a. Ukiah Garden Cafe Request for Entrance/Exit to Mulberry Street (1090 South State Streefl -Sid
Siderakis
Sid Siderakis, owner of Ukiah Garden Cafe, and Ann Cuff, Realtor of Maudlin Realty, are requesting
permission to develop a secondary entrance/exit of the parking area to Mulberry Street. This would
require a ramp type drive in order to get up and over a retaining wall that is approximately 30 inches
high and located 5 feet behind the sidewalk of Mulberry Street. Permission must be obtained by the
applicant from the owners of Ukiah Green Apartments (Rooftree Management Company), owners of a
strip of property 5.94 feet wide on the east side of the right-of-way on Mulberry Street. A copy of an
aerial photo is submitted for review.
The current ratio of parking to seating capacity does not meet zoning code requirements. The ramp
construction will remove tour (4) parking spaces. [f parking requirements can be resolved with the
Planning Department, and if traft7c impacts are determined to be either an improvement or of a minimal
negative impact, it is recommended that approval he contingent upon the following conditions:
1. An ingress-egress easement he ohtained from the owners of Ukiah Green Apartments and a
recorded copy he supplied to the Engineering Division.
2. The concrete ramp, with curbs on each side, he designed by a registered Civil Engineer and
approved by the City Engineer.
3. Minimum width of the ramp shall he 20 feet from curb-to-curb.
4. Minimum curb height on the ramp area shall he 6 inches.
5. Entrance to Mulberry Street shall he standard driveway apron in order to maintain the southerly
flow in the gutter to the existing catch basin near the southerly edge of the driveway.
6. The contractor shall obtain an encroachment permit for all work within public right-of-way.
Sid Siderakis, Ukiah Garden Cafe, submitted photographs of the proposed area for the Committee's
review. He advised he is currently working with several paving contractors to resurface the parking lot
and create additional parking spaces.
Member Woods advised a chain link fence has been installed on the south end of the parking lot.
Member Budrow advised the Police Department has concerns regarding the residents on Mulberry Street
using the parking IGC as an exit to by-pass Observatory and pass behind the buildings to eliminate the
traffic signal, and using the parking lot to exist south bound. However, the extension of Mulberry Street
will eliminate concerns on these issues.

Member Kennedy advised it is very dift7cult exiting the driveway north and south bound onto South State
Street due to the closeness of the traffic signal, and it would only take approximately two to three vehicles
in the outside lane to obstruct the driveway.
Member Harris advised the ramp width should be a minimum of 24 feet from curb-to-curb, and the
minimum curb height on the ramp should be 8 inches.
Discussion followed regarding curb on both sides of the driveway, no sidewalk; handicap parking
requirements; the possibility of installing a chain fence across the new driveway to eliminate the parking
lot as a thoroughfare from State Street to Mulberry Street; adequate site distance for north and south
bound traffic; the driveway will be an entrance/exiC driveway; change in traffic patterns on Mulberry
Street due to the proposed driveway, and Mulherry Street is a residential area; and there is a proposal
to extend Mulberry Street to Washington Street.
ON A MOTION by Member Kennedy, seconded by Member Woods, it was carried by an all AYE vote
the Tratfic Engineering Committee approve the request by Ukiah Garden Cafe for an entrance/exit (ramp
drive) to Mulberry Street upon approval of the parking variance from the Zoning Administrator and the
following conditions:

Division.

b. Request to Install a Crosswalk on Mendocino Drive at Alice Avenue -Larry Beckstrom
Member Woods advised he received a letter from Larry Beckstrom, Director, Maintenance and
Transportation, Ukiah Unified School District. Mr. Beckstrom is requesting a painted crosswalk at the
intersection of Mendocino Drive and Alice Avenue. Ukiah Unified School District is proposing to install
a pedestrian gate in the Yokayo School fence at the same intersection.
A site investigation of [his location indicates there is no sidewalk on the north side of Mendocino Drive
and a slight rise in the ground to the fence that is to receive the gate. The School also proposes to install
a sidewalk on the north side of Mendocino Drive with an asphalt path connecting to the new gate. The
bus drop-off area will be moved from the present location on South Dora to the north side of Mendocino
Drive west of Alice Drive.

Chairman Turner inquired as to the completion date of the proposed improvements. Mr. Beckstrom
responded sometime during the winter months.
Member Woods inquired if there will he crossing guards. Mr. Beckstrom responded the School has
contacted California State Automobile Association AAA insurance to train high school students to be
crossing guards.
Member Harris expressed the crosswalk is an excellent idea.
Member Budrow questioned if the location of the crosswalk, and the buses parking to the west of the
crosswalk will provide adequate lin~of-sight to vehicles of children exiting the gate.
Discussion followed regarding there are approximately 70 children exiting the gate area daily; and the
proposed crosswalk would need to be a yellow painted crosswalk due to the location being within a school
zone.
ON A MOTION by Member Harris, seconded by Member Budrow, it was carried by an all AYE vote
the Traffic Engineering Committee approve the request to install a crosswalk on Mendocino Avenue, west
of the intersection of Mendocino Avenue and Alice Avenue. Red curb or appropriate signage in both
direction from Alice Avenue, as determined by the Public Works Department.
UNFINISHED BUSINESS
Talmage Speed Zone -Informational Only
Member Kennedy advised he received a letter from Mark L. Suchanek, Chief, Traffic Safety Otficer,
Department of Transportation, stating 35 MPH speed signs will be installed within State right-of-way.
Clearing of shrubbery has heen completed to provide adequate sight distance at the southbound off ramp.

Subject: Recommended addition to the Circulation and Transportation Element of
the Proposed General Plan
Dear Mr. Sawyer:
The Orr Creek/Wagonsellers Committee is submitting the following recommended
addition to the Circulation and Transportation Element of the Proposed General Plan
for consideration by the Planning Commission and City Council.
5.10 NEIGHBORHOOD TRAFFIC MANAGEMENT
5.10.01 SUMMARY OF MAJOR FINDINGS:
At the core of any community's health and well being is its residential
neighborhoods. Ukiah has a vested interest in preserving the small town
character and integrity of its neighborhoods.
As traffic volumes continue to increase in response to area-wide development,
improvements to major arterial and collector streets have not kept pace causing
increasing volumes of traffic to diffuse into residential areas. In many cases
residents perceive their streets to be dominated by traffic and unavailable to
them as public space in which to safely walk, bicycle, or gather with neighbors.
A residential streets function includes not only its place in the transportation
system but its role as part of a community's living environment. Many of
Ukiah's neighborhoods are at risk of losing their intimacy and identity to
excessive traffic impacts. It is imperative that the conununity act to preserve its
residential streets for all their intended functions. Different streets have
different functions and need [o be designed accordingly. In this respect, blanket
standards are inappropriate.
There is a need for flexibility in the design or modification of a street to meet
the needs of its residents while serving its fair share of the circulation and public
safety needs of the community. In some cases, traffic restraint for management)
may be considered a preferable means of enhancing Ukiah's character while
ensuring that transportation needs are met.

5.10.02 General Plan goals, policies, and implementing programs.
GOAL CT-26
Preserve and enhance the small town character and integrity of all
residential neighborhood streets. ,
Policy CT 26.1
The City shall provide for the mitigation of adverse impacts from
unwarranted volumes of traffic or excessive speed in residential areas.
IMPLEMENTATION MEASURE CT26.1(a)
During the short term planning period the City shall develop and
implement a Neighborhood Traffic Management Plan or Program.

RE: REQUEST FOR RED CURB ON EAST SIDE OF BUSH STREET SOUTH OF
GARRETT DRIVE
Ms. Betty Hartnett has inquired about her request fora "NO PARKING ZONE" (red curb)
along the east side of North Bush Street south of Garrett Drive and has provided us a copy of
a letter of request to Mr. Bill Beard dated April 28, 1993.
According to a copy of the minutes of Traffic Engineering Committee's May 4, 1993 meeting,
the Committee approved the request to establish a NO PARKING ZONE (red curb) on the east
side of North Bush Street, 20 to 30 feet south of the light standard at 1171 Bush Street. There
is no upper limit noted in the motion made and approved.
On another motion, the Committee directed the Engineering Division to send a letter to the
residents located within the subject area of the proposed red curb to receive their input regarding
the red curb. This second motion implies that there was second thoughts on the first motion that
was passed.
As previously relayed to the Committee, the east curb of Bush from the southeast curb return
at Garrett to the north driveway transition in front of 1191 Bush Street has been painted red.
To my knowledge, the residents have not been surveyed as to their desire for red curbing in
front of 1181 and 1171 Bush Street.
Ms. Hartnett mentions in her letter of April 28, 1993, that many residents have more vehicles
than can be parked in the two car driveways and must utilize on-street parking. It is verified
that the neighbor just north of Ms. Hartnett has at least five (5) vehicles: I have observed
several times two (2) vehicles in the driveway and three (3) along the street or one (1) in the
garage, two (2) in the driveway and two (2) parked on the street.
Before any on-street parking within a residential area is eliminated and the needs of some
residents curtailed, it is recommended that the Committee further consider all circumstances so
that any action to reduce parking is justified and/or a compromise can be reached that meets the
overall needs of the Community.

It is acknowledged that vehicles parked on the street adjacent to intersections does obstruct the
drivers line of vision down the intersecting street. In all of these cases, the minor leg of the
intersection is stopped and the motorists on the minor leg who is entering into the intersection
must pull forward to obtain adequate sighting of oncoming vehicles on the major leg before
proceeding through the intersection. From a review of the S.W.I.T.R.S. report, no vehicular
accidents at this intersection have been reported. The requestor has witnessed and experienced
"many close calls" or near hits at this location. Does the fact that there was time to react to
avoid the collisions imply that the intersection is safe as is? Should restrictive traffic control
devices and parking restrictions be implemented on perceived dangers or should they be
implemented where there is a true/actual accident history.

RE: Unsafe pazking conditions on N. Bush St. -Agenda item for May 4 meeting
For several years now, I have been concerned about a stretch of N. Bush that I consider dangerous
when cars and trucks, including my own, are parked at curbside (see sketch, attached page). From
the middle of the Frank Zeek School field north to 1191, N. Bush makes an "S" curve that has
become quite dangerous with the increased traffic (which generally races through the area at speeds
over the limit), increasing number of young children in the area, and frequent afternoon and
evening use of the Frank Zeek field for ball games.
Because many of the houses along the street have more vehicles than can be parked in the lwo-car
driveways, the street is usually loaded with curbside parked vehicles. When cars and trucks are
parked on the east side of N. Bush, a dangerous situation is created for people driving or
bicycling in a north-south direction. When entering N. Bush from Garret[, the driver has very
limited visibility to the north, and cannot see vehicles coming Crom the south unless one pulls at
leas[ one-half car length into N. Bush. The curbside visibility is reduced dramatically, as is
visibility for people exiting driveways. Although T am unaware of any major accidents YET, I
have witnessed many "close calls", heard many others, been told of still more, and experienced
several myself.
My request to the Traffic Engineering Committee is [o paint the east side of the N. Bush curb red
from 20 Ceet south of the light standard in front of 1171, north to the driveway of 1201. In this
manner, the frequent close calls and a possible future tragedy might be prevented. I will be happy
to meet with you and both show and discuss with you the problem briefly outlined here. Thank
you for considering this matter. '

standard 20 feet to the south; there are shrubs in excess of 36
inches in height in a 24 foot setback, and. if the shrubs were
trimmed in height that would allow for more site visibility.

The attached draft questionnaire is submitted to the Committee for their comments and
suggestions. Because the Committee has received various proposals by some of the residents
to either close Highland Avenue to through traffic or open it to two-way traffic, we have been
asked to survey the residents as well as other citizens in the area who may consider this road
to be a vital or necessary to their transportation and circulation needs. It has also been
suggested that this matter be placed in the local newspaper for general comment.
Any suggestions concerning survey distribution methods is also requested.

Dear Residents:
The City of Ukiah's Traffic Engineering Committee is requesting your opinion and comment to a request
by another resident to eliminate Highland Avenue as a though street by installing a barricade in one of
three proposed locations where the road reaches its uppermost elevations along our west hills. This
request has been made as a result of past property damage caused by speeding southbound vehicles whose
drivers lost control as their vehicles entered onto Highland Court and Highland Drive. It is suspected
that because of its steep grades and tight curves, Highland Avenue is seen as a challenge to some of our
youthful drivers. As a previous attempt to discourage such use, Highland Avenue was established as a
one-way streeC for south bound traftic from approximately t 10 feet south of Clay Street to its terminus
at Highland Court and Highland Drive. As relayed by one resident, this has not adequately eliminated
the problem. Some of the residents who reside on Highland Avenue would like to have Highland Avenue
opened to two-way traffic which obviously conflicts with the other request for closure between Clay Street
and Highland CouR and Highland Drive.
Alternative solutions or ideas which have been discussed but discarded because of safety issues and
potential public and private liability are speed humps, traftic islands, and non-breakaway barricades along
the property which has experienced damage in the past. Given the steep grades and tight curves, roadway
obstructions or speed deterrents such as humps and islands are not advisable because of the potential for
loss of vehicle control. Unmovable solid obstructions, walls or gores within a vehicles possible path are
not permitted within the right-of-way for liability reasons.
The Traffic Engineering Committee seeks a solution which best meets the needs of the residents and the
community at large. Please indicate your preference for either of the following:
^ Keep Highland Avenue as is.
^ Open Highland Avenue to two-way traftic
^ Close Highland Avenue to through traftic and install breakaway barricade at

REQUEST FOR SPEED LIMIT SIGNS ON LORRAINE STREET BETWEEN
TALMAGE FRONTAGE ROAD AND MARLENE STREET
A request from Louis Gomes has been received for the installation of speed limit signs on
Lorraine Street to slow down traffic The requestor is also seeking additional traffic
enforcement.
Lorraine Street is within a residential district as defined in the Vehicle Code and the prima facia
is 25 M.P.H. pursuant to Section 22352 of the Code. Speed restriction signs may, but need not
be erected upon any road at the entrance into the residence district pursuant to Section 21357.
The "pre and post Wal-Mart" traffic counts within the residential subdivision north of Talmage
verify that the amount of through traffic utilizing Lorraine Street has increased substantially since
the extension of Orchard Avenue to Marlene Street and the signalization improvement to
Talmage and Airport Park Boulevard intersection. It is most probable that this through traffic
is exceeding the prima facia speed limit. The condition and pavement width of Lorraine Street
does not justify a speed limit greater than the limit of 25 M.P.H.
Pursuant to the Wal-Mart Development Agreement, the City is required to install traffic diverters
within the residential neighborhood of Lorraine, Betty, Cooper and Marlene Streets should
traffic volumes be increased within this neighborhood by reason of the Wal-Mart Project. The
type and proposed locations for the traffic directors will be discussed with the residents in the
near future. A possible diverter or deterrent to be discussed are speed humps.
Concerning the immediate problem of speeding vehicles on Lorraine Street, it is doubtful that

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
RESTRICTING PARKING HOURS ON CERTAIN STREETS NEAR
UKIAH MUNICIPAL PARK-KNOWN AS TODD GROVE
WHEREAS,' late night traffic and vehicle parking near
and around the Ukiah Municipal Park known as Todd Grove, located at
Walnut Avenue and Live Oak Avenue, contribute to noise and congestion
detrimental to the peace and cZuiet of the residehtial neighborhood
in the immediate neighborhood thereof, and,
WHEREAS, such parking is not necessary for the reason-
able enjoyment of the park by the residents of the City of Ukiah,
and,
WHEREAS, it will be beneficial to the residents of
the City o£ Ukiah, particularly those living in the park area, to
restrict parking in said area,
NOW, THEREFORE, BE IT RESOLVED as follows:
That, pursuant,to Sections 7143(d) and 7160 of the
City of Ukiah Municipal Code, parking near the Ukiah Municipal Park
known as Todd Grove is restricted as follows:
There-shall be ho parking between the hours of 10:00
p.m. and 7:00 a.m. around or near the park on the following streets
and areas:
a) On Live Oak Avenue 'Prom Walnut Avenue to Park
Boulevard;
b) On Park Boulevard from Live Oak Avenue to Walnut
Avenue;

Recreation Department.

An inquiry regarding the possible removal of restricted parking hours on the east side of Live
Oak Avenue between Grove Avenue and Dora Avenue has been made by Realty World on behalf
of a prospective buyer of a residential home along this block. Both sides of Live Oak Avenue
from Walnut Avenue to Park Boulevard are posted to restrict the parking hours between
10:00 p.m. and 7:00 a.m. This restricted parking was established by the passage of Resolution
No. 81-18 on AugusC 6, 1980. The preamble set forth in the resolution states that late night
traffic and vehicle parking near and around Todd Grove Park contributed to noise and congestion
detrimental to the peace and quiet of the adjacent residential neighborhood. It would appear that
the residents of the adjacent residential neighborhood requested the restricted parking.
It is noted that the following number of houses are situated with their front doors facing Live
Oak Avenue and the number of driveways having access to Live Oak.

Increased concern over pedestrian accidents
How does a pedestrian cross the street? Cazefully. Some people have still not Teamed this
important lesson, which has raised some concern over pedestrian accidents.
Over 50 percent of pedestrians under age 15 are not struck in crosswalks, but while crossing
mid-block or when darting in front of cazs; the youngest aze even struck in their own driveways by
relatives.
Those 65 and older are statistically more likely to be struck while in a crosswalk.
Education is the key to survival for both groups. Children need to be taught that vehicles can be
deadly. Pazents need to understand that young children act on impulse and have no concept of the
risk involved in playing under or behind a caz or running to greet someone in a moving caz.
Crosswalks aze not magic shields. A painted stripe won't stop a bicycle, let alone a vehicle
racing to beat that red light. Those who use crosswalks should always look both wavs before
crossing the street. The painted stripes that seem so bold to you when you cross the street are not
as visible to drivers.
Look out before you step out, and give the driver room to stop. Make eye contact with the
driver. Be sure you're seen, or you may very well be putting your life on the line.
Distracted drivers among 11 victims in two deadly crashes
Those of you who were Boy Scouts or Girl Scouts probably know their motto: "Be Prepared."
It's a valuable credo to remember, especially when you're driving your car. You never know
when the unexpected will happen, as in the case of a head-on crash near Fairfield on Highway 12
that claimed seven lives last June 1 I.
The driver of a Toyota Corolla was speeding and weaving his car erratically in and out of traffic.
The caz suddenly spun out of control, and the 71-yeaz-old driver of the oncoming caz did not have
time to react in order to avoid the collision. The impact sheazed the Toyota in half, and all six teens
in the caz were killed. In the other caz, a Ford LTD, one of the three people died.
That same day on Route 395, a similaz crash claimed five more lives--lives that could have been
spared if the drivers had been better prepared to react to an unforeseen situation. In both cases,
only a moment's inattention cost 11 people their lives and caused untold grief for their families.
It is vital when you aze in your caz to be about the business of driving, and driving only. That
means not letting yourself be easily distracted; not eating, styling hair, or applying makeup (or
doing all three while lighting a cigazette); not reading maps or other literature; not talking on car
phones; not engaging in "car wars" with the other drivers on the road; most of all, leaving enough
space between your car and the car ahead to allow you time to take evasive action, if the need
should azise.
So, as any good scout knows, be prepared. Expect the unexpected, because you never
know when the unexpected may be just azound the next bend.

RE: REQUEST FOR MULTI-WAY STOP (4-WAY) ON SOUTH DORA STREET
AT WABASH AVENUE
A request has been received from Mr. Howard Henly to install a 4-way stop at the Dora and
Wabash Avenue intersection. The reason behind the request for the all way stop was not relayed
to this Staff member, however, it is assumed that the request is related to traffic volume and
right-of-way stop considerations. This intersection is currently atwo-way stop for east and west
bound traffic on Wabash. From a review of the most current SWITRS report, one traffic
accident was reported to occur near this intersection within the 12 month period from July 1,
1993 to June 30, 1994. The incident involved avehicle backing into a parked car on Wabash
100 feet east of South Dora on May 12,1994 at 4:30 p.m.
As indicated from a Volume Count Report prepared by the County Public Works Department
in July of 1991, the average daily traffic on South Dora between Tedford and Wabash is 4,019
with hourly volumes exceeding 300 vehicles per hour for 3 to 5 hours in the afternoon. Traffic
counts on Wabash, east and west of South Dora are not available.
From the information known at this time, it can be determined that warrants 1 and 2 for a multi-
way stop (multi-way an interim to traffic signal and accident warrants) are not met. Without
traffic volumes on Wabash, it can not be determined if the minimum traffic volume warrant has
been satisfied.
It is noted that the Dora Street corridor is a primary north/south collector route for traffic west
of State Street. Along most of its length, the posted speed limit is 30 m.p.h. and there are a
limited number of multi-way stops along its length within the City limits from Tedford to Grove
Avenue. Those locations are as follows:
1. Tedford
2. Washington
3. Observatory
4. Gobbi Street
5. Mill Street
6. Clay Street
7. Perkins Street
8. Walnut
9. Grove
It is highly recommended that further traffic engineering studies be conducted prior to making
any recommendation that amulti-way stop be installed as requested.

POLICY
Any of the following conditions may warrant a multi-
way STOP sign Installation:
1. Where traffic signals are warranted and urgently
needed, the multiway stop may be an Interim
measure that can be installed quickly to control
traffic while arrangements are being made for
the signal installations.
2. An accident problem, as Indicated by five or more
reported accidents within a 12 month period of
a type susceptible to correction by a multiway
atop Installation. Such accidents Include right-
and left•tum collisions as well as righ4angle
collisions.
3. Minimum traffic volumes
(a) The total vehicular volume entering the Inter
section from all approaches must average at
least 500 vehicles per hour for any 8 hours of
an averege day, and
(b) The combined vehicular and pedestrian
volume from the minor street or highway must
averege at least 200 units per hour for the
same 8 hours, with an average delay to minor
street vehicular traffic of at least 30 seconds
per vehicle during the maximum hour, but
(c) When the 85•percentlle approach speed o}
the maJor street traffic exceeds 40 miles per
hour, the minimum vehicular volume warrant
is 70 percent of the above requirements.

The YIELD sign (R7-2) assigns right of way to traffic
on certain approaches to an Intersection. Vehicles
controlled by a YIELD sign need atop only when nec
essary to avoid interterence with other traffic that
R1-2 is given the right of way.

RE: REQUEST FOR "NO PARKING ZONE" (RED CURB) BETWEEN FIRE
HYDRANT AND DRIVEWAY IN FRONT OF 1349 SOUTH DORA
A request for red curbing denoting "NO PARKING" between the fire hydrant and the southerly
drive approach to the Ukiah Convalescent Hospital located at 1349 South Dora has been made
by Alfred Carter. According to the requestor, vehicles have been parking between the fire
hydrant and the driveway obstructing site distance for vehicles exiting from the Hospital parking
lot.
The distance from the fire hydrant and the southerly transition wing of the driveway approach
is 23 feet. On, Wednesday, December 7, 1994 a navy blue Mazda, Nevada license plate 197-
FSP, was parked at the referenced location with the rear bumper within seven (7) feet of the fire
hydrant.
It is noted that pursuant to Section 22514 of the California Vehicle Code, "No person shall stop,
park or leave standing any vehicle within 15 feet of a fire hydrant except as follows:
(a) If the vehicle is attended by a licensed driver who is seated in the front seat and who can
immediately move such vehicle in case of necessity.
(b) If the local authority adopts an ordinance or resolution reducing that distance. If the
distance is less than 10 feet total length when measured along the curb or edge of the
street, the distance shall be indicated by signs or markings.
(c) If the vehicle is owned or operated by a Fire Department and is clearly marked as a Fire
Department vehicle.
No municipal ordinance section or resolution reducing the clearance distance of 15 feet has been
found. There are no signs posted adjacent to the fire hydrant indicating aclearance distance of
less than 10 feet. Therefore, it is physically impossible to park a motorized vehicle, excluding
a motor bike, or electric cart, between the fire hydrant and driveway without encroaching within
the required clear zone for the fire hydrant. In lieu of painting the curb red, would the same
result be achieved through traffic enforcement of Section 22514 of the Vehicle Code.
