M I N U T E S
APRIL 13, 1993
2:00 p.m.
The meeting was called to order at 2:05 p.m. by Chairman Turner, in
Conference Room 3, at the Ukiah Civic Center, Ukiah, California.
Members present were: Beard, Borecky, Fernandez and Ford.
Members Absent: Ken Budrow and Michael Harris.
Others Present: Yvette Kennedy and Lisa Artz
APPROVAL OF MINUTES
The Traffic Engineering minutes of March 9, 1993, will be approved
at the May li, 1993 meeting.
DISCIISSION/ACTION ITEMB
b. Reauest for Sneed Bumps or "Children At Plav" signs for Oak
Manor Court - Yvette Kennedy
Bill Beard reported that he received a letter from Yvette Kennedy
requesting a "Children at Play" sign or the installation of speed
bumps on Oak Manor Court to help slow the speed of traffic on the
street and for the safety of children playing in the area.
Lisa Artz expressed there are numerous children who live on Oak
Manor Court, and two to three children have been hit by a vehicle
within the last two years, and numerous close calls. The parents
have put up street signs, but the teenagers destroy the signs.
Yvette Kennedy expressed that there are a lot vehicles that use the
street as a turn-around street.
Chairman Turner stated that this item has been brought before the
Committee on several occasions. However, speed bumps or dips in
the street would create a potential liability, because a vehicle
could hit the speed bump or dip a certain way and could cause an
accident.
Steve Ford noted that in the Davis area City streets that are not
through streets are made narrow, and by placing planters on the
sides of the street to make the street entrances and exits appear
narrow to help slow traffic speed.

Discussion followed regarding the placement of planters on the side
of the street could prevent emergency vehicles from entering and
exiting the street and street maintenance; Oak Manor Court is wider
than normal cul-de-sac widths; the flow of traffic on Oak Manor
Court; there are no signs indicating that it is not a through
street; placement of a "Not a Through Street" sign; cul-de-sacs are
difficult to enforce by radar due the length of the street;
"Children at Play" signs are not installed by the City due to the
fact that the City does not want to acknowledge that it is
acceptable for children to play in the street.
Sill Beard noted that to enforce traffic speed, the City performs
a Speed Study Survey on streets such as Dora and State Street and
monitors 100 vehicles to determine the average speed limit. The
City Council apgroves the speed limit and then Police Department
can enforce the speed limit by radar. He recommended a "Not a
Through Street" sign, on both sides of the street, at the entrance
into the Court.
ON A MOTION by Beard, seconded by Fernandez, that the Public Works
Department install a "Not A Through Street" sign at the entrance
into the Oak Manor Court, and to install the sign as soon as
possible to monitor the effectiveness of traffic speed.
AYES: Beard, Borecky, Fernandez, Ford and Chairman Turner.
NOES: None.
ABSENT: Budrow and Harris.
ABSTAIN: None.
Chairman Turner requested that Yvette Kennedy and Lisa Artz notify
the Committee several weeks after the installation of the sign to
inform the Committee if the sign has made a difference on the
amount of traffic and traffic speed.
a. Request to Remove Parkina Meters in Front of 435 North State
Street - Ken Cordren
Bill Beard reported that he received a letter from Ken Cordren
requesting that the parking meters be removed from in front of his
business. He stated that several of his customers have received
parking tickets within the last few months that makes for bad
customer relations, and that the parking meters are hurting his
business.
The Parking District stops at the north edge of the building of
this address. Stops just on the north edge of the an old building
that was demolished on the north side.
Discussion followed regarding that there are parking meters located
across the street; the meters are two hour meters and if the meters
are paid, the customer should not be receiving tickets; revenue

from parking meters; making the parking spaces limited two hour
parking and removing the parking meters; removal of the parking
meters would create all day parking, and the employees of the local
businesses would use the parking and move their vehicles from
parking space to parking space to prevent a parking ticket; there
is one meter located in front of 435 and one meter after that; the
Committee does not have the authority to remove the parking meters,
but can make a recommendation to the City Council; refer this
matter to the Planning Department for inclusion in the Downtown
Revitalization Program.
Steve Ford expressed that he is against parking meters and anything
installed in the sidewalk.
ON A MOTION by Beard, seconded by Borecky, that this item be
referred to the Downtown Master Plan for review of parking and
traffic in the downtown area.
AYES: Beard, Borecky, Fernandez, Ford and Chairman Turner.
NOES: None.
ABSENT: Budrow and Harris.
ABSTAIN: None.
MISCELLANEOIIS STEMS
George Borecky requested that a memorandum be written to the
Electric Department regarding the lights on Gobbi Street and
Orchard Avenue.
There being no further business, the meeting adjourned at 3:00 p.m.
