M I N U T E S
MARCH 9, 1993
2:00 p.m.
The meeting was called to order at 2:05 p.m. by Vice-Chairman
Budrow, in Conference Room 3, at the Ukiah Civic Center, Ukiah,
California. Members present were: Beard, Borecky, and Harris.
Members Absent: William Fernandez, Steven Ford and Steve Turner.
APPROVAL OF MINUTES
Ken Budrow made the following correction on Page 2, First
Paragraph, "ON A MOTION by Harris, seconded by Beard, that the
Traffic Engineering Committee has determined at this time that
there does not appear to be a need for additional traffic devices
in this location; and request that the letter from Mrs. Stinnett be
forwarded to the Ukiah Police Department for consideration of
patrol in the area, and a letter be sent to Mrs. Stinnett defining
the Committee's action.
ON A MOTION by Harris, seconded by Beard, that the Traffic
Engineering Committee minutes of February 9, 1993, be approved as
corrected.
AYES: Beard, Borecky, Harris and Vice-Chairman Budrow.
NOES: None.
ABSENT: Fernandez, Ford, and Turner.
ABSTAIN: None.
DISCII88ION/ACTION ITEMS:
a. Reouest from Nelson Glass. 953-A North State Street for Red
Curb in Front of Parcel
Bill Beard reported that Nelson Glass is requesting a red curb in
front of 953-A North State Street due to site distance visibility
when exiting onto State Street, and he suggested that the curb
should be red curb from the south property line to the driveway.
Discussion followed regarding that when exiting the driveway from
Nelson Glass onto State Street the site visibility is not clear of
on-coming traffic, and the number of vehicles parked in front of
the body shop.

ON A MOTION by Harris, seconded by Beard, the Traffic Engineering
Committee approve the request from Nelson Glass to red curb the
frontage of subject parcel from the south property line to the
driveway, based on site distance visibility and accessibility onto
State Street.
AYES: Beard, Borecky, Harris and Vice-Chairman Budrow.
NOES: None.
ABSENT: Fernandez, Ford and Turner.
ABSTAIN: None.
Bill Beard noted that in the current fiscal year a left-turn pocket
was to be installed at Low Gap and State Street and the traffic
signals redone; however, due to other projects this project may be
carried over to the following fiscal year.
Vice-Chairman Budrow asked if the left-turn pocket for south bound
State Street and Low Gap/Brush will extend past the School District
Office. Bill Beard responded no, however, when the stripping is
changed for a left-turn pocket all on-street parking is eliminated
from the intersection.
Discussion followed regarding the installation of left-turn pockets
at other intersections such as Magnolia; and the installation of a
center lane on State Street is a long-term project based on the
decision by the City Council due to the eliminate on-street
parking.
Bill Beard noted that no action should be taken at this time until
after the April 12, 1993 meeting, and that a letter should be sent
to the businesses in this complex informing them of this action.
b. Reauest for Ston Sian on Washington Court at Washington Street
- Traffic Enaineering Committee
Bill Beard reported that this item was brought to the Committee by
Chairman Turner.
ON A MOTION by Borecky, seconded by Harris, that the Traffic
Engineering Committee recommend to the City Council to install a
stop sign on Washington Court at Washington Street due to the new
traffic signals and increased traffic on Washington.
AYES: Beard, Borecky, Harris and Vice-Chairman Budrow.
NOES: None.
ABSENT: Fernandez, Ford and Turner.
ABSTAIN: None.

Bill Beard reported that Angelena Heredia is requesting a red curb

on Ford Street due to site distance visibility because of the on-
street parking on Ford Street.
Discussion followed regarding vehicles parked on Ford Street from
Orchard Avenue to Sidney, both sides of the street; vehicles parked
on Ford Street between 472 Ford Street and the corner of Sidney;
that the Committee notify property owners of the possible red
curbing from Orchard Avenue to Myron; that consideration be taken
into red curbing both sides of the street; tenants have adequate
off-street parking; and the driveways to the complexes within this
area have adequate parking for two vehicles including the garage.
ON A MOTION by Harris, seconded by Borecky, that the Traffic
Engineering Committee consider red curbing some areas of Ford
Street from Orchard Avenue to Myron for the May 11, 1993 meeting,
and that Notices be provided to the property owners and tenants,
property owners adjacent to the street, tenants of the two
apartment complexes, that take access to the street, that the
Traffic Engineering Committee is considering red curbing the north
side of Ford Street.

d. Survey of Parking on Narrow Streets West of Dora Avenue
Bill Beard distributed to the Committee a copy of the Regulation of
Traffic and Streets - Definitions, and distributed a copy of and
explained the survey of curb-to-curb widths and right-of-ways
widths of streets west of Dora between Clay and Henry.
Discussion followed regarding a street 24 feet or less should have
on-street parking on one side; a normal street configuration allows
8 feet for parking, 12 feet for a travel lane, and if the travel
lane is adjacent to a curb 2 feet is added; EP/CURB stands for edge
of pavement on one side curb on the other side.
ON A MOTION by Budrow, seconded by Harris, that the Traffic
Engineering Committee request the Engineering Department to bring
back to the Committee at its June 8, 1993 meeting, a recommendation
for future action in regards to eliminating on-street parking in
certain areas, and any other action as deemed necessary for the
Committee to review.

MISCELLANEOIIB ITEMS
Mike Harris noted that there is a proposal for development of
property on West Perkins at Hospital Drive. The property is
approximately 45 feet wide and the proposed development is a
medical complex exiting onto West Perkins Street. A traffic study
will be required.
There being no further business, the meeting adjourned at 2:30 p.m.
