Steve OTHERS PRESENT Beckstrom, Larry Blatchford, Linda Cuff, Ann Graves, Sheryl Siderakis, Julie Siderakis, Sid The Traffic Engineering Committee meeting was called to order by Chairman Turner at 5:30 p.m. Roll was called with the results listed above. APPROVAL OF MINUTES -SEPTEMBER 13. 1994 ON A MOTION by Member Kennedy, seconded by Member Fernandez, it was carried by an all AYE vote to approve the minutes of October 11, 1994 as submiued. ABSTAIN: Chairman Turner. AUDIENCE COMMENTS ON NON-AGENDA ITEMS Chairman Turner read the "Audience Comments on Non-Agenda Items" to those present. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE ~ NOVEMBER 8, 1994 DISCUSSION/ACTION ITEMS: NF,W BUSINESS a. Ukiah Garden Cate Request for Entrance/Exit to Mulherry Street (1090 South State Streetl -Sid Siderakis Sid Siderakis, owner of Ukiah Garden Cafe, and Ann Cuff, Realtor of Maudlin Realty, are requesting permission to develop a secondary entrance/exit of the parking area to Mulberry Street. This would require a ramp type drive in order to get up and aver a retaining wall that is approximately 30 inches high and located 5 feet behind the sidewalk of Mulberry Street. Permission must be obtained by the applicant from the owners of Ukiah Green Apartments (Rooftree Management Company), owners of a strip of property 5.94 feet wide on the east side of the right-of-way on Mulberry Street. A copy of an aerial photo is submitted for review. The current ratio of parking to seating capacity does not meet zoning code requirements. The ramp construction will remove tour (4) parking spaces. If parking requirements can be resolved with the Planning Department, and if traffic impacts are determined to be either an improvement or of a minimal negative impact, it is recommended that approval be contingent upon the following conditions: I. An ingress-egress easement be ohtained from the owners of Ukiah Green Aparhnents and a recorded copy he supplied to the Engineering Division. 2. The concrete ramp, with curbs on each side, be designed by a registered Civil Engineer and approved by the City Engineer. 3. Minimum width of the ramp shall he 20 feet from curb-to-curb. 4. Minimum curb height on the ramp area shall he 6 inches. 5. Entrance to Mulberry Street shall he standard driveway apron in order to maintain the southerly flow in the gutter to the existing catch basin near the southerly edge of the driveway. 6. The contractor shall obtain an encroachment permit for all work within public right-of-way. Sid Siderakis, Ukiah Garden Cafe, submitted photographs of the proposed area for the Committee's review. He advised he is currently working with several paving contractors to resurface the parking lot and create additional parking spaces. Member Woods advised a chain link fence has been installed on the south end of the parking lot Member Budrow advised the Police Department has concerns regarding the residents on Mulberry Street using the parking lot as an exit to by-pass Observatory and pass behind the buildings to eliminate the traffic signal, and using the parking lot to exist south bound. However, the extension of Mulberry Street wilt eliminate concerns on these issues. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE ~ NOVEMBER 8, 1994 Member Kennedy advised it is very ditiicult exiting the driveway north and south bound onto South State Street due to the closeness of the traftic signal, and it would only take approximately two to three vehicles in the outside lane to obstruct the driveway. Member Harris advised the ramp width should be a minimum of 24 feet from curb-to-curb, and the minimum curb height on the ramp should be 8 inches. Discussion followed regarding curb on both sides of the driveway, no sidewalk; handicap parking requirements; the possibility of installing a chain fence across the new driveway to eliminate the parking lot as a thoroughfare from State Street to Mulberry Street; adequate site distance for north and south bound traftic; the driveway will be an entrance/exit driveway; change in traftic patterns on Mulberry Street due to the proposed driveway, and Mulberry Street is a residential area; and there is a proposal to extend Mulberry Street to Washington Street. ON A MOTION by Member Kennedy, seconded by Member Woods, it was carried by an all AYE vote the Traftic Engineering Committee approve the request by Ukiah Garden Cate for an entrance/exit (ramp drive) to Mulberry Street upon approval of the parking variance from the Zoning Administrator and the following conditions: L An ingress-egress easement be obtained and a recorded copy be supplied to the Engineering Division. 2. Request to Install a Crosswalk on Mendocino Drive at Alice Avenue -Larry Beckstrom Member Woods advised he received a letter from Larry Beckstrom, Director, Maintenance and Transportation, Ukiah Unified School District. Mr. Beckstrom is requesting a painted crosswalk at the intersection of Mendocino Drive and Alice Avenue. Ukiah United School District is proposing to install a pedestrian gate in the Yokayo School fence at the same intersection. A site investigation of this location indicates there is no sidewalk on the north side of Mendocino Drive and a slight rise in the ground to the fence that is to receive the gate. The School also proposes to install a sidewalk on the north side of Mendocino Drive with an asphalt path connecting to the new gate. The bus drop-off area will be moved from the present location on South Dora to the north side of Mendocino Drive west of Alice Drive. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE ~ NOVEMBER 8, 1994 Chairman Turner inquired as to the completion date of the proposed improvements. Mr. Beckstrom responded sometime during the winter months. Member Woods inquired if there will he crossing guards. Mr. Beckstrom responded the School has contacted California State Automohile Association AAA insurance to train high school students to be crossing guards. Member Harris expressed the crosswalk is an excellent idea. Member Budrow questioned if the location of the crosswalk, and the buses parking to the west of the crosswalk will provide adequate line-of-sight to vehicles of children exiting the gate. Discussion followed regarding there are approximately 70 children exiting the gate area daily; and the proposed crosswalk would need to be a yellow painted crosswalk due to the location being within a school zone. ON A MOTION by Member Harris, seconded by Member Budrow, it was carried by an all AYE vote the Traffic Engineering Committee approve the request to install a crosswalk on Mendocino Avenue, west of the intersection of Mendocino Avenue and Alice Avenue. Red curb or appropriate signage in both direction from Alice Avenue, as determined by the Public Works Department. UNFINISHED BUSINESS a. Talmaee Speed Zone -Informational Only Member Kennedy advised he received a letter from Mark L. Suchanek, Chief, Traffic Safety Officer, Department of Transportation, stating 35 MPH speed signs will be installed within State right-of-way. Clearing of shrubbery has been completed to provide adequate sight distance at the southbound off ramp. COMMITTEE MEMBER REPORTS None. MISCELLANEOUS ITEMS None.
