APRIL 13, 1993
2:00 p.m.
The meeting was called to order at 2:05 p.m. by Chairman Turner, in
Conference Room 3, at the Ukiah Civic Center, Ukiah, California.
Members present were: Beard, Borecky, Fernandez and Ford.
Members Absent: Ken Budrow and Michael Harris.
Others Present: Yvette Kennedy and Lisa Artz
APPROVAL OF MINIITES
The Traffic Engineering minutes of March 9, 1993, will be approved
at the May il, 1993 meeting.
DISCIISSION/ACTION ITEMS
b. Reauest for Sneed Bumos or "Children At Play" sians for oak
Manor Court - Yvette Kennedy
Bill Beard reported that he received a letter from Yvette Kennedy
requesting a "Children at Play" sign or the installation of speed
bumps on Oak Manor Court to help slow the speed of traffic on the
street and for the safety of children playing in the area.
Lisa Artz expressed there are numerous children who live on Oak
Manor Court, and two to three children have been hit by a vehicle
within the last two years, and numerous close calls. The parents
have put up street signs, but the teenagers destroy the signs.
Yvette Kennedy expressed that there are a lot vehicles that use the
street as a turn-around street.
Chairman Turner stated that this item has been brought before the
Committee on several occasions. However, speed bumps or dips in
the street would create a potential liability, because a vehicle
could hit the speed bump or dip a certain way and could cause an
accident.
Steve Ford noted that in the Davis area City streets that are not
through streets are made narrow, and by placing planters on the
sides of the street to make the street entrances and exits appear
narrow to help slow traffic speed.

Discussion followed regarding the placement of planters on the side
of the street could prevent emergency vehicles from entering and
exiting the street and street maintenance; Oak Manor Court is wider
than normal cul-de-sac widths; the flow of traffic on Oak Manor
Court; there are no signs indicating that it is not a through
street; placement of a "Not a Through Street" sign; cul-de-sacs are
difficult to enforce by radar due the length of the street;
"Children at Play" signs are not installed by the City due to the
fact that the City does not want to acknowledge that it is
acceptable for children to play in the street.
Bill Beard noted that to enforce traffic speed, the City performs
a Speed Study Survey on streets such as Dora and State Street and
monitors 100 vehicles to determine the average speed limit. The
City Council approves the speed limit and then Police Department
can enforce the speed limit by radar. He recommended a "Not a
Through Street" sign, on both sides of the street, at the entrance
into the Court.
ON A MOTION by Beard, seconded by Fernandez, that the Public Works
Department install a "Not A Through Street" sign at the entrance
into the Oak Manor Court, and to install the sign as soon as
possible to monitor the effectiveness of traffic speed.
AYES: Beard, Borecky, Fernandez, Ford and Chairman Turner.
NOES: None.
ABSENT: Budrow and Harris.
ABSTAIN: None.
Chairman Turner requested that Yvette Kennedy and Lisa Artz notify
the Committee several weeks after the installation of the sign to
inform the Committee if the sign has made a difference on the
amount of traffic and traffic speed.
a. Request to Remove Parkins Meters in Front of 435 North State
Street - Ken Cordren
Bill Beard reported that he received a letter from Ken Cordren
requesting that the parking meters be removed from in front of his
business. He stated that several of his customers have received
parking tickets within the last few months that makes for bad
customer relations, and that the parking meters are hurting his
business.
The Parking District stops at the north edge of the building of
this address. Stops just on the north edge of the an old building
that was demolished on the north side.
Discussion followed regarding that there are parking meters located
across the street; the meters are two hour meters and if the meters
are paid, the customer should not be receiving tickets; revenue

from parking meters; making the parking spaces limited two hour
parking and removing the parking meters; removal of the parking
meters would create all day parking, and the employees of the local
businesses would use the parking and move their vehicles from
parking space to parking space to prevent a parking ticket; there
is one meter located in front of 435 and one meter after that; the
Committee does not have the authority to remove the parking meters,
but can make a recommendation to the City Council; refer this
matter to the Planning Department for inclusion in the Downtown
Revitalization Program.
Steve Ford expressed that he is against parking meters and anything
installed in the sidewalk.
ON A MOTION by Beard, seconded by Borecky, that this item be
referred to the Downtown Master Plan for review of parking and
traffic in the downtown area.
AYES: Beard, Borecky, Fernandez, Ford and Chairman Turner.
NOES: None.
ABSENT: Budrow and Harris.
ABSTAIN: None.
MISCELLANEOIIS ITEMS
George Borecky requested that a memorandum be written to the
Electric Department regarding the lights on Gobbi Street and
Orchard Avenue.
There being no further business, the meeting adjourned at 3:00 p.m.

Dear Property Owner:
At a recent meeting with the City Manager, many of the residents of
your neighborhood were concerned with the safety of school children
trying to gain access to Nokomis School yard. A concerned citizens
stated that automobiles parked on the east side of Helen Avenue
were forcing the children to walk in the street on South Helen
Avenue.
One possible solution to this problem is removing parking from the
east side of South Helen Avenue along the entire length of Nokomis
School. As a Nokomis School neighbor, we would like to inform you
that the Traffic Engineering Committee will consider this parking
restriction at their next regular schedule meeting of Tuesday, June
8, 1993, at 2:00 p.m. at the Ukiah Civic Center, 300 Seminary
Avenue, Ukiah. We would like to hear your opinions on this
proposal.
You may address letters or telephone call to Bill Beard, City
Engineer at 463-6287 and you are welcome to attend the meeting and
express your opinion as well.

RE: Unsafe pazking conditions on N. Bush St. -Agenda item for May 4 meeting
For several yeazs now, I have been concerned about a stretch of N. Bush that I consider dangerous
when cars and trucks, including my own, are parked at curbside (see sketch, attached page). From
the middle of the Frank Zeek School field north to 1191, N. Bush makes an "S" curve that has
become quite dangerous with the increased traffic (which generally races through the area at speeds
over the limit), increasing number of young children in the area, and frequent afternoon and
evening use of the Frank Zeek field Cor ball games.
Because many of the houses along the street have more vehicles than can be pazked in the two-car
driveways, the street is usually loaded with curbside parked vehicles. When cars and trucks are
parked on the east side of N. Bush, a dangerous situation is created for people driving or
bicycling in a north-south direction. When entering N. Bush from Garrett, the driver has very
limited visibility to the north, and cannot see vehicles coming from [he south unless one pulls at
least one-half car length into N. Bush. The curbside visibility is reduced dramatically, as is
visibility for people exiting driveways. Although I am unaware of any major accidents YET, I
have witnessed many "close calls", heard many others, been told of still more, and experienced
several myself.
My request to the Traffic Engineering Committee is to paint the east side of [he N. Bush curb red
from 20 fee[ south of the light standard in front of 1171, north to the driveway of 1201. In this
manner, the frequent close calls and a possible future tragedy might be prevented. I will be happy
to meet with you and both show and discuss with you the problem briefly outlined here. Thank
you for considering this matter.

Subject: Street Light Request
The Traffic Engineering Committee has requested the
installation of two street lights at the intersection of Orchard
and East Gobbi as described in the attached memorandum of April 13,
1993. Since this request involves the public streets, it is my
belief that this request should have been directed to the
Engineering Department for your approval, before requesting the
work to be performed. I'm assuming that your department has
reviewed this request and that the Electric Utility has your
approval to proceed with this project.
Due to the current availability of circuits in the area, we
would propose the installation of the lights on the northeast and
southwest corners, rather than as requested on the southeast and
southwest corners of the intersection.
If you should have any changes or recommendations relative to
this request, please let me know. We will schedule this project in
our work schedule and will begin installation as soon as possible.

RE: Red Zone between ~ drveways
Dear Mr. Beard:
1 am writing on behalf of Plowshares Community Diniag Room w request that a curb between our 150
Luce Avenue address and the neighbar to the west be painted red. The curb length between the two addresses is
such that it is almost big enough far a compact car, and if parked mare to the east than the west it does not
obstruct our wider driveway, but i[ the car is large and parked mare to the west if blocks part of the driveway
of our neighbor to the west.
We are making this request in an effort to help our neighbar be assured that his driveway will always be
accessible to him, and that guests who come to our dining room understand there is no parking in that spot.
1 do hope that our request will be approved. Please feel free to contact me if yw have any questions.
