HomeMy WebLinkAbouttecm_020993TRAFFIC ENGINEERING COMMITTEE M I N U T E S FEBRUARY 9, 1993 2:00 p.m. The meeting was called to order at 2:00 p.m. by Chairman Turner, in Conference Room 3, at the Ukiah Civic Center, Ukiah, California. Members present were: Beard, Borecky, Fernandez, Ford and Harris. Ken Budrow arrived at 2:10 p.m. APPROVAL OF MINUTES A correction was made to add on North State Street and Bercarelli on Page 5, Paragraph 3, "Bill Beard presented a map and reviewed the crosswalk on North State Street at the fairgrounds entrance. He also noted that the crosswalk is located in the County on North State Street and Bercarelli". ON A MOTION by Harris, seconded by Ford, that the Traffic Engineering minutes of January 12, 1993, were approved as corrected. AYES: Beard, Borecky, Fernandez, Ford, Harris, and Chairman Turner. NOES: None. ABSENT: Budrow. ABSTAIN: None. Ken Budrow arrived at 2:10 p.m. DISCUSSION/ACTION ITEMS a. Reauest to Slow Vehicle Speeds on Maanolia Street - Donna Stinnett Bill Beard distributed to the Committee a copy of the Vehicle Volume Summary-Average Daily Traffic and Percent of Daily Traffic, and reported that the Engineering Department performed traffic counts in this area. He did a review of accident counts from January, 1990 through September, 1992, and noted there was one accident on North Oak, south of the intersection of Magnolia, at 11:03 p.m., and was a hit-and-run accident. He also noted that he was opposed to a stop sign. Discussion continued regarding traffic speed enforcement; refer Mrs. Stineett's letter to the Ukiah Police Department to survey the area for traffic speed. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE FEBRUARY 9, 1993 1 oN A MOTION by Harris, seconded by Beard, that the Traffic Engineering Committee has determined at this time that there does not appear to be a need for additional traffic devices in this location; and request that the letter from Mrs. Stinnett be forwarded to the Ukiah Police Department for consideration of patrol in this area, and a letter be sent to Mrs. Stinnett defining the Committee's action. AYES: Beard, Borecky, Chairman Turner. NOES: None. ABSENT: None. ABSTAIN: None. b. Budrow, Fernandez, Ford, Harris, and Bill Beard reported that he had prepared a notice to be sent to the Downtown Merchant's requesting comments on short-term parking in the downtown area. In a discussion with the City Manager, Mr. Rough stated that the Downtown Master Plan will have specific recommendations relative to the downtown area that will range from off-street parking to on-street parking. ON A MOTION by Beard, seconded by Harris, that this item be referred to the Downtown Master Committee in regards to their proposal for the downtown parking area in the Downtown Master Plan. Michael Harris left the meeting at 2:30 p.m. c. Bill Beard reported that a letter was sent to the business operators in that area informing them of the Committee's action to red curb the west side of State Street, from Magnolia north to the Century Cable driveway. No comments were received before this meeting. d. Duties of Traffic Engineering Committee Bill Beard reported that Section 7060, of the City Code describes some of the regulations of traffic on streets. The Committee acts as Traffic Engineer for the City and has the authority to place traffic control devices and signs, and will handle items that do not appear to be a policy issues or questions and must make a recommendation for approval by the City Council for such items as stop signs and timed parking, which are approval by resolution. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE FEBRUARY 9, 1993 2 plans or projects that will change the nature of circulation of streets, change the configuration of the street travel lanes versus parking, and will be making recommendations to the City Council such as removal of parking to create a left turn lane. The Downtown Master Plan is dealing with circulation in the downtown area which will involve the one-way street system. MISCELLANEOUS ITEMS None.
