TEC AGENDA 2/11/92
Bill Beard stated that this item had been acted on at a previous Traffic
Engineering meeting. At that time a petition was given to the Committee that
did appear to not include all residents that fronted the alley, and a long
period of time has elapsed since the Committee took action. To create a
one-way street requires a resolution to be adopted by the City Council. It
was requested that Barnes Street be a one-way street running southerly from
Clay to Betty Street and to create Betty Street as a one-way east bound from
McPeak Street to Oak Park Boulevard. Mr. Beard also stated that residents who
attended the previous meeting agreed that this was the appropriate direction
for these streets.
Gene Marcheschi, 201 Betty Street, stated that to park his RV on his property
requires driving east to west on Betty to park on the east side of the
driveway. He also expressed that the intersection at Barnes and Betty Streets
is a dangerous blind intersection, and suggested that a stop sign be placed at
Betty and Barnes Streets, stopping traffic at Barnes, and that the property
owner on the corner property be asked to clear the brush from the street.
Dee Fossa expressed that she would like to have the streets as one-way due to
the increase of traffic.
Bill Beard noted that to install a stop sign at Barnes Street requires a
resolution [o be adopted by the City Council.
Discussion followed regarding the intersection of Barnes and Betty Streets
and the growth of shrubery from the corner property.
ON A MOTION by Beard, seconded by Fernandez, that the Traffic Engineering
Committee reconsidered the one-way streets for Betty and Barnes in prior
action and recommended to the City Council that Barnes Street be a one-way
street from Clay Street to Betty Street, and that Betty Street remain a
two-way street.
AYES: Beard, Borecky, Budrow, Fernandez, Turner and Chairman Vara.
NOES: None.
ABSENT: Harris.
ABSTAIN: None.
b. Request to Extend Red Curb Northerly from Mendocino Drive on the West
Side of Dora.
Bill Beard stated that he received a complaint from a citizen who lives within
the area of Mendocino Drive. The citizen expressed difficulty in site
visibility when making a left and/or right hand turn from Mendocino Drive onto
Dora Street, due to vehicles parked near the intersection of Mendocino Drive
and Dora Street. The citizen requested that the red curb be extend northerly,
removing some of the parking on the west side of Dora. Bill Beard also
stated that the Engineering Department distributed letters to residences and
businesses on the east side of Dora and Yokayo Elementary School notifying
them of this meeting and the item to be discussed.

Alice Yarbrough reported that she received a telephone call from an employee
of Yokayo School who was upset with the letter, and stated there was
insufficient time from receipt of the letter to the time of the meeting.
Bruce DeVeries stated if parking is removed, parents would have to park on
east side of Dora to pick up their children, and expressed concern of children
crossing Dora due to the heavy traffic flow. Mr. DeVeries agreed to a
passenger loading zone.
Discussion continued regarding site visibility, vehicles parked near the
school, children crossing Dora, installing a passenger loading zone, obtaining
3 parking spaces in the passenger loading zone, and the heavy traffic flow on
Dora.
ON A MOTION by Turner, seconded by Beard, that the Public Works Department
create a passenger loading zone beginning at the north end of the red zone
extending two parking spaces, to be designated with the appropriate sign as
two parking spaces, passenger loading zone, on the west side of Dora Street
northerly from Mendocino Drive.
AYES: Beard, Borecky, Budrow, Fernandez, Turner and Chairman Vara.
NOES: None.
ABSENT: Harris.
ABSTAIN: None.
c. Request to Mark Parking Stalls Across Old Unused Driveways on the West
Side of South State Street Between Clav and Stephenson - Beverly Sanders.
Bill Beard stated that a member of the Engineering Department measured from
the red curb near Clay and South State Streets, northerly to the red curb at
Stephenson Street. He stated there is 162 feet that will accommodate seven
(7) parking spaces, each 22 feet in length. Mr. Beard handed to the Committee
a drawing of the layout.
Beverly Sanders, 320 South State Street, expressed that she would like to have
the additional parking spaces for customer parking, because her business has
relocated to the building on the corner of Clay and South State Streets.
Discussion followed regarding additional signage, the vacant property and
driveways currently not being used, parking in front of driveways, the
driveways are currently blocked off, location of property line, storm drain
project to be completed within the week, and parking space markings.
ON A MOTION by Budrow, seconded by Fernandez, to designate the block between
Stephenson and Clay Streets on the west side of South State Street as seven
(7) available marked parking spaces with the appropriate signs to be added to
indicate time parking as appropriate within that area.
AYES: Beard, Borecky, Budrow, Fernandez, Turner and Chairman Vara.

f. Traffic Problem at Spring and Cypress.

Michael Lauletta, Principal of Pomolita School, expressed that there has been
traffic problems at the corner of Spring and Cypress located in front of the
Pomolita Reading Building. The peak hour is from 7:25 a.m. to 7:51 a.m. when
children ride their bikes or walk to and from school and parents are
transporting their children. He sent a memo to Charley Myers, Superintendent,
requesting a crossing guard to monitor the intersection during this peak hour.
He is requesting that a stop sign be installed west bound at the intersection.
Discussion followed regarding that the school and the District have no funds
for a crossing guard, cars are making a full stop at the Spring stop sign,
increased traffic speed of vehicles coming up the hill, no stop sign on
Cypress due to the steepness of the hill, the larger buses entering and
exiting the school from Hazel, the possibility of the block on Cypress from
Spring to Bush as a one-way street or the possibility of Cypress as a one-way
street from the top of the hill to the first driveway.
ON A MOTION by Beard, seconded by Budrow, to continue this item to the
February 11, 1992 meeting, for further discussion, suggestions and/or possible
solutions.

d. Request from MTA to Relocate Existing Bus Stop on North Side of Gobbi
Opposite Autumn Leaves Entrance to North Side of Gobbi at East Side of
Leslie Intersection - Steve Turner.
Steve Turner reported that MTA has an existing bus stop west bound on Gobbi
Street directly across the street from the Autumn Leaves entrance. Effective
Tuesday, January 21, 1992, MTA will no longer travel onto Autumn Leaves
property, turn around in the back and come back out. The Manager of Autumn
Leaves has complained that the residents will have to walk from the complex,
walk another 200 to 300 feet to the crosswalk at the corner of Leslie and
Gobbi Streets, and down to the bus stop sign to catch or get off the west
bound bus. He stated that he did not want a mid-block crosswalk across this
location, and suggested that the existing bus stop sign be moved west to the
intersection of West Gobbi and Leslie Streets. Buses stopping at this
location will temporarily block the site visibility of vehicles driving from
Leslie onto Gobbi Street during the loading and unloading of passengers. The
buses travel west bound every hour, including an additional 6 to 7 more times
a day, however, the bus does not always stop if there are no passengers for
loading and unloading.
ON A MOTION by Beard, seconded by Borecky, that the Traffic Engineering
Committee authorize MTA to relocate the existing bus stop on the north side of
West Gobbi Street, opposite Autumn Leaves entrance, to the north side of West
Gobbi at the east side of the Leslie intersection.
AYES: Beard, Borecky, Budrow, Fernandez, and Chairman Vara.
NOES: None.
ABSENT: Harris.

e. Update on General Plan - Mike Harris.
It was the consensus of the Committee to continue this item to the
February 11, 1992 meeting, for the update information from Mike Harris.
Bob Sawyer reported that there are 14 element committees represented by 10
citizens who are helping to develop each element. Seven of the elements are
mandated by State law. The seven represent those that are unique to Ukiah or
sensitive to the citizens of Ukiah. There are three general areas relating to
resources, infrastructure and development. The resource deadline is due in
January, 1992, with a workshop in February, the infrastructure deadline is
February with a workshop in March, and the development deadline due in March
with a workshop in April.
The Consultant, the Management Steering Committee and Mr. Sawyer will compile
a draft General Plan during the months of May through July with one public
workshop in August. The General Plan will be presented to the Planning
Commission and City Council in November and hopefully adopt a new General Plan
in December, 1992.
MISCELLANEOUS ITEMS
Bill Beard reported that he received a letter from Mary Jo Hons, Principal of
Saint Mary of the Angel's School, requesting that the red zone located in
front of the school be removed from the driveway to the northern crosswalk,
and replaced with limited parking (15 minutes). It was the consensus of the
Committee to add this request to the February 11, 1992 agenda.
Discussion ensued on the possible abolishment of the Traffic Engineering
Committee and create a Streets Commission consisting of public members with
assigned Staff. It was still the consensus of the Committee not to establish
a Streets Commission and that the Traffic Engineering Committee should remain
as is with three public member at large.

The meeting was called to order at 2:05 p.m., by Chairman Vara, in Conference
Room 3, at the Civic Center, Ukiah, California. Members present were: Beard,
Borecky for Goforth, Budrow, Fernandez, and Turner.
ABSENT: Michael Harris
Others Present: Gene Marcheschi, Beverly Sanders, Bruce DeVeries,
Larry Beckstrom of Ukiah Unified School District, Bob Swan, and Dee Fossa.
APPROVAL OF MINUTES
Steve Turner made the following correction on Page 1, Approval of Minutes to
indicate that he was absent from the meeting:
"AYES: Beard, Borecky, Budrow and Harris.
ABSENT: Fernandez, Tindle and Turner."
Steve Turner made the following correction on Page 2, Paragraph 1, to change
Pomolita School to Yokayo School. ". as a bus route, the parking spaces
located near Yokayo School are not marked as parking spaces, ." and "ON A
MOTION by Harris, seconded by Borecky, to continue this item to the
January 14, 1992 meeting. The Traffic Engineering Committee is to contact the
Principle of Yokayo School regarding a loading zone. ."
Chairman Vara added to Page 3, Paragraph 1, "Discussion continued installing
four-way stop signs, a new subdivision within the area, the negative impact of
the traffic flow at the stop sign, to allow sufficient ."
ON A MOTION by Borecky, seconded by Fernandez, it was carried by the following
vote to approve the minutes of the Traffic Engineering Committee meeting of
December 10, 1991 as corrected.

shelters on or along public right-of-ways at approved bus stops.

Mendocino Transit Authority
BUS SHELTERS
Bus shelters are covered, semi-enclosed waiting areas with benches at bus stops.
Bus shelters offer protection from inclement weather conditions, provide for
passenger comfort, and establish a transit presence within a local area.
Bus shelters may be installed at:
(a) Bus stops with a large number of passenger boardings per day.
(b) Bus stops near medical facilities, shopping, and areas with a high
proportion of senior citizens, disabled residents, or school-age children.
Bus shelters may also be installed at existing or proposed bus stops adjacent to
specific developments by the developer/owner as a transit amenity. Such
installations must be coordinated with MTA.
Placement Guidelines
Shelter must meet attached minimum dimensions shown in figure 1 to comply with ADA
guidelines.
1. Shelters located adjacent to buildings should be placed no less than
8-inches away from the building wall to allow for cleaning.
2. Shelters must not be placed so as to obstruct sidewalks or access to and
from transit vehicles.
3. Shelters should not be placed where they obstruct visibility at street
intersections or where vehicles exit onto an arterial from a private roadway
or driveway.
BUS BENCHES
Bus benches are a convenience amenity provided for passenger comfort.
Placement Guidelines
1. Bus benches should be placed facing the street.
2. When placed on a sidewalk, a bus bench should have the minimum clearances
shown in attached Figure 2.
3. Where sidewalks are narrow, benches should be placed behind the sidewalk so
that adequate width exists for pedestrians and wheelchair users. In this
case, the bench should be installed on a "bench pad" which meets the
requirements of Figure 2.

Dear Fred,
I am writting this letter on behalf of the more than 150 families who
come to pick up their children in front of our school each day. The curb,
from in front of our driveway past the crosswalks, is painted red. This
causes mass confusion and traffic jams both before and after school. We
are asking that you and the Traffic Commission review the red zone in
front of our school and consider elinimating the red zone from the
driveway to the northern crosswalk. In place of that zone, I would like to
see limited parking (15 min) available to parents and visitors. f think that
by reducing the red zone, much of the traffic confusion would be reduced.
