The meeting was called to order at 2:07 p.m., by Acting Chairman Beard, in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Borecky for Goforth, Brown for Vara, Fernandez, Turner and Yarbrough for Harris, with Michael Harris arriving at 2:15 p.m. ABSENT: Ken Budrow and Chairman Vara. Others Present: Michael Lauletta. APPROVAL OF MINUTES OAT A MOTION by Borecky, seconded by Turner, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of January 14, 1992 as submitted. AYES: Beard, Borecky, Brown, Fernandez, Turner and Yarbrough. NOES: None. ABSENT: Budrow, Harris and Chairman Vara. ABSTAIN: None. DISCUSSION/ACTION ITEMS: b. Spring and Cypress - Cars Entering Intersection from Cars or Children - Continued from January 14, 1992. tress Cannot See George Borecky reported for Ken Budrow. He stated that an Officer patrolled the area and reported there was a congestion of school children near the Reading Building, due to the building not being open and were gathering into the street. The Officer suggested that the School open the Reading Building earlier for the children and that a guardrail be installed to keep the children off of the street and on School grounds. The Officer also recommended that a stop sign is appropriate at Spring and Cypress. Mr. Lauletta expressed that the opening of the Reading Building earlier before classes and the installation of a guardrail are good suggestions to keep the children on school grounds and away from the street. Discussion followed regarding painting the curb red zone or white passenger loading zone on Spring Street in front of the school, creating parking spaces on Dora Avenue, parking for parents dropping off and picking up their children, there is adequate staff parking, and installing a guardrail between the sidewalk and the curb located in front of the Reading Building. Michael Harris arrived at 2:15 p.m. ON A MOTION by Borecky, seconded by Fernandez, to recommend to the City Council to install a stop sign on Cypress, at the Cypress and Spring Street intersection. AYES: Beard, Borecky, Fernandez and Turner. NOES: None. ABSTAIN: Harris. ABSENT: Budrow and Chairman Vara. ON A MOTION by Borecky, seconded by Turner, to paint a white curb passenger loading zone on the west side of Spring Street, approximately six to seven parking spaces, south of the driveway at the intersection of Cypress and Spring Street. AYES: Beard, Borecky, Fernandez, Harris and Turner. NOES: None. ABSTAIN: None. ABSENT: Budrow and Chairman Vara. ON A MOTION by Turner, seconded by Fernandez, that the Traffic Engineering Committee request that the School District place a guardrail between the sidewalk and the curb located in front of the Reading Building, extending to the existing guardrail to keep school children on school property and not in the street. AYES: Beard, Borecky, Fernandez, Harris and Turner. NOES: None. ABSTAIN: None. ABSENT: Budrow and Chairman Vara. Mr. Lauletta requested a copy of the minutes to present to the School Board. a. Request to Replace Red Cur School with 15 Minute Zone - in Front of Saint Mary's of the Angel's o Hons, Pr Bill Beard reported that he received a letter from Mary Jo Hons, Principal of Saint Mary's of the Angel's School addressed to Fred Keplinger. Ms. Hons is requesting that the red curb from the driveway to the northerr. crosswalk be replaced with limited parking (15 minutes). Discussion followed that the southern crosswalk be removed, the school has a crossing guard and uses the northern crosswalk for the children to cross Dora, a red curb is required between the northern and southern crosswalks, to remove the red curb would create a hazardous condition, double parking in the red zone, and parents could park in front of the field to pick-up their children. A motion was made by Harris, seconded by Beard, due to the safety and concerns of the children relative to the close proximity of the intersection, the driveway, and the necessity to retain the red curb, that the Traffic Engineering Committee deny the request and white zone to the north of the northern crosswalk. Minutes of the Traffic Engineering Committee February 11, 1992 Page -2- Motion withdrawn. Discussion ensued that the southern crosswalk be eliminated and that approximately two parking spaces could be installed near the south driveway. It was the consensus of the Traffic Engineering Committee to discuss with Mary So Hons, Principal of St. Mary's School the possibility of eliminating the southern crosswalk for a passenger loading zone that will accommodate approximately 2 parking spaces and return all information to the March 10, 1992 meeting. c. Request for "Watch for Children" or "Children at Play" on Hazel Avenue, East Side. South of Man le and in 800 Block of Maple Avenue - Brigitte Bill Beard reported that he received a Ukiahgram from Ms. Fleck requesting that "Watch for Children" and "Children at Play" signs be installed on Hazel Avenue and Maple for the safety of children attending Pomolita School. He also noted that the stop sign on Hazel on the west side of the school is hidden by the trees and is faded out. Discussion followed regarding a possible stop sign on Maple and the possibility of moving the stop sign closer to the intersection. ON A MOTION by Harris, seconded by Turner, that the stop sign on Hazel, located on the west side of the school, be replaced and the trees prunned to increase the visibility of the stop sign. That a school zone sign be located east bound on Maple Avenue, west of Hazel, as determined appropriate by the Public Works Department. It is requested that the Police Department patrol Hazel and Maple Avenue for one month to identify any problems and report back at the March 10, 1992 Traffic Engineering Department meeting. AYES: Beard, Borecky, Fernandez, Harris and Turner. NOES: None. ABSTAIN: None. ABSENT: Budrow and Chairman Vara. d. Bus Stop Guidelines - Steve Turner, MTA. Steve Turner stated that several months ago the Committee received guidelines to install shelters and benches on public right-of-way and included design standards for the shelters. He stated that the bus shelters would not block the sidewalk, obstruct the visibility or site distance at intersections, and must comply with ADA guidelines of the 4' minimum for public walkway, 8' to maximum based on passenger seating capacity, and 30" x 48" inside shelter for wheelchair waiting area. Steve Turner handed to the Committee a revised proposal for locating benches and shelters on or along public right-of-ways at approved bus stops and reported on the proposal. Discussion followed regarding the bus shelters and designs. Request from MTA to Relocate Bus Stop on Gobbi Street from 24' East of Center of Autumn Leaves Driveway to 30' West of the Center of the Driveway - Steve Turner, MTA. Steve Turner stated that MTA will no longer travel into Autumn Leaves property, turn around in the back and come back out. Autumn Leaves had a bench located inside the driveway on the east side, and that the MTA bus stop sign is also located on the east side of the driveway on Gobbi Street. He stated that when the east bound bus stops on Cobbi Street, the bus blocks the driveway and that the driver was unable to see if there were passengers. MTA added 2' of concrete to the existing 6' wide sidewalk to create a 5' x 8' pad, and relocating the bench from the Autumn Leaves driveway to the pad on Gobbi Street. MTA is asking that the bus stop sign be moved to the west side of the Autumn Leaves driveway to prevent buses from blocking the driveway, and that the next driveway is approximately 50' to 60' from the bus stop. Discussion followed regarding landscaping. ON A MOTION by Harris, seconded by Fernandez, to approve the request by MTA to relocate the Autumn Leaves bus stop from the east side of the driveway to the west side of the driveway with the request that MTA landscape the new area. AYES: Beard, Borecky, Fernandez, and Harris. NOES: None. ABSTAIN: Turner. ABSENT: Budrow and Chairman Vara. f. Report and Proposed Alternatives for Lane Line and Crosswalk Modifications. Perkins Street and Orchard Avenue Intersection - Bill Beard reported that at the February 5, 1992, City Council meeting, Councilmember Wattenburger mentioned that it is difficult for traffic south bound on Orchard Avenue to make the left turn onto Perkins Street. He stated that Standard Oil has on deposit with the City approximately $9,000 to accommodate a larger curb return. Bill Beard showed a map of the intersection and explained the layout. Discussion followed regarding the placement of traffic loops, the driveway at the Standard Station is set-up for the new curb return, a consultant study may be done on the intersection of Orchard Avenue and Perkins Street and Perkins and 101 interchange, placement of the crosswalks, and undergrounding of utilities are to be completed before construction of the new curb return. Minutes of the Traffic Engineering Committee February 11, 1992 Page -4- It was the consensus of the Committee that this issue be referred to the General Plan process for consideration of the Redevelopment Improvement Program and future traffic studies, and that no action be taken at this time by the Traffic Engineering Committee. This element is part of the infrastructure group of elements. A public workshop on these elements will be held in the City Council Chamber on Monday, April 27, 1992. ST:kk R:TEC1 M TRANSPORTATION TRANSPORTATION AND CIRCULATION ELEMENT Proposed Findings, Goals and Policies First draft -- March 4, 1992. I FINDINGS: A. Traffic and Circulation considerations have historically been overlooked or given low priority when development was proposed. This practice has impacted streets and roads, failed to provide necessary funding for infrastructure improvements and reduced the attractiveness of Ukiah by lowering the quality of life. GOALS: 1. Give transportation and circulation issues the same weight and consideration as land use issues in planning and approving new developments. POLICIES: a. Master Street Map will be developed based on anticipated demands of approved land use zoning. b. Planning Commission members will receive training in transportation planning and information on the traffic and circulation impacts of different types of developments so they can properly implement the goals and policies of this section. c. All proposed development will be reviewed for the immediate and cumulative transportation impacts of that development. Development fees levied will include transportation impact fees based on the proportional cost of the cumulative infrastructure improvements required to accommodate that development. B. Poor circulation is a problem in many areas of the City. There are existing impediments to smooth circulation which are forcing traffic into residential neighborhoods. GOALS: 1. Need for additional North/South arterial. 2. Need for one major East/West arterial. 3. Pay special attention to State Street between Low Gap and Hensley Creek Road. 4. Implement better traffic control devices to provide better traffic flow between downtown freeway including review of such things as one way streets, street closures, relocating parking Proposed Findings, Goals and Policies-First draft page 2 POLICIES: a. Stop signs or signals should be removed at State and Norton, Scott and Mill. b. We do not want stop signals to impede the general flow except where arterials intersect where a signalization is necessary. c. Traffic signals to be placed 1/2 mile, more or less, apart d. Signal sequencing should be given a high priority particularly where lights are numerous. e. As often as possible provide left turn pockets; especially on Perkins f. Provide as often as possible large radius curb returns at arterial intersections. g. Bus stops should be downstream from intersection. h. Traffic lights synchronized to allow through traffic. i. Arterial streets should not terminate in neighborhood, but connect other arterials to form a grid to preserve the quality of neighborhoods. North/South Alternatives: a. Extend Orchard Avenue North parallel to freeway to Ford Road, South to Talmage Road. b. Connect Redemeyer Road North to Eastside Calpella Road, OR c. Extend Redemeyer Road to intersection of the Forks. d. Extend Sanford Ranch Road to Vichy Springs Road OR e. Extend Ruddick-Cummingham North across Talmage to Vichy Springs Road. f. Extend Hastings Road South to Norgard Lane. g. With a North/South line connect Low Gap Road with Hensley Creek Road West of Pinoleville Reservation and West of the High School. h. Extend Mill view Road north across Orr Springs Road and Masonite Road and connect with Frontage Road. i. Extend Airport Road South and connect with an on ramp to the Freeway or connect to Plant Road. j. Examine a way to connect Ridge Road to Vichy Springs subdivision Proposed Findings, Goals and Policies-First draft page 3 East/Nest Alternatives: a. Extend Clay Street East to Peach b. Extend E1 Dorado Road West to Ford Road c. Examine a way to extend Ford Road west to Bush Street d. Explore the idea of acquiring Masonite road to allow for an adequate intersection with State St. e. Brush to Redemeyer - acquire right of way GOAL 1. Maximize the use of existing streets to delay widening. POLICIES a. Implement techniques to increase the capacity of existing streets prior to widening. These techniques might include one-way streets, synchronized signals, left turn pockets and center left turn lanes, removing on-street parking, establishing bus pullouts and alternative bicycle pathways. GOAL 1. Establish policies that provide needed right-of-way for planned streets and other impacts of development. POLICIES a. Require reservation or an offer to dedicate land for right-of-way necessary for the number of lanes projected to each existing and planned street (on the master street map) as a condition of development approval. b. Preserve the opportunity to provide additional roadway width in the future by conducting period (five year) updates of the traffic study and determining the effects of changes in the plan and revising the master street map to reflect these changing needs. c. Include needed width for bicycle and pedestrian facilities in the dedicated lane space reserved above. d. Cooperate with government and commerce to evaluate peak times of employee traffic and evaluate staggering work hours that have the greatest impact on circulation. Proposed Findings, Goals and Policies-First draft page 4 PAR%ING FINDINGS: 1. Not enough convenient parking downtown. 2. Limited opportunities exist for deliveries in the downtown areas. GOALS: 1. Increase convenience and attractiveness of off-street parking opportunities and provide/explore alternatives for on-street parking to improve circulation. Suggestions: 1. Dedicated access lanes on one-way streets. 2. Consolidate lots to increase available spaces, ie., Main Street. 3. Landscape, ie., shade trees. 2. Explore converting certain downtown streets to parking only. 3. Develop multi-story parking downtown. 4. Acquire vacant downtown properties for multi-story lot development; ie., Cox Motors. 5. Explore parking regulations downtown which would encourage deliveries during certain times and limit the opportunities for all-day parking near businesses. 6. Promote incentive to employers to encourage employees to use off-street parking (more permit spaces). II. ALTERNATE MODES OF TRANSPORTATION FINDING: 1. Because our society relies almost exclusively on the use of single occupant vehicles (SOV) for transportation, 30-40~ of all land in urban areas must typically be paved for streets and parking. Acquisition of land for new streets and widening of existing streets is expensive and often prevents the appropriate improvement of the street system. This proliferation of individual vehicles also creates noise, many forms of pollution. GOAL 1. Encourage the use of alternative forms of transportation such as pedestrian, bicycle, car pools and safe and clean public transportation to reduce congestion, minimize the need for further expansion of the road system, limit and reduce noise and toxic pollution. Proposed Findings, Goals and Policies-First draft page 5 POLICIES-PEDESTRIAN a. Through incentives encourage attractive pedestrian access to all developed areas. These pedestrian walkways should be as direct as possible and should be separated from auto travel lanes by an appropriate combination of grade separations, parking lanes and landscaping in order to make the pedestrian area inviting and safe. b. Pedestrian access should also be accessible to the handicapped and tree shaded to extend their usefulness during hot weather. City should improve all sidwalks to make them adequate and usable. Remove obstractions such as parking meters, sign posts, power poles when feasible. c. Create additional and improve existing pathways ie., along Orr Creek. POLICIES-BICYCLE a. Promote the use of bicycles as a viable and attractive alternative to cars. b. Develop a plan to extend a system of bicycle lanes and pathways to all areas of the city c. Provide bicycle lanes of paths along major streets d. Consider bicycle operating characteristics in the design of intersections and traffic control systems. e. Prepare and implement bicycle parking standards. f. Maintain an educational program to promote bicycle use and bicycle safety. g. Encourage the !II'A and other public transportation providers to make bus routes connecting Ukiah with other areas bicycle accessible. POLICIES-CAR POOL a. Encourage car pooling POLICIES-PUBLIC TRANSIT a. Support continuation and expansion of federal subsidies needed by local transit systems. b. Encourage patronage increases that, in turn, justify service improvements. c. Encourage the use of transit through provision of on-street bus stops, and accommodating passenger amenities such as benches and shelters on public right-of-ways whenever possible. Encourage through the use of incentives developments that are potential sources of transit patronage to be designed to encourage transit use by location of entrances, accommodation for bus travel and provision of passenger shelter. e. Consider bus routes in the design of all new development areas and require developers to notify buyers/renters of transit plans. f. Work with the MTA and other parties to develop a downtown transit center. g. Design new major streets for potential transit use. III: AIR QUALITY: FINDINGS A. Excessive dependence on the automobile has ruined the urban environment of most cities in California, and contributes significantly, even overwhelmingly, to air pollution in those cities. Such a fate is undesirable for the Ukiah Valley. B. Mendocino County is designated "non-attainment" for the state ambient air quality standard for respirable particulate matter (PM-10). Concentrations of PM-10 measured in Ukiah (and in Willits and Fort Bragg) regularly exceed the state standard. C. Automobiles contribute to the burden of PM-10 pollution, through exhaust emissions and through road dust. D. Mendocino County is very close to being designated "non-attainment" for the state standard for ozone. Ozone concentrations observed in the Ukiah Valley in that study are right at the level of the state standard. Any increase in ozone concentrations would result in exceedances of the state standard. E. Automobiles are a major contributor in the ozone concentration in the Ukiah Valley. Continued growth in the use of automobiles in the Ukiah Valley could result in the exceedance of the state air quality standard for ozone. In 1987, Vehicles contributed 249 of the reactive organic gases emitted to the air in the county, and 609 of the oxides of nitrogen. F. Exceeding the state air quality standard for ozone has serious implications for the health of Ukiahans. G. Exceeding the state air quality for ozone also has serious potential consequences for agriculture in the Ukiah Valley. Ozone concentrations at the level of the state standard are known to reduce crop yields of both pears and grapes. Proposed Findings, Goals and Policies-First draft page 7 H. Designation as a non-attainment area would have serious potential consequences for existing industry in the valley, and far potential new industry. Under the California Clean Air Act of 1988, designation of the county as "non-attainment" would require the air pollution control district to develop and implement strict and expensive new regulations for existing industry, including the requirement for application of Best Available Retrofit Technology to existing sources. The District would also be required to implement a policy of "no net increase" in emissions of oxides of nitrogen and reactive organic gases from new industry, severely restricting the industrial growth of the county. The District would also be required to develop transportation control measures to reduce emissions of these ozone precursors from automobile use. I. Alternative transportation modes (MTA, walking and bicycling) have the potential to slow the growth of automotive emissions or even to reduce emissions from present levels. J. The present pattern of development and planning in the Ukiah Valley is not friendly to alternative modes of transportation modes. K. Many current practices actually subsidize and encourage the use of the automobile (e.g., free parking). L. Much of the use of vehicles in the Ukiah area is for short trips which are amendable to the use of alternative transportation. A survey of households in Ukiah indicates that 499 of the households are less than 2 miles from work, 797 ar less than 5 miles, and 887 are less than 9 miles. Similarly, many of the trips to the store for shopping are of similar length, amendable to the use of alternative transportation. Moreover, 757 of the housing in Ukiah is within 700 feet of MTA service. M. Such short trips are also the most important in terms of air pollution. A car emits hydrocarbons at a much higher rate in the first two minutes after a cold start-up. GOALS: 1. The prevention of the destruction of the environment of the Ukiah Valley by excessive dependence on automobiles, including prevent the further degradation of air quality. 2. To prevent the exceedance of the state ambient air quality standard for ozone. 3. To prevent the imposition of onerous and expensive air pollution control programs on existing industry in the valley, and on proposed new industry. 4. To avoid the imposition of transportation control measures on the county generally under the California Clean Air Act. 5. To encourage the use of alternative transportation in the Valley. Proposed Findings, Goals and Policies-First draft page 8 POLICIES: a. All new transportation or circulation development should take into account the need for and special environmental benefits of alternative modes of transportation, and should be encouraged to reduce dependence on, need for and use of the automobile. b. Existing infrastructure should be upgraded and modified to encourage and enhance the use of alternative transportation. 1. Within the life of this plan the central Ukiah area should be served by a regular bus service connecting all the major shopping/employment areas of the town. This bus service should strive to operate every 10 minutes to enhance its use. 2. Where new development unavoidably increases demand for transportation services, developers should pay a mitigation fee, to be used by the City for actually mitigating the effects of the development, and provide for meeting the new demand. 3. There should be a system of bicycle trails in the sphere of influence. On separate access trails, safety should be considered. 4. All new businesses should be encouraged through incentives to provide lockable parking for bicycles, just as they are required to provide parking. 5. The City and the County should examine their planning and building processes to identify where the processes are actually encouraging the use of automobiles at the expense of alternate transportation. Bicycle paths near schools should be planned. IV. AIR TRANSPORTATION FINDINGS: A. Air transportation is a vital part of Ukiah's present and future transportation system. Encirclement by high density uses could force closure of the airport. The runway is currently too short for use by certain business and commuter aircraft. GOALS: 1. Insure the continued survival of existing air transport facilities by increasing the usable length of the runway. 2. Create an Airport Land Use Plan and Commission 3. Remove infringements from object free area & runway protection zone a. Establish fund to purchase properties b. Close streets and eliminate structures c. I have been in Ukiah since 1987 and find it a beautiful and friendly place to live. Mostly I like the size of the town. One needs no car here, but cars are the purpose of this letter. Leslie Street between Gobbi and Perkins has become a race track for autos both ways. We have all the seniors next door pulling ut of the Center and many small children at play but no speed signs. I have seen "Careful Children at Play" to be helpful. If not a speed sign of 20 mph, maybe more police patrols parking in senior center lot with radar. Once in awhile before someone gets killed. Grown to love Ukiah, so much. Plan to die here. Have M.A. in corrections, 10 years as probation officer. The office of City Traffic Engineer shall consist of a committee who shall serve without additional compensation, consisting of the City Manager, the Chief of Police, the City Engineer, the City Attorney, the Supervisor of Public Works or their duly appointed representatives, together with such other persons as may from time to time be determined and appointed by the Council. The chairman shall be chosen by vote of the committee. Any member of such committee, whether appointed by this Chapter or by action of the Council, may be removed by the Council at any time. (Ord. 553, §1, adopted 1963) §7031: USE OF TERM "CITY TRAFFIC ENGINEER": Whenever in this Chapter the designation or term "City Traffic Engineer" is used it shall mean the committee comprising the office of City Traffic Engineer acting through a majority of the members thereof, or a duly authorized representative of the office of City Traffic Engineer. Whenever the City Traffic Engineer is required or authorized to place or maintain official traffic-control devices or signals, he may cause such devices or signals to be placed or maintained. (Ord. 553, §4, adopted 1963) §7033: POWERS AND DUTIES GENERALLY; DELEGATION OF AUTHORITY: It shall be the general duty of the City Traffic Engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other City officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this City. Whenever, by the provisions of this Chapter, a power is granted to the City Traffic Engineer or a duty imposed upon him, the power may be exercised or the duty performed by his deputy or by a person authorized in writing by him.
