private driveway. Recommendation If a red zone between the driveway would strengthen the enforcement of any parking citations issued, then the Public Works Department would support a Committee recommendation to City Council that the request be approved. It is recognized that many motorists traveling on Mill in the vicinity of Oak are exceeding the speed limit of 25 m.p.h. It is perceived that a painted crosswalk will serve as notice to the motorist of pedestrian traffic and it will provide more protection to the pedestrian. Staff does not agree with this perception and refers to the findings of the San Diego report on Pedestrian Crosswalks. It is believed that painted crosswalks give pedestrians a false sense of security. Recommendation Deny request. City Engineer has forwarded to Requestor a copy of ITE informational sheet on crosswalks. RK:ky Att. 4:PW:MOak TRAFFIC INFORMATION PROGRAM CQ086WALMSSERIES WHEN IS A CROSSWALK UNSAFE? Apparently, whenever it is painted on the street! A number of years back, the City of San Diego published some startling results of a very extensive study of the relative safety of marked and unmarked crosswalks. San Diego looked at 400 intersections for five years (without signals or four-way stops) that had a marked crosswalk on one side and an unmarked crosswalk on the other. About two and one half times as many pedestrians used the marked crosswalk, but about six times as many accidents were reported in the marked crosswalks! Long Beach studied pedestrian safety for three years (1972 through 1974) and found eight times as many reported pedestrian accidents at intersections with marked crosswalks than at those without. One explanation of this apparent contradiction of common sense is the false security pedestrians feel at the marked crosswalk. Two painted lines do not provide protection against an oncoming vehicle and the real burden of safety has to be on the pedestrian to be alert and cautious while crossing any street. A pedestrian can stop in less than three feet, while a vehicle traveling at 25 MPH will require 60 feet and at 35 MPH approximately 100 feet. The California Vehicle Code says that a crosswalk exists at all intersections unless pedestrian crossing is prohibited by signs. Some of these crosswalks are marked with painted lines, but most of them are not. Pedestrian crosswalk marking is a method of encouraging pedestrians to use a particular crossing. Such marked crossings may not be as safe as an unmarked crossing at the same location. Therefore, crosswalks should be marked only where necessary for the guidance and control of pedestrians, to direct them to the safest of several potential routes. IM/1-77 \\ \ Vkx0 MEMORANDUM DATE: September 7, 1994 TO: Traffic Engineering Committee FROM: Rick Kennedy, Director of Public Works SUBJECT: Request to Remove Reserved Parking Space for the Disabled on the West Side of School Street Between Standley and Smith Streets - Public Works Department Now that the street improvements associated with the new Savings Bank building have been completed, it is time to re -stripe the diagonal parking on the west side of School Street between Standley and Smith Streets. Currently, there is authorized a single disabled parking space approximately mid -block. Although the reserved sign has been removed (during reconstruction of improvements) the pavement marking is still visible. It is noted that the bank has provided two disabled parking spaces within their off-site parking lot along the north face of the building. Recommendation Because it is no longer needed, and one additional parking space can be gained with the elimination of the reserved parking space, it is requested that the Committee make a recommendation to City Council that the reserved disabled parking space be officially eliminated. Speed Zone Sign for Southbound Orchard Avenue, South of Gobbi Street - Police Captain Ken Budrow Police Captain Ken Budrow has requested that the Public Works Department install a 25 m.p.h. speed zone sign for southbound traffic on Orchard Avenue, just south of Gobbi Street. Orchard Avenue, between Marlene and Gobbi, is wide and induces motorists to increase vehicle speed along this section of road. It is noted that pursuant to Section 515 of the Vehicle Code, a Residential District is defined as a portion of roadway and the property contiguous to it upon one side of which, within a distance of a quarter mile, the contiguous properties are occupied by 13 or more separate dwelling houses or upon both sides of which there are 16 dwelling houses or business structures. Section 240 sets limitations on structures which are to be counted. No building is to be regarded unless its entrance faces the highway and the front of the building is within 75 feet of the roadway. Pursuant to Vehicle Code Section 22352, the prima facie speed limit within a Residential or Business District is 25 m.p.h. unless a different speed is determined by local authority under procedures set forth by the Code. Pursuant to Vehicle Code Section 21357, speed restriction signs may, but need not, be erected upon any highway at the entrance into a Residential District unless required under Chapter 2, Division 11. The approximate distance along Orchard Avenue between Cindee Drive and the creek is 1,000 feet. Along this portion of Orchard Avenue there are ten (10) residential structures and one vacant lot that front the east side, and three (3) residential structures and 10 driveway cuts along the west side. Within 320 feet south of the creek there are three units of fourplexes that face north and south which do not meet the criteria identified in Vehicle Code Section 240. It is noted that the request for a directional sign also includes desired provisions for activity messages which would be a form of advertising. Does the City wish to set a precedent of allowing advertising within street rights of way which would compete with official traffic control signs for the driver's attention? This is what the traffic manual says about guide signs: "4-04.1 Application of Guide Signs Guide signs are essential to guide the motorist along streets and highways, to inform them of intersecting routes, to direct them to cities, towns, villages, or other important destinations, to identify nearby rivers and streams, parks, forests, and historical sites, and generally to give such information as will help them along their way in the most simple, direct manner possible. Signs which provide questionable traffic service and are requested primarily for recognition or advertising purposes shall not be installed. No sign or its support shall bear any commercial advertising material except Specific Service signs authorized by Statute. No flashing lights or distracting legend shall be placed on guide signs." Recommendation It is the opinion of this writer that the primary reason for the request is to have a sign whereby the theatre management can inform the public of current and upcoming activities. I do not believe the purpose of the sign is to direct visiting motorists to the theatre. Therefore, it is recommended that the request be denied and the Committee recommend to the applicant that they may want to seek permission from a private property owner to install an advertising/message sign. Placement of such a sign would need to be approved by the Planning Department. The hospital sign, I believe cries out to be moved. The other post used to have a sign above the "Brush/Low Gap" directional helper. We'd like to claim that empty space as our own. People deserve to know that the town has a theatre and that there's something going on at that theatre. There must be good precedent and happy results from this kind of thing elsewhere, but I'm not sure where to begin looking. B. When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking. Bush Street Ukiah, CA 95482 April 23, 1994 Enclosed please find a map of the part of Ukiah through which I most frequently travel and of which I have the most experience. I have indicated on the map some of my very strong concerns that arise from that daily experience. The traffic conditions are frustrating enough, that I have been seeing as a regular occurrence for some time some of the same dangerous driving practices that arise from frustration, that I left behind in crowded Los Angeles twelve years ago. I have talked on the phone with members of the Traffic Engineering Department about the dangerous situation where speeding traffic rounds the corner, using the loop created by Pine and Gibson to avoid the intersection of Low Gap and Bush, in spite of the fact that children of all sizes and ages play on that street. This is a tragedy waiting to happen. I asked for signs, and was told speed humps would be more effective, but nothing ever happened. Some have expressed the opinion that the people who live on Clara and Ford streets should not let their children play in the street, and even tried to insinuate that they were not good parents and did not take good care of their children. But the reason most often given by people who move here is that this is a safe place to raise their children. The very same advocates of traffic on other people's streets would protest vigorously any increased traffic on theirs. Residential streets should not be freeways. We are already experiencing some of the dangerous driving that results from frustration that is so characteristic of large crowded urban areas. If we want Ukiah to remain a desireable place to live and a place where people want to come to raise their families, the growth must be planned and problems must be anticipated and solved before they spoil our wonderful city.
