The meeting was called to order at 2:05 p.m., by Acting Chairman Beard, in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Borecky for Goforth, Budrow, Yarbrough for Harris, and Turner. Members Absent: Fernandez Others Present: Carol Jones. Acting Chairman Beard opened the meeting by asking for nominations for a new Chairman due to the resignation of Chairman Vara. William Fernandez entered the room at 2:15 p.m. ON A MOTION BY Borecky, seconded by Yarbrough, to elect Steve Turner as Chairman of the Traffic Engineering Committee. AYES: Beard, Borecky, Budrow, Fernandez, and Yarbrough. NOES: None. ABSENT: None. ABSTAIN: Turner. APPROVAL OF MINUTES Ken Budrow made the following corrections on Page 4, Paragraph 5, change the word do to due, "ON A MOTION by Turner, seconded by Budrow, that in the interest of public safety that a stop sign be placed on Beacon at South state Street due to the heavy traffic on South State Street with a proposed resolution to the City Council." Page 4, Paragraph 6, add Budrow as making the motion, "ON A MOTION by Budrow, seconded by Turner, to recommend to the City Council to adopt the proposed ." ON A MOTION by Beard, seconded by Budrow, that the minutes of the March 10, 1992, are approved as corrected. AYES: Beard, Borecky, Budrow, Fernandez, Harris and Chairman Turner. NOES: None. ABSENT: None. ABSTAIN: None. Minutes of the Traffic Engineering Committee April 14, 1992 DISCUSSION/ACTION ITEMS a. Bi11 Beard reported that he received a letter from Carole Jones, Assistant Vice President of Savings Bank, requesting that two (2) parking spaces located in front of the Savings Bank main office at 200 North School Street be converted to one (1) handicap parking stall. Ms. Jones stated that the handicap parking stall is a result of requests from senior citizen clients, and to make the bank more accessible to handicapped Customers. Mike Harris entered the room at 2:30 p.m. Discussion followed regarding that there is currently six (6) parking spaces located in front of the bank; the elimination of one (1) parking space would not affect the surrounding businesses, the pending demolition permit application of the main office building to be discussed at the April 16, 1992 City Council meeting, and the temporary relocation of Savings Bank's main office to the former Rexall building on East Perkins Street. ON A MOTION by Beard, seconded by Budrow, that the Traffic Engineering Committee authorize the creation of a handicap parking space on School Street, west side, immediately north of Standley Street from the Savings Bank, and the space be created from the first two (2) full size parking stalls north of Standley in front of 200 North School Street. AYES: Beard, Borecky, Budrow, Fernandez, Harris and Chairman Turner. NOES: None. ABSENT: None. ABSTAIN: None. b. Bill Beard reported that he has discussed with a consultant a possible circulation study for the east end of Perkins by the freeway, extending Orchard Avenue to Brush Street, the possibility of an off- and on-ramp for south bound freeway traffic; the interchange at East Gobbi Street and the freeway; the traffic circulation on Perkins at the Courthouse; Clay Street extension from the railroad to Leslie and a tie-in to Peach Street, and signalization at Clay and State Streets. Other sources discussed were alternative routes to improve traffic circulation in various areas throughout the City. Bill Beard reported an for the upcoming bicycl Street Faire scheduled scheduled for September Festival scheduled for Street. d discussed the routes and street closures e race scheduled for September 19, 1992; the for May 25, 1992, the Antique Car Show 26, 1992, and the tentative Wine Tasting May 22, 1992, all sponsored by Ukiah Main Discussion followed regarding that additional barricades will be needed, volunteer assistance for placement and removal of barricades; obtaining a letter from the County stating they have no objection to the closure of School Street that is an access to the Courthouse; contacting Ukiah Ambulance and the Fire Department due to the street closure of Seminary Avenue for the bike race route from School and Oak Streets between Perkins Street and Seminary Avenue; safety for pedestrians and spectators; and No Parking Signs. MISCELLANEOUS ITEMS None.
