The meeting was called to order at 2:07 p.m. by Chairman Turner, in Conference Room 3, at the Ukiah Civic Center, Ukiah, California. Members present were: Beard, Fernandez, Harris, and Kennedy. Ken Budrow arrived at 2:35 p.m. Members Absent: Stephen Ford Others Present: Roger Sprehn, John McKenzie and Ms. Underhill APPROVAL OF MINUTES - October 12. 1993 Steve Turner made the following correction on Page 5, Paragraph 5, add the following sentence to read: "It was the consensus of the Committee to forward this item to the Downtown Revitalization Committee." Steve Turner made the following correction on Page 6, Paragraph 4, change the date from October 12, 1993 to November 9, 1993, to read: "It was the consensus of the Traffic Engineering Committee, the Engineering Department obtain information from the City Attorney on City liability and REMIF on City insurance and return all information to the November 9, 1993 meeting." ON A MOTION by Harris, seconded by Kennedy, it was carried by a consensus vote to approve the minutes of October 12, 1993, as amended. APPROVAL OF MINUTES - NOVEMBER 9 1993 Michael Harris made a correction to the Roll Call, to show he was absent from the November 9, 1993 meeting. ON A MOTION by Fernandez, seconded by Beard, it was carried by a consensus vote to approve the minutes of November 9, 1993, as amended. Abstain: Michael Harris. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 14, 1993 1 DISCIISSION/ACTION ITEMS: a. On-Street Parkins, 1015 North Pine Street - John McKenzie John McKenzie advised he received a ticket for parking two wheels of his vehicle on the sidewalk and for blocking the sidewalk, located in front of his home. He explained parking his vehicle fully on the street narrows the east side travel lane. The sidewalk has a rolling curb, and there are no street improvements (gutter, curb or sidewalk) on the west side of the street. He also advised his vehicle was hit when parked on the street. Mr. McKenzie distributed to the Committee a layout drawing of the street. Michael Harris inquired if there is a garage and driveway. Mr. McKenzie advised that he and his wife each have a vehicle, and they have two roommates who each have a vehicle. The driveway is a single car driveway, and the garage is used for storage. Bill Beard advised the Vehicle Code indicates it is illegal to park on the sidewalk area between the curb and property line. Rick Kennedy advised the center line could be relocated giving an additional 4 feet to the east side lane, and post "No Parking" on the unimproved side. Discussion followed regarding ADA regulations and handicap access when a sidewalk is blocked by a vehicle parking on the sidewalk; relocating the center line 4 feet to the west to allow on-street parking on the east side of the street; not all residential streets have a center line; and removing the center line and post "No Parking" on the west side of the street. ON A MOTION by Kennedy, seconded by Fernandez, it was carried by a consensus vote to remove the centerline on North Pine Street. b. Reauest for Parkins at 90° from Curb. 1200 Block Yokayo Court - Ms. Underhill Ms. Underhill advised she received a ticket for parking vertical in a cul-de-sac area. She is requesting vertical parking be allowed, opposed to parallel as posted, to allow more on-street parking. She also advised she and her boyfriend are living with his parents and there are four (4) vehicles. She has talked with the neighbors and have expressed no problem with her parking vertical to the curb. To park parallel allows only one (1) vehicle to park between the driveway and the mailboxes. There is a two car driveway and garage. Currently the garage is used for storage and one (1) vehicle, and two vehicles are parked in the driveway. She noted the mailman complains when the vehicle is parked to close to the mailboxes. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 14, 1993 2 Steve Turner read a note from Roger Sprehn, Captain/Fire Marshal. The Fire Department is opposed to on-street parking if there is not a sufficient turning radius in the cul-de-sac. The City ordinance requires parking to be parallel unless identified by ordinance otherwise. He noted there was one occasion were vertical parking was approved by ordinance. However, the area was not a cul-de-sac. The street's outside edge of the turn widen to provide extra space for vertical parking. The on-street parking did not create a loss of travel lane and did not create a problem for fire equipment safety. Rick Kennedy advised he is opposed to perpendicular on-street parking in the cul-de-sac. Bill Beard advised on-street parallel parking is public parking, therefore, Ms. Underhill can park her vehicle on the street where there is sufficient space along the curb. Discussion followed regarding: this item requires approval by the City Council by ordinance; to allow on-street parking may create parking in all cul-de-sac; and the radius of cul-de-sacs are based upon fire department criteria. Ken Budrow arrived at 2:30 p.m. ON A MOTION by Harris, seconded by Fernandez, it was carried by a consensus vote the Traffic Engineering Committee not grant the request for parking at 90° from curb, 1200 block Yokayo Court due to potential safety hazards, and conflict with the turning radius requirements of the Ukiah Fire Department. MISCELLANEOOS ITEMS Steve Turner requested the Fire Department receive a monthly agenda. Rick Kennedy distributed a copy of the memorandum dated December 13, 1993, to Charles L. Rough, Jr., City Manager, regarding 225 Arlington Drive. He advised the referenced item was pulled from the Consent Calendar at the request of Staff, and referred back to the Traffic Engineering Committee. He received comments from neighbors: The only vehicles which are parked in front of the applicant's are those of the applicant's family; the disabled mother is taken from the home maybe once a month; if a preferential on-street parking space is granted, the resident across the street will require one; and questioned the use of public funds for the installation and maintenance of the parking space. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 14, 1993 3 It was the consensus of the Committee to advise Mrs. Hinojosa her request for a handicap restricted parking space in front of her residence will be reconsidered at the January 11, 1994 Traffic Engineering Committee meeting, due to further information received by the Committee. Ken Budrow inquired about the status for red curb, north side Ford Street, North State Street to where street widens. Bill Beard advised the item is to recommend to the City Council the removal of on-street parking, north side of Ford Street, from North State Street easterly to the east side of 120 Ford Street, and on-street parking creates a restriction in the travel lanes of Ford Street.
