M I N U T E S
May 12, 1992
2:00 p.m.
The meeting was called to order at 2:00 p.m. by Chairman Turner, in
Conference Room 1, at the Civic Center, Ukiah, California. Members
present were: Beard, Borecky for Goforth, Budrow and Harris.
Members absent were: Fernandez.
Other Present: Dorothy Crab and Dorene Horstfall.
APPROVAL OF MINUTES
The Minutes of April 14, 1992 were not available.
DISCUSSION/ACTION ITEMS
3e.
Bill Beard reported that the City Manager's office received a
telephone call from Renee Joseph of the Indian Senior Center, Santa
Rosa office, requesting a wheelchair access at 423-925 North State
Street.
Ms. Crab stated that the majority of the elderly citizens coming to
the center are wheelchair bound. The citizens are picked up in a
car and are dropped off in front of the center. The vehicle is
below curb line, and that the driver has to lift the passenger up
and over to the wheelchair from the vehicle. She is requesting
that the sidewalk be leveled so that the driver can take the
passenger from the vehicle straight across to the wheelchair. She
also noted that the center has a mini-van that is used when driving
to the Reservations.
Mike Harris asked if there is on-site parking in the rear of the
building. Ms. Crab responded to enter the building from the rear
parking lot requires going upstairs and through the kitchen.
Discussion followed regarding installing a lift for the van and
car, wheelchair access at the Henry Street crosswalk, handicap ramp
at mid-block at the crosswalk, designating the first parking space
north of the crosswalk as a passenger loading zone or commercial
loading zone, and creating a driveway width driveway in front of
parking would create problems.
Chairman Turner suggested that Ms. Crab and Ms. Horstfall visit MTA
and look at the lift equipment used on MTA mini-vans.
It was the consensus of the Committee that other alternatives be
considered such as lift equipment or a ramp from the van to the
sidewalk before consideration of amid-block handicapped ramp which
would use up the entire depth of the existing sidewalk.
3a. Reauest for Stop Sign on Ruddock Street at North Oak Street -
Joe Scherf.
Bill Beard reported that he received a telephone call from
Joe Scherf requesting a stop sign on Ruddock Street at North Oak
Street.
Discussion followed that there is no stop sign at Hospital Drive,
Washington Court and other various areas with the City with
controlled intersections, traffic speed, and stop sign guidelines.
On a motion by Harris, seconded by Beard, that a stop sign not be
recommended for installation at Ruddock and North Oak Street.
Motion fails.
ON A MOTION by Harris, seconded by Beard to recommend installation
of a stop sign at Ruddock and North Oak Street.
AYES: Beard, Borecky, Budrow, Harris and Chairman Turner.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: None.
Ken Budrow requested a list of uncontrolled intersections for
review at the June 9, 1992 meeting.
3b. Reauest for Stop Signs on Walnut at Bush Street to Create a
Four-Wav Stop - Marv Spangler
ON A MOTION by Harris, seconded by Budrow, that no stop signs be
installed on Walnut at Bush Street to create a four-way stop.
AYES: Beard, Borecky, Budrow, Harris and Chairman Turner.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: None.
Discussion followed regarding that Bush Street was specifically
identified as a through street for north bound traffic coming from
Dora onto Bush Street, and site distance visibility.
3c. Request for Temporary Bus Stop on Dora Avenue at North__West
Steve Turner reported that in June, 1992, Pomolita Elementary
School will be conducting a six-week summer school session and has
no transportation for the students. MTA is re-routing their bus
route to accommodate Pomolita Elementary School during the six-week
summer school session. Steve Turner is requesting that a temporary
bus stop sign be placed in the landscaping along the existing red
curb west bound on Dora Avenue, west of Spring Street. He stated
that he has discussed the temporary bus stop with the Principal of
Pomolita Elementary School and that the bus route will travel the
same direction at all times.
ON A MOTION by Harris, seconded by Budrow, to place a temporary bus
stop on west bound Dora Avenue, just west of Spring Street, to
begin immediately and continue through August 1, 1992.
AYES: Beard, Borecky, Budrow, and Harris.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: Chairman Turner.
d. Request for Bus Stop, Low Gap Road, Both Sides, Near Entrance
Discussion followed regarding crosswalks, placing the bus stop on
the access road to the County facility between the Sheriffs
Department to the garage building.
It was requested that Steve Turner review the possibility of
placing the bus stop at the access road to the County facility
between the Sheriffs Department to the garage building and return
to the Committee with his findings.
