MINUTES
SEPTEMBER 14, 1993
2:00 p.m.
The meeting was called to order at 2:06 p.m. by Chairman Turner, in Conference Room 3, at
the Ukiah Civic Center, Ukiah, California. Members present were: Beazd, Budrow, Fernandez,
Ford and Harris.
Members absent: Rick Kennedy.
Others Present: Dorothy Keene and Roger Sprehn
APPROVAL OF MINUTES
Ken Budrow made the following correction on Page 2, Item A, change the noes votes to ayes
votes.
ON A MOTION by Beard, seconded by Budrow, it was carried by the following roll call vote,
to approve the Traffic Engineering minutes of July 13, 1993, as corrected.
AYES: Beard, Budrow, Fernandez, Ford, and Chairman Turner.
NOES: None.
ABSENT: Kennedy.
ABSTAIN: Harris.
DISCUSSION/ACTION ITEMS:
a. Request from Methodist Church for Passenger Loading Zone at Entrance on Smith Street
between Pine and Bush Streets -Mrs. Keene
Mrs. Keene explained the Methodist Church recently joined NCO's Headstart Program in
preparing lunches to be delivered to adults and children. She advised the kitchen door of the
Church is located on the north side of Smith Street. The delivery vehicle parks on the street and
sidewalk for access to the kitchen. There are two deliveries per day, and the vehicles aze parked
five minutes for each pickup. She noted Smith Street is very narrow and the vehicles are not
large in size.
Ken Budrow advised there is two hour parking on the north side of Smith S[reet.

Discussion followed regarding: Smith Street is 24 feet curb to curb; the Church driveway is
located on the west side; and there is a red curb on the south side of Smith Street.
ON A MOTION by Harris, seconded by Budrow, it was carried by the following roll call vote,
to deny the request from Methodist Church for Passenger Loading Zone, on the south side, at
entrance on Smith Street between Pine and Bush Streets due to the narrowness of the street and
the opportunity for parking on the north side of Smith Street.
AYES: Beard, Budrow, Fernandez, Ford, Harris and Chairman Turner.
NOES: None.
ABSENT: Kennedy.
ABSTAIN: None.
b. Request from Senior Center for Red Curb Next to North Driveway -Senior Center
Bill Beard explained the north driveway appears to be an exit driveway. There is a small area
red curbed on the north side of the driveway. He advised when exiting the driveway vehicles
are parked on both sides preventing clear site visibility of on-coming traffic.
Ken Budrow advised when exiting the driveway there is no site visibility of north bound traffic,
due to on-street parking on both sides. Leslie Street is a wide and heavy travelled street.
Discussion followed regarding: concern for senior citizens safely exiting the driveway; red curb
a minimum of 10 fee[ on both sides of the driveway; on-street parking from tenants of the
adjacent apartment building near the senior center.
ON A MOTION by Harris, seconded by Beard, it was carried by the following roll call vote,
the Traffic Engineering Committee direct the Public Works Department to red curb the east side
of Leslie Street, both north and south of the north driveway to the Senior Center, a minimum
of 10 fee[ up to 20 feet depending on the configuration of on-street pazking in both directions.
AYES: Beard, Budrow, Fernandez, Ford, Harris and Chairman Turner.
NOES: None.
ABSENT: Kennedy.
ABSTAIN: None.
c. Request for Fire Lane Designation in Cul-de-sac of Mendocino Place - Ro eg r A. Sprehn.
Fire Marshal
Fire Marshal Sprehn explained residents at the end of Mendocino Place use the cul-de-sac for
parking vehicles. Ukiah Fire Department personnel are concerned that this parking may
interfere with fire fighting efforts in the event of a structure or wildland fire in that area. Fire
Department apparatus requires a clear turn-around area with a 35 foot radius, as well as clear

areas to the fire hydrant at the end of the cul-de-sac. He is requesting the Traffic Engineering
Committee consider designating a "Fire-Lane - No Parking" area in the cul-de-sac.
It was the consensus of the Traffic Engineering Committee, requesting the Fire Department to
inform the residents, within the cul-de-sac, the Department's concern for a fire lane designation,
and that the request for the fire lane designation will be discussed at the October 12, 1993
Traffic Engineering Committee meeting.
d. weed Humps in City Streets to Reduce Vehicle Speed -Traffic Committee
Bill Beard advised the attached document on Managing Neighborhood Traffic, Institute of
Transportation Studies, Technology Transfer Program University of California, explains various
designs of undulation such as width, height, and flat top. According to Traffic Engineer Edward
Cline, approximately 50 cities have installed at least one speed bump. Data gathered after the
installation of a 12-foot-long base the average speed dropped by 9 m.p.h. and the critical speed
dropped by 6 to 9 m.p.h. Traffic was not diverted to other nearby residential streets. There
was little potential for accidental damage to vehicles. There was no reports of noise problem
caused by speed humps. Data showed drivers did not hurry up and brake or gutter run to get
around the speed humps. The speed hwnps are marked with chevrons of white marking tape
and by posting a "bump" sign nearby. Fire engines can go over the bumps at 20 m.p.h. when
fully loaded. Mr. Cline noted one reason for the growing use of speed humps is the gap
between the 25 m.p.h. speed limit for residential streets and the real speed of drivers on those
streets.
Bill Beard noted the cost of installing speed humps by City personnel is approximately $500.
Ken Budrow inquired if information was received on dual speed humps. Bill Beard advised
there was no information regarding dual speed humps.
Bill Beard suggested the Committee could recommend, on a trial basis only, the installation of
one speed hump in a residential area where demands for traffic control have been requested.
It was the consensus of the Traffic Engineering Committee, the Engineering Department obtain
information from the Ci[y Attorney on City liability and REMIF on City insurance and return
all information to the October 12, 1993 meeting.
e. Existing_Parkine Limits• Mason Street West Side -All Day Parkin: Mason Street. East
Side - 1 1/2 Hour Parkin -Traffic Committee
Bill Beard explained this item was brought before the Committee by Schwarm's Paint Store at
the July 13, 1993 meeting. He advised on the west side of Mason Street is all day parking with
no parking limit posted. The east side of Mason Street, from Perkins to Smith Street, is posted
1 1/2 hour parking. Smith Street is posted 2 hour parking.

Mike Harris advised this item should be referred to the Downtown Master Plan Committee.
ON A MOTION by Harris, seconded by Beard, it was carried by the following roll call vote,
the existing parking limits on Mason Streets, both east and west side, be referred to the
Downtown Master Plan Committee.
AYES: Beard, Budrow, Fernandez, Ford, Harris and Chairman Turner.
NOES: None.
ABSENT: Kennedy.
ABSTAIN: None.
Mike Harris left the meeting at 3:10 p.m.
f. Parkine. East Side of Orchard alone Mervvn's Frontage -Traffic Committee
Bill Beard advised the red curb stops at the Mervyn's entrance parking lot. He also advised K-
Mart has submitted a proposal for new construction on the vacant lot located behind Albertson's
Market.
Ken Budrow advised the west side of Orchard Avenue, south of Clara, there is no sight visibility
due to shrubbery in right-of-way.
Discussed in length: construction of the new K-Mart; and the Traffic Engineering Committee
recommending to the Planning Commission, as a condition to the new construction, eliminate
on-street parking on both sides of the street.
It was the consensus of the Traffic Engineering Committee to recommend to [he Planning
Commission the elimination of on-street parking as a condition to the proposed new K-Mart.
g. Request for Red Curb North Side Ford Street North State Street to where Street Widens
- Traffic Committee
Ken Budrow advised Ford Street is very narrow; vehicles make sudden stops when another
vehicle is turning from State Street; vehicles turning from State Street onto Ford Street turn into
[he middle of the street eliminating any lane width for west bound traffic. He expressed on-
street parking within this area is a safety hazard.
Chairman Turner expressed he agreed Ford Street, within this area, is a safety hazard.
However, this item was brought before the Committee previously for discussion of possible red
curb. At that time the business owners and residents within the area did not want the red curb.
ON A MOTION by Beard, seconded by Budrow, it was carried by the following roll call vote,
the Traffic Engineering Committee recommend to the City Council the removal of on-street
parking, north side of Ford Street, from North State Street easterly to the east side of 120 Ford

Street, due to no curb, gutter and sidewalk within this location, and on-street parking creates a
restriction in the travel lanes of Ford Street.
AYES: Beard, Budrow, Fernandez, Ford, and Chairman Turner.
NOES: None.
ABSENT: Harris and Kennedy.
ABSTAIN: None.
h. Request to Consolidate MTA Routes through Town -Traffic Committee
Steve Turner advised this is for information only, no action required. He distributed to
Committee members the new MTA Bus Schedule.
Alternatives for Gobbi Street -Waugh Lane Intersection Congestion -Traffic Committee
Ken Budrow inquired if a traffic count has been performed for this intersection.
Bill Beard explained not at this time.
Chairman Turner advised the Steering Committee discussed eliminating the left turn lane from
Leslie onto Perkins, and the left turn from Waugh Lane onto Gobbi Street.
It was consensus of the Traffic Engineering Committee to request the Engineering Department
to perform traffic counts at the intersection of Waugh Lane and Gobbi S[reet, and return all
information to the October 12, 1993 meeting.
j. Consider Recommendation to Remove Traffic Signals at North State Street and Norton
Street -Bill Beard
Bill Beard explained the City Manager received a telephone call from a citizen.
Discussion followed regarding: with traffic signals Scott Street is the only two-way street
between Gibson and Smith to enter/exit from State Street; Henry is a one-way street exiting onto
State Street; Scott Street is a heavy travelled street.
It was the consensus of the Traffic Engineering Committee to request the Engineering
Department to obtain additional information regarding the removal of traffic signals at North
State Street and Norton Street and return all information to the November 9, 1993 meeting.
