HomeMy WebLinkAbouttecm_011293TRAFFIC ENGINEERING COMMITTEE M I NUT E S JANUARY 12, 1993 2:00 p.m. The meeting was called to order at 2:00 p.m. by Chairman Turner, in Conference Room 1, at the Ukiah Civic Center, Ukiah, California. Members present were: Beard, Borecky, Fernandez, and Harris. Members absent were: Ken Budrow and Stephen Ford. Others present: George Chalfant. APPROVAL OF MINUTES Steve Ford called prior to the Traffic Engineering Committee meeting and made the following corrections: On Page 3, Paragraph 4, delete the word SLOW and change the word through to 3: "Stephen Ford noted that "SCHOOL XING shall be used in accordance with the provisions of Vehicle Code 21368 in advance of any yellow ." On Page 3, Paragraph 5, change the word near to at: "Discussion followed regarding that if the crosswalk is located at a controlled intersection ." ON A MOTION by Harris, seconded by Beard, that the Traffic Engineering minutes of December 8, 1992, were approved as corrected. AYES: Beard, Fernandez, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: Borecky. DISCUSSION/ACTION ITEMS d. Request for limited Parking (1 Hour) in Front of The Sound Company, 1030 North state Street - G. O. Chalfant, Jr. George Chalfant expressed that he would like have limited parking on State Street due to the on-street parking being used as all day parking by the students of the Beauty College. He expressed that the on-street parking should be temporary parking for easy access to quickly get in and out of the businesses. The all day parking is also creating site distance problems. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JANUARY 12, 1993 1 Discussion followed that the Beauty College has adequate on-site parking; a center left turn lane has been a long-term recommendation for North State Street and is being considered by redevelopment; the present budget has a project to install left turn pockets on State Street at Low Gap Road, north to Magnolia, that will move travel lanes to the curb line and eliminate on- street parking; the Downtown Parking District has time limited parking; red curb from Magnolia to the Century Cable driveway for site distance, and site visibility for vehicles existing driveways onto North State Street. ON A MOTION by Harris, seconded by Fernandez, to authorize the Public Works Department to red curb the west side of State Street, north of Magnolia to the Century Cable driveway, based on the concerns for site distance at the Magnolia intersection; site distance and increased activity of the driveways, and that there is adequate on-site parking for the businesses located within that section of North State Street; and that a letter be forwarded to the businesses concerned informing them of the red curb. a. Possible Closing of Lewis Lane Bill Beard reported on the possible closure of Lewis Lane from the rear property line of the Green Barn to Talmage Road, due to the property being totally within and surrounded by property acquired for Airport clear zone purposes. Hastings will be improved with curb and gutters when Wal-Mart is constructed. Discussion followed regarding the maintenance of Lewis Lane; increased traffic on Hastings due to the traffic signal light on State Street at Hastings and Washington Avenue; the road is a rear access to the back of the Green Barn; placement of an asphalt curb and barricade on Talmage Road and a barricade at the rear property line of the Green Barn; there is a sewer main and clean-out that serves the Green Barn, and a water main that has been abandoned; a possible placement of a fence at the entrance leaving an access point to the main sewer main for maintenance purposes. ON A MOTION by Beard, seconded by Harris, that the Traffic Engineering Committee recommend to the City Council that Lewis Lane be abandoned from Talmage Road to the rear property line of the Green Barn, due to the fact that a portion of Lewis Lane is totally within and surrounded by property acquired for Airport clear zone purposes, and therefore, should be restricted from public traffic use. AYES: Beard, Borecky, Fernandez, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: None. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JANUARY 12, 1993 2 b. Steve Turner expressed that he had observed vehicles travelling at a high speed and suggested placement of stop signs at Elm Street and Magnolia, west bound to control the high speed. Discussion followed regarding that there is a stop sign on Elm Street that is north and south bound, and a stop sign on Magnolia eastbound at Oak; placement of a four-way stop on Elm and Magnolia; no speed radar enforcement due to the area being only two blocks long; traffic counts on Oak and Magnolia, and requesting the Ukiah Police Department consider increasing traffic control. ON A MOTION by Beard, seconded by Harris, that the Engineering Department obtain traffic counts at the intersection of Oak and Magnolia and return this information to the February 9, 1993 meeting. It is also recommended that the letter from Donna Stinnett be forwarded to the Ukiah Police Department for traffic control. AYES: Beard, Borecky, Fernandez, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: None. c. Request for Limited Parkina (15 Minutes) in Front of Village Cobbler and Fireside Savinas on School Street Bill Beard received a memorandum from Norman deVall stating that County employees are parking on School Street creating limited parking for the local businesses. Mr. deVall is requesting a 15 Minute limited parking of one parking stall to be located between the Village Cobbler and Fireside Savings. Discussion followed regarding that this information be referred to the Downtown Merchants Association and Main Street for further consideration; parking is currently an 1-1/2 hour parking; and the effect of 15 minute parking to the surrounding businesses. ON A MOTION by Harris, seconded by Borecky, to request that the Downtown Merchants Association and Main Street consider the request for Limited Parking (15 Minutes) on each side of the street, for three blocks on School Street. AYES: Beard, Borecky, Fernandez, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: None. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JANUARY 12, 1993 3 e. Request for MTA Bus Ston. North Side of West Perkins, lust West of School Street - Steve Turner Steve Turner explained and distributed to the Committee a drawing of the proposed MTA bus stop on West Perkins at School Street. The proposal is to add an MTA bus stop sign to an existing loading zone post to designate dual use of existing yellow zone. ON A MOTION by Harris, seconded by Beard, to approve MTA's request to add a bus stop and a bus stop sign to the existing loading zone and existing loading zone post located on West Perkins Street, north of School Street, with the cost of the sign charged to MTA; and moving the planter to the west side of the pole. AYES: Beard, Borecky, Fernandez, and Harris. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: Chairman Turner. f. Need for Street Liqhts at Intersections of Gobbi and South Orchard. Gobbi and South Main Bill Beard reported that the intersections are four-way stops; however, it appears that a street light has been added on South Main and Gobbi Streets on the northwest corner on the wooden pole. There is a light located approximately 75 feet northerly from the intersection of Gobbi Street and South Orchard Avenue. George Borecky reported that Martin Wobig and himself looked at the Gobbi Street and South Orchard Avenue intersection and that the Electric Department can place temporary fixtures until such time that permanent fixtures are installed, by placing a pole on the southwest and southeast corner and running an overhead line across the intersection. The Electric Department is requesting a letter of authorization from the Traffic Engineering Committee before commencing work. ON A MOTION by Harris, seconded by Fernandez, that the Traffic Engineering Committee request the City of Ukiah Electric Department to place street lights at the southeast and southwest corners of the intersection of Gobbi Street and South Orchard Avenue for safety purposes, and that the temporary lights be removed at the time the traffic signals lights are installed. AYES: Beard, Borecky, Fernandez, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: None. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JANUARY 12, 1993 4 Bill Beard reported that the traffic signals for Gobbi Street and South Orchard Avenue may not be constructed this fiscal year and could be budgeted for a future fiscal year. ON A MOTION by Harris, seconded by Beard, that the Traffic Engineering Committee recommend to the City of Ukiah Electric Department and the Engineering Department to review the light situation at Main Street, and Gobbi Street and if necessary install the lighting to basic safety standards as determined by the Engineering Department and the Electric Department. AYES: Beard, Borecky, Fernandez, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow and Ford. ABSTAIN: None. g. Review of Pedestrian Crosswalk on North State Street at Fairgrounds Entrance Bill Beard presented a map and reviewed the crosswalk on North State Street at the fairgrounds entrance. He also noted that the crosswalk is located in the County on North State Street and Bricarelli. Discussion followed regarding markings on the street; diagonal or parallel lines within the crosswalk; appropriate signage; and review of the crosswalks to meet code requirements and State standards. It is recommended that the Public Works crosswalks on State Street located near for appropriate signage, and recommend cross-stripping for mid-block crosswalks that are difficult for traffic to see. Prisoner Transport Signs Adiacent to Courthouse - George Boreckv George Borecky presented to the Committee a sign for the Prisoner Transport parking "PRISONER TRANSPORT PARKING, 8:00 A.M. TO 5:00 P.M. MONDAY THROUGH FRIDAY EXCEPT HOLIDAYS", and that the red curb will need to be eliminated. It is recommended that Public Works discuss with the Ukiah Police Department the appropriate zoning for the Prisoner Transport parking spaces on West Perkins. Helen Avenue Speed Studv Status Bill Beard had asked Steve Ford of the County Public Works to find out if there is money left in the MCOG annual work program. He has asked Steve to proceed as soon as possible with a speed study on Helen Avenue, along with several other streets within the City, to upgrade the speed study due to the present speed study has expired. Based on the speed study, the Committee can then determine if the speed limit on Helen Avenue should be 25 or 30 m.p.h. MISCELLANEODS ITEMS Chairman Turner asked about the school crosswalks. George Borecky responded that in the vehicle code there is a section and that requires mid-block crosswalks to have a "SCHOOL XING AHEAD" sign painted on the street.
