The meeting was called to order at 2:05 p.m. by Chairman Turner, in Conference Room 3, at the Ukiah Civic Center, Ukiah, California. Members present were: Beard, Fernandez, Ford, and Kennedy. Ken Budrow arrived at 2:10 p.m. Members Absent: Michael Harris Others Present: Bertha Hinojosa APPROVAL OF MINUTES None. DISCUSSION/ACTION ITEMS: a. Proposed Removal of On-Street Parkina, Both Sides of Orchard Avenue from Pear Tree Center to North End. (Carry over from October) Bill Beard advised this item is being returned for discussion for the removal of on-street parking, both sides of Orchard Avenue from Pear Tree Center to north end. Discussions from the October meeting were for the removal of on-street parking on the east side only of Orchard Avenue. Discussion followed regarding: reducing on-street parking on Orchard Avenue to allow sufficient sight visibility at Clara and Orchard; foreseeing increased traffic volume with the future development of K-Mart on the vacant lot behind Albertson's Market; and reserving the street for through, unobstructed traffic before becoming an issue to remove on-street parking. ON A MOTION by Beard, seconded by Kennedy, it was carried by a consensus vote to recommend to the City Council that on-street parking be removed on both sides of Orchard Avenue from Pear Tree Center to the north end of Orchard Avenue. Consider Recommendations to Remove Stop Sians on Bush Street at Arlington Drive - Steve Ford Steve Ford advised the traffic volume is very low at this intersection. Bill Beard advised the stop signs were installed with the development of Bush Street north from Low Gap. Stop signs were placed on Bush Street due to Frank Zeek School located at the end of Arlington. Arlington is the primary access to the school from the subdivision area. Ken Budrow arrived at 2:10 p.m. Ken Budrow inquired if Frank Zeek School was notified of the recommendation to remove stop signs at the intersection of Bush Street and Arlington Drive. He also advised he contacted the School, and the School and PTA are adamantly opposed to the removal of the stop signs. Bill Beard advised he is opposed to the removal of the stop signs because of the school and the type of intersection. Discussion followed regarding: Frank Zeek School should be notified of the recommendation on the removal of the stop signs; the School does have a crossing guard; this item requires recommendation to the City Council by resolution; the speed limit is 25 m.p.h. within a school zone, and 30 m.p.h. outside the school zone. It was carried by a consensus vote to take no action on removing stop signs on Bush Street at Arlington Drive. Ken Budrow will contact Frank Zeek School to inform them the stop signs will not be removed. c. Bill Beard advised he has not obtained all information from the Planning files, the Fire Department, estimate of cost to relocate the mail boxes, and relocation of the fire hydrant. Discussion followed regarding: the property at the end of the cul- de-sac is City-owned property and approximately 20 feet wide; there is a street light in the center island; would require changing the storm drain drainage; there are approximately 3 vehicles per unit; would require the removal of trees; where to relocate the mail boxes; would the City allow residents to park their vehicles on the City-owned property; it would be the responsibility of the residents to make improvements such as curb, gutter and pave. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE NOVEMBER 9, 1993 2 ON A MOTION by Budrow, seconded by Kennedy, it was carried by a consensus vote that the Traffic Engineering Committee Chairman write a letter to Debbie Klimasauskas and Gary Webb on the possibility of forming a neighborhood association with the goal of financing an off-street parking area, on the creek bank south of the cul-de-sac. If there is an interest in pursuing this course of action, to contact Bill Beard, City Engineer, for further information. Chairman Turner advised he will prepare a letter for his signature after the meeting. d. Bertha Hinojosa advised her mother, who lives with her, is handicapped (wheelchair) and legally blind. The driveway is at a sloped angle, and therefore, has to park in front of her house to get her mother in and out of the vehicle. She also advised she is having problems with her neighbor, the neighbor parks in front of her house, making it difficult to park in front of her house. She is requesting a handicap parking space in front of her residence at 225 Arlington Drive. Rick Kennedy inquired if she has a disabled placque card displayed in the front window of the vehicles. Ms. Hinojosa responded yes. Chairman Turner inquired if the neighbor was informed of the request. Ms. Hinojosa responded no, there is a restraining order between her and her neighbor, and therefore, she is unable to notify the neighbor of the request. Discussion followed regarding: this request requires a recommendation to the City Council by resolution or ordinance; the parking space will be marked for handicap parking, therefore, other vehicles not displaying the handicap plaque card will not be allow to park in the space; and this request can be granted according to Vehicle Code 22507. ON A MOTION by Kennedy, seconded by Budrow, it was carried by a consensus vote to, the Traffic Engineering Committee recommends to the City Council by resolution to approve the request that one preferential handicapped parking space be installed in front of 225 Arlington Drive. MISCELLANEOUS ITEMS None.
