The meeting was called to order at 2:03
Conference Room 3, at the Ukiah Civic
Members present were: Beard, Budrow
arriving at 2:15 p.m.
Members Absent: Fernandez and Harris.

Bill Beard stated that he received a letter from Diane Anastasio,
Plowshares, requesting that the curb between 150 Luce Avenue and
180 Luce Avenue be painted red.
Diane Anatasio expressed that the curb length between the driveways
of 150 Luce Avenue and 180 Luce Avenue is a short curb and
customers for Plowshares park at the curb. The curb is to short to
accommodate a compact or any size vehicle and, therefore, the
vehicles block the access to the driveway of 180 Luce Avenue. She
is requesting that the curb be painted red to eliminate parking by
Plowshares customers. She also expressed that this has caused bad
relations between Plowshares and the neighbor.
Discussion followed regarding that blocking access to a driveway is
cause to issue a parking ticket; maintenance for painting the red
curb; customers parking at the curb are for short periods of time;
the area is not patrolled by the Parking Enforcement Officers;
Plowshares placing a "No Parking" sign located behind the sidewalk,
perhaps that could be attached to the fence and could be placed up
in the morning and removed at closing.

minutes of March 9, 1993, were approved as submitted:

DISCIISSZON/ACTION ITEMS
a. Request to Consider Red Curb. North Side of Smith lust West of
North Oak, oDUOSite Drive-Un Mail Box - Ford
Bill Beard stated that Smith Street is a one-way street, 24 feet
curb-to-curb, and directly opposite the mail boxes is a white
passenger loading zone, and that a vehicle takes 6 1/2 feet next to
the curb. He also noted that if a car is temporarily parked at the
mail boxes, and a car is parked on the opposite side of the street
in the loading zone, there is sufficient space for vehicles to pass
between the two parked vehicles.
Steve Ford expressed that the mail boxes on Smith Street are in the
wrong location. He noted that there have been some close accidents
when a vehicle is turning left from Oak Street onto Smith Street
when a vehicle is temporarily parked at the mail boxes and vehicles
are parked on the opposite side of the street.
Steve Ford asked Ken Budrow about the status of traffic accidents
at this location. Ken Budrow responded that he is not aware of any
accidents at this location.
Discussion followed regarding there are businesses located on the
south side of the street; it is the responsibility of the driver
making a left-hand turn from Oak Street onto Smith Street to take
caution that a vehicle may be parked at the mail boxes, and it is
the responsibility of the driver parked by the mail boxes to
observe oncoming traffic.
It was the consensus of the Committee to take no action.

Driveway at 1201 North Bush Street - Betty Hartnett
Bill Beard reported that he received a letter from Betty Hartnett,
1171 North Bush, requesting to red curb the east side of North
Bush, 20 feet south of the light standard in front of 1771, north
to driveway of 1201 North Bush. She wrote when vehicles are parked
on the east side of North Bush a dangerous situation is created for
people driving or bicycling in a north-south direction, and when
exiting the driveway there is limited visibility to the north of
vehicles coming from the south.
Discussion followed regarding painting red curb from the light
standard 20 feet to the south; there are shrubs in excess of 36
inches in height in a 24 foot setback, and if the shrubs were
trimmed in height that would allow for more site visibility.
ON A MOTION by Ford, seconded by Beard, to approve the request to
red curb the east side of North Bush Street, 20 to 30 feet south of
the light standard at 1171 North Bush Street.
AYES: Beard, Borecky, Budrow, Ford and Chairman Turner.
NOES: None.
ABSENT: Fernandez and Harris.
ABSTAIN: None.
ON A MOTION by Budrow, seconded by Borecky, that the Engineering
Department send a letter to the residents located within the
subject area of the proposed red curb to receive their input
regarding the red curb.
AYES: Beard, Borecky, Budrow, Ford and Chairman Turner.
NOES: None.
ABSENT: Fernandez and Harris.
ABSTAIN: None.
d. Reauest for Temnorarv Bus Stop at Pomolita School on Dora
Avenue. at Northwest Corner of Spring Street for Summer
School. June to August, 1993 - Steve Turner (MTA~
ON A MOTION by Beard, seconded by Borecky, to approve the request
by MTA for a temporary bus stop at Pomolita School on Dora Avenue,
at Northwest corner of Spring Street for Summer School, June to
August 1993.
AYES: Beard, Borecky, Budrow, Ford and Chairman Turner.
NOES: None.
ABSENT: Fernandez and Harris.
ABSTAIN: None.
