HomeMy WebLinkAbouttecm_060893TRAFFIC ENGINEERING COMMITTEE M I N U T E S JUNE 8, 1993 2:00 p.m. The meeting was called to order at 2:05 p.m. by Chairman Turner, in Conference Room 3, at the Ukiah Civic Center, Ukiah, California. Members present were: Beard, Borecky, Budrow, Fernandez, Ford and Harris. Others Present: Nina Woolsey and Dennis Patton APPROVAL OF MINUTES Chairman Turner made the following correction on Page 3, Item d, change Chairman Turner's vote from Ayes to Abstain. ON A MOTION by Borecky, seconded by Beard, the Traffic Engineering minutes of May 11, 1993, were approved as corrected: AYES: Beard, Borecky, Budrow, Ford and Chairman Turner. NOES: None. ABSENT: None. ABSTAIN: Fernandez and Harris. DISCUSSION/ACTION ITEMS a. Reauest for Four-Way Stoo at Mill and Spring Streets - Nina Woolsey and Dennis Patton Bill Beard stated that he received a letter from Ms. Woolsey and Mr. Patton. Ms. Woolsey expressed that traffic tends to speed down from the hill on West Mill Street through the intersection at Spring Street. Several pets belonging to neighbors have been killed and young children have had close calls with speeding vehicles. West Mill Street is extremely busy during the morning and evening commute hours and on weekends. Yokayo School is in close proximity and many children are on the street after school. Steve Ford expressed that the Committee does not install stop signs for speed control. Ken Budrow expressed that when driving west bound on Mill Street, the intersection is not clearly visible and suggested the possibility that the intersection could be identified without stop signs. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE MAY il, 1993 1 Discussions followed regarding the possibility of identifying the intersection with a crosswalk; placement of a crosswalk in an uncontrolled intersection; the possibility of red curbing the street corners at the intersection and the impact to on-street parking; West Mill Street is narrow in this area; and the Traffic Speed Study for West Mill Street. ON A MOTION by Budrow, seconded by Harris, that the Traffic Engineer Committee to contact Captain John Williams, Ukiah Police Department, requesting radar enforcement on Mill Street within the area of Spring Street and that an informal documentation be forwarded to the Traffic Engineering Committee. It is also requested that the Public Works Department review the intersection of West Mill and Spring Streets for potential red curbing of the street corners, with information on the impact of on-street parking, and suggestions on identifying the intersection. AYES: Beard, Borecky, Budrow, Chairman Turner. NOES: None. ABSENT: None. ABSTAIN: None. b. z Fernandez, Ford, Harris and It was the consensus of the Committee to continue this item to the July 13, 1993 meeting. c. Removal of Red Curb located in Front of Redwood Manor Apartments on Waucxh Lane - Sean Leech Ken Budrow stated that he looked at the area and that there are two red zones, the south red zone appeared to have space for one parking space, and the north red zone appeared to have space for two parking spaces. Bill Beard stated there is 41.5 feet between the slopes of the driveways. He noted that 20 feet is required per parking space, leaving three-quarters of one foot on either end of the driveway for red curb, and noted that is insufficient for clear visibility for vehicles exiting the driveways. Discussion followed regarding that the two driveways enter into carports, and that vehicles existing the driveways have to back out requiring sufficient site visibility; the red curb was requested to prevent a short bed truck from parking in front of the apartments, and the Apartment Manager is now requesting that the red curb be removed due to the truck no longer exist; and that this section of Waugh Lane is within City limits. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE MAY ll, 1993 2 ON A MOTION by Harris, seconded by Beard, that due to the potential safety factors related to vehicles backing out of the existing driveways, and the potential of traffic hazards when backing out, that the existing red curb remain as is. AYES: Beard, Borecky, Budrow, Fernandez, Ford Harris and Chairman Turner. NOES: None. ABSENT: None. ABSTAIN: None. MISCELLANEOIIS ITEMS George Borecky asked the status of the request from Ted Feibusch for "NO PARKING", west side of Highland Avenue in front of 230, 240, and 280 Highland Avenue.
