FEBRUARY 9, 1993
2:00 p.m.
The meeting was called to order at 2:00 p.m. by Chairman Turner, in
Conference Room 3, at the Ukiah Civic Center, Ukiah, California.
Members present were: Beard, Borecky, Fernandez, Ford and Harris.
Ken Budrow arrived at 2:10 p.m.
APPROVAL OF MINUTES
A correction was made to add on North State Street and Bercarelli
on Page 5, Paragraph 3, "Bill Beard presented a map and reviewed
the crosswalk on North State Street at the fairgrounds entrance.
He also noted that the crosswalk is located in the County on North
State Street and Bercarelli".
ON A MOTION by Harris, seconded by Ford, that the Traffic
Engineering minutes of January 12, 1993, were approved as
corrected.

DISCUSSION/ACTION ITEMS
a. Request to Slow Vehicle Speeds on Magnolia Street - Donna
Stinnett
Bill Beard distributed to the Committee a copy of the Vehicle
Volume Summary-Average Daily Traffic and Percent of Daily Traffic,
and reported that the Engineering Department performed traffic
counts in this area. He did a review of accident counts from
January, 1990 through September, 1992, and noted there was one
accident on North Oak, south of the intersection of Magnolia, at
11:03 p.m., and was a hit-and-run accident. He also noted that he
was opposed to a stop sign.
Discussion continued regarding traffic speed enforcement; refer
Mrs. Stineett's letter to the Ukiah Police Department to survey the
area for traffic speed.

ON A MOTION by Harris, seconded by Beard, that the Traffic
Engineering Committee has determined at this time that there does
not appear to be a need for additional traffic devices in this
location; and request that the letter from Mrs. Stinnett be
forwarded to the Ukiah Police Department for consideration of
patrol in this area, and a letter be sent to Mrs. Stinnett defining
the Committee's action.

b. Request for Limited Parkins (15 Minutes) in Front of Village
Cobbler and Fireside Savings on School Street
Bill Beard reported that he had prepared a notice to be sent to the
Downtown Merchant's requesting comments on short-term parking in
the downtown area. In a discussion with the City Manager,
Mr. Rough stated that the Downtown Master Plan will have specific
recommendations relative to the downtown area that will range from
off-street parking to on-street parking.
ON A MOTION by Beard, seconded by Harris, that this item be
referred to the Downtown Master Committee in regards to their
proposal for the downtown parking area in the Downtown Master Plan.
Michael Harris left the meeting at 2:30 p.m.
c. Elimination of Parkins. West Ride of Nnrth Rtate C*rcct
Bill Beard reported that a letter was sent to the business
operators in that area informing them of the Committee's action to
red curb the west side of State Street, from Magnolia north to the
Century Cable driveway.
No comments were received before this meeting.
d. Duties of Traffic Enaineering Committee
Bill Beard reported that Section 7060, of the City Code describes
some of the regulations of traffic on streets. The Committee acts
as Traffic Engineer for the City and has the authority to place
traffic control devices and signs, and will handle items that do
not appear to be a policy issues or questions and must make a
recommendation for approval by the City Council for such items as
stop signs and timed parking, which are approval by resolution.

plans or projects that will change the nature of circulation of
streets, change the configuration of the street travel lanes versus
parking, and will be making recommendations to the City Council
such as removal of parking to create a left turn lane. The
Downtown Master Plan is dealing with circulation in the downtown
area which will involve the one-way street system.

§7000: DEFINITIONS OF WORDS AND PHRASES: The following words and
phrases contained in this Article when used in this Chapter shall, for the

§7008: "HOLIDAYS" DEFINED: Within the meaning of this Chapter, "holidays" are
January 1, February 12, February 22, May 30, July 4, the first Monday in
September, September 9, October 12, November 11, Thanksgiving Day, and December
25. If January 1, February 12, February 22, May 30, July 4, September 9, October 12,
November 11 or December 25 falls upon a Sunday, the Monday following is a holiday.

§7009: "LOADING ZONE" DEFINED: "Loading zone" means the space adjacent
to a curb reserved for the exclusive use of vehicles during the loading or
unloading of passengers or materials. (Ord. 553, §1, adopted 1963)
§7010: "OFFICIAL TIME" STANDARD: Whenever certain hours are named
herein, they shall mean standard time or daylight saving time as may be in

§7011: "PARK" DEFINED: "Park" means to stand or leave standing any vehicle,
whether occupied or not, otherwise than temporarily for the purpose of and

§7012: "PARKWAY" DEFINED: "Parkway" means that portion of a street other

§7013: "PARKING METER" DEFINED: "Parking meter" means a mechanical
device installed within or upon the curb or sidewalk area, immediately
adjacent to a parking space, for the purpose of controlling the period of time of

means the space adjacent to a curb reserved for the exclusive use of

§7030: CITY TRAFFIC ENGINEER; OFFICE ESTABLISHED: The office of City
Traffic Engineer is hereby established. The office of City Traffic Engineer
shall consist of a committee who shall serve without additional compensation,
consisting of the City Manager, the Chief of Police, the City Engineer, the City
Attorney, the Supervisor of Public Works or their duly appointed representatives,
together with such other persons as may from time to time be determined and
appointed by the Council. The chairman shall be chosen by vote of the committee. Any
member of such committee, whether appointed by this Chapter or by action of the
Council, may be removed by the Council at any time. (Ord. 553, §1, adopted 1963)
§7031: USE OF TERM "CITY TRAFFIC ENGINEER": Whenever in this Chapter
the designation or term "City Traffic Engineer" is used it shall mean the
committee comprising the office of City Traffic Engineer acting through a majority of
the members thereof, or a duly authorized representative of the office of City Traffic
Engineer. All references to the office of City Traffic Engineer in the masculine gender
shall include the feminine and neuter and the singular shall include the plural. (Ord.

§7040: AUTHORITY OF POLICE AND FIRE DEPARTMENT OFFICIALS: Officers
of the Police Department and such officers as are assigned by the Chief of
Police are hereby authorized direct all traffic by voice, hand, audible or other signal in
conformance with traffic laws, except that in the event of fire or other emergency or to
expedite traffic or to safeguard pedestrians, officers of the Police Department or
members of the Fire Department may direct traffic as conditions may require,
notwithstanding the provisions to the contrary contained in this Chapter or the Vehicle

§7047: PUBLIC EMPLOYEES TO OBEY TRAFFIC REGULATIONS: The
provisions of this Chapter shall apply to the operator of any vehicle owned
by or used in the service of the United States Government, this State, any county or
city, and it shall be unlawful for any said operator to violate any of the provisions of
this Chapter except as otherwise permitted in this Chapter or by the Vehicle Code.

§7048: EXEMPTION OF CERTAIN VEHICLES:
A. The provisions of this Chapter regulating the operation, parking and standing of
vehicles shall not apply to vehicles operated by the Police Department or Fire
Department, or to other authorized emergency vehicles, when any vehicle
mentioned herein is operated in the manner specified by the Vehicle Code for
exemptions to authorized emergency vehicles.
B. The foregoing exemptions shall not, however, relieve the operator of any such
vehicle from obligation to exercise due care for the safety of others or the
consequences of his willful disregard of the safety of others.
C. The provisions of this Chapter regulating the parking or standing of vehicles
shall not apply to any vehicle of a City department or public utility while
necessarily in use for construction or repair work, or to any vehicle used in
response to fire calls belonging to an official member of the Ukiah Volunteer
Fire Department if the vehicle bears plates or tabs identifying such vehicle as
belonging to a member of such volunteer fire department, or to any garbage or
refuse truck belonging to an operator authorized by the City to engage in such
business or operation while actually collecting garbage or refuse or to any
vehicle owried or operated by the United States Post Office Department while in
use for the collection, transportation or delivery of United States mail. (Ord. 553,

§7049: REPORT OF DAMAGE TO CERTAIN PROPERTY:
A. The operator of a vehicle or the person in charge of any animal involved in any
accident resulting in damage to any property publicly owned or owned by a
public utility, including but not limited to any fire hydrant, parking meter, lighting
post, telephone pole, electric light or power pole, or resulting in damage to any
tree, traffic control device or other property of a like nature located in or along
any street, shall within twenty four (24) hours after such accident make a written
report of such accident to the Police Department of this City.

§7060: AUTHORITY TO INSTALL OFFICIAL TRAFFIC CONTROL DEVICES:
The City Traffic Engineer shall have the power and duty to determine the
location of and to place and maintain or cause to be placed and maintained official
traffic control devices when and as required to make effective the provisions of this
Chapter or when he may deem such official traffic control devices necessary or proper
to regulate traffic or to guide or warn traffic. (Ord. 553, §1, adopted 1963)

in the Vehicle Code on those streets or parts of streets where the volume of traffic or
the vertical or other curvature of the roadway renders it hazardous to drive on the left
side of such markings or signs and markings. Such markings or signs and markings
shall have the same effect as similar markings placed by the State Department of
Public Works pursuant to provisions of the Vehicle code. (Ord. 553, §1, adopted 1963)
§7067: AUTHORITY TO REMOVE, RELOCATE AND DISCONTINUE OFFICIAL
TRAFFIC CONTROL DEVICES: The City Traffic Engineer is hereby
authorized to remove, relocate or discontinue the operation of any traffic control device
not specifically required by the Vehicle Code or this Chapter whenever he shall
determine in any particular case that the conditions which warranted or required the
installation no longer exist or obtain. (Ord. 553, §1, adopted 1963)
§7068: TRAFFIC CONTROL DEVICES; HOURS OF OPERATION: The City Traffic
Engineer shall determine the hours and days during which any traffic
control device shall be in operation or be in effect, except in those cases where such
hours or days are specified in this Chapter. (Ord. 553, §1, adopted 1963)
§7069: UNAUTHORIZED PAINTING OF CURBS: No person, unless specifically
C authorized by this City, shall paint any street or curb surface; provided,
however, that this Section shall not apply to the painting of numbers on a curb surface
by any person who has complied with the provisions of any resolution or ordinance of
this City pertaining thereto. (Ord. 553, §i, adopted 1963)
§7070: "SPEED ZONES" DEFINED: Within the City limits of the City there is
hereby established, unless otherwise stated, a speed zone of twenty five
(25) miles per hour. (Ord. 611, §2, adopted 1971)
§7071: EXCESS SPEED ZONE: There is hereby established exceptions to the
speed zone set forth in §7070 to exist as hereafter set forth.
A. Perkins Street: Thirty five (35) miles per hour to run East and West from
Orchard Avenue to Oak Manor Drive.
B. State Street: Thirty five (35) miles per hour to run North and South from
Magnolia Street to the North City Limits of the City.

§7080: AUTHORITY TO PLACE AND OBEDIENCE TO TURNING
MARKERS;INTERSECTIONS; MULTIPLE LANES:
A. The City Traffic Engineer is authorized to place markers, buttons, or signs within
or adjacent to intersections and indicating the course to be traveled by vehicles
turning at such intersections, and the City Traffic Engineer is authorized to
locate and indicate more than one lane of traffic from which drivers of vehicles
may make right or left hand turns, and the course to be traveled as so indicated
may conform to or be other than as prescribed by law or ordinance.
B. When authorized markers, buttons, or other indications are placed within an
intersection indicating the course to be traveled by vehicles turning thereat, no
driver of a vehicle shall disobey the directions of such indications. (Ord. 553,

§7090: CITY TRAFFIC ENGINEER TO SIGN ONE-WAY STREETS AND ALLEYS:
Whenever any ordinance or resolution of the City designates any one-way
street or alley, the City Traffic Engineer shall place and maintain signs giving notice
thereof, and no such regulations shall be effective unless such signs are in place.
Signs indicating the direction of lawful traffic movement shall be placed at every
intersection where movement of traffic in the opposite direction is prohibited. (Ord. 553,
§1, adopted 1963)
§7091: OBEDIENCE TO ONE-WAY SIGNS: When signs are erected on any one-
way street giving notice thereof, no person shall drive any vehicle in a
direction contrary thereto. (Ord. 553, §4, adopted 1963)

A. Those streets and parts of streets established by resolution of the Council are
hereby declared to be through streets for the purposes of this Section.
B. The provisions of this Section shall also apply at one or more entrances to the
intersections as such entrances and intersections are established by resolution
of the Council.
C. The provisions of this Section shall apply at those highway railway grade
crossings as established by resolution of the Council. (Ord. 553, §1, adopted

§7102: EMERGING FROM ALLEY, DRIVEWAY OR BUILDING: The driver of a
vehicle emerging from an alley, driveway or building shall stop such vehicle
immediately prior to driving onto a sidewalk or into the sidewalk area extending across
